Competitive Examination for recruitment to the cadre of Postal Assistants and Sorting Assistants (PA/SA) from Gramin Dak Sevaks (GDSs) for the unfilled Limited Department Competitive Examination vacancy of Postal Assistant and Sorting  Assistant (PA SA) of the year 2022 (01.01.2022 to 31.12.2022)

The Competitive Examination (LDCE PA SA Exam from GDS) will be held on 7th August, 2022 (Sunday) for recruitment to the posts of Postal Assistant (Circle Office and Regional Offices), Postal Assistant (In the Foreign Post Organisations in Chennai, Delhi, Kolkata and Mumbai), Postal Assistant (Savings Bank Control and Internal Check Organisations), Postal Assistant (Post Office) and Sorting Assistant (Railway Mail Service) from Gramin Dak Sevaks (GDSs) for the unfilled Limited Department Competitive Examination (LDCE) vacancy of Postal Assistant and Sorting Assistant of the year 2022 (01.01.2022 to 31.12.2022). Sub: Declaration of result of GDS to PA Examination 2021 held on 24th October 2021(Sunday) Followed by Data Entry Skill Test (DEST) 22.01.2022 against the unfilled vacancies of LDCE LGOs to PA/SA Exam held on 24th October, 2021.

The result of the GDS to PA Examination 2021 held on 24th October, 2021 (Sunday) followed by Data Entry Skill Test (DEST) held on 22.01.2022 for the vacancy year 2021 (01.01.2021 to 31.12.2021) against the unfilled vacancies of LDCE LGOs to PA/SA Examination held on 24th October, 2021 is hereby declared.

2. The relevant Annexures prepared are as given below:

Table 2.1 Offer of appointment/promotion will be given by concerned Divisions/Unit to selected candidates given 30 days time to either accept of refuse the offer. If a candidate does not given his acceptance or refusal to join the offered post within the stipulated time it shall be deemed to have been accepted. However, if such a candidate is already selected/appointed for/in a higher post doesn’t given his acceptance. It shall be deemed to have been refused. This Provision of ‘deemed acceptance’ and ‘deemed refusal’ should be communicated to the candidate.

2.2 Allotment of other Divisions to surplus qualified GDS candidates as per their category will be done on unfilled vacancies later on. If any successful candidate does not join in alloted Division or submit his/her refusal such Vacancy will be also be taken into account to Allotment of division to surplus candidate next in merit.

3. The Selection of candidate is based on the eligibility criteria of qualified in the examination issued vide the office notification to even no. dated 13.09.2021.

4. In case of deciding of inter-se rank/marit in case of more that one Candidates scoring equal marks instructions contained Directorate’s letter No 04.08.2021-SPN-I dated 11.12.2029 has been followed and accordingly Inter-se rank merit has been be decided as per date of birth where the older candidate will be placed higher and the younger candidate for all categories including GDS candidates.

5. The information relating to the name of the candidates their Roll no and community have been shown on the basis of informative furnished by the head of regional/Divisional Office. The head of the division/unit are requested that particular of successful candidates viz. Roll no Name, community and their eligibility to appear in the said examination are re-checked before declaration of their result. They will also check that number of such candidates alloted to their Units is not more than the number of vacancies proposed to be filled through the said examination.

6. In case if it is found subsequently that any of the selected candidate was not eligible to appear in the examination under the existing Rules Instructions on the subject or for any reason or in case of discrepancy is found regards to announcement of Results of any candidate for any reason whatsoever his her name will be deleted from the list of successful candidates, as the case may be.

7. In respect of SC/ST candidates promotion of the candidates is provisional subject to verification of their caste status. Head of the Unit will take an undertaking from the officials to this effect at the time of their reliving and insure verification of caste status within one month.

8. The division/Regions are requested to verify the Current Status of the candidature at the all qualified candidates before declaration of the results. If any discrepancy is found of request any item the matter should immediately be reported to his office and respective result should not be declared until receipt of clearance from this office. Further in case of any disciplinary is pending or punishment is current against any candidate the matter should be referred to this office for obtaining the instructions and result should not be declared until receipt of clearance from this office.

9. This results is also subject to any change in merit list of selected candidates for any reason accordance with the existing Rules and Instructions on the subject. It may be ensured that no Provisional candidates is given opponents without Regularzation of the candidature and such cases need to be kept pending except in very exceptional & unavoidable Circumstances.

10. In respect of surplus qualified candidates it may be brought to the notice of such candidates that preferences given in application form final and no withdrawal or change is allowed subsequently action will be initiated against such candidate as the entire exercise will become futile.

11. Request for Re-totalling revaluation will be entertained in the light of instructions of the Directorate. Photo copies of Answer sheet will be supplied to the candidate on submission of application under RTI Act only on furnishing OMR Form No. and Roll Number.

11.1. Applications under RTI Act for supply of photo copies of Answer will be entertained in the following manner:

Candidates who wish to have the copies of Answer Sheets supplied are required to pay a fee of Rs.25/- per paper with key plus Rs.10/- toward fee or application under RTI Act in the post office accounts and submit their applications through the Division/Unit concerned along with the receipt for payment of fee in original.

In the said notification it was announced to conduct the above examinations for the vacancy year 2021 on 24.10.2021 but due to Bihar Panchayat Election the date of exam was rescheduled on 21.11.2021 as per Directorate letter no. A-34012/01/2021 -DE Dated 18.10.2021. Accordingly examination of Paper-I & Il were conducted on 21 .1 1.2021 and Data Entry Skill Test (DEST) Paper-iii on 30.01.2022.

Now. the results were prepared as per guidelines of Directorate issued vide letter no. 0408/2019-SPN-I dated 26.7.2019, 06.09.2019 & and letter no. 17-08/2018-SPB-I dated 09.09.2021, 20.6.2019 & 10.05.2019.

2. On successful completion of aforesaid examination. provisional answer keys (MCQ) for Paper-I & II (in series A.B.C & D in both papers) inviting feedback/challenges from candidates were uploaded on Indiapost website on 24.11.2021. And based on responses received from candidates, answer keys tor Paper-I & Il have been finalized and uploaded on Indiapost website on 04.01 .2022. The list of candidates who have qualified in Paper-I & Il was prepared separately tor LGO candidates and GDS candidates and the saine was uploaded on Indiapost website on 21 .01.2022.

In pursuance of Annexure C of Directorate letter No. 17-08/201 8-SPB-I dated 10.05.2019 read with letter dated 26.06.2019 selection has been made strictly on merit based on marks secured on Paper-I only. In pursuance of Postal Directorate letter No. A-34012/01/2021-DE dated 09-08-2021 and Circle office letter No. ADPS/CON/2-70/2021 dated 13-Sept-2021, the notification for Competitive Examination for recruitment to the cadre of Postal Assistant/ Sorting Assistant from eligible GDS for the vacancy year 2019, 2020 & 2021 was issued.

2. As per schedule announced, the examination for Paper-I & Paper-II was conducted on 24 Oct 2021 and Paper-III (Typing Test) was conducted on 16.01.2022 for the recruitment year 2019, 2020 & 2021 in three Centres viz. Jammu, Srinagar & Leh.

3. As per Postal Directorate letter No.17-08/2018-SPB-I dated 26.06.2019, letter No. 17-08/2018-SPN dated 11.12.2019 & letter No. 17-08/2018-SPN-I dated 09.08.2021 following parameters has been followed while preparing the result:-

4. Result has been made strictly on merit, based on marks secured in Paper-I only. Paper-II & Paper-III is considered as qualifying and the score in Paper-II & Paper-III has not been taken into account for assessment of merit.

5. While preparing the result, where the marks obtained by the candidates in paper-I are same, the inter-se rank/ merit has been decided as per D.O.B of GDS i.e. GDS higher in age has been given preference.

6. Now, the Competent Authority has been pleased to announce the result of candidates who had appeared in the said competitive examination held on 24-October 2021 as detailed below:-

7. In pursuance to Postal Directorate letter no. W-17-16/2021-SPN-I dated 20.09.2021, the candidates who were provisionally permitted to appear in the exam after granting service relaxation for three months, their selection/promotion is subject to the condition that actual appointment/promotion is effected only after completion of the eligibility service prescribed in the Recruitment Rules.

8. In case, it is subsequently found that any of the selected candidate (s) was not eligible to the take the examination under the extant rules or instructions on the subject or for any other reasons or in case any mistake is found with regard to announcement of result of any candidate for any reason whatsoever, his /her name will be deleted from the list of successful candidates, as the case may be. This should be incorporated in the promotion /appointment letter to be issued by the Divisions .

9. The selected candidates should note that the selection to the post of Postal Assistant/ Sorting Assistant is provisional subject to satisfactory verification of credential like Date of Birth, Educational Qualification, Caste Certificate etc. If later on noticed that any of these candidates are not eligible to take the examination, under the rules or instructions on the subject or if the result of the candidate is found not correct for any other reasons, his/her name will be delete from the selection list.

10. Further in respect of selected reserved category candidates, the Appointing Authority is required to obtain category certificate in the prescribed format as prescribed by Central Government of India and issue appointment orders only after the verification of category certificate and after the completion of other formalities as required under rules for all selected candidates.

11. Divisional Heads /Units are requested to issue formal orders/appointment orders immediately and before giving appointment to the selected candidates, it may ensured that the newly recruited candidates fulfill all required conditions of relevant Recruitment Rules. Also the Divisional Heads are advised to recheck the prerequisite condition prescribed for candidates with reference to their recommendations made while forwarding the application forms.

12. The Divisional heads are requested to immediately finalize the candidature of provisional candidates if any, so that they may not have to wait for the result inordinately. If name of any provisionally permitted candidate is found in the list of selected candidates, the same may be brought into the notice of this office.

13. Before appointment, it should be ensured that, no disciplinary /vigilance case is pending or contemplated or punishment is current against the selected candidates.

14. In case, at any time, it is detected that the candidate so selected had applied and appeared in examination with false declaration or data, his/her selection will be cancelled without notice.

2. Vacancies: The vacancies will be filled up through GDS only if there are unfilled vacancies of promotion quota meant for Postman/Mailguard/Despatch Rider/MTS to the cadre of Postal Assistants/Sorting Assistants. 

3. Eligibility Criteria:– As per the Recruitment Rules notified in GSR 411(E) dated 21.05.2015. the following conditions are to be fulfilled:

(i) Educational Qualification: 10+2 standard or 12th class pass from a recognized University/Board 

(ii) Age: Should be within 30 years of age (relaxable for different categories as notified by the Government of India time to time)

(iii) Service eligibility: Must have put in a minimum service of five years as on the 1st day of January of the year to which the vacancy(ies) pertain to. 

Note: The vacancy year has been changed from financial year as provided in the Recruitment Rules to Calender Year in terms of DoPT OM no. 22011/4/2013-Estt(D) dated 08.05.2017 and Department of Posts DO letter no. 137-15/2014-SPB-II dated 07.07.2017 and the crucial date of reckoning the minimum regular service is 01.01.2021

4. Pattern & Syllabus of Examination: The examination will be conducted as per the revised pattern and syllabus circulated by Directorate vide letter No. 1708/2018-SPB-I dated 10.05.2019 under Annexure-C which shall be read with letter no. 17-08/2018-SPB-I(pt.) dated 10.06.2019 and 17-08/2018-SPB-I dated 20.06.2019, 26.06.2019, 28.06.2019, 11.07.2019, 23.07.2019 and letter no. 1708/2018-SPN-I dated 09.09.2021 are enclosed as Annexure-II. 

Note:- The ‘Skill test of data entry’ will be conducted subsequently as per instructions issued in the Broad guideline (Annexure B) of Directorate letter no. A-34012/01/2021-DE dated 11.03.2021. 

5. Applicants are required to indicate the order of preference of Unit/Division (in a proforma) other than the parent Unit/Division as per letter no. 04-08/2019-SPN-I dated 26.07.2019. The proforma for order of preference is enclosed as AnnexureB

6.Centres of Examination:- The examination will be conducted at all Region Headquarter only. The candidates will have to appear from the respective centres of their Region only and under no circumstances, they be permitted to appear from other Region Centres.

Sub : Conducting of Limited Competitive Examination from Gramin Dak Sevaks (GDSs) for recruitment to the cadre of Postal Assistants/Sorting Assistants in Divisions/Units for unfilled vacancies of LDCE meant for Postman/Mail Guard/Despatch Rider/MTS for the vacancy year 2021 (01.01.2021 to 31.12.2021) to be held on 24 October 2021. 

The Limited Competitive Examination will be held on 24th October, 2021 (Sunday) for recruitment of Postal Assistants/Sorting Assistants from Gramin Dak Sevaks (GDSs) in Divisions/Units for for unfilled vacancies of LDCE meant for promotion from Postman/Mail Guard/Despatch Rider and MTS to the cadre of Postal Assistants/Sorting Assistants for the vacancy year 2021 (01.01.2021 to 31.12.2021). Accordingly, applications are invited from the willing and eligible GDSs in format enclosed (Annexure-I). The schedule of activities of the examination is furnished hereunder:

Vacancies: The vacancies will be filled up through GDS, only if, there are unfilled vacancies of promotion quota meant for Postman/Despatch Rider/MTS through LDCE to the post of Postal Assistant/Sorting Assistant. 

3. Eligibility Criteria: – As per the Recruitment Rules notified in GSR 411 (E) dated 21.05.2015, the following conditions are to be fulfilled: 

(i) Educational Qualification: 10+2 standard or 12th class pass from a recognized  University/Board. 

(ii) Age: Should be within 30 years of age (relaxable for different categories as notified by the Government of India from time to time). 

(iii) Service eligibility: Must have put in a minimum service of five years as on the 1’day of January of the year to which the vacancy (ies) pertain to. 

Note: The vacancy year has been changed from financial year as provided in the Recruitment Rules to Calendar Year in terms of DOP&T OM No. 22011/4/2013-Estt (D) dated 08.05.2017 and Department of Posts D.O letter no. 137-15/2014-SPB-II dated 7 July 2017 and hence the Crucial date for reckoning the minimum regular service is 01.01.2021 

4. Pattern & Syllabus of Examination: The examination will be conducted as per the revised pattern and syllabus circulated by Directorate vide letter No. 17-08/2018-SPB-I dated 10.05.2019 under Annexure-C which shall be read with letter No. 17-08/2018-SPB-I(pt.) dated 10.06.2019, and 17 08/2018-SPB-1 dated 20.06.2019, 26.06.2019, 28.06.2019, 11.07.2019, 23.07.2019, and letter no. 17 08/2018-SPN-I dated 09.09.2021, enclosed as AnnexureII

Note: The Skill test of data entry will be conducted subsequently as per the instructions issued in the Broad guideline (Annexure B) of Directorate letter No. A-34012/01/2021-DE dated 11/03/2021. 

5. Applicants are required to indicate the order of preference of Unit/Division (in a proforma) other than the parent Unit/Division as per letter No. 04-08/2019-SPN-I dated 26.07.2019. 

6. Centres of Examination: The examination will be conducted at Circle Headquarters/Regional Headquarters only and name of the venue of Examination will be intimated later on .
