ORDER

The Competent Authority hereby accepts the request dated 19.07.2021 of Ms. Namita Namdev Padve, Assistant Manager, Mail Motor Service (MMS), Mumbai for declination of her regular promotion to the post of Deputy Manager, MMS, Group B Delhi as issued vide Directorate’s order No. 6-7/2018-SPG Dated 06.01.2020.

2. As per the extant instructions issued by the Department of Personnel & Training vide its OM No. 22011/5/86-Estt. (D) dated 10.04.1989 with regard to declination of promotion, aforesaid officer is hereby debarred from promotion to the post of Deputy Manager , MMS, Group B for one year from the date of declination i.e. with effect from 19.07.2021 or till next vacancy arises, whichever is earlier.

2. Subject : Proforma promotion in the Junior Administrative Grade of Indian Postal Service (IPoS) Group “A”.

In continuation of Directorate’s Order No. 2-4/2020-SPG dated 28.07.2021, the President is pleased to grant proforma promotion to Shri Dhammajyoti Ramdas Gajbhiye (IPoS:2011) (presently on deputation), in the Junior Administrative Grade of Indian Postal Service Group ‘A” under the Next below Rule as per FR 22 (II) in Level 12 of the Pay Matrix (Rs. 78,000 – 209200) with effect from 29..07.2021 i.e. the date on which his junior Shri Ansuya Prasad (IPoS:2011) was promoted to the Junior Administrative Grade of IPoS, Group A on regular basis.

2. In case the officers wish to choose the date for fixation of pay under FR-22(I)(a)(I) they can do within one month from the date of issue of this order.

3. The promotions are further subject to vigilance clearance in terms of DoP&T O.M.No.22011/4/91-Estt.(A) dated 14.9.1992, O.M.No.22012/1/99-Estt.(A) dated 25.10.2004 and O.M.No.22034/4/20/2-Estt(D) dated 02.11.2012 and also other relevant instructions. The office where the officers are posted on their regular promotion to JAG should issue their promotion orders only after verifying that no disciplinary proceedings are pending or contemplated against them. ln case of pendency of such proceedings, the matter may be reported to this office immediately.

2. The aforesaid ad hoc promotion of the officers is subject to the following conditions:

  • The ad hoc Promotions may be terminated at any point of time without giving any reasons therof.
  • The ad hoc promotions shall not confer any right on the officers to continue in JAG indefinitely or for regular promotions to the grade.
  • The service rendered on ad hoc basis in JAG would not count for the purpose of seniority in that grade or for promotions to the next higher grade.

3. the ad hoc promotions are further subject to vigilance clearance in terms of DoP&T O.M. No. 22011/4/91Estt.(A) dated 14.09.1992, O.M. No. 22012/1/99-Estt.(D) dated 25.10.2004 and O.M. 22034/4/2012-Estt(D) dated 02.11.2012 and also other relevant instructions. The office where the officers are posted on their ad hoc promotion to JAG should issue their promotion orders only after verifying that no disciplinary proceedings are pending or contemplated against him. In case of such proceedings, the matter may be reported to this office immediately and the officer concerned should not be promoted on ad hoc basis without obtaining specific orders from this office.

4. The Controlling officer/Head of Circles concerned shall ensure immediate relieve of the above officers under local arrangements only after verifying their vigilance status as mentioned in Para 2 above, They may be directed to report to their new places of posting immediatly.
