What are the CCS Leave Rules?
The CCS Leave Rules outline various types of leave available to Central Government employees, including:
- Earned Leave: Leave earned over a period of service, typically 30 days per year.
- Leave Encashment: Encashing a portion of earned leave upon retirement or resignation under certain conditions.
- Half Pay Leave: Leave granted for a period exceeding earned leave but less than one year, with salary reduced by half.
- Commuted Leave: Earned leave credited in advance in special circumstances.
- Casual Leave: Short-term leave for unforeseen events, usually up to 12 days per year.
- Special Casual Leave: Leave granted for specific reasons like organ donation or blood donation.
- Maternity Leave: Extended leave for childbirth and childcare.
- Paternity Leave: Leave granted to fathers for childcare purposes.
- Child Care Leave: Leave granted for childcare beyond the maternity leave period.
Recent Updates to the CCS Leave Rules (as of Oct 18, 2023):
The DoPT occasionally issues office memorandums (OMs) amending or clarifying specific aspects of the CCS Leave Rules. Here are some recent noteworthy updates:
- Increased Special Casual Leave for Organ Donation: Employees can now avail up to 42 days of Special Casual Leave for donating organs (OM No: A-24011/23/2022-Estt.(Leave) Dated: 25/4/2023).
- Special Maternity Leave for Difficult Situations: Female employees facing stillbirth or infant death can take up to 60 days of Special Maternity Leave (OM No: 13018/1/2021-Estt.(L) Dated: 2/9/2022).
- Leave Encashment for Contract Employees: Contractual employees can encash up to 10 days of earned leave upon contract termination (OM No: 14028/1/2019-Estt.(L) Dated: 20/6/2019).
- Increased Blood Donation Leave: Special Casual Leave can be availed for blood donation four times a year, including blood component donations (OM No: No. 13020/1/2017-Estt(L) Dated: 28/12/2017).
