2. The above allotement has been approved by the Competent Authority in terms of transfer/posting instructions/guidelines as contained in this Department letter No. 9-23/2014-SPG dated 25.02.2020.

3. Inter-se-seniority of the selected officers will be fixed by Personnel Division in due course.

4. GENERAL CONDITIONS :

(i) Re-allotment requests, if any, shall not be entertained before completion of tenure as envisaged in this Directorate letter No. 9-24/2014-SPG dated 25.02.2020.
(ii) It is the officer’s responsibility to send a copy of the charge report on assumption of charge of the PS Group B cadre issued vide this order to the Section Officer (SPG-II), Postal Directorate, New Delhi – 110001 for information and record.
(iii) Officers will be relieved within 15 days from the date of issue of this order. In case, posting order from the allotted Circle is not received, the relieving Circle shall relieve the promoted officer and ask the officer to report to the allotted Circle Headquarters.
(iv) In case of officer (s), who is not willing to accept his/her promotion, his/her declination letter in writing duly forwarded by the Circle office should reach this Directorate within 30 days of issue of this order. Non-assumption of charge after 30 days, within any valid reason, will attract appropriate action against the officer, viz. deemed declination of promotion etc.

5. VIGILANCE/DISCIPLINARY CASE, IF ANY: 

In case any vigilance/disciplinary case, of the type referred to in DoPT’s O.M. No. 22011/4/91-Estt.(A) dated 14.09.1992 is pending against he aforesaid officers, the official should not be relieved for posting without obtaining specific orders from this office. The promotion of the official should not be withheld on the mere ground that disciplinary action is contemplated, execpt the circumstances when the officer is under suspension or a charge-sheet has been issued to the official or prosecution for a criminal charge is pending against the official. The official against whom any punishment is current except ensure and recovery of money, they should not be promoted before expiry of currency of punishment. A report in this regard may be submitted immediately to Postal Directorate.

6. PROBATION PERIOD:

The aforesaid officials who have been promoted to the Postal service Group ‘B’ cadre will be on probation for two years and then their suitability to hold this post will be adjudged on completion of two years of probation. If any official proceeds on leave for a period exceeding 30 days during this period, the probation period will be extended depending upon the period of leave.

7. Since the Jarnail Singh batch of cases is pending in the Hon’ble Supreme Court of India, this promotion order shall be subject to further orders that may be passed by the Hon’ble Supreme Court in said batch of cases as envisaged in para-5 of DoPT O.M No. 36012/16/2019-Estt. (Res.) dated 12th April 2022. Circles will ensure to include this fact in respective promotion-cum-posting orders.

8. This order shall also be subject to outcome of the following Court cases:
(a) O.A. No. 1675/2020 filed in Hon’ble CAT Principle Bench Delhi.
(b) O.A. No. 985/2018 filed in Hon’ble CAT Emakulum Bench.
(c) O.A. No. 296/2019 filed in Hon’ble CAT (PB), New Delhi.
(d) O.A. No. 641/2020 filed in Hon’ble CAT Allahabad Bench.

9. TRAINING:

The official will be directly promoted to Postal Service Group ‘B’ cadre without any training for the present. However, they will have to undergo the prescribed training as and when notified by Director, Rafi Ahmed Kidwai, National Postal Academy, Ghaziabad.

10. OPTION FOR FIXATION OF PAY:

The officers wishing to give option for choosing date for fixation of pay under FR-22[1](a)(1) should do so within one month from the date of assumption of charge on promotion.

The results/marks of both the condidates are hereby declared and appended as Annexure.

5. The above results are in accordance with the instructions laid down at para 3 (viii) of Directorate’s lelter No. X-716/2022-SPN-ll daled 12.04.2022, wherein provides that “these instructions shall not apply in the case (s) where partial results have already been declared. Portial declaration of result (s) will mean the cases where result of some of the candidates or one more paper (s) have been declared”.

Advance preparation for convening of DPC for promotion to the cadre of Postal Service Group B

The process for convening DPC for promotion to the cadre of PS Group ‘B’ through DPC for the vacancy year 2022 is being initiated. It is therefore requested to take immediate action to send the information / APARs etc as mentioned below by 10.06.2022.

Subject: – Advance preparation for convening of DPC for promotion to the cadre of Postal Service Group ‘B’ for the vacancy year 2022 – regarding.

Madam / Sir,

This is regarding conducting of DPC of eligible candidates for promotion to the cadre of Postal Service group ‘B’ for the vacancy year 2022.

2. The process for convening DPC for promotion to the cadre of PS Group ‘B’ through DPC for the vacancy year 2022 is being initiated. It is therefore requested to take immediate action to send the information / APARs etc as mentioned below by 10.06.2022.

i. Action to complete the ACR/APAR dossiers (duly attested by APMG/AD dealing with the staff matters) in respect of Inspector of Posts line officials (including ASPs) of OC/UR category up to the year 2002 and 2003 (Sl. No. 1 to 100 only) and SC/ST category officials up to the year 2006.
(Refer to Gradation/ Seniority list for the year 2001, 2002, 2003, 2004, 2005(draft) and 2006 (draft) issued by SPN-ll Section of Directorate.

ii. Following inputs/ documents may be prepared in the prescribed proforma as indicated below:

(a) Part A of the proforma at Annexure-l & Annexure-ll: The Summary of overall grading of all the ACRs/ APARs in respect of all the officials as per proforma enclosed at Annexure-l separately. This may be done in Ms-Excel also, as was being done in previous years, in respect of all the officials, according to their seniority as per format Annexure – ll.

(b) Part B of Annexure-l: ln respect of SC/ST candidates, an undertaking should be given that the caste to which the candidate belongs still figures in the list of SC/ST’s and that the Caste Certificate of the candidate has been checked and got verified from the issuing authority as per Part B of Annexure-I.

(c) No Report Certificate: If there is no report for any period, ‘No Report Certificate’ with justified and acceptable reasons be prepared and placed in the dossiers appropriately.

(d) Vigilance Status: Latest vigilance status in respect of the officials along with statement indicating particulars of current punishment and penalties against officials, if any, prepared in consolidated manner (seniority-wise) at Circle level for all the officials.

(e) Annexure-lll: In compliance to DOP&T’s OM No. 21011/1/2010 dt 13th April, 2010, a certificate (Annexure-lll) to the effect that below benchmark grading has been communicated, with a copy of the relevant ACR, to the official and the concerned official was given 15 days’ time to make representation and on receipt of the representation, if any, the Competent Authority took a decision on it by issuing a speaking order.

(f) Annexure-lV: Further, in pursuance of DOP&T OM No. 21011/1/2005-Estt (A) Pt-ll dated 14.05.2009 regarding maintenance and preparation of APAR, a certificate may also be prepared in the enclosed proforma at Annexure – lV.

(g) Annexure-V: A statement of Penalties for the last ten years in the enclosed proforma (Annexure – V) in respect of all the officials along with a copy of the Penalty Order, if any, may be placed in the ACR/APAR folder of the concerned official.

(h) Annexure-Vl: A separate list of officials, against whom any disciplinary proceeding is pending (in order of their seniority) as per proforma in Annexure- Vl may be sent.

3. I am further directed to request that all the above information in prescribed formats i.e. Annexures – I to Vl may be compiled and sent to Postal Directorate through email on dopspg2@gmail.com for further necessary action in this regard by 10.06.2022. Contact Number of a Single Point of Contact (SPoC) preferably, APMG or AD concerned be also provided so that any discrepancy, if noticed at the time of scrutiny of documents may be rectified.

The promotion of above officers is purely on ad-hoc basis at Circle level short term officiating arrangement for a period 11 months from the date of joining or until further orders, whichever is earlier. It will not bestow upon him any claim for regular promotion, confirmation or seniority in the grade to which he is promoted. The service rendered on ad-hoc basis will not count for the purpose of regular promotion in the higher grade for seniority in the said grade.

This ad-hoc promotion will be stood terminated automatically on joining of regular incumbent or on expiry of period of 11 months from the date of assumption of charge if not extended, whichever is earlier.

In case any vigilance / disciplinary case is pending or any punishment is current against the officer’s, they should not be relieved / promoted before expiry of current punishment without obtaining specific orders from C.O. Ahemdabad.

In case, officer is not willing to accept his promotion, his declination letter in writing should be sent within 30 days from receipt oh this order, failing which it will be presumed that he has declined the promotion.

The officers are directed to relieve themselves under office arrangement and join their new place of posting immediately.

No leave should be granted to the above officers till they join their assignments.

NOTIFICATION

Subject: – Promotion and postings in Postal Service Group ‘B’ Cadre.

No. 9-01/2018-SPG-ll. On the basis of result of Limited Departmental Competitive Examination held on 18th December, 2016 for the vacancy years 2012-13 to 2016-17 declared by DE Branch of the Postal Directorate vide letter No. A-34013/06/2016-DE dated 31.01.2022, the Director General Postal Services has approved the promotion of following Inspector Posts line official to Postal Service Group ‘B’ cadre on regular basis in the Level-9 of Pay Matrix as per 7th CPC i.e. (Rs.53.100 – Rs.1,67,800) with effect from the date of assumption of charge of the post and until further orders.

3. GENERAL CONDITIONS:
(i) The Circle will immediately issue posting orders and, in any case, not later than 15.05.2022.
(ii) Appointment is conditional to the officer’s placement/joining in the designated Circle/ Unit.
(iii) Officer should be relieved within ’15 days from the date of issue of promotionl posting order by the circle.

(iv) In case the officer is not willing to accept his promotion, his declination letter in writing duly forwarded by the Circle office should reach this Directorate within 30 days of issue of promotionl posting order by the respective circle. Non-assumption of charge after 30 days, without any valid reason, will attract appropriate action against the officer, viz. deemed declination of promotion.

(v) The CPMG of the concerned Circle will report to Directorate regarding assumption of charge and relief of officer in their Circle by 20.05.2022 positively .

4. VIGILANCE/DISCIPLINARY CASE, IF ANY:

In case any vigilance disciplinary case, of the type referred to in O.M. No. 22011/2/86-Estt. (A) dated 12.01.88 from DOP&T circulated vide this office memo No 25-19/88-SPG dated 04.05.88 (subsequently) revised vide DOP&T memo No 2202214191-Estt. (A) dated 14.09.92 circulated vide this office Memo no 25-19/88-SPG dated 13.10.92 is pending against the official, the official should not be relieved for posting without obtaining specific orders from this office. The promotion of the official should not be withheld on the mere ground that disciplinary action is contemplated except the circumstances when the officer is under suspension or a charge sheet has been issued to the official or prosecution for a criminal charge is pending against the official. The official against whom any punishment is current except censure should not be promoted before expiry of currency of punishment. A report in this regard may be submitted immediately.

5. VERIFICATION OF CASTE CERTIFICATE:

The caste/tribe certificate of the Officer belonging to SC/ST category who have been promoted to PS Group ‘B’ cadre may be verified and il may also be ensured that caste/tribe of the officers belonging to SC/ST category are still figuring in the notified central list of Schedule caste/tribe before actually giving them promotion.

6. PROBATION PERIOD:

The officials who have been promoted to the Postal Service Group ‘B’ will be on probation for two years and then their suitability to hold this post will be adjudged on completion of two years of probation. If any official proceeds on leave for a period exceeding 30 days during this period, the probation period will be extended depending upon the period of leave.

7. TRAINING:

The official will be directly promoted to Postal Service Group ‘B’ cadre without any training for the present. However, they will have to undergo the prescribed training as and when notified by Director, Rafi Ahmed Kidwai, National Postal Academy, Ghaziabad.

8. OPTION FOR FIXATION OF PAY:

lf the officer who wishes to give option for choosing date for fixation of pay under FR-22[1](a)(1) should do so within one month from the date of assumption of charge on promotion.
