Subject: Regarding important Update: New Courses on ‘Three New Criminal Laws’ on iGOT Karmayogi Portal.
This is with reference to letter received from Karmayogi Bharat, DOPT, regarding introduction to the three New Criminal Laws on iGOT Karmayogi Portal for all government servants.
2. The Parliament has recently passed three new criminal laws: the Bharatiya Nyaya Sanhita, 2023, the Bharatiya Nagarik Suraksha Sanhita, 2023, and the Bharatiya Sakshya Adhiniyam, 2023. These laws mark a significant departure from the colonial-era legal framework, replacing antiquated statutes such as the Indian Penal Code, 1860, the Code of Criminal Procedure, 1973, and the Indian Evidence Act, 1872.
3. The IGOT Karmayogi Platform has just rolled out three new courses dedicated to providing a fundamental understanding of key laws and illustrating their practical applications. These new courses aim to offer participants an introductory insight into these laws and demonstrate their real-world significance.
4. It is crucial to note that these laws will become effective on July 1, 2024. Therefore, it is essential for all government officials to complete these courses. These courses are specifically designed to provide government officials with the requisite knowledge and understanding to adeptly navigate the legal terrain with effectiveness and efficiency.
5. Accordingly. Circles are directed to ensure that all the Group ‘A’ and ‘B’ officers, complete the aforementioned courses pertaining to criminal laws on the IGOT Karmayogi platform at the earliest opportunity.

Subject: Implementation of Annual Capacity Building Plans (ACBP) in Department of Posts.

This is in continuation to DO letter dated 03.10.2023 & 17.10.2023, regarding implementation of Annual Capacity Building Plans (ACBPs) in Department of Posts for 2023-24 under Mission Karmayogi Project.

  1. In this regard, as per Capacity Building Plan, mid/long term capacity
    building initiatives are to be undertaken within 2nd and 4th quarter of FY 2023-24. Detailed training calendar in terms of number of participants is also included in Annual Capacity Building Plan 2022-23. The progress of ACBP 2023-24 is being monitored by Cabinet Secretariat Coordination Unit (CSCU) under PMO, DoPT & Capacity Building Commission (CBC).
  2. The E-Learning Program on “Grievance Handling Mechanism in India Post” is a comprehensive audio-visual online training initiative, developed by the Postal Training Centre, Mysuru, as per VTDET’ model prescribed by DoPT. This content is designed to provide valuable insights into the complaint registering process, specifically tailored for Postal Assistants stationed at post office counters. Additionally, PG staff, comprising Postal Assistants, Sorting Assistants, PA-CO/RO, Inspector Posts, ASPs, and Assistant Directors operating within Post Offices, Divisions, Regions, and Circle Offices, will find this course beneficial.
  3. Accordingly, as per the mandate of ACBP for 2023-24, Circles are directed to ensure that PA/ OA(DO) (looking after the matter related to grievance) and all IP/ASP & Group A & B officers of DoP must be trained in ‘Grievance Handling Mechanism in India Post’ on Dak Karmayogi/iGOT Karmayogi Portal, latest by 31.03.2024.

This has the approval of Director General Postal Services.

Contents of Dak Karmayogi Trainee User Guide are: One Time Registration on Web Portal (Sign up)

1. Sign Up (Initial One Time Registration in web portal)

1.1 Click on Sign Up button at top right of the home page

1.2 A pop up window will appear, enter Employee Id, Date of Birth, Email Id and Mobile No. and click Get OTP to Sign Up

1.2 Enter SMS and Email OTP and click Submit to verify Mobile and Email id

1.3 After entering both OTPs and clicking Submit button, default password will be sent to Email/Mobile.

2. Sign In (Login by trainee)

2.1 Click on Sign In option available on home screen

2.2 Sign In menu will appear like this. Trainee has to login with default password received in Email.

2.3 Change default password on first login

2.3 After successful login, this screen will appear. Click Enroll Now to start course

3. Enrollment for Courses

3.1 Click on option for Online/Onsite courses as the case may be

3.2 Screen of Registration form will appear where trainee has to register for required course

3.3 In case of selection of onsite (campus training of PTC/RTC) training at login page, below page will appear.

3.4 Enrollment form has to be filled for onsite courses as below. In addition to basic details, hostel room selection and other additional details will also be captured here. Onsite courses will be visible only to those trainees who have been nominated for the course by respective PTC/RTC.

3.5 On successful registration, this message will appear and a confirmation email will be sent to trainee.

3.6 All online and onsite enrolled courses will appear here

4. Attending Course

4.1 On clicking course thumbnail, details of course and its contents will appear. Click on Start Now button

Cancellation of Induction Training at PTC Saharanpur scheduled from 03.05.2021 onwards – reg.

Subject : regarding cancellation of Induction Training program of PTC Saharanpur scheduled from 03.05.2021

Kindly refer this office letter of even no. Dated 15.03.2021 vide which induction training calendar for the 1st quarter of the year 2021-22 at PTC Saharanpur was circulated. Now, in pursuance of Training division , Postal Directorate letter no. 01-22/2010-trg. Dated 20.04.2021 the competent authority has ordered the cancelation of following upcoming batches in view of ongoing second wave of COVID19 pandemic.

Holding of Induction training of PAs/SAs cadre through Online mode order dated 20.04.2021

With reference to the subject matter , it is informed that perusal of annual training calendar submitted by PTCs/RTCs has revealed that there is a huge pendency of induction training of PAs/SAs cadre due to reasons namely COVID19 among others.

2. Currently, all training establishment are holding onsite or online induction training with a batch size of trainees , as per existing arrangment, hence, it is felt that if current ratio is adopted, then this pendency will not come to an end in near future due to ongoing Recruitment process for DR and LGO candidates at State level and hindrance in free movement of people accross state due to lockdown weeki Lockdown imposed in certain states and non availability of trains/buses.

3. During onset of COVID19 , guidelines for conducting online induction training alongwith with the course details to be covered during online and offline training were communicated to all PTCs/RTCs through letter no. 01-22/2010- trg dated 05.10.2020. Further, the approval of competent authority was communicated through letter dated 05.11.2020 for holding onsite training for practical at nearby WTCs under the supervision of regional / divisional administration , if required. In respect of Postal Assistant/sorting Assistant ( Direct recruitment and Departmental) till situation normalises for un interrupted movement of people.
