Booking of ETPB with regard to General Election to Parliament 2024, various States Assemblies Elections and Bye-Elections.

The Election Commission of India (ECI) has mandated the facilitation of Electronically Transmitted Postal Ballots (ETPBs) for service voters registered in the aforementioned states and constituencies. Here are the key instructions for booking and delivery via Speed Post:

  1. Booking Process: All service voters are requested to render their postal ballot through ETPBs at the nearest Post Offices nationwide. Speed Post services will be provided without pre-payment of charges at the time of booking.
  2. Cost Coverage: The Speed Post charges will be covered by the Chief Electoral Officer of the respective State/UTs where the ETPBs are intended to be delivered.
  3. Important Dates:
    • Counting of votes for most elections is scheduled for 04.06.2024 (Tuesday). ETPBs booked up to 03.06.2024 will be accepted for delivery.
    • For Legislative Assemblies of Sikkim and Arunachal Pradesh, counting is set for 02,06.2024 (Sunday). ETPBs booked up to 01.06.2024 will be accepted for delivery.
  4. Timely Delivery: It’s crucial to note that postal ballot papers delivered after 08.00 AM on the respective counting dates will not be counted. Hence, it’s essential to ensure timely delivery of Postal Ballots.

This post outlines the guidelines issued by the Department of Personnel & Training (DOPT) regarding the closure of Central Government Offices and Industrial Establishments during the upcoming General Elections and Bye-Elections scheduled for April-June 2024.

Election Schedule:

  • General Elections to Lok Sabha 2024
  • General Elections to Legislative Assemblies of Andhra Pradesh, Arunachal Pradesh, Odisha & Sikkim
  • Bye-elections to fill vacancies in Assembly Constituencies across various States

Office Closure Guidelines:

  • Phase-wise Paid Holiday: Closures will be implemented in phases, corresponding to the polling schedule in different regions.
  • Complete Closure on Polling Days: Central Government Offices and Industrial Establishments located within notified areas where Lok Sabha or State Assembly elections are taking place will be closed on the designated polling day(s).

Employee Leave for Bye-Elections:

  • Special Casual Leave: For bye-elections to State Assemblies, employees who are registered voters in the constituency can avail special casual leave on the polling day.
  • Out-of-Constituency Voters: Employees who are ordinarily residents of a constituency with a bye-election but are currently employed outside that constituency in a Central Government organization can also be granted special casual leave.

OFFICE MEMORANDUM

Subject: Conduct of adjourned poll in 03-Karanpur Assembly Constituency of Rajasthan, 2023 – Paid holiday – regarding

The undersigned is directed to state that the Election Commission of India, vide its letter no. 78/EPS/2023/24646 dated 05.12.2023 has informed regarding conduct of PO adjourned poll in 03-Karanpur Assembly Constituency of Rajasthan. The date of Poll has been fixed on 5.01.2024 (Friday).

2. Section 135B of the Representation of the People Act, 1951, provides for grant of paid holiday on the day of poll to the employees who are entitled to vote at the election concerned. In this connection, the Department of Personnel and Training has standing guidelines issued vide OM No. 12/14/99-JCA dated 10.10.2001 regarding closure of Government Offices and grant of paid holiday during election. A copy of these guidelines is enclosed for compliance and necessary action.

3. The above instructions may please be brought to the notice of all concerned.

Clarification on the matter of transfer/posting of Indian Postal Service(IPoS), Group A Officers

I am directed to refer to letter no.4-2/2019-SPG dated 14th March 2019 received from Ministry of Communication on the subject cited and to clarify that transfer / posting of India Postal Service Group ‘A’ Officers may be carriedout during the period of model code of conduct subject to the condition that they are not directly connected with the conduct of election and no officer deputed for election related work should be transferred till 23th May 2019
