PMA Latest App Version 6.1 | PMA (Postman Mobile Application) New Version V 6.1 released by DOP on 30.05.2022 | Download Latest PMA App

Department of Post (DOP) recently released the PMA (Postman Mobile Application) App Version 6.1 (PMA V 6.1) on 30th May 2022. The changes were rolled out through IPPB.

Devices with Scale Fusion MDM will be getting update after getting go-ahead from Mail Division to Scale Fusion Team to remove MDM. IPPB will Push IPPB MDM and App to these devices.

Devices with IPPB MDM will be getting update from 01/06/2022 (Wednesday) 04pm Onwards.

1. Install Postman_V6.1apk

2. Open Postman mobile app

3. Go to beat change option

4. Inform IMEI code displayed to concerned system admin

5. After successful registration from DO re login to Postman app

6. Go to beat change option…select your name

7. Go to Scan n clear LB

8. Type Data Entry

9. Enter / Scan LB Number

10. Enter article count- Done

LB data will be updated

This is regarding increasing delivery/attempted delivery scans of accountable articles through Postman Mobile Application (PMA). In this regard, I am directed to forward herewith the DDG (Mail Operations) D.O. No 20-1/2017-D dated 12.11.2021 for information, guidance and necessary action.

During the monitoring of PMA, it has been observed that in many cases, delivery of the articles is being updated by the delivery staff from the Post Office premises though the articles are delivered to the addressee much later in the day. In some instances, articles are not delivered
on the day of invoice and are being delivered to the addressee on subsequent days which is highly irregular practice. It is further, observed that PMA is not being used properly and delivery/non-delivery remarks are not captured at the doorsteps of the addressees.

Presently, delivery or non-delivery remarks captured in the PMA are visible on the India Post’s Track &Trace on real time basis. It has been decided to modify this functionality in the PMA so that delivery or non-delivery remarks are shared with addressees/senders through SMS on a real time basis.

Your attention is also drawn to letter no 30-5/2021-D dated 09.11.2021 (copy enclosed) wherein it is mentioned that effective from 01st December,2021 senders/addressees will get SMS of delivery/attempted delivery scans performed by the delivery staff, on a real time basis.

In view of above, I am further directed to request you to launch an intensive drive in your Division till 30th NOV,2021 to sensitize the delivery staff about the implication of real time flow of information from PMA to DPMS module of CSI. Incorrect updation of delivery or wrong non-delivery remarks may cause large number of complaints from the customers due to real time receipt of SMS by the customers based on delivery/non-delivery remarks captured in the PMA. It is therefore, extremely important that delivery staff capture the delivery scan or non-delivery remarks at the doorstep of addressees.

During the drive, offices yet to be registered under PMA should be enabled to perform work on PMA. Device utilization both in Departmental and branch Post Offices should be increased upto the optimum level.

This is Real time flow of information from Postman Mobile App (PMA) to DPMS module of CSI in respect of articles delivered or having non-delivery remarks.

2. Real-time sharing of the delivery or non-delivery remarks captured through PMA with the addresses/senders has been one of the major demands of the e-commerce partners. The facility is already being provided by other courier companies in the country. The issue has also been flagged by both the Volunteers groups, formed as per the directions of Hon’ble MoC to identify Challanges and opportunities for Parcel Operation & Business.

3. Presently, delivery or non-delivery remarks captured in the PMA are visible on the India Post’s Track & Trace on real time basis. It has been decided to modify this functionality in the PMA so that delivery or non-delivery remarks are shared with addresses/senders through SMS on a real time basis.

4. Final delivery confirmation will, however, continue to be reflected in the Track & Trace of India Post after the Mail Clerk takes the return from Postman in the DPMS.

5. It is pertinent to mention the present Rules relating to acceptance of Postman return by the Mail Clerk as detailed in Rule 183 of the Postal Volume VI (Part I):

“183. Receipts, acknowledgements and undelivered articles taken from postmen – ({1) The receipts (From R.P.-31) and (From R.P.-54 or R.P.-54 (a)} for the registered articles delivered, the undelivered registered with their receipt and acknowledgement (if any) and the undelivered unregistered parcels with receipts in Form R.P.-1 in respect of parcels on which redirection fee has been charged, must be taken by the registration or parcel clerk, as the case may be, from the postmen immediately on their return to the office. In the case of a registered article delivered to an illiterate addressee, the clerk concerned should examine its receipt to see that it bears the postman’s signature in attestation of the addressee’s seal or mark.

2. The clerk concerned should also see that the postman’s No. and the cause of non-delivery with the date are noted on each article returned. Before placing any such article in deposit as un-claimed, he should satisfy himself that it is really undeliverable. If he is not so satisfied, he should sent out the article again by some other postman or the head postman and if delivery is then effected, the matter should be brought to the notice of the postmaster.”

6. During the monitoring of PMA, it has been observed that in many cases, delivery of the articles are being updated by the delivery staff from the Post Office premises through the articles are delivered to the addressee much later on the day. In some instances, articles are not even delivered on the day of invoice and are being delivered to the addressee on subsequent days which is a highly irregular practice.

6.1 It is, further, observed that PMA is not being used properly and delivery/ non-delivery remarks are not captured at the doorsteps of the addressees. At present, irregularities in performing delivery/ non-delivery scan by delivery staff is not generating any complaint from the customers, as the SMS is not triggered to the customers at the time of scan events through PMA. Scan event i.e. delivery/ non-delivery status is only captured in Track & Trace report, as explained above.

7. Circles are requested to take necessary steps to sensitize the delivery staff about The implication of real time flow of information from PMA to DPMS module of CSI. Incorrect updation of delivery or wrong non-delivery remarks may cause large number of complaints from the customers due to real time receipt of SMS by the customers based on delivery/ non-delivery remarks captured in the PMA. It is, therefore, extremely important that delivery staff capture the delivery scan or non-delivery remarks at the doorstep of addresses.

8. The modify functionally in the PMA of sending real time delivery update to the addresses/senders will be implemented w.e.f. 1st December, 2021.

It is seen that while utilization of PMA is increasing in every circle, we need to look at some of the basic issues which must be strictly followed to ensure effective utilization of PMA. It is pertinent to mention here that the data collected through PMA is going to be leveraged in a big way for creation of Digital Address Code of all the addresses in the country. It is therefore extremely important that PMA is properly utilized for delivery of accountable articles. In this regard certain basic activities (Do’s and Don’t) as detailed below must be followed in each and every case of delivery through PMA.

Do’s

  1. The Articles should be scanned either for delivery or non-Delivery at the location of the Addressee only. This will ensure that the lat/long or the addressee location is captured by the PMA. this will also help the supervisors to ascertain whether delivery / delivery attempt had been made at the addressee’s location.
  2. Correct Addressee type (Addressee / Security Personnel / Others etc. ) should be selected from the drop-down list at the time of delivery of article. In this case, full name of the recipient should be captured instead of a few random alphabets. This will help to ascertain as to whom the articles was delivered at the location.

Don’t

  1. Postman should be clearly advised not to scan all the articles before proceeding for actual delivery otherwise lat/long of delivery location would not be accurate.
  2. Returns (Both Delivery and non-delivery) should not be taken at the post-office locaton.

Strict compliance of instructions as above will make PMA a very effective tool to ascertain the location of the delivery which can be leveraged by the Department for various purposes. All Circles are requested to organize Divisional / Sub – Divisional / WCTC level workshops to make the delivery staff aware of these instructions and motivate them to follow it in letter and spirit.

Action taken may be intimated to the Mails Division by 01.08.2021

This is in continuation of D.O. letter 20-1/2017-D (pt.) dated 02.06.2021 vide which it was intimated that mobile devices are being supplied to Circles for delivery of accountable articles through Postman Mobile App(PMA0

2. All the mobile devices supplied to the circles are already equipped with Mobile Device Management (MDM) solution by the company named ‘Scalefusion’. There is no need to install PMA manually as it has already been pushed into all the devices centrally. it will be downloaded automatically once the device is connected to internet through Wi-Fi or Mobile network. Functionality of taking signatures during delivery through PMA is currently disabled and shall be made available in upcoming version of PMA.

3. Circles may purchase SIM cards for the Mobile Handsets with good data/Voice plans depending upon the usage. Circles may ensure that telecom operators chosen for purchase of SIM cards should have good mobile data connectivity for the locations where the mobile handsets are to be used.

4. Circles may make sure that all the devices are distributed to the concerned post offices and put to use for delivery through PMA without any delay. Bring Your Own Device (BYOD) models for Postman Mobile App (PMA

Subject: Bring your own device(BYOD) model for Postman Mobile App( PMA) – reg.

This has reference to various communications received from Circles regarding non- working of 15014 devices purchased/supplied for the deployment of Postman Mobile application (PMA). It is observed that due to rapid development of in Mobile technology, rugged use of mobile devices by field staff, daily wear and tear, decrease in responsiveness and battery life from day to day use, the average life of a mobile approximately 3 years and afterwords the devices need upgrade/repair/replacement.

2. Replenishment of Mobile Devices every 2-3 years as well as handling the loss- damage of Mobile devices may turn out to be costly and unsustainable for the Department in the long run. In view of it. Mail division is proposing to start the initiative i.e. bring your own device (BYOD) as a substitute for direct procurement of smartphones by the Department.

2.1 In “bring your own device” (BYOD) model , the postmen/ Delivery staff may use their personal mobile device for the Delivery of articles through PMA. The Postmen/Delivery staff may be suitably incentivized accordingly for using their own device for official purpose. It would reduce financial burden on the Department for frequent replacement of these handsets.

2.2 The Postman Mobile Application ( PMA) does not require a mobile device with very high configuration and can work efficiently even on basic smartphones. Furthermore , it would bring ease of use for the Postmen/Delivery staff as the Delivery has to be made using their own device and there will be no need to carry an extra mobile device. The introduction of Incentives may also motivate the field staff to use PMA even more.

3. In view of above, it is requested to analyze the BYOD concept /model in terms of its feasibility, suggestion for payment of Incentive amount to the Postmen, mode of Incentive payment, etc. And other furnish feedback/inputs/suggestions in the matter at ddgmb@indiapost.gov.in/mailbusinessdte@gmail.com by 05.04.2021.
