Subject – Regarding roll out of RICT CBS version 2.0.1 in RICT CBS devices from 27.06.2022.

Sir/Madam,

New RICT CBS version 2.0.1 for RICT devices have been developed and tested. The competent authority has  decided to roll out RICT CBS version 2.0.1. The roll out of RICT CBS version 2 0 1 in RICT devices will be done from  27.06.2022 to 13.07.2022.

2. The following changes have been made in the RICT CBS version 2.0.1 .

At present for most of the errors faced in RICT-CBS application a common error message “Transaction not processed due to network issues. Please try again” is displayed in the new version 2.0.l, error codes are categorized   and configured, so that indicative error messages are displayed to help field user/ support personnel to identify the  impacted layer for early resolution of issues List of few common errors configured for the impacted layer are listed  below which would enable DO/Sys admin/Po users to raise ticket with the concerned team. No changes have been  made in the existing application functionalities and in the Transaction Update functionality. lf any of the newly  configured error messages are seen during a transaction. users can check transaction status in Transaction Update Functionality and decided  on further action.

3 Circles are requested to follow the following instruction for a smooth rollout of RICT CBS version 2.0.1 in RICT  devices.

a. RSI Team will carry out roll out activities as per schedule attached.

b. Necessary instructions to be given to BPMs for keeping the device powered on the planned rollout date

c. Post successful roll out, BPMS can carry out the regular work.

d. Transactions carried out in the older version will not reflect in Daily Transaction Report (DTR) after the  version upgrade. BPM shall be requested to take DTR if it is required for previous dates before the  version upgrade.

4. It is requested to circulate the roll-out plan for RICT CBS version 2.0.1 to all CBS Post Offices along with RICT CBS Branch Post Offices for information, guidance, and necessary action and it is to be ensured that all Branch Post Offices get upgraded to the newer version of 2.0.1 within the strict timeline.

5. Hindi version of this order will be issued in due course.

As per the Recruitment Rules notified in GSR 459 (E) dated 17.06.2022, the following categories of official (s) are eligible to appear in the examination:

Category (A):

(i) Officials of the Circle holding post in Level 3 of the Pay Matrix, excluding officials from Postal Account Office or Wing, with three years of regular service in such post or five years of combined regular service in posts in Level 1, Level 2 and Level 3 of Pay Matrix.

(ii) Officials of the Circle holding post in Level 2 of the Pay Matrix, excluding officials from Postal Account Office or Wing, with five years of regular service in such post including the regular service in posts in Level 1 of Pay Matrix.

(iii) Officials of the Circle holding post in Level 1 of the Pay Matrix, excluding officials from Postal Account Office or Wing, with five years of regular service in such post.

Category (B):

(i) Officials of the Circle holding post in Level 1, Level 2 and Level 3 of the Pay Matrix, excluding officials from Postal Account Office or Wing, with total regular service of eight years including regular engagement as Gramin Dak Sevaks.

Note 1: – The crucial date of eligibility for reckoning the eligibility conditions as above shall be 01.01.2022.

Note 2: – The officials mentioned at Category (B) above will be considered only if sufficient officials mentioned at Category (A) are not available for filling up the notified vacancy.

Note 3: Eligibility of an official shall be determined with respect to the post held substantively and relevant pay level of the post in Pay Matrix and not with respect to the level in which an official is drawing pay as on the crucial date of eligibility by virtue of financial upgradation under the Time Bound One Promotion, Biennial Cadre Review or Modified Assured Career Progression.

4. Pattern & Syllabus of PA SA Examination: 

The examination will be conducted as per the revised pattern and syllabus circulated by Directorate vide letter No. 17-08/2018-SPB-I dated 10.05.2019 under Annexure —C which shall be read with letter No. 17-08/2018-SPB-I (pt.) dated 10.06.2019 and 17-08/2018-SPB-I dated 20.06.2019, 26.06.2019, 28.06.2019, 11.07.2019, 23.07.2019 and letter No. 17-08/2018-SPN-I dated 09.09.2021, enclosed as Annexure-II.

Note: The ‘Skill test of data entry’ will be conducted subsequently as per the Instructions on the subject.

5. Applicants are required to indicate the order of preference of all Divisions / Units (in a proforma). The proforma for order of preference will be provided by concerned Circle office, mentioning there in all the Divisions / Units. Allotment of Division / Unit will be made as per merit-cum-preference basis subject to availability of vacancy.

6. Centres of Examination: 

The examination will be conducted at all Circle /Region Headquarters only. The candidates will have to appear from the respective centres of their Circle only and under no circumstances, they be permitted to appear from other Circle Centres.

7. The application of the APS candidates should be sent to the concerned Divisions only and not to Circle office.

8. Department vests the power to cancel this notification of the examination, if anything unfair was found during the recruitment process.

9. The candidates who are willing to apply for the examination should ensure that they fulfill/satisfy all the eligibility criteria/conditions/instructions (mentioned at para 1 to 7) for appearing in the examination.

10. This notification may be given wide publicity amongst all eligible candidates working in Divisions/Units.

11. This notification is also available on the Departmental website i.e. www.indiapost.gov.in.

1. Double click on This PC (Windows 10 PC) in the desktop

2. Go to C drive by double clicking Local Disk (C: ) and double click on POS folder

3. Double click on Application folder

4. Double click on Counter folder

5. Double click on build folder

6. Double click on Version Folder

7. Right click on latest.version folder and click on Open with Below screen will appear

8. Click on More apps and choose Notepad as below and click OK Below Screen will appear.

9. Rename 4.6 to 4.5 (Just remove 6 and type6 , remaining characters should not be changed)

10. Click on File and click on Save. Close the

11. Again go the C drive . Double click on POS folder, double click on Application folder and Double click on Counter folder. Below screen will appear.

Issues of Post Office Identity Cards with value additions

Department of Posts is issuing Post Office Identity Cards as per clause 63 of PO Guide Part I. Now it is decided to issue the card with value additions.

2. The details of value additions are given below:

a. In plastic card format

b. With sufficient information about the card holder viz. photograph of the holder, address particulars, Mobile number, Date of birth, Blood group and Signature

c. The cost of application for this card is Rs. 20. Processing fee of Rs. 250 is to be collected from the applicant

d. Detailed Operating & Accounting procedure is enclosed, Details of service and features are mentioned in SOP

3. The authorized card maker will be finalized and approved by the following all the formalities. Specifications and quality of the card to.

4. The Circles will give adequate publicity for this product.

5. This issues with the concurrence of JS & FA vide diary no. 66/FA/2011-CS dated 18.07.2011 approval of Secretary (Posts).

OPERATING PROCEDURE
FOR ISSUE OF
POST OFFICE IDENTITY CARDS

1. Introduction

1.1 Department of Posts has been issuing ‘Post Office Identity Cards, ( PO ID card) as pet clause 63 of PO Guide part-I which is given below:

1.1.1 It is being issued for the benefit of tourists, traveling representatives of terms and other members of the public who experience difficulty in establishing their identity in connection with postar transactions, e.g. receipt of registered and insured articles and payment of money orders in the post town through which they pass. These cards are obtainable at head post office by literate persons whose identity is well established an the locality in which they reside or who can be vouched for by substantially permanent residents known to the postmaster.

1.1.2 The card will contain a full description of its holder, his signature and photograph and will be current for a period of three years from the date of issue. After expiry of the period of validity of the card, afresh card will have to be applied for. The photograph to be affixed to the identity card will have to be supplied by the applicant.

1.2 Now, it has been decided to issue ‘Post Office Identity Card’ with value additions as a “Retail Product” of India post on the same lines with following specifications:

– Card Type: Ultra silk finish card (metal plastic)
– Dimension: 85 mm /54 mm

2. Submission of Application forms

2 .1. The Application form, as given at Annexure – I, will be submitted at the Head Post Office in duplicate. At the time of submission, the fee for issue of ‘Post Office Identity Card @ Rs. 250/- will be collected through MPCM and receipt will be issued. The amount so collected will be credited under RETAIL POST.

2.2. The application forms may be downloaded by the Website www.indiapost.gov.in or will be provided by the Post Office @ 20 per application which will be credited Under Retail Post.

3. Processing of the application

3.1 After the Application is received at Head Post Office, the particulars of application will be entered in the Post Office Identity Card Register, as per Annexure-II.

3.2 The Postmaster will verify the details of the particulars given in the Application through Postman or other officials. If the Postmaster is satisfied about the verification, he shall recommend the issue of PO ID Card

3.3 The applications received and recommended for issuing Po ID card will be assigned with the SERIAL NUMBER (at HO). The abbreviation of HO (three letters) will be placed followed by five digit Number assigned chronologically and Year of Issue The abbreviation for HO will be decided and issued by the Head of circle concerned. For example, the number of PO lD card issued at Indraprastha HO will be IPR-00001-10.

3.4 Postmaster of the HO will send the Application to the authorized Card maker by Registered Post for preparation of the PO ID card with a copy of communication to the SSPOs / SPOs.

4. Issue of the PO ID card

4.1 The card maker will send the cards directly to the HOs concerned with complete details except signature of the issuing authority. On receipt of card, the Postmaster will enter particulars of all cards in the Register and will keep them securely. Issuing authority as decided by the CPMG for each HO / GPO will sign the card with non-removable ink. The card will be delivered through Registered Post to the applicant. Card particulars and dispatch details with be entered in the Register maintained for this purpose as per format given in Annexure II.

4.2 The undelivered cards will be kept securely by the Postmaster.

4.3 A report will be sent to the Divisional office and Regional office by each HO by 5th of the succeeding month as per Annexure – III.

4.4 A consolidated bill for all cards prepared during a month will be furnished by the authorized card supplier to the Regional office during the first fortnight of the succeeding month. The bill is to be checked with reference to the report received from the HOs and the sanction for payment will be issued by the Regional Office.

4.5 The application accepted for issue of Post Office Identity Card will be kept in a
Guard File by all HOs and the same will be preserved up to expiry of validity of card i.e., three years. The applications not accepted for issue of the card will be preserved in the separate Guard File maintained for this purpose for 6 months.

4.5 The PO ID card will be issued with in 15 days from the date of receipt of the application form at HO.

4.6 In the event of address furnished in the application found to be “false” or “bogus” or not verifiable at the time of verification PO ID Card will not be issued.

STANDARD ACCOUNTING PROCEDURE (SOP) FOR PRINTING AND SUPPLY OF AAR BOOKS ASLAAS-5 Cards AND POSB CHEQUES BY DEPARTMENT OF POSTS

1. INTRODUCTION

At present, Bank related forms / stationeries like Authorized Agents Receipt (AAR) Books —ASLAAS-5 and POSB CTS Cheque books for POSB holders are printed and supplied by National Savings Institute (NSI), New Delhi.-In accordance with SB Order No 06/2022 dated 01st April 2022, the task of printing and supply of the above said items has been transferred from NSI to Department of Posts (DOP). Accordingly, the above said three items will be printed and supplied by DOP from the financial year 2022 —2023.

Printing of AAR. Books and ASLAAS-5 cards will be carried out by the PSDs identified in the circle and printing of POSB Cheque books will continue to be done by India Security Press, Nashik. The payment towards printing and supply of AAR Books and ASLAAS-5_ cards will be paid to the local. printers and suppliers by. the PSDs concerned. Even though the Superintendent, PSD, Nashik is the nodal officer to co- ordinate with ISP, Nashik and other PSDs across the Country for all the matters related to ISP, payment to ISP Nashik for the printing of POSB Cheque books will be made by the circle PSDs concerned. Department is authorized to spend-amount with in the upper limit ~ of Rs 80 Cr in a year, beyond which specific Permission from Ministry of Finance is required.

2. HEAD OF ACCOUNTS AND GL ACCOUNTS

(i) Head Of Accounts

The total expenditure on printing and supply of AAR Books, ASLAAS-5 cards and POSB cheque books will be borne by the Ministry of Finance (Department of Economic Affairs) and will be debited to: “Cost of Printing” under the MH 8008-03-104-00-00-00(cost of printing).

To Identify the expenditure incurred for the pitting of AAR Books, ASLAAS-5 cards and POSB cheque books separately, three different new GLs are to be created.

6. PAYMENT OF COST OF PRINTING TOWARDS POSB CHEQUE BOOKS – While making the payments, deduction in respect of GST TDS and IT TDS may be done as per the existing rules.

7. Role of Payment Offices:

(i). Ensure that booking is done separately for each type of item printed, in the respective GLs

(ii) Booking to be done within the limit allotted for the circle.

(iii) File IT/GST TDS Returns

(iv) Maintain-proper-reports and registers.

8. Role of Circle PAQs:

(i) Ensure that booking is done separately for each type of item printed.

(ii) Monitor that expenditure limit allotted for the circle is not crossed and in case of any discrepancy, bring it to the notice of the CPMG.

9. Role of FS div:

(i) Allotment and monitoring of Circle wise expenditure as per the expected average demand

(ii) Ensure that the budget limit set by the Budget Division of Department of Economic Affairs is not exceeded, through a monthly / periodical expenditure statement from each Circle to FS Division

(iii) Periodically , liase with the budget Division of Department of Economic Affairs informed on the utilization and for additional demand if any.
