Please refer to this Department letters of even number dated 02.06.2022, dated 08.07.2022, dated 21.07.2022 and D.O. letter dated 25.08.2022. In this regard, a tentative zone of consideration (ZoC) for promotion (through DPC) to the PS Gr.B cadre for the vacancy year 2022 is enclosed at Annexure-I.

2 It has been observed that requisite information as per aforesaid letters is still awaited from Circles in respect of following officers:

2.1 Officers in “Tentative ZOC for the vacancy year 2021 for promotion to PS Gr.B cadre” at SI. Nos. 1, 2, 6, 7, 8, 9, 10, 13, 14, 15, 16, 17, 19, 22, 27, 28, 29, 30, 33, 34, 35, 39, 40, 41, 42,43, 47, 49, 52, 54, 60, 62, 65, 68, 76, 77, 88, 93, 100, 103, 109, 110, 116, 117, 118, 122, 124,127, 130, 131, 140, 141, 142, 147, 148, 149, 151, 155, 159, 160, 161, 163, 164, 167, 169, 170,171, 175, 177, 178 and 180 to 198.

2.2 Officers in “Tentative ZOC (extended field of choice) for the vacancy year 2021 for promotion to PS Gr.B cadre” at Sl. Nos. 3, 9, 17, 22, 24, 25, 26, 27, 34, 38, 39, 41, 43, 45, 46,51, 52, 55, 63, 65, 73, 77, 81, 84, 87, 96, 98, 100, 104, 105, 108, 109, 110, 111, 113, 117, 

3. Further, a latest VC is also required in respect of all the officers mentioned in the tentative ZoCs for DPC for promotion to the PS Gr.B cadre. The Circles are requested that while furnishing latest VC, it may be ensured that these officers are actually working in IP line in the Circle as on date of issue of VC. If any officer in the above ZoCs has already been promoted to PS Gr. B Cadre through DPC/LDCE or not in IP Line due to VRS, death, deputation, dismissal etc., full details of such cases with relevant records may also be furnished.

4. The tentative ZoC-2022 has been prepared on the basis of seniority lists issued by SPN-II Section till date and name of the IP Line officials have not been included in the list as per details/remarks given in Annexure-II. Any discrepancy with regard to details of officers falling in the ZoC as available in the seniority lists of IP Line officials from year 2001 to 2005 w.r.t. their seniority, date of birth, place of posting, wrong remarks etc., may be intimated to SPN-II section of this Department. Circles/Units are requested to contact ADG (SPN), D/o Posts, New Delhi-110001 in case any official whose name is not found in the tentative ZoC-2022 or seniority lists of IP Line officials for the year 2001 to 2005. 

5. If any officer included in the zone is working in any Circle other than the one indicated against his/her name in the tentative ZoC-2022, the concerned Circle, where he/she is presently posted may furnish the above information without referring the matter to this office.

6. It is requested to furnish the above information latest by 12.10.2022 in DG Bag addressed to ADG (SPG). A soft copy of the above information may also be sent on the email.

Madam/Sir,

Kindly refer to this office letter no. 2-2/93-PE-I dated 07.09.1993, vide which powers for redeployment of Group ‘C’ & ‘D’ posts were delegated to the Chief Postmasters General (in consultation with Circle IFA) and for re-deployment of Group ‘A’ & ‘B’ posts, were vested in the Postal Services Board (PSB) with concurrence of FA (Posts), in pursuance of Ministry of Finance, Department of Expenditure, U. O. No. 2246-E-Coord/93 dated 05.08.1993

2. Subsequently, vide this office letter no. 13-05/2015-PE-I (Pt.) dated 14.06.2019, it was informed that Ministry of Finance, Department of Expenditure, vide its O.M. No. 987660/E.Coord.I/18 dated 16.01.2019, has clarified that specific exemptions granted to D/o Posts, vide their U.O. dated 05.08.1993, for deployment of Group A, B, C and D posts will continue.

3. Over the years, the scenario has completely changed, thus, it has been decided, with the approval of Postal Services Board (PSB), that henceforth redeployment of all Group B posts (Gazetted and Non-Gazetted) may also be done by the Heads of Circles (with the concurrence of CIFA) in addition of Group C and D (now Group C) posts.

4. The Circles must subsequently submit the details of all such redeployments of Group B posts (Gazetted and non-Gazetted) for information of the PSB on quarterly basis before 10th of subsequent month of the quarter i.e. before 10th of January, 10th April, 10th July and 10th October.

5. Proposals for redeployment of Group ‘A’ posts shall be referred to this Directorate with the concurrence of the Circle IFA and the approval of the concerned Chief Postmaster General.

2.1 The officers, who were in service on the crucial date i.e. as on 01.01.2021 for the purpose of considering the eligibility for promotion under reference but have since retired subsequently on superannuation or otherwise, have also been included in the Select List of PS Group ‘B’ officers in terms of DoPT’s OM No.22011/4/98-Estt.(D) dated 12.10.1988 to identify the correct zone of consideration for the relevant Select List. However, their appointment need not be confirmed since retired persons would not be available for actual promotion from a prospective date.

2.2 The officers from Sl. No.109 to Sl. No.1l6 mentioned in Para- 1 above have been promoted under Extended Panel, in lieu of those officials who are covered in the zone of consideration but retired on superannuation/retired voluntarily etc. within the same select list of the year 2021, in terms of DoPT’s OM No.22011/18/87-Estt(D) dated 09.04.1996.

2.3 The above allotment has been approved by the Competent Authority in accordance with this Department letter No.9-23/2014-SPG dated 25.02.2020. Further, postings on promotion in respect of officers, who are in service, shall be issued by the respective Circles.

3. The officials, against whom any punishment is current except censure and recovery of money, shall not be promoted before expiry of currency of punishment. Accordingly, the officers marked as (#) in Para- 1 above may be promoted only after their punishment period is over.

3.1 In case period of punishment is reduced/ increased due to revision in punishment order of the official, promotion order may be issued in respect of such officers by Circle/ Circles concerned on the expiry of revised period of punishment, only after prior permission of this Office.

4. GENERAL CONDITIONS:

(i) The promotion will be effective from the date of assumption of charge of the post of PS Group ‘B’ Officer on regular basis.
(ii) Re-allotment requests, if any, shall not be entertained before completion of tenure as envisaged in this Directorate letter No. 9-23/2014-SPG dated 25.02.2020.
(iii) It is the officer’s responsibility to send a copy of the charge report on assumption of charge of the PS Group B cadre issued vide this order to the Section Officer (SPG-II), Department of Posts, New Delhi- 110001 for information and record.
(iv) officers will be relieved within 15 days from the date of issue of this order. In case, posting order from the allotted Circle is not received, the relieving Circle shall relieve the promoted officer and ask the officer to report to the allotted Circle Headquarters.
(v) In case of officer(s), who is not willing to accept his/her promotion, his/her declination letter in writing duly forwarded by the Circle office should reach this Directorate within 30 days of issue of this order. Non-assumption of charge after 30 days, without any valid reason, will attract appropriate action against the officer, viz. deemed declination of promotion etc.
(vi) Inter-se-seniority of the selected officers will be fixed by Personnel Division in due course.

5. VIGILANCE/DISCIPLINARY CASE, IF ANY:

5.1 The promotion of the officer should be withheld in case the official is under suspension or a charge-sheet has been issued to the official or prosecution for a criminal charge is pending against the official as per DoPT’s O.M. No.22011/4/91-Estt.(A) dated 14.09.1992. In all such cases, the official should not be relieved for posting without obtaining specific orders from this office. The promotion of the officer should not be withheld on the mere ground that disciplinary action is contemplated.

5.2 The officer, other than mentioned in Para-3 above, against whom any punishment is current except censure and recovery of money, shall not be promoted before expiry of currency of punishment in terms of DoPT’s OM No.22034/5/2004-Estt.(D) dated 15.12.2004. A report in this regard may be submitted immediately to ADG (SPG), Department of Posts, New Delhi- 110001.

6. PROBATION PERIOD:

The aforesaid officials who have been promoted to the Postal Service Group ‘B’ cadre will be on probation for two years and then their suitability to hold this post will be adjudged on completion of two years of probation. If any official proceeds on leave for a period exceeding 30 days during this period, the probation period will be extended depending upon the period of leave.

7. Since the Jarnail Singh batch of cases is pending in the Hon’ble Supreme Court of India, this promotion order shall be subject to further orders that may be passed by the Hon’ble Supreme Court in said batch of cases as envisaged in para-S of DoPT O.M. No.36012/1612019-Esttt. (Res.) dated 12th Apil 2022. Circles will ensure to include this fact in respective promotion-cum-posting orders.

8. This order shall also be subject to outcome of the following Court cases:

(a) OA No. 1675 /2020 filed in Hon’ble CAT Principle Bench, Delhi.
(b) OA No. 366/2021filed by Sh. Priya Ranjan vs. UoI & ors. before Hon’ble CAT, Patna Bench.
(c) OA No. 373/2021 filed by Sh. PMS Suryanarayan & anr. vs. UoI & ors. before Hon’ble CAT, Bangalore Bench.
(d) OA No.1146/2021 file by Sh. K. Kalimuthu (All India Association of Postal Supervisors- GL) Vs UoI & Ors before Hon’ble CAT, Chennai Bench.
(e) Any other order by any Competent Court in any of the connected matters i.e. seniority, promotion etc. in IP cadre.

9. TRAINING :

The official will be directly promoted to Postal Service Group ‘B’ cadre without any training for the present. However, they will have to undergo the prescribed training as and when notified by Director, Rafi Ahmed Kidwai, National Postal Academy, Ghaziabad.

10. OPTION FOR FIXATION OF PAY:

In terms of DPC guidelines, promotions are effective from a prospective date only and no notional fixation of pay from a date prior to the date of actual promotion shall be allowed. The officers wishing to give option for choosing date for fixation of pay under FR-22[I](a)(1) should do so within one month from the date of assumption of charge on promotion.

It is requested to provide your inputs or comments in respect of those part of the syllabus with which your Division is concerned regarding any modifications/additions/deletions etc.

Subject :- Review of syllabus for promotion to PS Group ‘B’ cadre – Regarding.

Please refer to Personnel Division’s letter of even No. dared 16.03.2022 (copy enclosed) on the above mentioned subject enclosing therewith a copy of letter No. A-34018/3012021-DE dated 13.10.2021 received from DE Branch along with a copy of note sheet (13/N) containing orders of the Director General (posts services) in c/w the subject.

2. In this context, it is stated that the syllabus for LDCE for promotion to the cadre of PS Group ‘B’ had been revised and circulated vide letter No. 9-04/2018-SPG-II dated 30.12.2019 and 05.09.2019. Since then, there have been certain amendments in the reference books, schemes and procedures followed in Department of Posts. Accordingly, the aforesaid syllabus of PS Group ‘B’ is proposed to be amended.

3. Therefore, it is again requested to provide your inputs or comments in respect of those part of the syllabus with which your Division is concerned regarding any modifications/additions/deletions etc. that may have been done or are under process and communicate the same to SPG Branch for further action. If the Division has no inputs or comments in respect of those part of the syllabus with which it is concerned, a NIL report may be furnished by 18.08.2022 positively. If no report is received from the Divisions by 18.08.2022, it will be deemed that the Division concerned has no comments/inputs to offer and the draft syllabus for LDCE for promotion to PS Group B will be submitted to the Competent Authority for approval.
