Madam/Dear Sir,

Annual Closing of Government Accounts – Transactions of Central / State Governments – Special Measures for the Current Financial Year (2023-24)

All Government transactions done by agency banks for the Financial Year 2023-24 must be accounted for within the same financial year. Accordingly, the following arrangements are put in place to report and account for Government transactions for March 31, 2024.

2. All Agency banks should keep their designated branches open for over the counter transactions related to government transactions upto the normal working hours on March 30 and March 31, 2024.

3. Transactions through National Electronic Funds Transfer (NEFT) and Real Time Gross Settlement (RTGS) System will continue upto 2400 hours as hitherto on March 31, 2024.

4. Special clearing will be conducted for Government cheques both on March 30 & 31, 2024. Agency Banks are hereby advised that all cheques related to Government accounts may be presented on such clearing. The timing for presentation and return clearing of instruments for these special clearing sessions for government cheques will be intimated in due course.

5. Regarding reporting of Central and State Government transactions to RBI, including uploading of GST/ TIN 2.0/ ICEGATE/ e-receipts luggage files, the reporting window of March 31, 2024 will be kept open till 1200 hours noon on April 1, 2024.

6. Agency banks may take note and give adequate publicity to the special arrangements made as above.

Subject: Introduction of Gramin Dak Sevaks (Grant of financial upgradation) Scheme, 2024 on completion of 12, 24 and 36 years of continuous engagement- reg.


The Department of Posts in consultation with Department of Expenditure, Ministry of Finance has decided to introduce Gramin Dak Sevaks (Grant of financial Upgradation) Scheme, 2024 [GDSFU]. As per the scheme, all the GDSS would be entitled to a fixed addition of Rs. 360/-, Rs. 460/- and Rs. 600/- per month in the Time Related Continuity Allowance (TRCA) on completion of 12, 24, and 36 years of continuous engagement as regular GDS on the basis of Special performance report / terms and conditions, as prescribed by the Department. A copy of the GDSFU, Scheme, 2024 containing terms and conditions is attached as Annexure to this OM.
2.The scheme shall be applicable to all GDS engaged on regular basis in accordance with the GDS (Conduct and Engagement) Rules, as amended from time to time. The fixed addition will neither be linked to Dearness Allowance nor would count for annual increase.
3. This OM issues with the concurrence of Department of Expenditure, Ministry of Finance ID Note Number. 07-31/2006-E-III (A) dated 12.03.2024. The GDSFU scheme will be effective from issue of this O.M.

Reference: Letter of even number dated 01.02.2024 regarding continuation of Special Campaign 3.0

Madam/ Sir,

We will share the Swachhta Se Shreshtha Sewa Toolkit 1 for use and implementation across the India Post Network during the period from now till 31 March 2024 by tomorrow:22 February 2024. This aims to build on the efforts of the Department over the last few years, including the Swachhta Abhiyaan 2023 and start a new phase of action for service delivery excellence across the post office network.

  1. The steps in the Swachhta Se Shreshtha Sewa 2024 Plan are provided below:
  • Step 1- Video Conference with DDG (PG, QA & I) and Team with Circle and Regional Office Teams on 23 February 2024 at 4.00 PM. The VC will introduce the toolkit that will be shared in advance. Attendees include DPS (HQ), Nodal Officers for Swachhta, Group Officers in-charge of Inspections and supporting teams, locally available Divisional Heads at Circle and Regional Headquarters who can conveniently join the

  • Step 2- Guidance to Divisional and Sub-Divisional Teams to convene Swachhta Se Shreshtha Sewa Goshthis in each Division to cover all offices upto BO level through Strategic Business Units (SOs and Linked BOs), City Sub-Post Offices, all Head Post Offices, GPOs, Mail Offices and all establishments as covered under Special Campaign 3.0 and Swachhta 2023. This may be done over VC soon after the VC at Step 1 above on the same lines. This maybe completed latest by 26 February 2024. VCs maybe held on 24 February 2024 as far as possible.
  • Step 3- Drawing a schedule for Swachhta Se Shreshtha Sewa Goshthis for each Sub-Division in order to convene the Goshthis during the period 27 February to 10 March 2024 positively. Presence of Divisional head, Sub-Divisional Head, Nodal Officers from the Circle and Regional level, other officers and officials, including master trainers, coaches and mentors (identified on the basis of their skill sets, commitment and passion) during the Goshthis may be ensured and the schedule be drawn accordingly. Report on the schedule to be shared on QM portal as per given format latest by 29 February 2024.
  • Step 4: Implementing the schedule and unlocking the process of Swachhta Se Shreshtha Sewa Goshthis with the help of the toolkit to be shared tomorrow. Documenting outcomes of each Goshthi and draw schedule of subsequent steps to be completed by 31 March 2024.
  • Step 5: Consolidating the outcomes of all Goshthis and commitments from each Goshthi about activities to be completed by 31 March 2024 by Circles. Exercise to be completed by 15 March 2024 and reported on QM portal for information and review at Directorate level.
  • Step 6: Follow up on pending activities to be carried out in each office Through an internal feedback mechanism activated by the Circle. Methods to be developed by Circles and to be reported during review VCs to be convened in April 2024 to enable finalisation of Swachhta Se Shrshtha Sewa Plan for April to June 2024.
  1. Circles, Regions and Divisions are requested to plan their schedule to attend the VC on 23 February 2024 at 4 PM. As the toolkit will also be shared tomorrow, the VC would be a good occasion to raise questions, concerns and decision points by the field units so that this important exercise towards service delivery excellence and Swachhta can be implemented in the best possible manner in the days ahead.

Madam/Sir,

This is regarding a VIP reference pertaining to various issues raised by Small Savings Agents Association.

  1. Vide reference, various issues have been raised by Agents Association in which directions have already been issued by the Directorate. However, following directions already issued are again brought to notice of all concerned.

  1. A TDS certificate in the Form No. 16 A is to be issued quarterly for TDS deducted on Agent commission by TDS deductors. (Refer: Rule 3 (iv) of Appendix 12 of POSB CBS Manual 2021)
  2. At the time of closure of any TDA type of account (RD,TD,MIS,SCSS,KVP and NSC), only single and double handed post offices (including BOs) shall collect closed passbook from the account holder (Refer: para 5 (b) of SB order no. 01/2022).
  3. In case any CBS Post Office is not working due to network failure or any other issues, the collection of SAS/MPKBY agents may be accepted in other CBS Post Office (HO/SO) under the same Head Post Office. (Refer: Rule 170 (2) of POSB CBS Manual 2021)
  4. A separate business hour for acceptance of business from agents during the business hours of the post offices shall be fixed by the authority competent to issue Notice of Hours of Business, according to the local convenience of the post office, in order to ensure that the agents can come and transact their business during these hours. It should be ensured that under no circumstances, service to the general public is affected due to fixing of separate business hours for agents. (Rule 166(3) of POSB CBS Manual 2021].
  5. Basic amenities like drinking water, toilet etc., may be provided to agents.
  6. In the light of the SB Order 34/2020, it is also requested that POSB transactions for all schemes should be carried out on all POSB counters.
  1. It is therefore, all Circles are requested to take necessary action into the matter as above
  2. This issues with the approval of the competent authority.

Madam/Sir,
Kindly refer the SB Order No. 23/2023 dated 29.12.2023 issued in connection with the subject cited above.

2. In connection with the revision of interest w.e.f. 01.01.2024, the undersigned is directed to forward copies of gazette notifications issued by Department of Economic Affairs, Ministry of Finance in connection with the revision of interest rates for fourth quarter of FY 2023-24 for further necessary actions. Copies of the following notifications dated 12.02.2024 are enclosed.

(i). G.S.R. 108(E) National Savings Time Deposit (Amendment) Scheme, 2024

(ii).G.S.R. 109(E) Sukanya Samriddhi Account (Amendment) Scheme, 2024

NOTIFICATION

New Delhi, the 12th February, 2024

G.S.R. 108(E).—In exercise of the powers conferred by section 3A of the Government Savings Promotion Act, 1873 (5 of 1873), the Central Government hereby makes the following Scheme further to amend the National Savings Time Deposit Scheme, 2019, namely:-

1. Short title and commencement.-(1) This Scheme may be called the National Savings Time Deposit (Amendment) Scheme, 2024.
(2) It shall be deemed to have come into force on the 1st day of January, 2024.

2.  In the National Savings Time Deposit Scheme, 2019 (hereinafter referred to as the said Scheme), in paragraph 7,-
(a) in sub-paragraph 1(E), for the words, figures and letters, “on or after 1st day of July, 2023”, the words, figures, letters and brackets “between the 1st day of July, 2023 and 31st day of December, 2023 (both days inclusive)” shall be substituted;
(b) after sub-paragraph 1(E), the following sub-paragraph and Table shall be inserted, namely:-
“1(F) The rate of interest as specified in the Table below shall be applicable to the deposit made on or after the 1st day of January, 2024 under the Scheme.

 

Explanatory Memorandum.By giving retrospective effect to the National Savings Time Deposit (Amendment) Scheme, 2024, no one shall be adversely affected as a result of retrospective effect being given to this amendment.

 

Note : The principal Scheme was published in the Gazette of India, Extraordinary, Part II, Section 3, Sub-section (i), vide number G.S.R. 922(E), dated the 12th December, 2019 and subsequently amended vide number G.S.R. 289(E), dated the 5th May, 2020, G.S.R. 838(E), dated the 22nd November, 2022, G.S.R. 53(E), dated the 20th January, 2023, G.S.R. 327(E), dated the 27th April, 2023, G.S.R. 620(E), dated the 23rd August, 2023 and G.S.R. 830(E), dated the 7th November, 2023.

Will the Minister of COMMUNICATIONS be pleased to state:

  1. The details of the services provided/being provided by the Postal Department in the country during the last five years and the revenue earned/ being earned therefrom, service-wise and year- wise
  2. whether the Government has fixed any target for earning revenue from the postal services during the current financial year and if so, the details thereof;
  3. whether the number of Postmasters and Postmen including other staff and infrastructural facilities in the Postal Department is sufficient at present and if so, the details thereof;
  4.  whether the Government proposes to recruit staff in large numbers and if so, the details thereof;
  5. the number of people working in post offices on contract basis and the number of persons removed in the last three years and the reasons therefor;
  6. whether several employees have requested to be recalled for job and if so, the details thereof along with the steps taken by the Government to recall them in view of their economic and family conditions;
  7. the remedial measures taken/being taken in this regard;
  8. whether postal services have been introduced to send post and parcel in different parts of the country using latest technology and if so, the details thereof; and
  9.  whether the income of the Postal Department has declined and if so, the details thereof along with remedial measures taken in this regard?
