(a) Essential:

(i) Possessing certificate as a Coach qualified technical official Referee or Umpire or in any game issued by the National Institute of Sports or National respective or International Institute of Sports or respective National or International Sports Federation:
(ii) Organizational experience of at least 02 years in holding All India Postal or Posts and Telecommunications Regional tournaments; and
(iii) Postal or Posts and Telecommunications competitions or has represented Posts or has represented the Circle or Region for a minimum of 03 times in All India Posts and Telecommunications or State in the National Championship.

(b) Desirable

(i) Has been a member of the Central or Circle Sports Board.

2. The period of deputation including period of deputation in another ex-cadre post held immediately preceding this appointment of in the same or some other organization or department the Central Government shall ordinarily not exceed three years. The maximum age limit for appointment by deputation shall not exceed 56 years as on the closing date of receipt of application i.e. 21.10.2022.

3. Applications from the eligible officials may be forwarded to this office latest by 21.10.2022 positively along with their ACR dossiers and the recommendations of the Head of Unit. Applications received after the last date will not be considered.

4. A separate statement showing full particulars of service and qualifications etc. of the applicants may also be sent lo this office along with their applications in the prescribed proforma in Annexure-ll. Copies of certificates of technical qualifications/experience may also be furnished along with the applications.

Subject: Sanctioned strength of posts in various cadres in the Department as on 01.08.2022.

Sir/Madam,

As you are aware, an extensive exercise has been undertaken by the Circles under the directions of the Directorate to reconcile the sanctioned strength of posts in various cadres while ensuring that the orders for abolition/creation of posts issued by the Directorate from 2001 onwards have been implemented and appropriately accounted for and the establishment registers have been updated accordingly.

2. After completion of the exercise, the reconciled sanctioned strength of posts in various cadres was collected from the Circles recently. The figures collected from the Circles, after this extensive exercise, have been compiled and listed below with observations (if any):

(i) Mail Motor Service (MMS) Group ‘A’ – The sanctioned strength is placed at Annexure – A.

(ii) Postal Services Group ‘B’- The Circle-wise sanctioned strength is placed at Annexure – B.

(iii) Assistant Superintendent of Posts (ASPOs) – The Circle-wise sanctioned strength is placed at Annexure – C.

(iv) Mail Motor Service (MMS) other than Group ‘A’ – The Circle-wise sanctioned strength of various posts are placed at Annexure-D to F.

(v) Inspector Posts: The Circle-wise sanctioned strength is placed at Annexure-G.

(vi) Postal Operative Side: From the consolidated information of sanctioned strength and man-in-position reported by the Circles, it is observed that most the Circles have still not followed the instructions issued vide letter no. 25-04/2012-PE-I dated 05.12.2018 (reiterated on 03.02.2022). Further, in some Circles the sanctioned strength of Postal Assistants has gone down below the number which was to be achieved by the Circles after creation of all the posts in LSG, HSG-II, HSG-I & HSG-I (NFG) grades allocated to them after Cadre Review. Probably, the difference is due to abolition of PA posts, ordered to be abolished under ADRP earlier. As clarifred vide Dte. letters dated 05.12.2018/03.02.2022, the sanctioned strength in PA will keep on decreasing simultaneously with every incumbent joining the newly created posts in LSG, HSG-II, HSG-I and HSG-I (NFG). Therefore, in Annexure – H, a fixed range of number (lower limit and upper limit) of PA, LSG, HSG-II, HSG-I & HSG-I (NFG) posts have been prescribed for guidance of the Circles. In Postal Assistant Cadre, the upper limit shows the number of posts before Cadre Review and the lower limit shows the number of posts after Cadre Review, which is to be achieved by the Circles after creation of all the posts in LSG, HSG-II, HSG-I & HSG-I (NFG) grades allocated to them after Cadre Review. In LSG, HSG-II & HSG-I grades, the lower limit shows the strength before Cadre Review after adding the posts of Postmasters Cadre of the respective Circles and the upper limit shows the strength after Cadre Review after adding the posts of Postmasters Cadre. In HSG-I (NFG), only upper limit has been prescribed as the grade did not exist before Cadre Review. In this regard, the Circles are requested to frll up the 3rd Column of PA, LSG, HSG-II and HSG-I grades and 2nd Column of HSG-I (NFG) and furnish to the Directorate, on quarterly basis (i.e. information/data as on 01st April/ 1st July/ 1st October/ 1st January) and the information should invariably reach the Directorate by 05th of the following month. For example, information for the ongoing quarter, i.e. JuIy to Sept., 2022 should reach Directorate by 05.10.2022 positively, so that the Directorate can maintain a record and have a watch on the number of posts achieved by the Circles. Orders issued by the Circle Office for abolition/creation of posts, during the quarter, may also be sent with the quarterly report.

(vii) Railway Mail Service (RMS): The Circle-wise sanctioned strength is placed at Annexure – I. The posts of LSG (A/c) in RMS have been included in the posts of LSG (RMS) and the posts of Sorting Compilers and Accountants have been included in the posts of Sorting Assistants.

(viii) Savings Bank Control Organization (SBCO): The Circle-wise sanctioned strength is placed at Annexure – J.

(ix) Circle/Regional Offices (CO/RO): The Circle-wise sanctioned strength is placed at Annexure – K. The posts of RLO have been included in the strength of CO/RO in the respective grades in terms of Personnel Divisions letter no. X-12/6/2021-SPN-II(2) dated 11.02.2022.

(x) Postman, Mailguard & MTS: The Circle-wise sanctioned strength is placed at Annexure – L.

(xi) Stenographers Cadre: The Circle-wise sanctioned strength is placed at Annexure – M. As per the last Cadre Review, implemented in the year 2016, the sanctioned strength of the Cadre was 783. However, as per the figures collected from the Circles after this exercise, the strength comes to 754. The difference in the figures may be due to abolition of Stenographers posts, ordered to be abolished under ADRP earlier and redeployment of some posts in PS level. As the Establishment Division has initiated the next Cadre Review of the Stenographers Cadre, the Circles are requested to supply the orders of abolition/redeployment so that the same can be supplied/provided to the Department of Expenditure (if required).

(xii) Departmental Canteen Posts: The Circle-wise sanctioned strength is placed at Annexure – N. Assam Circle and Maharashtra Circle have shown 50 and 13 posts respectively as other posts in canteens. The Circles are requested to categories these posts in the 8 categories of posts of Departmental Canteens and furnish revised strength to the Directorate at the earliest.

3. The figures of sanctioned strength, as on 01.08.2022. are final and no requests for further change shall be entertained. In future- any chances in these figures on account of creation/abolition/permanent redeployment of posts would be done by the Directorate only after receipt of supporting order/memo from Circles.

1. 4. Instructions for the online submission of applications and other details are furnished in Annexure-B to this Notification. The applicant must upload Self-attested copy/copies of certificate(s) in support of their educational and technical qualifications and other necessary documents.

5. After submission of the application online, a copy of the same has to be printed, signed by the applicant and is submitted to the respective Cadre Controlling Authority along with all the supporting documents.

6. Candidates are not required to send any physical copy directly to CEPT. All certificates/documents submitted in the application should be produced in original at the time of final selection/appointment.

7. Any application received manually shall not be entertained and no correspondence will be made in this regard.

8. The Cadre Controlling Authorities, after scrutiny of the application details, are required to upload the Certificate at the following link https://ccc.cept.gov.in/technicalposts with specific Recommendations [Cadre Clearance/Vigilance Clearance certificate] on or before 15.12.2021.

II. With Five (5) years of service in the Grade rendered after appointment thereto on regular Basis in Level-6 in the Pay Matrix (Pre-revised PB-2 of Rs.9300-34800 with Grade Pay of Rs.4,200/- on regular basis) or equivalent in the parent cadre or Department; AND

B. Educational Qualification and Experience:

a. (i) Bachelor Degree with Computer Science as a subject from a recognized University OR

(ii) Bachelors Degree from a recognized University and one (1) year Diploma in Computer Science; AND

b. Two (2) years’ experience in the field of Computer Software Development, Computer Software Testing or System Administrator in Central Government Offices or their attached and subordinate offices.

Note 1. Period of deputation including the period of deputation in another ex-cadre post held immediately preceding this appointment in the same or some other organization or Department of the Central Government shall ordinarily not to exceed 3(Three) years.

  2. Applications from willing and eligible applicants can be submitted through Online mode at https://ccc.cept.gov.in/technicalposts as indicated in Para 3 of the Notification.
  3. The hard copy of the application duly signed by the applicant has to be sent to their respective Cadre Controlling Authority along with all the supporting documents as mentioned in the Notification.

B. Procedure for applying Online:

  • 1. Registration is compulsory https: / / ccc.cept. gov.in/ technicalposts for the Posts in CEPT.
  • 2. Preferred browser is Google Chrome in Desktop Computer for the Website.
  • 3. Candidate has to click on “Register” Button for proceeding to Registration. In the Registration form, candidate has to furnish the details of Name, Valid email ID,
  • Mobile Number, Password of his choice for login and a security Question with Answer for the purpose of Forgot Password option etc.
  • 4. Once Registration is successful, message will be displayed to the user with the needful instructions.
  • 5. For the purpose of Login, user has to check their mail box and Click on the Verification Link sent to their registered mail ID.
  • 6. On successful validation, user will be able to Login to the Website through the above URL & submit the application for the Technical Posts in CEPT.
  • 7. For Log In, the user has to enter their eMail ID as user name and the password mentioned at the time of registration.
  • 8. After Log In, the user can submit his/her application for the Technical Posts in CEPT.
  • 9. All the fields which are marked with (*) are mandatory fields.
  • 10. Before filling up of the application, the user has to keep the proof of his date of birth & educational qualifications, APARs in PDF format and Photo & Signature ready in JPEG format for uploading. Size of the documents should be as per the instructions mentioned in the application.
  • 11. Candidates are required to furnish details of their Cadre Controlling Authority (CCA) in the application form. The application details will be forwarded to the concerned CCA based on the information provided by the applicant. Therefore, the applicant should ensure that correct details of the CCA are provided.
  • 12. While entering the details in the form, the form will reload multiple times to fetch the required fields. Please wait for the process to complete while filling the form.
  • 13. After filling up of details in the form, candidate are requested to PREVIEW the application details. After cross checking the data, the User has to click on “SUBMIT” button to submit the application. No modifications can be done after final submission.
  • 14. If any correction is required to the data, user can click on “CANCEL” button and do the changes to the fields. After correcting the details user has to click on “PREVIEW” button to recheck and click on “SUBMIT” button to submit the application finally.

  • 18. Before applying for a particular post, the candidate has to check whether the eligibility conditions towards service and educational/technical qualifications are met by the candidate, as per the notification.
  • 19. Candidate has to apply for each category of post separately as per the option provided, if he is eligible and willing to apply for more than one post.
  • 20. “PRINT APPLICATION OPTION” has been provided to the candidate for each category of post applied for.
  • 21. User must print the application and sign it before sending the same to their Cadre Controlling Authority.
  • 22. Options have been provided to the user to Change Password, Download/Print the application submitted etc., at any point of time.

C. Special Instructions

1. If any officer is willing and eligible to apply for more than one post, applications are to be submitted online mode separately for each post. The CCA will provide CCA certificate separately for each of the posts.

2. For the purpose of appointment on deputation basis, the service rendered on a regular basis by an officer prior to 1st January 2016, the date from which the revised pay structure based on the 7th Central Pay Commission recommendations has been extended, shall be deemed to be service rendered in the corresponding pay matrix level or pay scale extended based on the recommendations of the Pay Commission except where there has been merger of more than one pre-revised scale of pay into one grade with a common grade pay or pay scale, and where this benefit will extend only for the post(s) for which that grade pay or pay scale is the normal replacement grade without any up gradation.

3. Pay, Deputation(Duty) allowance, tenure of deputation etc., to the above Ex-Cadre posts will be regulated in accordance with the instructions issued by Department of Personnel & Training in OM No.6/8/2009-Estt. (Pay II) dated 17th June, 2010 as amended from time to time.

– Devise and manage an online platform serving to coordinate training activities within the UPU’s work framework and develop technical and managerial skills, aimed at all staff;
– Prepare and regularly update a catalogue of training courses by family and/or professional category, serving to create stepping stones and career paths;
– In collaboration with the 1B directorates, examine the procedure for upgrading the various posts including enhanced skills/competences in order to adapt relevant training programmes responding to the new strategic needs of the UPU and its member countries;
– Conduct analyses in order to systematically adapt and modernize training programmes, including on-line training, to meet the evolving needs of the postal sector.

b. Implementation of training programmes
– In collaboration with the directorates, identify their specific training needs and submit prioritized annual action plans to the General Management;
– Compile staffs training needs stated in the staffs yearly performance evaluation report, implement and monitor improvement of the staffs skills accordingly;
– Identify and work with external service providers in relation to management training and language courses funded by the general budget and the social fund.
– Coordinate the organization of training sessions, workshops and seminars with internal and external partners;
– In line with the IJPU Congress’ decisions and resolutions, analyse and propose managers’ and staffs training needs and ensure the smooth running of such training in accordance with UPI-I’s priorities and management plan and in reference to the UN training requirements for staffs skills and competences;
– Prepare and manage the allocated training and language courses budgets;
– Manage staffs participation in the UN language examinations organized by the UN New York Office;
– Maintain management charts and various statistics.

2. Job and workforce management
a. Coordinate the examination and preparation of, and/or prepare in collaboration with the directorates, job descriptions for 1B posts, and advise the Director of Human Resources and General Management as to the appropriate content and grade thereof in accordance with the 1B’s structure and specialist areas of activity and the United Nations system;
b. If necessary, and with the agreement of the Director of Human Resources, provide opinions on and participate in internal reorganizations approved and conducted by the directorates and/or the General Management;
c. Manage and coordinate the classification/reclassification of job descriptions, and take responsibility for any ensuing activities;
d. Prepare job descriptions meeting the classification standard and CCOG code of the United Nations System as per the established International Civil Service Commission’s classification system.
e. Ensure regular oversight, in collaboration with the relevant directorate and HR colleagues, with regard to posts likely to fall or that have fallen vacant as a result of departure, reassignment or retirement, and take measures to ensure in-time knowledge transfer before separation and succession of the outgoing staff member, including preparing the necessary job description in advance;
f. Develop and maintain a career path model for 1B staff according to the UPIJ Career development and progression policy;
g. Manage, modernize and update the 1B’s organizational charts and the library/database of job descriptions;
h. Prepare analytical and statistical reports on classification and reclassification operations, as required;
i. Serve as Secretary of the Reclassification Committee.

3. Performance Management
a. Administer performance management and provide ongoing technical expertise advice and guidance to senior management and staff at all levels with a view to have a competent workforce
b. Administer and maintain on-line performance evaluation systems
c. Support supervisors and staff in specific performance management cases and take an intermediary role to manage at early stage any possible conflictual relationship for identifying conflict resolution with the involvement of other partners (social service, ombudsman, medical service) as/when necessary.
d. Provide training and coaching resources for individual supervisors who are handling complex, sensitive and/or controversial performance cases. Help foster a shared understanding of the role and accountability of supervisors with regards to people management, including performance assessment and career development linked to performance issues.
e. Equip supervisors with tools to handle performance issues, deal decisively with underperformance.

4. Financial Resources
a. In collaboration/consultation with other Teams in DRH, direct and supervise budget preparation, implementation, management and reporting of the HR Directorate
b. Establish measures to monitor financial resources.

5. Management of internships
a. Manage the 1B’s internship programme, i.e. identify the directorates’ annual needs, establish a budget in collaboration with the Finance Directorate, manage the budget, prepare internship job descriptions and ensure the publication and distribution thereof to targeted schools, participate in the selection of interns, draw up internship completion certificates;
b. Develop and maintain partnerships with universities and educational establishments.

6. Others
a. Participate upon request in the selection process to recruit staff for all categories;
b. Serve as Secretary or representative of the DRH on the Appointments and Promotions Committee.
c. Participate in risk analyses relating to the post activities, draw up, adapt as necessary, the procedures applied by the DRH with respect to its internal customers, and ensure the publication thereof.

QUALIFICATION AND SKILLS REQUIRED

Education:
First-level university degree (Bachelor) or advanced university degree (Master or equivalent) in human resources, social sciences, business management/public administration, or a related field.

Experience:
– With an advanced university degree, at least seven years of professional experience in the field of personnel development, training management and performance management or a similar field;
– With a first-level university degree, at least nine years of professional experience in the aforementioned fields.

Technical knowledge:
1 . Excellent knowledge in the design and management of training, both in person and remote
2. Knowledge of HR policies, procedures and guidelines in his/her area of command
3. Knowledge and experience in job classification, knowledge of the UN Job Evaluation System would be an asset
4. Experience in competency-based interview techniques.

Skills and abilities I competencies:
1. Excellent judgement and decision-making abilities
2. High degree of professional integrity and impartiality
3. Ability to drive change and improvements
4. Excellent interpersonal skills
5. Strong conceptual skills with regard to HR policies, systems and tools

Notification for LDCE for promotion to the cadre of P.S. Group’B’

Notification for Limited Departmental Competitive Examination (LDCE) for promotion to the cadre of P.S. Group’B’ for the vacancies of the year 2017-18, 2018, 2019 and 2020.
Department of Posts has decided to conduct the LDCE (19% for IP Line and 06% for General Line) for promotion to the cadre of Postal Service Group ‘B’ (PS Group ‘B’) for the vacancies of the year 2Ol7 -78 (No vacancy), 2018, 2019 and 2020 as per the following schedule:

2. Applications are invited in online mode from the willing and eligible candidates for which link will be available at ccc.cept.gov.in/Group B application. Hard copy of the application, duly signed by the applicant, is required to be sent to parent office by the applicants. For APS candidates, hard copy of the application, duly verified by the Competent Authority is required to be sent to the concerned Circle Office. The schedule of activities for the examination is as under:

Eligibility Criteria: -As per the Recruitment Rules of Postal Service Group ‘B’ cadre, the following categories of officials are eligible to appear in the above examination.(1) For IP line quota (19%), Inspector of Posts and Assistant Superintendents having put in 5 years regular services from joining of IP cadre on the crucial date of eligibility for the examination of particular year;(2) For General Line quota (6%), officials belonging to Higher Selection Grade-I, Higher Selection Grade-II and Lower Selection Grade having put in five years regular service in either or all the three cadres together on the crucial date of eligibility for the examination of a particular year;Note: Postal/Sorting Assistants placed in the TBOP/BCR and. MACP scales, which are only Financial Upgradations, are not entitled to 0 ear or the examination,As per DoP Memorandum No. 9-36/2019-SPG-II dated 26.12.2019, where junior Inspectors of Post who have completed qualifying / eligibility service, are considered eligible for appearing in PS Gr ‘B’ LDCE, the senior should also be allowed to appear in the PS Gr ‘B’ LDCE, provided they are not short of the requisite qualifying / eligibility service by more than half of such qualifying / eligibility service or two years, whichever is less, and have completed Probation period for promotion to the next higher grade alongwith their juniors, who have already completed such qualifying / eligibility service.

5 Service eligibility conditions for APS candidates: -Service eligibility conditions mentioned above are also applicable to the candidates on deputation to APS.6. Pattern & Syllabus of Examination: – The pattern and syllabus applicable for the said LDCE for P.S. Group ‘B’ cadre has already been circulated by SPG-II Section vide letter No. 9-04/2018-SPG-II dated05.09.2019 and is available in the Employee Corner in the Department of Posts’ official website i.e. www.indiapost.gov.in. A copy of pattern & syllabus of the examination is also attached herewith.
Note: In both the papers, circulars/orders/guidelines/Rules issued upto 31st December of the year preceding the year of examination i.e. 3l”t December, 2019 will be part of the syllabus except the Annual Report and Book of information for which latest report and information available in IndiaPost Website will be taken into account for the purpose.
7. Vacancies:- The category-wise break-up of tentative vacancies to be filled through the PS Gr. ‘B’ Examination scheduled to be held on 08th November, 2020 for the vacancies of the year 2017-18,2018, 2019 and 2020 are given below:

8. Venue for conductions the Examination: The Examination will be conducted at all the Circle Headquarters only. The candidates shall have to appear from the respective centre of their Circle only and under no circumstances, they may be permitted to appear from exam centres of other Circles.
Applicants, serving on deputation in APS, shall also appear from the examination centre of their parent Civil Circles. APS authorities wiII send the Applications of the Applicants, working in APS, to the concerned Nodal Officer of the Circle by furnishing the eligibility details.
9. The LDCE will be conducted on the basis of OMRs, though the application will be invited through online mode. 
10. The Competent Authority reserves the right to change or modify the vacancy position, schedule, pattern of examination etc at any time.
11. This notification may be given wide publicity amongst all eligible candidates working in Divisions/Units.
