Subject:- Preventive Measures to control the spread of COVID-19 – reg.

As per the current situation of COVID cases in delhi it has been observed that there has been a sharp increase in COVID-19 cases during last few days along with high positivity rate. Therefore, it is necessary to take immediate remedial actions to contain the spread of COVID-19. The following steps have been decided in view of the instructions issued by Ministry of Home Affairs letter no. 40-3/2020-DM-I(A) dated 27-12-2021 & DO letter no. Z.28015/318/21-EMR dated 21-12-2021 received from Secretary, Ministry of Health & Family Welfare circulated vide ADG (Coord.) letter no. Z-92011/25/2022-Coord./O&M dated 30-12-2021 :-

a. Physical attendance of the staff in post offices and divisional offices of Postal & RMS may be restricted to 50% of the actual strength. The Division Head/controlling officer concerned should draw weekly duty roster in this regard. It must be ensured that officials not Physically present in the office shall work from home on that particular day. Divisional Head/Controlling Officer, however, may call more than 50% of the staff in case of any exigency.

b. In case of mail offices, the divisional head will continuously assess the workload and reduce the manpower accordingly so that crowding of offices to the extent possible is reduced.

c. Staff allowed to work from home shall be available on telephone and promptly respond to calls, mails etc. at all times during regular office hours.

d. All the officers/officials shall strictly comply with the guidelines on COVID-19 appropriate behaviour including wearing face mask, hand hygiene and social distancing as issued by Ministry of Health & Family Welfare, Ministry of Home Affairs, Department of Personnel & Training and Govt. Of NCT Delhi from time to time.

e. All the employees shall get themselves vaccinated, Officials who have not been vaccinated shall not be allowed to enter office premises. They may immediately take the first dose failing which , any absence from duties will be treated as unauthorized absence.

f. The Officials are also advised to avoid unnecessary travel, social gathering and remain at home. If the officials have to visit outstation or attend social gathering, it is advised to get tasted himself/herself for COVID-19 and join office with a negative COVID-19 report. On Saturday during weekend curfew, only delivery officers, Head Offices, GPOs and Foreign Post Office shall be functioned. The 24 × 7 speed Post booking counter shall be functional from 0800 to 2200 Hrs.

g. A noticed should be displayed of the post offices (on Saturday) mentioning the following.

“This Post Office shall be functional from Monday to Friday only.
This Post Office is closed due to weekend curfew imposed by the Govt. of NCT Delhi”.
You may avail postal services from the following Head Post Offices in Delhi:-

Inconvenience caused is regretted.

h. Fumigation/sanitization of all offices should also be ensured of regular intervals HOs/GPOs and mail offices must be fumigated on Saturday or Sunday invariably.

i. Divisional Heads/Controlling Officer may review any decision of their discretion keeping in view the instructions/advisories issued on the subject from time to time reviewed as COVID-19 situation evolves.

Subject: Preventive measures to contain the spread of Novel Coronavirus (COVID-19) – reg.

Sir / Madam,

In view of recent Surge in cases of COVID-19 across the country, the Competent Authority has directed that the following measures may please be ensured for strict compliance:-

  1. • Covid-appropriate behavior viz. frequent washing of hands, use of sanitizers, wearing of masks, observing social distancing at all times, etc. should be followed in true spirit.
  2. • Meetings, as far as possible, shall be conducted on Video Conferencing.
  3. • Proper cleaning and frequent sanitization of workplace must be ensured.
  4. • Non-crowding in corridors, canteens, parking, etc. must be ensured.
  5. • Officers / Staff shall follow staggered timings to avoid overcrowding.
  6. • Bio-metric attendance (if any) shall be suspended and physical attendance registers to be maintained.
  7. • All Officers / Staff residing in the Containment Zones shall be exempted from coming to offices till the Containment Zone is de notified.

2. Circles may consider allowing Pregnant Women employees and Persons with disabilities to Work from Home.

3. In accordance with the directions of the concerned State Government and Local Authorities, Circles may also consider ‘Work from Home’ provision for their employees and prepare roaster accordingly, if required. In such circumstances, Staff working from home should be available on telephone and other electronic means of communication at all times.

4. Concerned HoC / Incharge may have close liaison with State / Local Authorities and may take appropriate action as per the local directives / conditions w.r.t. COVID safeguards, keeping in view the operational exigencies vis a vis safety of Postal staff.

5. The above Instructions will be valid till 31 st January, 2022.

6. In addition, HOCs will issue instructions to ensure 100% double dose vaccination of staff.

In view of the decrease in transactions/business and overall reduction of workload of Post Offices due to prevailing COVID- 19 pandemic, representations had been received from Circles and Staff Unions for revision of the guidelines for periodical establishment review of Post Offices.

2. The matter was examined in detail, and with the approval of the Competent Authority it has been decided to not undertake/conduct establishment review of all kinds of Departmental Post Offices for the year 2020 &2021.

3. The establishment review of Departmental Post Offices may be undertaken from 01.07.2022 onwards for which statistics may be taken w.e.f. 01.07.2021.

4. In view of the above, it is requested to take further necessary action accordingly.

Subject :- Regularization of the period of absence from duty in r/o Gramin Dak Sevaks (GDS) during COVID-19 pandemic periods.

Madam/Sir

This Department is in receipt of various references regarding regularization of the period of absence of Gramin Dak sevaks (GDS) of Department of Posts during lock down / Quarantine Period, etc. The matter has been considered and with the approval of the competent authority, following orders are issued.

(a) Period of absence due to restrictions on movement and travel imposed by the Central Government, State/UT Government, District authorities, local authorities, residential society etc. and due to residential area concerned notified as containment zone and due to suspension of public transport due to which the GDS not able to attend office – Shall be treated as duty for all purpose.

(b) Period of quarantine/isolation, as prescribed by the authority from time to time, on coming into contact with COVID positive person while in office or while carrying out official duty or while at place of residence – to be treated as duty for all purpose.

(c) In case of a GDS getting infected with COVID, a provision of paid leave on contracting COVID up to 30 days is provided for. The Period of Absence due to GDS contracting COVID-19 – Sanction of paid leave up to 30 days would be regulated as following :-

  1. Sanction of Paid leave at credit of GDS.
  2. Sanction of Emergency leave at credit of GDS.
  3. Sanction of paid leave/emergency leave which is not yet due and which shall be credited in leave account of GDS subsequent half yearly periods.

Total paid leave sanctioned as per (1)(2) and (3) above shall not exceed 30 days.

(d) In cases where the period left with the GDS before he/she is discharged on attaining 65 years of age is less than two years, he/she shall be able to avail paid leave/emergency not yet due only to the extent of leave expected to be credited in his/her account till his/her attaining 65 years of age.

(e) in cases where the GDS who has availed paid leave/emergency leave not yet due get discharged before the leave availed are adjusted against the future entitlement of leave, recovery from his/her Severance/Gratuity may be made. As per GDS who have not completed 10 years of engagement period and thus not entitlement for Severance Gratuity, will have to deposit amount equivalent to the leave not adjusted before discharge.

(f) Following undertaking shall be obtained by the leave sanctioning authority where paid leave/emergency leave not yet due is sanctioned :-

” I undertake to return to the Department the amount of paid leave/emergency leave sanctioned to me in accordance with Dte. O.M. No. Dated and which is in excess of the paid leave/emergency leave which is credited in my leave account till my date of Discharge.”

2. The leave sanctioning authority accordingly after satisfying himself/herself shall issue appropriate orders.

3. In case the GDS concerned is not satisfied with the decision of leave sanctioning authority , he/she may represent to next higher authority. The next Higher authority will decide the representation within 15 days of receipt.

4. These orders shall cover all the period of absence of GDS due to COVID-19 related circumstances since imposition of first lock down 24.03.2020 and shall remain in force till end of COVID19 pandemic declaration by Government Authorities.

Madam / Sir,

Instructions for regularisation of absence of officers / officials of Department of Posts during lock-down / quarantine period, etc have been issued vide letter no. X-20/42/2021-SPN­-II dated 24.05.2021.

2. Taking into consideration the instructions issued by Department of Personnel and Training, vide O.M. No. 13020/ 112019-Estt.(L) dated 07.06.202, matter has been reviewed and the Competent Authority has decided to revise the instructions issued vide aforesaid letter dated 24.05.2021, as under :-

d.Period of quarantine isolation as prescribed by authority on return to   headquarters    from    leave,  LTC, personal travel.Period mentioned in (d), and (e) shall be regularised by sanction of leave applied for to the extent due and admissible.
e.Period of absence due to quarantine / isolation/ restrictions on movement / travel etc. while away from HQ unauthorized.same as above
f.Period of absence due to the official / officer is COVID positive and is in home isolation / quarantine but not hospitalized.(i) Shall be granted commuted leave of 20 days, if due and admissible, on production of his COVID positive report.(ii) If commuted leave is not available, Special Casual Leave (SCL) for 15 days shall be granted, followed by Earned Level (EL) or Half Pay Leave (HPL) of 5 days and, in case EL and HPL is not available, Extra Ordinary Leave (EOL) shall be given without insisting on production of medical certificate, and the period shall also be counted for qualifying service.
g.Period of absence due to the official / officer is COVID positive and is in home isolation / quarantine / hospitalized.(i) Shall be granted commuted leave/SCL/EL for a period upto  20 days starting from the time having tested COVID positive, if the period of home quarantine / discharge from hospital falls within 20 days, as per Sl. No. f above.
(ii) In case of hospitalization beyond 20th day from testing COVID positive, commuted leave shall be granted, on production of documentary proof of hospitalization.
(iii) If, however, after discharge from the hospital, the officer / official is required to remain at home for post-COVID recovery, leave of any kind due and admissible may be granted, with the approval of the concerned Competent authority, as per the CCS (Leave) Rules, 1972, It is only when commuted leave is not available that SCL of 15 days or EL or EOL shall be considered.
h.When a dependent family member of an official / officer is COVID positive, or parents whether dependent or not but living with the official / officer is COVID positive(i) Shall be granted 15 days SCL on production of COVID-positive report of dependent family member/ parent.
(ii) In case of active hospitalization of any of the family  member/parents even after 15 days of expiry of SCL, leave of any kind due and admissible beyond 15 days of SCL may be granted till their discharge from hospital. After discharge from hospital of the dependent family member / parents, if the official / officer wish to avail further leave, leave due and admissible shall be considered as per the CCS (Leave) Rules, 1972, subject to functional requirements and sanction of leave by the Competent Authority. The Competent Authority is advised to take a liberal view in such cases and its decision in the matter shall be final.

3. These orders shall cover all the period of absence of an official / officer since imposition of first lockdown i.e. 24.03.2020 and shall be in force till further orders.

4. Past cases, wherever settled, shall be re-opened if the official / officer makes a request in writing for review, if such a review is beneficial to the official / officer. In case of deceased official / officer, leave sanctioning authority shall suo motu undertake the review if such a review is beneficial to the deceased official / officer.

5. Aforesaid letter no. X-20/42/2021-SPN-II dated 24.05.2021 stands revised to the extent stated herein above.

Latest Attendance order of Department of Posts

Latest Attendance and working days order in Department of Posts Order no. AD-91/18/2020-Admin Dated 25 June 2021

The undersigned is directed to refer to DoP&T O.M. dated 14.06.2021, while inter alia States that all the government servants at the level of under secretary and above to attend Office on all working days and below the level of under secretary, 50% shall attend the office and remaining 50% to work from home. To avoid over crowding in the offices, the staggered timings (as indicated in said OM) be followed strictly. Late comers be handled as per extent rules.

2. In this regard, it has been decided that all the divisions shall strictly follow the guidelines stated in aforementioned order, in addition, it has been decided that Divisional head/Controlling Authority of the Division may ask requisition of adequate number of staff in the postal directorate due to exigency of work.

3. Further, all the Divisional heads/controlling officers, shall issue instructions to staff under their control, in lines with DoP&T OM dated 14.06.2021, and ensure maintenance of physical Attendance register which may be called for inspection by higher authorities.

4. This issues with the approval of the competent authority.

I am directed to circulate ministry of Finance, Department of expenditure Office memorandum F.No. 23(4)E.coord/2020/1 dated 8th June 2021 on the subject cited above.

2. The instructions of the OM shall apply for the period 1st April, 2021 – 30th June 2021.
