Subject: Relaxation in minimum qualifying service condition for promotion to the cadre of Higher Selection Grade (HSG)-II.

Madam/Sir,
Department was exploring the possibility for filling up of the posts of Higher Selection Grade (HSG)-II with relaxed standard. Accordingly, Department had sent a proposal to Department of Personnel & Training and Union Public Service Commission seeking the relaxation. DOPT and UPSC has considered the proposal of Department and approved/concurred the proposal and accorded to the following relaxation:

a) Instead of 6 years of service in LSG (level-5) for promotion to HSG-II (level-6), officials with minimum 4 years of service in LSG (level-5) may be considered for promotion to HSG-II(Level 6).

b) The relaxation is being granted as a one-time measure and would be valid for the vacancy year 2022 and 2023 only.

2.  As per existing instruction, from 2019 onwards, the crucial date of eligibility for promotion will be 1st January of the vacancy year. Further, as per recruitment rules of HSG-II cadre, six years of regular service in LSG cadre is required for further promotion to HSG-II cadre. With the relaxed standard of 2 years, the following eligibilities are required for promotion to vacancies year 2022 and 2023:
(i) Four years of completion of regular service in LSG cadre as on 01.01.2022 for promotion to HSG-II cadre for vacancy year 2022.
(ii) Four years of completion of regular service in LSG cadre as on 01.01.2023 for promotion to HSG-II cadre for vacancy year 2023.

3.In view of the above, all Postal Circles are requested to conduct the review DPC/DPC for promotion of such LSG officials who eligible for promotion to HSG-II cadre in normal course as well as in relaxed standard for the vacancy year 2022 and 2023. Promotion will be made to the extent of availabilities of vacancies in vacancy year 2022 and 2023 respectively. In case of considering retired official, DOPT OM No. 22011/4/98-Estt(D) dated 12.10.1998 may be strictly adhere to. It is clarified that an official shall draw pay of promotional post only from the date of actual assumption of charge of promoted post.
