The Union Cabinet, chaired by the Prime Minister Shri Narendra Modi, today approved the Productivity Linked Bonus (PLB) equivalent to 78 days’ wages for the financial year 2020-21 for all eligible non-gazetted Railway employees (excluding RPF/RPSF personnel).

The financial implication of payment of 78 days’ PLB to railway employees has been estimated to be Rs.1984.73 crore. The wage calculation ceiling prescribed for payment of PLB to the eligible non-gazetted railway employees is Rs.7000/- p.m. The maximum amount payable per eligible railway employee is Rs. 17,951 for 78 days.

About 11.56 lakh non-gazetted Railway employees are likely to benefit from the decision. Payment of PLB to eligible railway employees is made each year before the Dusshera/ Puja holidays. The decision of the Cabinet shall be implemented before the holidays for this year as well.

The PLB amount of 78 days’ wages were paid for the financial years from 2010-11 to 2019-20. For the year 2020-21 also PLB amount equivalent to 78 days’ wages will be paid which is expected to motivate the employees for working towards improving the performance of the Railways.

The Productivity Linked Bonus on Railway covers all non-gazetted railway employees (excluding RPF/RPSF personnel) who are spread over the entire country.

Method for calculating PLB:

a) The PLB has been paid as per formula approved by the Cabinet in its meeting held on 23.9.2000 for the years 1998-99 to 2013-14 (except 2002-03 to 2004-05 when slight changes were done with respect to Capital Weightage and Staff Strength). This formula was input : output based where output was reckoned in terms of equated net tonne kilometres and input was reckoned as the non-gazetted staff strength (excluding RPF/RPSF personnel) modified by Capital Weightage.

b) For the financial year 2012-13, PLB for 78 days was approved as a special case with the condition that the formula for PLB would be revisited keeping in view the recommendations of the Sixth CPC and the views of the Ministry of Finance. Consequently, the Ministry of Railways constituted a Committee to evolve a new formula.

c) The Committee recommended that weightage to both the formula of year 2000 and die new formula based on Operation Ratio (OR) may be in the ratio of 50 : 50. This formula ensured equal representation to the productivity in terms of physical parameters as well as financial parameters. The formula recommended by the Committee has been used for calculation of PLB from 2014-15 to 2019-20.

Background:

Railways were the first departmental undertaking of the Government of India wherein the concept of PLB was introduced in the year 1979-80. The main consideration at that time was the important role of the Railways as an infrastructural support in the performance of the economy as a whole. In the overall context of Railway working, it was considered desirable to introduce the concept of PLB as against the concept of Bonus on the lines of ‘The Payment of Bonus Act -1965’. Even though the Payment of Bonus Act does not apply to the Railways, yet the broad principles contained in that Act were kept in view for the purpose of determining the “Wage/Pay Ceiling”, definition of ‘Salary’/’Wage’, etc. The PLB Scheme for the Railways came into force from the year 1979-80 and was evolved in consultation with the two recognized Federations namely, All India Railwaymen’s Federation and National Federation of Indian Railwaymen and with the approval of the Cabinet. The scheme envisages a review every three years.

क्या रेल कर्मचारियों को दुर्गा पूजा और दीपावली का त्यौहार इस बार बिना बोनस के बनाना पड़ सकता है ? क्या मोदी सरकार अपने कर्मचारियों का बोनस भी, महगाई भत्ते की फ्रीज़ करने का विचार कर रही है ? जी हाँ , रेल कर्मचारियों को इस वर्ष इन त्यौहारों को बिना बोनस के मनानी पड़ेगी. इसको सरकारी कर्मचारियों पर कोरोना की मार कहा जा सकता है. जिस तरह मोदी सरकार कोरोना संकट से उबरने हेतु अपने कर्मचारियों का महगाई भत्ता रोक दिया है उसी तरह से इस वर्ष रेल कर्मचारियों को इस त्यौहार में मिलने वाली बोनस से भी वंचित कर सकती है. इसकी मुख्य वजह बोनस में बंटने वाली बड़ी धन राशि हैं.
पिछले साल रेलवे ने प्रत्येक कर्मचारी 17950 रुपए का बोनस दिया था. इसी हिसाब से देखे तो देश के 73 मंडलों के 12.27 लाख कर्मचारियों को बोनस बांटने के लिए रेलवे को 21 अरब से ज्यादा रुपए चाहिए. जबकि कोविड-19 के मद्देनजर 250 स्पेशल को छोड़कर तमाम नियमित यात्री ट्रेन 25 मार्च से ही बंद है. ऐसे में रेलवे सारी कमाई गुड्स ट्रेन से कर रहा है, जो खर्च के मुकाबले बहुत कम है. ऐसे में मंहगाई भत्ते की तरह सरकार दीपावली के बोनस को भी फ्रीज करने की तैयारी कर रही है. हर साल रेलवे घोषणा करके नवरात्र में बोनस बांट देती थी. इस बार अधिकमास होने से नवरात्र 17 अक्टूबर से प्रारंभ होंगे. ऐसे में फिलहाल रेलवे के पास लगभग एक माह से भी का समय है.

दो साल से सबसे पहले बांट रहा रेलवे

मंडल में दो साल से दीपावली का बोनस सबसे पहले बंट रहा है. इस बार अब तक बोनस को लेकर कोई प्रारंभिक निर्देश तक नहीं आया है. इसे देखते हुए लेखा विभाग भी सुस्त है. वर्ष 2019 में रेलवे ने दशहरे (8 अक्टूबर) के 15 दिन पहले 23 सितंबर को ही 22.20 करोड़ का तथा वर्ष 2018 में दशहरे (19 अक्टूबर) के छह दिन पहले 13 अक्टूबर को ही 22.94 करोड़ का बोनस बांट दिया था.

व्यक्तिगत रूप से बोनस के पक्ष में

संक्रमण काल में सरकार और देश की हालत को देखते हुए कुछ कर्मचारी व्यक्तिगत रूप बोनस को मुद्दा बनाने के पक्ष में नहीं हैं. उनका मानना है कि सारा देश कोरोना से जंग लड़ रहा है. ऐसे में बोनस मांगना का उचित समय नहीं हैं. हालाँकि, विपरीत इसके कर्मचारी नेता के रूप में बोनस वितरण की मांग उठाई जा रही है.

खर्च घटाने के लिए अब तक ये कदम उठा चुका रेलवे

डीए- महंगाई भत्ता जनवरी में 4 प्रतिशत बढ़ा था, वह अब तक नहीं मिल पाया है. जुलाई की घोषणा अभी तक नहीं हुई है. हालाँकि सरकार ने महंगाई भत्ता को जुलाई 2021 तक के लिए अधिकारिक रूप से घोषणा कर के फ्रीज कर दिया. बाद में ही पता चलेगा कर्मचारियों को ये कैसे मिलेगा.
इसके अतिरिक्त, प्रोजेक्ट होल्ड- इंदौर-दाहोद नई रेल लाइन और महू-सनावद-खंडवा गेज कन्वर्जन प्रोजेक्ट को होल्ड कर दिया गया है. नीमच-बड़ी सादड़ी नई रेल लाइन और रतलाम-नीमच डबलिंग का बजट भी रोक दिया है. अब इन प्रोजेक्ट में 2021 में ही काम आगे बढ़ेगा. 8 से 10 माह में पूरे होने वाले प्रोजेक्ट चालू रहेंगे.
पोस्ट खत्म- अधिकारियों को मिलने वाली बंगला प्यून की सुविधा जुलाई में भी खत्म कर दी गई है. अगस्त में डाक मैसेंजर के पोस्ट खत्म कर दी. दोनों ही व्यवस्था अंग्रेजों के जमाने से चली आ रही थी.
“बता दें कि, अब तक विभागीय रूप से कोई सूचना नहीं आई है. साथ ही, बोनस का मामला वित्त मंत्रालय में विचाराधीन है. वरिष्ठ कार्यालय से जो निर्देश आएंगे उसके अनुसार बोनस को लेकर कदम उठाएंगे.” मनोहर सिंह बारठ, मंडल मंत्री वेरे एम्पलाइज यूनियन. बोनस मिलेगा या नहीं, इसे लेकर संशय बना हुआ है. नेशनल फेडरेशन ऑफ इंडियन रेलवे मैन ने रेलवे बोर्ड को पत्र लिखकर बोनस बांटने को कहा है. गौरव दुबे, मीडिया प्रभारी वेरे मजदूर संघ का कहना है कि वर्ष 2019-20 का बोनस तो कर्मचारियों को मिलना चाहिए.

Bonus for Railway employees for FY 2019-20 – FAKE Order is circulating

Payment of Productivity Linked Bonus to eligible non-gazetted Railway employees for the financial year 2019-20. A fake order with this subject is circulating in media. All India Railwaymen’s Federation has twitted the image of fake order stating that this order is fake.

Railway employees are eagerly waiting for the decision about the grant of productivity linked bonus for the financial year 2019-20. The same has not been materialized at the court of the govt and no any cabinet decision announced yet.

The order containing the RBE No. 265/2020 is also suspicious because the last order of Railway Board in the series of RBE is “Filling up of posts in ongoing electrification projects undertaken by CORE: Railway Board RBE No. 79/2020 dated 08.09.2020″ and it is clear that RBE No. 265/2020 dated 11.09.2020 seems not correct.

As usual the order is issued in name of the President and further stated that the President is pleased to sanction Productivity Linked Bonus (PLB) equivalent to 78 (Seventy Eight) days wages without any ceiling on wages for eligibility for the financial year 2019-2020 to all eligible non-gazetted Railway employees (excluding all RPF/RPSF personnel). Where, wages exceed 7000/- per month, Productivity Linked Bonus will be calculated as if the ‘wages’ are 7000/- p.m.

In the second para of order it is mentioned that the “Wages” for the purpose of calculating Productivity Linked Bonus shall include Basic pay’ as defined in the Railway Service

es (Revised Pay) Rules, 2016 and dearness allowance drawn during the financial year 2019-2020. The order is also stating about the other conditions of eligibility, method of calculation of wages, etc., as prescribed in this Ministry instructions and clarifications issued from time to time, shall remain unchanged.

Further in the third para of the order the eligibility of the employees for the Productivity Linked Bonus is mentioned. The order is also confirming about payment of an amount of Rs/- 17,951/- towards Productivity Linked Bonus for the financial year 2019-2020. At last the order has also conveying the concurrence of Finance Directorate of the Ministry of Railways to be seems real and issued in the signature of Salim Md. Ahmed, Joint Director/Estt.(P&A)II, Railway Board.

It is also worth here to mention that a request from AIRF for early payment of bonus for F.Y. 2019-2020 i.r.o. Railway Employees & NFIR for removal of ceiling of bonus for the year 2019-2020 have already been made. However, the time for payment for the same is also is in hand and it is hoping that govt will approve the same, if found feasible in COVID-19 pandemic. As you are aware that the Productivity Linked Bonus (PLB) is being paid to railway employees based on the formula that was finialised in November, 1979, as a result of agreement between the AIRF and Railway Ministry. The ceiling limit for computing the PLB, is still Rs. 7000 despite our president demand to remove this ceiling.
It would not be out of context to mention here that the payment of PLB to railway employees is made before Dussehra Durga Puja every year and during the previous 8 years PLB equivalent to 78 days wages (computed on the basis of Rs 7000 per month as salary). During the previous financial year i.e 2019-20, the railwaymen have performed even better and the freight loading has superseded the previous record. This performance of the Railway employees should be assessed as extra ordinary, because of more than 2 Lakh vacancies in the system and most of the Railway employees compelled to perform 12 hrs duty against 8 hrs duty roster.
Unfortunately, the Railway Board always try to undermine the performance of the railwaymen ot the plea of capital input given by the system. In this connection You may appreciate that whatever capital input is given the same is for expanding infrastructure etc. to provide better services to the rail users and the performance of the railwaymen should not degraded on this account.
Hence it is worth mentioning that inspite of Lockdown and COVID-19 pandemic, railwaymen have put all their effort to maintain the supply of essential commodities in the country.  Any reduction in PLB will definitely demotivate the lakhs of railwaymen who have put their all efforts without bothering for corona while operating Goods/Parcel as well as Shramik special and special trans and more than 100 railwaymen has lost their life due to COVID-19 while performing duty.  The dedication shown by railwaymen should not therefore be ignored be ignored.
AIRF, therefore request that payment of PLB to railway employees for the financial year 2019-20 should be made, considering the above aspects and that too well before Dussehra/Durga Puja festival as hitherto.
 An early action shall be highly appreciated.

Extended Cancellation of passenger train services
In continuation of the measures taken in the wake of COVID-19, it has been decided that the cancellation of all passenger train services on Indian Railways shall be extended till 17th May, 2020.
However, movement of migrant workers, pilgrims, tourists, students and other persons stranded at different places shall be carried out by Shramik Special trains, as required by the State Governments, in terms of the guidelines issued by MHA.
Freight and Parcel train operations shall continue, as at present.

Sub: Reporting of Officials in Board’s Office during lockdown period.

Ministry of Home Affairs vide their Order No. 40-3/2020-DM-I/(A) dated 15th April 2020 have issued detailed guidelines with regard to activities which are to come into effect from 20th April 2020.
2. In terms of para 18 of the consolidated revised guidelines on the measures to be taken by the Ministries, Office of the Ministry of Railways, Railway Board is to remain open/functional from Monday, 20th April 2020 onwards till the lockdown period with 100% attendance of Officers of the level of Deputy Secretary and above and by staff upto 33% as per requirement.
3, Accordingly, all Officers of the level of JD and above may attend Office regularly from 20th April onwards. As regards staff, HODs of the branches may prepare a roster of staff and Officers below JD level who may be called for attending duties so as to ensure smooth working of Office. While preparing roster, it may be ensured that staff upto 33% attends Office as per requirement. Those staff who are not called for duty would work from home and will be available at all times on mobile phone.
3.1. However, those residing in Hotspot areas/containment zones as demarcated by states/district administration will not attend office. They will work from home and will be available at all times on their Mobile phones.
4. Further, all Officers and Staff may travel in their own vehicles/staff cars/hired vehicles with their Official JD Cards which may be shown to the police personnel wherever required. The driver of the vehicles arranged by Railway Board are also allowed for pick up and drop facility for Officers from their residence to Office and back.
5. Other guidelines as contained in Annexure-I & II of MHA’s order dated 15.04.2020 are also to be adhered to by all Officers/Staff.

There is no proposal to privatise the operations of Railways. However, there is a proposal to outsource the commercial and on board services of a few trains and to permit private players to induct modern rakes to run trains on select routes with an objective to provide improved service delivery to passengers. The responsibility of train operations and safety certification rests with Indian Railways. Outsourcing of certain services like station cleaning, pay and use toilets, retiring rooms, parking and platforms maintenance etc. is being done on need based manner to improve cleanliness and other services.
This information was given by the Minister of Railways and Commerce & Industry, Shri Piyush Goyal in a written reply to a question in Rajya Sabha today.
