Sub: Declaration of result of Competitive Examination (CE) for recruitment to the cadre of Postman/Mail Guard from eligible GDS candidates held on 30th April, 2023 (Sunday) followed by Data Entry Skill Test (DEST) held on 25.06.2023 (Home Division allotment to GDS candidates).

 

The Competent Authority is pleased to announce the result of aforesaid Competitive Examination (CE) held on 30.04.2023 followed by Data Entry Skill Test (DEST) held on 25.06.2023 in respect of successful GDS candidates as in Annexure-1.

  1. As per Directorate’s instructions issued vide letters No. 17-08/2018-SPN-I dated 05.04.2022, 15.06.2022 & 19.12.2022. the selected GDS candidates have been allotted to Home Divisions as per their merit (total of Marks in Paper-I & II) viz a viz availability of vacancies in the Division/Unit and as per relevant Recruitment Rules & instructions on the subject. 
  2. The Final Answer Keys of Paper-I, II & Paper-III of aforesaid Competitive Examination (CE) were already displayed in India Post Website i.e. www.indiapost.gov.in. The selection of the candidates is based on the eligibility criteria for qualifying in the examination issued vide this office Notification dated 15.03.2023 and relevant rules & instructions issued by Department from time to time.
  3. Details of departmental vacancies in accordance with the extant rules/guidelines issued by Directorate from time to time is enclosed in Annexure-2.
  4. In case of deciding of inter-se rank/merit in case of more than one candidate scoring equal marks, instructions contained Directorate’s letter No. 04-08/2019-SPN-I dated 11.12.2020 have been followed. 
  5. The information relating to the Names of the candidates, their Roll numbers and Community have been shown on the basis of information furnished by the Heads of Region/Division. The Head of the Divisions/Units are requested that particulars of successful candidates, viz. Roll numbers, names, community and their eligibility to appear in the said examination, are re-checked and to ensure that the selected candidates fulfill all required conditions of relevant Recruitment Rules before declaration of their result. The Divisional/ Unit Heads are advised to re-check all the pre-requisite criteria/conditions prescribed for candidates, with reference to their recommendations made while forwarding the application form. They will also check that number of such candidates allotted to their Units is not more than the number of vacancies proposed to be filled through the said examination.
  1. In case, if it is found subsequently that any of the selected candidate(s) was not eligible to appear in the examination under the existing Rules/Instructions on the subject or for any reasons or in case any discrepancy is found with regard to announcement of Result of any candidate for any reason whatsoever his/her name will be deleted from the list of successful candidates, as the case may be. 
  2. In respect of SC/ST candidates, “promotion of the candidates is provisional subject to verification of their caste status. Head of the Unit will take an undertaking from the officials to this effect at the time of their relieving and ensure verification of caste status within one month”. 
  3. The Divisions/Regions are requested to verify the Current Status of the candidature of the all qualified candidates before declaration of the result. If any discrepancy is found in respect of any item, the matter should immediately be reported to this office and respective result should not be declared until receipt of clearance from this

    9. Before declaring the results at Divisional Level, instructions issued vide Directorate’s letter No. X-7/6/2022- SPN-II dated 17.05.2023 circulated vide CO letter No. Rectt/M 76/Ruling/2012/5 dated 18/19.05.2023 must be followed by all Divisional Heads without fail in respect of all qualified candidates of their DivIsion regarding the candidates with reference to disciplinary/criminal prosecution , if any.

Pending Rule 38 request of UP Circle

In order to ensure smooth migration of pending requests and initialization of online software for transfer under Rule-38, it has been decided that provision for making transfer requests in presently available modes shall stand suspended from 01st June 2022 till further orders.

With reference to above letters, it is to intimate that Rule-38 transfer applications pending till 31.05.2022 got fed on Rule-38 web portal for migration pending transfer requests to online environment and smooth roll-out of software developed by CEPT for managing Transfer under Rule- 38. The transfer applications w.e.f 01.06.2022 may not be considered as per provision mentioned in para no. 04 of Directorate Letter no. X-12/6/2021/-SPN-II dtd 19.05.2022 (copy enclosed) is as under:

“In order to ensure smooth migration of pending requests and initialization of online software for transfer under Rule-38, it has been decided that provision for making transfer requests in presently available modes shall stand suspended from 01st June 2022 till further orders. This may be brought to the notice of all concerned including all employees in the Circle. Once software is deployed, officials will be able to request for transfer in online mode”

2. Therefore, it is requested to kindly intimate the such officials who have applied for transfer under Rule on offline mode w.e.f. 01.06.2022 and also intimate the said officials the above provision mentioned in para-04.

4. The promotions of the officials in HSG-I is subject to the condition that no disciplinary/criminal case as referred to DG P&T Memo promotion No. 22011/4/91-Estt(4) of the officials in HSG-I dated is 14.09.1992 circulated under DG (Posts) Communication No. 25-19/88-SPG dated 14.10.1992, are pending or any penalty prescribed under item II to VI) of Rule-11 of CCS (CCA) Rules, 1965 (except censure and recovery) is current on the date of promotion. Such officials should not be relieved for posting Without obtaining specific orders from this office and if there is any such matter the same should be reported to this office immediately. The promotion of the official should not be withheld on the mere ground that disciplinary action is  contemplated, except the circumstances when the officer is under suspension or a charge-sheet has been issued to the official or prosecution for a criminal charge is pending against the official. The official against whom any punishment is  Current except censure and recovery of money, they should not be promoted before expiry of currency of punishment.

5. The official should be relieved within 15 days from the issue of posting order. In case posting order from the allotted Region is not received, concerned ROs/Divisions should be asked for posting under intimation to their ROs. 

6. In case the official is not willing to accept his/her promotion, his/her declination letter in writing duly forwarded by the Division should reach concerned Regional Offices. Refusals in case of Ghaziabad Division be sent to DPS Ghaziabad, within 30 days of issue of this order. Non assumption of charge after 30 days, without any valid reason will attract appropriate action against the official. 

7. The promoted officials will have the option for choosing date for fixation of pay under FR 22 (1)(a)(i) within one month from the issue of posting order. 

8. The Competent Authority has ordered that while issuing posting orders, the existing policy of rotational transfer should be adhered to strictly and current year rotational transfer should also be kept in consideration.

9. The Regional offices concerned & SSPOs, Ghaziabad Division will please check the particulars of each official of their Region/Division before effecting the promotion and if any discrepancy is noticed the same should be reported to this office immediately and the official should not be promoted without receiving any direction from the office. 

10. Charge report and compliance should be submitted to all concerned after doing needful.

Sub: Declaration of Limited Departmental Competitive Examination for recruitment to the cadre of MTS from eligible GDSs held on 26th December, 2021 (Sunday) for the vacancy year 2021 (01.01.2021 to 31.12.2021).

The result Limited Departmental Competitive Examination for recruitment to the cadre of MTS from eligible GDSs held on 26th December, 2021 (Sunday) for the vacancy year 2021 (01.01.2021 to 31.12.2021) is hereby declared.

  1. The relevant Annexure prepared are as given below:

2.1 Offer of appointment/promotion will be given by concerned Divisions/Units to selected candidates given 30 days time to either accept o refuse the offer. If a candidate does not give his acceptance o refusal to join the offered post within the stipulated time, it shall be deemed to have been accepted. However if such a candidate is already selected/appointed for/in a higher post, doesn’t give his acceptance, it shall be deemed to have been refused. These provisions of ‘deemed acceptance’ and “deemed refusal’ should be communicated to the candidate.

2.2 Allotment of other Divisions to surplus qualified candidates as per their category will be done on unfilled vacancies later on. If any successful candidate does not join in alloted Division or submit his/her refusal, such vacancy will be also be taken into account to allotment of Division to surplus candidate next in merit.

3. The selection of the candidates is based on the eligibility criteria for qualifying in the examination issued vide this office Notification of even No. dated 08.11.2021.

4. In case of deciding of Inter-se rank/merit in case of more tat one candidates scoring equal marks, instructions contained Directorate’s letter No. 04-08/2019-SPN-I dated 11.12.2020 has been followed and accordingly Inter-se rank/merit has been be decided as per date of birth where the older candidate will be placed higher than the younger candidate for all categories including GDS candidates.

5. The information relating to the Names of the candidates, their Roll number and Community have been shown on the basis of information furnished by the Heads of Regional/Divisional office. The Head of the Divisions/Units are requested that particulars of successful candidates, viz. Roll numbers, names, community and their eligibility to appear in the said examination, are re-checked before declaration of their result. They will also check that number of such candidates allotted to their Units is not more than the number of vacancies proposed to be filled through the said examination.

6. In case, if it is found subsequently that any of the selected candidates was not eligible to appear in the examination under the existing Rules/Instructions on the subject or for any reasons or in case any discrepancy is found with regard to announcement of Result of any candidate for any reason whatsoever his/her name will be deleted from the list of successful candidates, ‌as the case may be.

7. In respect of SC/ST candidates, “promotion of the candidates is provisional subject to verification of their caste status. Head of the Unit will take an undertaking from the officials to this effect at the time of their relieving and ensure verification of caste status within on month”.

8. The Divisions/Regions are requested to verify the Current Status of the candidature of themselves to all qualified candidates before declaration of the result. If any discrepancy is found in respect of any item, the matter should immediately be reported to this office and respective result should not be declared untill receipt of clearness from this office. Further, in case of any disciplinary/criminal/vigilance case is pending or punishment is current against any candidate, the matter should be referred to this office for obtaining the instructions and result should not be declared un till receipt of clearness from this office.

9. This result is also subject to any change in merit list of selected candidates for any reason in accordance with the existing Rules and Instructions on the subject. It may be ensured that no Provisional candidate is given appointment without regularisation of the candidates and such cases need not to be kept pending except in very exceptional & unavoidable circumstances.

10. In respect of surplus qualified candidates, it may be brought to the notice of such candidates that preferences given in application form is final and no withdrawal or change is allowed subsequently. Action will be initiated against such candidates as the entire exercise will become futile.

11. Requests for re-totaling/revaluation will not be entertained in the light of instructions of the Directorate. Photo copies of Answer Sheets will be supplied to the candidates, on submission of application under RTI Act, only on furnishing OMR Form No. and Roll Number.

11.1 Application under RTI Act for supply of photo copies of Answer sheets will be entertained in the following manner:-

Candidates, who wish to have the copies of Answer Sheets supplied, are required to pay a fee of Rs.25/- per paper with key plus Rs.10/-towards fee for application under RTI Act in the post office account and submit their application through the Division/Unit concerned along with the receipt for payment of fee in original.

7. In respect of SC/ST candidates “promotion of the candidates is provisional subject to verification of their caste status. Head of the Unit will take an undertaking from the officials to this effect at the time of their reliving and insure verification of caste status within one month”.

8. The division/Regions are requested to verify the Current Status of the candidature at the all qualified candidates before declaration of the results. If any discrepancy is found of request any item the matter should immediately be reported to his office and respective result should not be declared until receipt of clearance from this office. Further in case of any disciplinary is pending or punishment is current against any candidate the matter should be referred to this office for obtaining the instructions and result should not be declared until receipt of clearance from this office.

9. This results is also subject to any change in merit list of selected candidates for any reason accordance with the existing Rules and Instructions on the subject. It may be ensured that no Provisional candidates is given opponents without Regularization of the candidature and such cases need to be kept pending except in very exceptional & unavoidable Circumstances.

10. In respect of surplus qualified candidates it may be brought to the notice of such candidates that preferences given in application form final and no withdrawal or change is allowed subsequently action will be initiated against such candidate as the entire exercise will become futile.

11. Request for Re-totalling revaluation will be entertained in the light of instructions of the Directorate. Photo copies of Answer sheet will be supplied to the candidate on submission of application under RTI Act only on furnishing OMR Form No. and Roll Number.

11.1. Applications under RTI Act for supply of photo copies of Answer will be entertained in the following manner:

Candidates who wish to have the copies of Answer Sheets supplied are required to pay a fee of Rs.25/- per paper with key plus Rs.10/- toward fee or application under RTI Act in the post office accounts and submit their applications through the Division/Unit concerned along with the receipt for payment of fee in original.

Sub: Declaration of result of GDS to PA Examination 2021 held on 24th October 2021(Sunday) Followed by Data Entry Skill Test (DEST) 22.01.2022 against the unfilled vacancies of LDCE LGOs to PA/SA Exam held on 24th October, 2021.

The result of the GDS to PA Examination 2021 held on 24th October, 2021 (Sunday) followed by Data Entry Skill Test (DEST) held on 22.01.2022 for the vacancy year 2021 (01.01.2021 to 31.12.2021) against the unfilled vacancies of LDCE LGOs to PA/SA Examination held on 24th October, 2021 is hereby declared.

2. The relevant Annexures prepared are as given below:

Table 2.1 Offer of appointment/promotion will be given by concerned Divisions/Unit to selected candidates given 30 days time to either accept of refuse the offer. If a candidate does not given his acceptance or refusal to join the offered post within the stipulated time it shall be deemed to have been accepted. However, if such a candidate is already selected/appointed for/in a higher post doesn’t given his acceptance. It shall be deemed to have been refused. This Provision of ‘deemed acceptance’ and ‘deemed refusal’ should be communicated to the candidate.

2.2 Allotment of other Divisions to surplus qualified GDS candidates as per their category will be done on unfilled vacancies later on. If any successful candidate does not join in alloted Division or submit his/her refusal such Vacancy will be also be taken into account to Allotment of division to surplus candidate next in merit.

3. The Selection of candidate is based on the eligibility criteria of qualified in the examination issued vide the office notification to even no. dated 13.09.2021.

4. In case of deciding of inter-se rank/marit in case of more that one Candidates scoring equal marks instructions contained Directorate’s letter No 04.08.2021-SPN-I dated 11.12.2029 has been followed and accordingly Inter-se rank merit has been be decided as per date of birth where the older candidate will be placed higher and the younger candidate for all categories including GDS candidates.

5. The information relating to the name of the candidates their Roll no and community have been shown on the basis of informative furnished by the head of regional/Divisional Office. The head of the division/unit are requested that particular of successful candidates viz. Roll no Name, community and their eligibility to appear in the said examination are re-checked before declaration of their result. They will also check that number of such candidates alloted to their Units is not more than the number of vacancies proposed to be filled through the said examination.

6. In case if it is found subsequently that any of the selected candidate was not eligible to appear in the examination under the existing Rules Instructions on the subject or for any reason or in case of discrepancy is found regards to announcement of Results of any candidate for any reason whatsoever his her name will be deleted from the list of successful candidates, as the case may be.

They will also check that number of such candidates allotted to their Units is not more than the number of vacancies proposed to be filled through the said examination.

In case, if it is found subsequently that any of the selected candidate (s) was not eligible to appear in the examination under the existing Rules/Instructions on the subject or for any reasons or in case any discrepancy is found with regard to announcement of Results of any Candidate for any reason whatsoever his/her name will be deleted from the list of successful candidates, as the case may be.

It may be ensured that no Provision candidate is given appointment without regularization of the candidature and such cases need not to be kept pending except in very exceptional & unavoidable circumstances.
