Eligibility criteria for the post of ASP/ PA/ SA Instructor. PTC. Mysuru :

✓ Assistant Superintendent of Posts. (for the post of ASP Instructor only)

3. Selection Process :

The applicants have to undergo a selection process as follows:

a. Applicants should give a demo and hands-on on the given subject by the screening committee before attending the interview.
b. Interview
c. Screening: Written test followed by a presentation on the given subject. Applicants have to prepare and present 10 minutes duration power point presentation on the subject given to them.
d. The selection is subject to the clearance by the screening committee.

Note:

(i) The selected Officers/officials will be under watch for a period of 3 months from the date of joining. If their performance is not up to the mark, he/she will be relieved from the PTC.
(ii) Once shortlisted, withdrawal of candidature shall not be entertained.

4. Amenities available:
✓ Officers/officials selected have to. stay in the campus [subject to the availability of quarters].
✓ The Officers/officials selected will be entitled for training allowance @ 12% of basic pay according to DOPT rulings as amended from time to time.
✓ The tenure of the Post of Instructor is for 4 (3+1) years subject to satisfactory performance.

5. The incumbent of the post is required to undertake full time teaching of the subjects related to Postal/RMS Operations, conduct practical oriented teaching, preparation of training material and such other duties entrusted by the competent authority.

ENGAGEMENT OF COST CONSULTANTS IN DEPARTMENT OF POSTS NOTIFICATION
Dated :22nd December, 2021

Subject: Engagement of Cost Accountant as consultants in Department of Posts, Tariff & Costing Section, Dak Bhawan, New Delhi.

Department of Posts, Tariff & Costing (T&C) Section, Dak Bhawan invites applications as per Annexure-I from Cost Accountants purely on temporary basis under the following terms & conditions for engagement.

A. QUALIFICATION: Cost Accountant (CMA) in terms of the Cost and Works Accountants Act, 1959 (23 of 1959).

B. AGE LIMITS: Between 30 to 45 years as on 01/10/2021.

C. EXPERIENCE: Minimum of five years of experience is essential. Experience of working in and having considerable experience of functioning of Govt Department/PSU will be given preference. He/ She should have effective communication and interpersonal skills with a strong flair for in-depth examination relating to policy matters/ finance or any other requisite field. Keeping in view the nature of work and its exigency, the candidate should be preferably from Delhi/NCR.

D. SCOPE OF WORK:

(a) End to end solution for implementation of marginal costing in Department of Posts.
(b) Calculation of marginal costing & flexi pricing for parcel products in Department of Posts.
(c) Analyse the existing methods for annual costing exercise, clerical costing and Productivity linked bonus in the department and guide in the process of revision of their methodologies.
(d) Consultancy in implementation of ABC Costing Module
(e) Costing of individual products/services of DoP as and when required
(f) Any other work entrusted by the Department.

E. PERIOD OF ENGAGEMENT:

The initial engagement of a person as consultant shall be 6 months. After expiry of initial term, engagement may be extended, based on requirement of the division and performance of the consultant concerned as certified by the competent authority for a maximum period of further six months and not more than two terms including initial engagement. Period of engagement- will be counted from the date of joining the assignment in T&C Section of DoP, Dak Bhawan.

F. PROCESS OF SELECTION:

Candidates may send the duly filled application form as per Annexure-I to the email id consultantdop@gmail.com by 5:30 pm, 03/01/2021, Application received through any other mode will not be accepted.

1. The applications received shall be placed before a Primary Screening Committee of DoP* which may recommend candidates that is 20 times the number of Vacancy. The selection criteria will be on the basis of Educational Qualification, Professional Qualification work experience, Age etc.

2. A Secondary Screening and Interview** will be done by the Consultant Evaluation Committee (CEC)* of DoP.

3. A merit list of 10 times the number of vacancies will be prepared and accordingly, the Cost Accountant will be selected from the top of the list.

4. Any candidate who fails to join in the time allowed to him/her will be terminated from the list and the candidate of next serial number from the merit list will be selected for the service.

*The Primary Screening Committee & CEC may include an outside expert i.e. from The Institute of Cost Accountants of India or others on case to case basis.

**Candidates would be required to furnish original documents for verification at the time of selection process/interview. In absence of original documents and if any of the information furnished in application is found to be false at any stage candidature would be cancelled.

***The Department reserves right to reject any application without assigning any reason for it.

H. REMUNERATION:

Consultants shall not be entitled to any kind of allowance or accommodation facility e.g. Dearness Allowance, Transport Facility, Residential Accommodation, Personal staff, CGHS and Medical Reimbursement etc.

The remuneration will be paid in monthly basis after certification from ADG (T&C), Dak Bhawan for the successful & satisfactory completion of the assigned work for that period.

The pro-rata remuneration will be paid in case of absence (more than assigned CL) from duty in a particular period of the month or in the case of termination or resignation month.

I. LEAVES: Casual Leave (CL)-12 days per year on pro-rata basis for the completed period of 6 months will be granted to the consultant. No other leaves like Earned Leave (EL), HPL etc. are allowed.

J. TERMINATION: The Department reserves the right to terminate the Consultant’s engagement at any stage in the event of a serious failure to perform the assigned task or failure to observe any standards of conduct. Termination will be by giving 15 days’ notice or pay in lieu thereof.* If the consultant wishes to resign, he will have to give one month (30 days) advance notice before resigning from the engagement.

K. TA/DA: Consultant may be required to travel to any place in India as and when required in connection with the work of the Department. While on work related tour, TA/DA will be admissible as to Assistant Accounts Officers of the Central Government.

L. CONTRACTUAL APPOINTMENT: The appointment of consultants is of purely temporary (non- official) nature against the specific jobs prescribed. This contractual appointment does not confer any right to claim any permanent employment in Department of Posts.

M. WORKING HOURS: Normal working hours would be Monday to Friday as per stipulated office hours except designated holidays by Government of India. However, in case of work exigencies, the Consultants may be asked to attend office on Saturdays, Sundays and designated holidays by controlling officer without any additional remuneration and allowances/compensation.

N. TAX DEDUCTION AT SOURCE: Remuneration to Consultant will be paid as professional services and Income Tax or any other tax liable to be deducted, as per the prevailing rules, will be deducted at source before effecting the payment, for which the DoP will issue TDS Certificates as applicable.

O. CONFIDENTIALITY: Consultant may not, except with the prior approval of competent authority in writing, in the bona-fide discharge of duties, publish a book or research paper or a compilation of articles or participate in a radio/TV broadcast or contribute an article or anonymously or pseudonymous in the name of any other person, if such book, article, broadcast, uses any information that he/she may gather as part of this assignment. During the period of engagement with DoP, the Consultant would be subject to the provisions of the Indian Official Secret Act, 1923 and will not divulge any information gathered by his/her during the period of his/her engagement to anyone who is not authorized to know. The Consultant engaged by DoP shall in no case represent or give opinion or advice to others in any matter which is contrary to the stated position of Government of India. Any violation may lead to discontinuation of engagement.

P. DISPUTE: In case of any dispute/ambiguity that may occur in the process of selection, the decision of the Department of Posts (DoP) shall be final. Applicants are advised to satisfy themselves before applying that they possess the essential qualifications laid down in the advertisement.

Any dispute in regard to any matter referred to herein shall be subject to the jurisdiction of Delhi Courts only.

Maharashtra Postal Circle issued notification for 257 Sports Quota vacancies 2021 – Eligibility Criteria and Apply Online Now

1. Applications are invited online through URL https://dopsportsrecruitment.in for Direct Recruitment of meritorious Sports persons from open market under SPORTS QUOTA for filling the vacancy of years upto 2020 to the following posts in Maharashtra Postal Circle.

5. RESERVATION:

Note 5:  Relaxation of age will be considered in respect of Ex-servicemen and PWD candidat as per the DOPT guidelines in addition to the other relaxations like community and sports persons.

Note 6: Reservation Rule is only for claiming age relaxation in Sports Recruitment.  Such candidates should  necessarily submit proof of age i.e., SSC Certificate and Caste Certificate for claiming  age relaxation. 

Note 7: No appointment can be made unless the candidate is, in all respects, eligible for appointment  to the post applied for, and in particular, with regard to age, educational qualifications  prescribed under the Recruitment Rules applicable to the post, except to the extent to which relaxations thereof have been permitted in respect of category of persons to which the  applicant belongs.

9. EDUCATIONAL AND OTHER QUALIFICATIONS

I. Postal and Sorting Assistant

a) The candidate must have passed 12th standard or equivalent examination from a recognised university or Board of School Education or Board of Secondary Education.
b) The candidates of higher qualifications will also be considered but they have to fulfill the above conditions.  There will be no preference for higher educational qualifications. 
c) The candidate will be required to furnish certificate of Basic Computer Training from a recognized Computer Training Institute before issuance of appointment letter.  Computer Training Certificates from Central Government / State Government / University / Board etc. will also be acceptable for the purpose.  This requirementof Basic Computer Knowledge Certificate is relaxable in cases where a candidate has studied computer as a subject in Matriculation or Class XII or Higher educational qualification and in such cases a separate certificate will not be insisted upon.
d) Sports qualification as per para 11 below.

II. Postman/Mail Guard

a) The candidate must have passed 12th Standard from a recognized Board of School Education or Board of Secondary Education.
b) The candidates of higher qualifications will also be considered but they have to fulfill the above conditions.  There will be  no preference for higher educational qualifications.
c) The candidate will be required to furnish certificate of Basic Computer Training from a recognized Computer Training Institute before issuance of appointment letter.  Computer Training Certificates from Central Government / State Government / University / Board etc. will also be acceptable for the purpose.  This requirement of Basic Computer Knowledge Certificate is relaxable in cases where a candidate has studied computer as a subject in Matriculation or Class XII or Higher educational qualification and in such cases a separate certificate will not be insisted upon.
d) Knowledge of Local Language i.e., Marathi in respect of Maharashtra State and Konkani in respect of Goa State. The candidate should have passed a paper of local language at least upto 10th  standard . i.e.
i. Marathi in respect of Maharashtra State and
ii. Konkani or Marathi in respect of Goa State
e) The person appointed to the post of Postman shall acquire a driving licence to drive two wheeler or three wheeler or Light Motor Vehicle within a period of two years from the date of his appointment.  However, the person with disability shall be exempted from the requirement of driving licence.
i. The candidate not having valid driving licence at the time of appointment shall not earn periodical increment in pay till production of such licence or for a period of five years from the date of appointment whichever is earlier and after production of such licence or expiry of such five years period, pay shall be restored prospectively to the level pay would have reached as if periodical increment in pay was not withheld and no arrears shall be paid for the intervening period.
f) Sports qualification as per para 11 below

III.     Multi Tasking Staff 

a)  The candidate must have passed 10th Standard from a recognized Board of School Education or Board of Secondary Education.
b) The candidates of higher qualifications will also be considered but they have to fulfill the above conditions.  There will be no preference for higher educational qualifications.
c) The candidate should have knowledge of working on computer.
d) Knowledge of Local Language i.e., Marathi in respect of Maharashtra State and Konkani in respect of Goa State. The candidate should have passed a paper of local language at least upto 10th standard. i.e.
i. Marathi in respect of Maharashtra State and 
ii.  Konkani or Marathi in respect of Goa State
e) Sports qualification as per para 11 below.

Note in respect of educational Qualifications :

(i)  As per Ministry of Human Resource Development Notification dated 10.06.2015 published in Gazette of India, all the degrees / diplomas / certificates awarded through Open and Distance Learning mode of education by the Universities established by an Act of Parliament or State Legislature, Institutions Deemed to be Universities under Section-3 of the University Grant Commission Act, 1956 and Institutions of National Importance declared under an Act of Parliament stand automatically recognized for the purpose of employment to posts and services under the Central Government provided they have been approved by the University Grants Commission.
(ii) Candidates must possess essential educational qualification from recognized Board/University before applying for the posts.
(iii) Candidates have to scan and upload the images of original certificates.
(iv)  Applicants having both marks and Grades in the mark list shall enter the marks only. If any applicant applies with Grades his application will be liable for disqualification. 
(v) Applicants having only the Grades / Points in the marks list shall note the Grades in respective column. The marks will be reckoned by taking conversion of Grades/ Points with the multiplication factor (9.5) against the maximum points or Grade as 100.  

10.  DISQUALIFICATION:

(i)  No Person who has entered into or contracted a marriage with a person having spouse living or 
(ii) No Person who has a spouse living has entered into or contracted a marriage with any person, shall be eligible for appointment to the service. Provided that Central government may if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for so doing, exempt any person from the operation of this rule.

Applications are invited from Indian Nationals in the Proforma (Annexure I) for the Direct Recruitment of meritorious sports persons from open market under SPORTS QUOTA for filling up the vacancies up to 2020 to the following Group ‘C’ posts in Kerala Postal Circle.

The recruitment process will be based on the guidelines issued by the Department of Personnel and Training, Government of India vide Memo No.14034/01/2013-Estt(D) dated 03.10.2013 and instructions issued thereto.

SCALE OF PAY

aPostal Assistant/ Sorting Assistant Rs 25,500/- to Rs.81,100/- in level 4 as per pay matrix specified in Part A of schedule of Central Civil Service(Revised pay) Rules 2016 plus admissible allowances. [Rs 5200-20200(Pay band-I) + Grade pay of Rs 2400/- plus admissible allowances as per pre-revised scale]

The crucial date for determining the age-limit shall be  03-12-2021 i.e the closing date for receipt of applications from candidates.

PROBATION AND TRAINING

  • Probation: The candidates selected will be appointed and will be on probation as per rules
  • Training: The training will be imparted to the selected candidates as prescribed.

EDUCATIONAL AND OTHER QUALIFICATION REQUIRED

(i) For Postal/ Sorting Assistant:-

  • The candidates having passed minimum either 12th standard or equivalent qualification from a recognized board or university.
  • The candidates will be required to furnish at least 60 days duration basic computer training certificate from a recognized computer training institute before issuance of appointment letter. Computer Training certificates from Central Government/ Sate Government/ University/ Boards etc will also be acceptable for this purpose. This requirement of basic computer knowledge certificate shall be relax able in cases where a candidate has studied computer as a subject in matriculation or class-XII or higher educational qualification and in such cases a separate certificate will not be insisted upon.
  • Sports qualification as per para 7 of the notification.

(ii) For Postman/Mail Guard :-

  • Minimum 12th standard pass from a recognized board.
  • Knowledge of local language i.e MALAYALAM. The candidate should have studied local language i.e MALAYALAM at least up to 10th Standard
  • The candidates will be required to furnish at least 60 days duration basic computer training certificate from a recognized computer training institute before issuance of appointment letter. Computer training certificates from central government/ State Government/University/ Boards etc will also be acceptable for this purpose. METHOD OF SELECTION-

Selection of candidates will be made on the educational and sports qualification subject to the fulfillment of other prescribed qualifications.

The main aim to result outstanding sports persons is to prepare a best team of sports persons, which may bring laurels to the Circle in All India and other competitions apart from their best performance in official duty. In view, the most suitable and fit candidates will be considered. Selected candidates will have compulsory participation in the circle team during All India Postal tournaments for specified years by the department.

i.  First Preference: First preference to those candidates who have represented the country in an INTERNATIONAL COMPETITION with the clearance of the Department of Youth Affairs & Sports.

ii.  Second Preference: Next preference will be given to those who have represented a State/ UT in the SENIOR OR JUNIOR LEVEL NATIONAL CHAMPIONSHIPS organised by the National Sports Federation recognized by the Department of Youth affairs and Sports or National Games organised by Indian Olympics Association and have won medals or positions up to 3rd place. Between the candidates participating in Senior and Junior National Championships/ Games, the candidates having participates and won medal in senior national Championship should be given preference.

iii.  Third Preference: Next preference will be given to those who have represented a university in an INTER UNIVERSITY COMPETITION conducted by association of Indian Universities/ Inter University Sports Board and have won medals or positions up to the 3rd place in finals.

iv.  Fourth Preference: Next preference will be given to those who have represented the state schools in the NATIONAL SPORTS/ GAMES FOR SCHOOLS conducted by the All India School Games Federation and have won medals or position up to the 3rd place in finals.

v.  Fifth Preference: Next preference will be given to those who have been awarded National Award in physical Efficiency under National Physical Efficiency Drive.

vi. Sixth Preference: Next preference will be given to those, who represented a State/ Union Territory/ University/ State School teams at the level mentioned in categories (ii) to (iv) but could not win a medal or position in the same order of preference.

  • Note 1 :  Only in the event of tie those who have secured a higher position or won more than one   medal may be given in preference, or as per the prevailing rules.
  • Note 2 :   Participation in individual and team event / item may be given the same preference.
  • Note 3 :   No preference will be given for winning more than one medal / position
  • Note 4 : In case of any doubt about the status of tournament, the matter will be decided by the Department of Personnel& Training in consolation with the Department of Sports and Youth Affairs.
  • Note 5 : Decision of the competent authority i.e. The Chief Postmaster General, Kerala Circle, Thiruvananthapuram will be final and binding.

DISQUALIFICATION

a) i. No person – who has entered into or contracted a marriage with a person having spouse living; or ii.  No person – who having a spouse living, has entered into a contracted a marriage with any person, shall be eligible for appointment to service. Provided that Central Government may, if satisfied that such marriage is permissible under the personal law applicable to such person and the other party to the marriage and there are other grounds for doing, exempt any person from the operation of this rule. 

b)   Information/ misrepresentation of facts/ unsigned application / form/ without photographs/ without prescribed application fee/ not accompanied by attested copies required certificates / received after due date. No correspondence will be done in this regard.

c)   If it is proved at any stage that the candidate has forwarded incorrect or false information in this regard.

d)   Application wrongly addressed or received after due date will be summarily rejected, whatever may be reason for delay. No intimation will be sent in this regard.

e)   DULY FILLED APPLICATIONS SHOULD BE SENT BY REGISTERED POST OR SPEED POST ONLY. THOSE SENT THROUGH ANY OTHER MEANS, PRIVATE COURIERS AND GIVEN ‘BY HAND’ SHALL NOT BE ACCEPTED.

f)    If a candidate desires to apply for more than one post, he/ she may do so by submitting separate applications for each post by additionally remitting requisite fee. Applications for more than one event or more than one candidate received in one cover will be SUMMARILY REJECTED.  

g)   Candidate applying for more than one game / event shall submit separate application form along with requisite fee and with complete documents for each game / event in separate envelope/ cover and all such envelopes/ covers are also to be sent through Speed post/ Registered post separately.

h)   One envelope should contain application form of one candidate for single sports discipline only. Application forms of any candidate for more than one sports discipline submitted in a single envelope/ cover or application form of more than one candidate received in a single envelope/ cover will be summarily rejected. In case more than one application form( of single candidate or multiple candidates) are received in any single envelope, all such application forms will be rejected.

i)    If a candidate has changed his or her name or dropped/ added part of his name after matriculation/10+2 or he has changed name after matriculation etc. proof for the change in name such as affidavit, Gazette notification etc. should be enclosed.

j)    No correspondence in person, email, telephone etc. will be entertained.

k)   The candidate should give an undertaking that he will serve the department for a minimum period of three years, if selected, in the prescribed proforma part 17 of the application form.

SPECIAL INSTRUCTIONS TO THE APPLICANTS:-

a)  Before submitting the application the candidates must carefully read the detailed notification containing eligibility conditions and satisfy himself/ herself that he / she fulfills all the eligibility conditions for the post for which he / she has applied.

b) ORIGINALS CERTIFICATES SHOULD NOT BE SENT IN ANY CASE.( The candidates should produce relevant original certificates  only on demand)

c) Attested copies of all the required documents and certificates should be sent along with the application. The documents/ marks lists/certificates submitted on later date will not be entertained.

d) If the prescribed/ required documents are not submitted along with the application, application received after due date will be rejected and no request for revival will be considered.

e) Incomplete or unsigned (on all pages) applications or applications without photographs will be rejected.

f) An application will be rejected at any stage of recruitment process if it is not in the prescribed format/ having incomplete information/wrong information/ misinterpretation of facts/without prescribed application fee/ not accompanied by attested copies of required certificates. Candidates should take utmost care to furnish the correct details while filling in the application.

g) The prospectus along with application form can be downloaded from India post website i.e. www.indiapost.gov.in and Kerala Postal Circle Website; www.keralapost.gov.in Applications purchased from outside vendors will not be accepted and summarily rejected without assigning any reason.

h) The vacancies notified are subject to change without assigning any reason and Department reserves the right to cancel the recruitment if so warranted and the Department will not be liable to return the fee or pay any compensation on the applicant’s application. The Department reserves the right to restrict the selection upto the number of players.

i) Community certificates for SC/ST/OBC/EWS in the prescribed from issued by the competent authorities as in Annexure III, IV & V only is to be submitted. Certificates submitted in any other form or from authorities not competent to issue the same will be ignored.

j) The selected candidates of all posts are liable to serve anywhere in Kerala circle as and when required at the sole discretion of the appointing authority.

k) Once appointed, request for transfer will be entertained as per existing rule.

l) Selection of candidates will be made in accordance with the relevant recruitment rules and administrative instructions issued by the Department of Posts from time to time.

m) If a candidate has changed his/ her name or dropped/ added part of his name after matriculation/10+2 or he/she has changed name after matriculation etc. proof of change in name such as affidavit, gazette notification etc. should be enclosed.

n) No claim of travelling allowances or other expenses will be paid.

o) The selected candidate may be appointed against any of the identified vacancies as mentioned in para 4 of this notification.

2. The last date for receipt of application at O/o Chief Postmaster General, Kerala Circle, Thiruvananthapuram 695033 is 03-12-2021.

3. Challan form available with the notification may be downloaded (Annexure VI), fill in completely and fees be paid at any post Post Office through e-payment. The post office shall retain one copy of challan form & Candidate will get Chief PMG, Kerala Circle’s copy & Candidate’s copy.

4.Original receipt of fee issued by Post Office should be pasted on the Chief PMG, Kerala  Circle’s copy and must be submitted along with application form, while candidate may retain himself candidate’s copy for future reference.

5.Fee once paid will not be refunded in any case; neither shall be held reserved for any other recruitment nor selection process in future. Also fee paid through any other mode will not be accepted and such application will be summarily rejected.

No : R&E/34-3/2015-2021/Sports Quota Dated at Ambala the 18.08.2021.

Sub : -Instructions for collection of application fees for Sports Quota Recruitment to be conducted by Haryana Postal Circle through Post office Under e-Payment.

Respected Sir/Madam

This is regarding collection of application fees for Direct Recruitment of Postal Assistant (PA)/Sorting Assistant (SA), Postman/Mail Guard, LDC in PAO and Multi Tasking Staff (MTS) through Sports Quota to be conducted by the office of the Chief Postmaster General, Haryana Circle, Ambala through Post offices in India under e-Payment from 21.08.2021 to 18.09.2021 under following Biller :-

National Biller ID : 70101
Biller Name : Haryana Circle Sports

2. The above National Biller is created for collection of application fee for Rs 100/- (Rupees One Hundred Only) at any Computerized Post Office in India. The Post Offices will accept fees in CASH only.

3. Counter PA has to opt for the following options in National Biller ID 70101.

  • Name of the Candidate.
  • Father’s Name.
  • Mobile Number.

4. No Post office will affect the payment to the Chief Postmaster General, Haryana Circle, Ambala as it will be done centrally by the Ambala GPO-133001.

5. The Senior Postmaster, Ambala GPO, Ambala-133001 will work as the Nodal Officer and affect the Consolidated payment to Chief Postmaster general, Haryana Circle, Ambala after last date of acceptance of fees (i.e. 18.09.2021). Remaining Operating/Accounting Procedure for acceptance and collection of examination fees will remain the same.

6. It is requested to circulate this with necessary instructions to all the Post Offices in your Circle/Region to collect the Application fees from 21.08.2021 to 18.09.2021 only. No amount towards application fee from the candidate should be collected in above biller ID after 18.09.2021.

7. There may be heavy rush for the work in last days, Hence, It is requested to extend the working hours for this work up to 17.00 hours for last 2-3 days. If required, additional counters may be opened. Banners/Computerized print out regarding availability of service may please be displayed in public space of the computerized post office. Wide publicity may please be given to this facility.
