Madam / Sir,

I am directed to say that Para 3(C) of transfer policy guidelines, issued vide letter no. 141-141/2013-SPN-II dated 17.01.2019, as amended from time to time, prescribes procedure / timeline for considering transfer requests under Rule 38 of Postal Manual Volume IV.

2. This procedure / timeline have been reviewed and revised procedure / timeline is enclosed at Appendix – I.

3. Above modifications may be brought to the notice of all concerned for timely implementation.

4. Director (SPN) will be the nodal officer for implementation of revised system who can be contacted at Tel no. 011- 23096092 for any clarification. In Circles, the DPS(HQ) concerned will be the nodal officer.

APPENDIX – I


Procedure for Submission / Consideration of Transfer under Rule 38 or otherwise

Para-3(C) of Transfer Policy Guidelines, circulated vide communication No. 141-141/2013-SPB-II dated 17.01.2019, as amended from time to time, shall be substituted by the following:

(i) An application for Inter-Circle / Intra-Circle transfer under Rule 38 in Form – I duly signed by the official shall be submitted to the Head of the Division / Unit, where the official is posted. Advance copy of request shall not be sent to the Authority where transfer is sought.

(ii) Application (PDF format) can be submitted through email also. All Divisions / Units shall give wide publicity of official email id of the Division / Unit where an official can send request for transfer under Rule-38.

(iii) Submission of Application and Order of Priority:-

a. An official, who fulfills the stipulated conditions as circulated from time to time, for transfer under Rule-38, may apply at any time as per his convenience in the manner provided above. The system of submitting applications during the
specified window is dispensed with.

b. Date and time of receipt of completed application in the Division / Unit shall be the reference point for determining the order of priority of all such applications.

c. In case of tie in date and time of receipt of application, date of joining in the present cadre shall be considered for deciding order of priority. If still there is a tie, date of birth shall be considered for deciding order of priority.

d. Applications received during a month shall be arranged, cadre-wise, as per date and time of receipt.

e. However, application received from (i) officials with benchmark disability, (ii) officials appointed under compassionate grounds, and (iii) official / dependent family member suffering from terminal illness, in this order, shall be placed at
the top of the list of the requests received during a month irrespective of date on which such request was received. Among such applicants, date and time of receipt of applications shall be the base to decide priority and in case of tie, the procedure mentioned in (c) and (d) above will be followed.

f. Applications received from officials who do not fulfill the eligibility criteria as on the date of application shall be rejected outright.

(iv) Divisional Cadre officials including Postal Assistant of Postal Division and Sorting Assistant of RMS Divisions tnuygir. choice of a maximum of ten (10) Divisions / Units of one Circle in order of preference. In such cases, transfer will be considered for any one of the indicated Divisions / Units in order of preference and if she/he is not accommodated in the requested Divisions / Units, she/he will be kept under waiting list for consideration subsequently.

(v) In case of Circle cadre officials like PA(CO/RO), PA(SBCO), Inspector Posts, ASP,etc., will indicate only name of the Circle where transfer is sought.

(vi) If an official, who is already on waiting list based on previous request, submits a fresh application / revised application, then she/he will forfeit her/his seniority based on previous requests, and such fresh / revised application shall be considered afresh.

(vii) Divisional Cadre official, whose transfer request is already on the waiting list at the time of coming into force of these revised guidelines, may submit revised request indicating preference for 10 Divisions of the same Circle, within one (I) month from the date of coming into force of these revised guidelines, and in such case, the official shall retain his original priority. [Change of Circle shall be treated as a fresh request. Requests received after the stipulated time period shall be treated as fresh requests.]

(viii) Part-ll of Form – I shall be completed after verifying the service particulars of the official. Printout of the application in Form -I received in Division / Unit through email shall be taken, and Part-ll shall be completed.

(ix) Application(s) received during a month and found completed in all respects shall be forwarded to the Head of Circle latest by 5th day of the following month through e-Mail (in PDF Format).While forwarding the applications Division / Unit Head shall also forward following statements:-

a. List of officials seeking lntra-Circle Transfer

b. List of Officials seeking Inter-Circle Transfer – arranged Circle-wise

c. Vacancy Position in each grade [(i) Actual vacancy in case of PA/SA, (ii) Category-wise and recruitment mode-wise vacancy in other cases.]

(x) After receipt of list of applications from all Divisions / Units, Circle shall arrange the applications as provided in Point (iii) hereinabove to decide the Priority List for consideration of transfer.

(xi) Inter-Circle transfer requests shall be sent by the Circle by 10th of the month through email alongwith copy of relevant Form-I to Circle(s) concerned for preparation of Priority List in other Circle(s).

(xii) Priority List shall be prepared in the following manner:-

a. Two separate Priority Lists shall be prepared one for Intra-Circle and another for Inter-Circle for each cadre.

b. Applications received during a month will be arranged in the manner provided in Point (iii) hereinabove and shall be added to the respective waiting list brought forward from previous month. [This process shall be repeated for subsequent months where fresh requests shall be added below the requests in the Priority List for the previous month.]

(xiii) Preparation of Priority List for the first time as per these revised guidelines:-

a. Transfer requests considered during the year 2021 (where transfers would be effective only after 01.01.2022) should not be decided and transfer orders may not be issued. ln case, wherever transfer orders have been issued by any of the Circle, the same stands withdrawn / cancelled.

b. Priority list prepared during year 2021 (including transfers approved and orders stands withdrawn as per para (a) above), shall be kept freezed in the same order of priority, which shall be split/prepared into two parts viz. Intra Circle transfer priority list and Inter-Circle priority list.

c. Thereafter, requests received after these new guidelines coming into force shall be added below the respective starting Priority List as mentioned at (a) above.

(xiv) Updation of Intra-Circle Priority List shall be completed by 10th of the month. Similarly, Preparation of Inter-Circle Priority List shall be completed by 20th of the month.

(xv) Assessment of vacancy for considering Transfer Request:-

a. Based on the information received from Division / Unit, as per Point-(ix)(c) above, and information available in the Circle Office, Division / Unit – wise vacancy for each category / mode of appointment available for transfer shall be
prepared by the Circle Office.

b. Vacancy already reported to Staff Selection Commission for Direct Recruitment and vacancy notified / calculated for recruitment through examination conducted by the Department shall be excluded while deciding the available vacancy as at (a)above.

c. Circle shall assess vacancy for recruitment year 2022, i.e. for the period 01.01.2022 to 31.12.2022 and distribute it amongst various modes of recruitment and within each mode amongst various categories as prescribed. Vacancies, thus, arrived will be freezed for reporting for various modes of recruitment.

d. As these vacancies are forecasted, the vacancies would not be available on 01.01.2022, but will arise in subsequent months of year 2022. Hence, monthly cycle of transfer will operate to cover foreseen as well as unforeseen vacancies
arisen during preceding month.

e. Vacancies freezed as mentioned in (c) above, shall be readily available for reporting to SSC or notification of LGO examination by all Circle. However, Circle shall continue considering transfer against vacancies becoming available
till preceding month. This process shall be repeated till vacancies of December, 2022 is taken into account for transfer purpose.

f. After completing the activities mentioned above, Circle shall calculate vacancies that arose during year 2022 and remained unfilled even after considering all inward transfer requests. Since Inter-Circle transfer request shall be allowed for appointed officials only, at end of the recruitment year, there shall be change in vacancies for each of the Circle, but the vacancies in total for all Circles combined together shall not undergo any change (except for addition of unforeseen vacancies)

g. Final vacancy figure as on 31.12.2022 shall be reported to Directorate by 15th January of next year, as a final vacancy position which will not undergo any further change.

h. Aforesaid procedure shall be repeated for each recruitment year.

(xvi) After preparation of lntra-Circle Priority List, taking into consideration the vacancy position assessed as above, Circle shall release approved list of Intra-Circle transfer indicating the Division / Unit by 15th of the month.

(xvii) After deciding the approved list of Intra-Circle transfer, Circle shall consider Inter-Circle transfer request. After taking into consideration the vacancies available, accommodation report for officials who can be accommodated indicating the Division / Unit and waiting list number in other cases shall be communicated to Circle (s) concerned by 20th of the month.

(xviii) After receipt of accommodation report from other Circle (s), Circle shall release approved list of Inter-Circle transfer indicating the Division / Unit of posting and communicate to all concerned by 25th of the month.

(xix) Officials approved for both Intra-Circle transfer and Inter-Circle transfer, shall be relieved by 20th of the following month to join the new unit. In case any official approved or transfer is not relieved, reasons thereof and likely date of relieving may be communicated to Head of Circle. Thereafter, Circle Office shall inform concerned
Circle / Division / Unit.

(xx) Relieving of the official shall not be denied solely on ground of shortage of staff if working strength of the cadre in the Division / Unit is not less than 66.66%. This shall be observed only while relieving the official on transfer and not while forwarding transfer request to Circle Office. However, Head of Circle shall be competent to relieve an official, whose request for transfer under Rule-38 (both inter-circle and intra-circle) has been approved, even if the working strength of a Division / Unit is less than 66.66%of the sanctioned strength, on case to case basis in very deserving cases only.

(xxi) Requests of transfer under Rule 38 can be considered / approved by the competent authority even during the pendency of any vigilance case / disciplinary proceedings against an official. -However, the controlling officer shall not relieve an official approved for transfer till disciplinary proceedings are concluded.

(xxii) An official approved for transfer under Rule-38 may submit a written request to the controlling officer to delay the relieving. In such cases, a maximum of 90 days may be allowed. In case the official requests for more than 90 days, she / he shall forfeit the right to avail the approved transfer. However, such an official may submit fresh request.

(xxiii) All communications relating to transfer under Rule-38 shall be made through e-Mails so as to adhere to the stipulated timeline.

(xxiv) Approved list of transfer and waiting list (both Intra-Circle and Inter-Circle) shall be published on the website of Department of Posts as well as Circle concerned. These lists shall be updated, after every cycle of transfer, by last day of the month.

APPENDIX – I


Guidelines for making Circle a recruiting unit for PA/SA of Postal / RMS Divisions


At present respective Division / GPO is recruiting unit for the cadres of Postal Assistant in Postal Divisions and Sorting Assistant in RMS Divisions. Consequently, vacancy calculation and maintenance of reservation register for these cadres are done at respective Divisions / GPO.

2. From the recruitment year 2022, i.e. from 01.01.2022, Circle shall be the recruiting unit for Postal Assistants in Postal Divisions / GPO and Sorting Assistants in RMS Divisions. However, Divisional Head shall continue to function as appointing authority and disciplinary authority, wherever prescribed, for these cadres.

3) Consequently, vacancy calculation and maintenance of reservation register for these cadres shall be done at Circle Office treating entire Circle as one unit.

4) Although, Circle shall be the recruiting unit, an official after allotment /appointment to / in a Division shall not be transferred outside that Division except on his own request (Inter- Circle/Intra-Circle under Rule-38 of Postal Manual Volume IV) or in administrative interest (Rule-37 of Postal Manual Volume IV). Rotational transfer will continue to be done within Division.

5) Prerequisite for maintenance of reservation register at Circle level:

a) Circle shall obtain information of sanctioned strength of all Divisions (Postal/RMS) to reconcile the sanctioned strength of PA / SA for the entire Circle.

b) Circle shall obtain following details of the officials working in these cadres:-

c) Circle shall obtain information in respect of mode wise and category wise vacancy of different modes till 31.12.2021 which are yet to be filled and recruitment process is at various stages.

d) After obtaining all relevant details as above, separate Reservation Register shall be prepared for both these cadres and for each mode of recruitment within each cadre.

Explanation: In case of Postal Assistant, there shall be two reservation registers, one for direct recruitment and another for promotion (LDCE). Similarly; in case of Sorting Assistant, one register for direct recruitment ahd another for promotion (LDCE) shall be maintained.

6) For recruitment year 2022 (01.01.2022 to 31.12.2022), Cicle shall assess the vacancies, after taking into consideration the vacancies for which recruitment process has already been started [Point 5(c) to be referred], and consequently decide vacancy for each mode of recruitment as prescribed in respective Recruitment Rules.

7) After assessing the recruitment mode-wise total vacancy, vacancy for reserve categories shall be assessed taking into consideration the category-wise vacancies for each mode of recruitment for which recruitment process has already been started [Point 5(c) to be referred].

8) As Circle will be recruiting unit and Divisional Head will continue to be appointing authority & disciplinary authority, wherever prescribed, Divisional Head shall submit following information by 5th of every month:-

a. List of the officials relieved after promotion to higher grade in the preceding month.

b. List of the officials relieved for deputation to other cadre in the preceding month.

c. List of the officials relieved on transfer to join other unit / circle in the preceding month.

d. List of the officials superannuated in the preceding month.

e. List of the officials took Voluntary Retirement from Service (VRS) in the preceding month.

f. List of the officials removed / dismissed / compulsorily retired from service in the
preceding month.

g. List of the officials resigned from service in the preceding month.

h. List of the officials expired in the preceding month.

i. List of the officials who left service for any other reason

9. Information received as above from all the Divisions shall be incorporated in the database maintained by the Circle.

10. Selection of candidates through examinations conducted by Department (other than through Staff Selection Commission / sports quota recruitment) upto the vacancy year 202I will be done as per the prevailing instructions / procedures.

11. Candidates recommended by Staff Selection Commission (SSC) for the vacancy years 2018, 2019, 2020 & 2021 shall be allocated to Divisions, as per merit vis a vis order of preference exercised by the candidate subject to availability of vacancy in a Division, by treating Circle as a whole ever though the vacancies were calculated Division-wise. Similarly, from 2022 recruitment year, since Circle as a whole shall be a single recruiting unit, allocation of candidates recommended by SSC to Divisions shall be as per merit vis a vis order of preference exercise by the candidate subject to availability of vacancy in a Division

12. From 2022 recruitment year, selection of candidates through examinations conducted by Department shall be done by preparing a single merit list at Circle level for each cadre. After preparation of merit lists, selected candidates shall be allocated division as per merit vis a vis order of preference exercised by the candidate subject to availability of vacancy in a Division.

13. While allocating Divisions to candidates selected as per Para-11 & 12 above, Head of Circle shall take into consideration the working strength across Divisions to avoid any large scale staff imbalance. Circle shall publish the criteria / guidelines in this regard (within the overall framework given by Directorate) in public domain in advance for information of all concerned to ensure transparency.

14. As Circle as a whole shall be the recruiting unit for Postal Assistant and Sorting Assistant, while considering transfer under Rule-38, principles of category and mode of recruitment shall be observed for Circle as a whole and not w.r.t. individual Division / Unit. Accordingly, only in case of Inter-Circle transfer, category and mode of recruitment shall be applicable. No such limitations of category / mode of recruitment shall be applicable in case of Intra-Circle transfer.

15. Reservation register for Postal Assistant in SBCO, CO/RO, Foreign Post shall continue to be maintained as being done at present.

• If account is transferred and closed by the depositor, the mode of payment should be done through SB or cheque only.
• Single account cannot be converted in to joint acct and vice versa except in the case of death of the depositor in joint account.
No interest shall be payable on an account opened or maintained or on a deposit made in contravention of rules.
ACG-17 for payment of commission to SAS/MPKBY Agents has been discontinued.
• In SAS agent system, No commission will be paid on the investment thru agents where agent receipt Book number and Authority number not noted in SB 103.
• Mentioning ASLASS number in RD Schedule is mandatory if it is not supplied, it should be filled with “Applied for”.
• Cash Transaction up to Rs 50000/- shall be allowed at other SOLs in an account in a day.
• No BPM shall accept cash deposit for more than Rs 50000/- in an account in a day.
• In BOs, Deposits in PPF/SCSS/MIS/KVP/NSC are to be accepted by wdl form or by Cheque only.
• In BOs, The limit of Withdrawal has been revised to Rs 20000/- per individual.
TDS of 2% on aggregate cash withdrawals in excess of Rs 20 lakhs in a year and TDS of 5 % on aggregate cash withdrawals in excess of Rs 1 crore in a year shall be applicable.
• Payment of Interest and maturity value for (MIS, SCSS, and TD/RD/KVP/NSC) in to account holder’s bank account has been implemented in finacle through ECS outward credit functionality.
• POs shall not allow investments thru Wdl form under SAS/MPKBY agency system for SB schemes.
In SAS agency system, Re-investment of maturity value thru Withdrawal form is allowed & investment by cash up to Rs 20000 or by Cheque.
• Illiterate depositor can avail cheque facility only if have joint account with literate depositor.
Minor account operated by guardian can avail cheque facility.
Transfer of accounts is allowed for categories NSS 87 & 92 also in CBS offices (At HOs).
Messenger is allowed for payment after getting Form-12 along with KYC documents (Senior Citizen, illness, Differently abled) and” Authorization Accepted” remarks must write by SPM/APM.
• In case of death of Minor, In SSA scheme – Guardian may claim the closure amount, but in PPF- Nominee may claim the closure amt. If nomination not registered, Legal Heir may claim the amount.
“PM CARES FOR Children scheme” has been introduced from 29.10.2021 for child who has lost both parents or last surviving parent between 11.03.2020 to 31.12.2021 due to COVID-19 pandemic.

POST OFFICE SAVINGS ACCOUNT SALIENT FEATURES

• Can only open General Savings acct. There is no separate Pensions account and basic savings acct.
• Minor can open any one of the following accounts. A guardian on behalf of a minor (or)A minor who has attained 10 yrs of age in his own name.
• An account holder can nominate up to maximum of 4 individuals.
Rs50 will be deducted at the end of the financial year for accts not maintaining a minimum balance of Rs500.
No interest shall be allowed on an account for any month in which the balance at credit is below Rs500 at any time between 10th and last day of the calendar month.
Two witnesses are necessary for nomination done by illiterate during opening of account and variation or cancellation of nomination. Witness not required for literate.
• For issue of statement of account , Rs 20/-+GST

SUKANYA SAMRIDHI ACCOUNT SALIENT FEATURES

• The account may be opened by one of the guardian in the name of a girl child, who has not attained the age of 10 years.
• Deposits may be made in the account till the completion of a period of fifteen years from the date of opening of the acct.
Withdrawal is allowed up to 50% of amount in the account at the end of the financial year preceding the year of application for withdrawal, Shall be allowed for the purpose that such withdrawal shall be allowed after the account holder attains the age of 18 years or has passed 10th standard, whichever is earlier.
• In extreme compassionate ground(Life threatening disease), PMC is allowed after getting proper approval from competent authority provided that that A/C not closed before 5 years.
• The account shall mature on completion of a period of 21 years from the date of its opening.
• The account may also be closed before 21 years on production of intended marriage certificate of account holder.

NATIONAL SAVINGS RECURRING DEPOSIT SALIENT FEATURES

• If there are not more than four defaults in monthly deposits, the account holder may at his option, extend the maturity period of the account by as many months as the no of defaults and deposit the defaulted Installments during the extended period.
• Default fee- Rs 1 for every 100 to be paid along with Monthly denomination.
• Rebate for an account of Rs 100 denomination, is payable of Rs 40/- for every 12 deposits and Rs 10 for not less than 6 deposits.
• Loan amount is in multiples of Rs 10 and admissible after 1 year @ 50% of balance in an account.
• Loan interest- RD interest+ 2%.
PMC applicable after 3 years of opening of an account.

NATIONAL SAVINGS TIME DEPOSIT SALIENT FEATURES

• PMC is allowed after 6 months up to 1 year with SB rate of interest.
• In PMC, after 1 year, For Completed Years – Quarterly Compound Interest at a reduced rate of 2% less than the actual interest. For Completed months – POSA interest rate.
• A/C may be extended for which it was initially opened. However a time limit for extension is specified after repayment for 1 Yr TD is 6 Months, 2 Yr TD is 12 Months, 3 Yr TD is 18 Months, 5 Yr TD is 18 Months.
Extension is allowed only twice after initial repayment date.
• An Account may be pledged or transferred as security, on an application made by the depositor. If the account is pledged, agent commission not allowed.
• Pledge fee- Rs 100+GST.Pledge release fee- Nil.
• In the event of death of depositor, the surviving nominee may close the account or continue the account (By transfer) and receive the amt of deposit along with interest in the manner provided for in this Scheme.
In 5 yr TD, Can claim IT exemption under section 80c.

PUBLIC PROVIDENT FUND SCHEME SALIENT FEATURES

• Loan is applicable at any time after the expiry of 3 years before expiry of 5 years from the end of the year in which the initial subscription was made, a sum of whole rupees not exceeding 25% of the amount in his credit at the end of the 2nd year immediately preceding the year in which the loan is applied for.
• Loan Interest: 1% – if loan is fully repaid within 36 months, outstanding loan amount after 36 months is calculated at 6% per annum with effect from the 1st day of the month following the month in which the loan was taken to the last day of the month in which it was finally repaid.
• Withdrawal from account is allowed any time after the expiry of five years from the end of the year in which the account was opened. An amount not exceeding 50% of the amount at the end of the 4th yr immediately preceding the year of withdrawal or at the end of the preceding year, whichever is lower.
• Only when loan & loan interest is fully repaid then only the withdrawal is allowed.
PMC is allowed only for(i) treatment of serious ailments or life threatening diseases to the account holder, spouse, or dependent children or Parents
• (ii)Fee payment towards the higher Education to the account holder or the dependent children, on change in the residency status of the account holder on production of copy of passport or Visa or income tax return, with deduction of 1% from date of opening after getting proper approval from competent authority provided that A/C not closed before 5 financial years.
• Account can be closed after 15 years from the end of year in which account was opened, Incase death of depositor or normal closure, balance in the account shall earn interest till the end of the month preceding the month in which payment is made.
• PPF account can be extended for 5 years after maturity with/without Deposits within 1 year from maturity by submitting application in Form-4.
• If continued, one withdrawal every year is eligible subject to the condition that withdrawal shall not exceed Sixty percent of the balance at his credit at the commencement of the said period.
• In case Account is retained w/o deposits, account holder can take 1 Wdl in each financial year.
• Can claim IT exemption under section 80c.

NATIONAL MONTHLY INCOME ACCOUNT SALIENT FEATURES

• If a depositor has made deposit in excess of prescribed limit, this excess amt will be paid immediately along with interest POSA rate from date of deposit to end of the month preceding the month in which refund is made.
• If PMC is allowed, after 1 yr before 3 yrs- 2% deduction, after 3 yrs before 5 yrs-1% deduction.
• Account can be closed after 5 years from opening of an account.
• Incase death of depositor; interest will be paid up to month preceding the month in which refund is made.

NATIONAL SAVINGS CERTIFICATES (VIII ISSUE) SALIENT FEATURES

No PMC is allowed except on account of death, forfeiture by pledge or in case of court order.
• In such cases, if it closed before 1 yr, No interest shall be payable. Between 1 to 3 years, POSA interest payable. After 3 years as per table applicable from time to time.
• Account can be closed after 5 years, in case of death of the depositor, account can be closed immediately.
• On the account of death of account holder, an account may be transferred from one individual to another (Nominee), subject to the condition that the transferee is eligible to open an account under this Scheme.
• An Acct may be pledged or transferred as security. Pledge fee- Rs 100+GST.Pldg release fee- Nil.
• As per SB Order 30/2020, old NSC certificates- DPB should be treated as issue of Passbook in lieu of lost or mutilated certificates per registration.
• Can claim IT exemption under section 80c.

KISAN VIKAS PATRA SALIENT FEATURES

• Deposits made in the acct shall double on maturity. Mat period shall be announced time to time.
• PMC is allowed after 2.5 years.
• In such cases, if an account is closed any time before the expiry of two years and six months, POSA interest shall be payable for completed months.
After the expiry of 2 years and 6 months, int shall be payable as per table given time to time.
• In case of death of the depositor, Account can be closed immediately.
• On the account of death of account holder, an account may be transferred from one individual to another (Nominee), subject to the condition that the transferee is eligible to open an account under this Scheme.
• An Acct may be pledged or transferred as security. Pledge fee- Rs 100+GST.Pldg release fee- Nil.

SENIOR CITIZENS SAVINGS SCHEME SALIENT FEATURES

• An individual who has attained the age of 60 years or superannuation personnel who has attained age of 55 years and Retired defense personnel who has attained age of 50 years can open account.
• In case of a joint account, the age of the first account holder shall be considered to determine the eligibility to open the acct and there shall be no age-limit for the second applicant.
• If PMC is allowed before 1 year, the int paid within 1 yr has to be fully recovered. after 1 yr before 2 yrs, deduction of 1.5 % applicable, after 2 years before 5 years, deduction of 1% applicable.
• Account can be closed after 5 years from opening of an account. Incase death of depositor, when spouse is a sole nominee, the spouse can continue the account only when he/she meets the conditions of the scheme on the date of death of the account holder.
• If the spouse has separate SCSS in his/her name, then the SCSS account in the name of the deceased depositor cannot be continued.
• The depositor may extend the account once for a further period of 3 years by making an application in Form-B to the post office within a period of 1 yr after the maturity period of 5 yrs.
• The account holder may close the account any time after one year from the date of extension of account without any deduction.
• If depositor age <60, TDS should not be deducted for interest up to Rs 40000/annum and
• If depositor age> 60, TDS should not be deducted for interest up to Rs 50000/annum.
No TDS should be deducted if depositor submitted 15G/H.
• Can claim IT exemption under section 80c.

All concerned Circle are requested to ascertain that no vigilance/disciplinary case is pending in respect of the officials concerned and verification of educational/caste/character certificate, etc has been done and found genuine.

It is also submitted that the remaining officials have not been accommodated due to non-availability of vacancy in respective quota and category. The waiting list is being issued separately.

In view of the decrease in transactions/business and overall reduction of workload of Post Offices due to prevailing COVID- 19 pandemic, representations had been received from Circles and Staff Unions for revision of the guidelines for periodical establishment review of Post Offices.

2. The matter was examined in detail, and with the approval of the Competent Authority it has been decided to not undertake/conduct establishment review of all kinds of Departmental Post Offices for the year 2020 &2021.

3. The establishment review of Departmental Post Offices may be undertaken from 01.07.2022 onwards for which statistics may be taken w.e.f. 01.07.2021.

4. In view of the above, it is requested to take further necessary action accordingly.

Subject: Transfer of work relating to Small Savings Schemes – Reg.

Madam / Sir,

Department of Economic Affairs, Ministry of Finance vide OM No. PA/12/5(6)2021 dated 12.10.2021 decided to transfer the works relating to obtaining of indents, printing, supply and monitoring AAR Books, CTS Cheque books and ASLAAS-5 cards from National Savings Institute to Department of Posts.

2. DoP suggested to DEA(MoF) that the work of printing and supply of these items for the current year may be continued through NSI in the current financial year and DoP may take up the work from the next financial year. Matter has been accordingly considered by DEA, MoF in its OM No. 11/4/202l-BA dated 27.12.2021.

3. Printing and supply of the above said items for the financial year 2021 – 2022 will continue to be carried out by NSI. DoP will undertake the printing and supply of these items from the next financial year.

4. In this connection, a detailed procedure for printing and supply of the above said three items will be formulated and circulated, at the earliest.

5. This is issued with the approval of the Competent Authority.

Eligibility criteria for the post of ASP/ PA/ SA Instructor. PTC. Mysuru :

✓ Assistant Superintendent of Posts. (for the post of ASP Instructor only)
✓ Postal Assistants / Sorting Assistants with minimum of 8 years of service. Preferably officials worked/ working as System Administrator.
✓ Who prefers to stay in the PTC campus.
✓ Applicant should below 52 years of age as on the date of notification.
✓ Those Who are not due for promotion within-a short span of time.

2. Applicants possessing the following proficiencies will be considered on preference:

✓ Graduate with fluency in English, Hindi and southern languages.
✓ Knowledge of departmental applications like Finacle, McCamish, CSI, DARPAN, ·etc.
✓ Knowledge of departmental Volumes, Rulings and current trends.
✓ Experience of working at WCTC/ZTC/DTC.

3. Selection Process :

The applicants have to undergo a selection process as follows:

a. Applicants should give a demo and hands-on on the given subject by the screening committee before attending the interview.
b. Interview
c. Screening: Written test followed by a presentation on the given subject. Applicants have to prepare and present 10 minutes duration power point presentation on the subject given to them.
d. The selection is subject to the clearance by the screening committee.

Note:

(i) The selected Officers/officials will be under watch for a period of 3 months from the date of joining. If their performance is not up to the mark, he/she will be relieved from the PTC.
(ii) Once shortlisted, withdrawal of candidature shall not be entertained.

4. Amenities available:
✓ Officers/officials selected have to. stay in the campus [subject to the availability of quarters].
✓ The Officers/officials selected will be entitled for training allowance @ 12% of basic pay according to DOPT rulings as amended from time to time.
✓ The tenure of the Post of Instructor is for 4 (3+1) years subject to satisfactory performance.

5. The incumbent of the post is required to undertake full time teaching of the subjects related to Postal/RMS Operations, conduct practical oriented teaching, preparation of training material and such other duties entrusted by the competent authority.

6. Willing officials may submit their applications in the enclosed format to their Controlling Authorities latest by 15.01.2022. An advance copy of the application may also be sent to this office directly through e-mail to dptc_mysore@indiapost.gov.in .

7. The Controlling Authority will forward all the applications in prescribed format received at their end along with APAR of the applicant for last five years and vigilance clearance certificate so as ,to reach this office latest by 31.01.2022. An interview will be conducted in the month of February 2022. Date for the interview will be fixed and intimated later.

8. All the Circle /Regional / Divisional / Unit Heads are requested to give wide publicity to this notification among the staff under their control.
