Subject:- Submission of Life Certificate.

It has been the experience of this Department that the Senior Pensioners i.e. the pensioners 80 years and above are facing a lot of difficulties standing in queues while giving the Life Certificates in November. It has been under the consideration of the Government to provide some relief to such pensioners.
2. It has therefore, been decided by the Government, that Senior Pensioners aged 80 years and above be allowed to give their Life Certificate w.e.f 1st October every year instead of November which would be valid till 30th November of the subsequent year.

The remaining pensioners below the age of 80 years may continue to give their Life Certificate in November as per existing provisions of CPAO Scheme booklet.

This has the approval of competent authority.

Sub: Grant of Dearness Relief to Central Government pensioners/family pensioners – Revised rate effective from 01.01.2019-reg

The undersigned is directed to refer to this Department’s OM No. 42/0612018-P&PW(G) dated 18.09.2018 on the subject mentioned above and to state that the President is pleased to decide that the Dearness Relief admissible to Central Government pensioners/family pensioners shall be enhanced from the existing rate of 9% to 12% w.e.f 01.01.2019.

2. These rates of DR will be applicable to (i) Civilian Central Government Pensioners/Family Pensioners including Central Govt. absorbee pensioners in PSU/ Autonomous Bodies in respect of whom orders have been issued vide this Department’s OM No. 4/34/2002-P&PW(D) Vol.1I dated 23.06.2017 for restoration of full pension after expiry of commutation period of 15 years (ii) The Armed Forces Pensioners, Civilian Pensioners paid out of the Defence Service Estimates, (iii) All India Service Pensioners (iv) Railway Pensioners/family pensioners (v) Pensioners who are in receipt of provisional pension (vi) The Burma Civilian pensioners/family pensioners and pensioners/families of displaced Government Pensioners from Burma/ Pakistan, in respect of whom orders have been issued vide this Department’s OM No. 23/3/2008-P&PW(I3) dated 11.09.2017.

3. The payment of Dearness Relief involving a fraction of a rupee shall be rounded off to the next higher rupee.

4. The payment of arrears of Dearness Relief shall not be made before the date of disbursement of pension/family pension ofMarch,2019.


5. Other provisions governing grant of DR in respect of employed family pensioners and re-employed Central Government Pensioners will be regulated in accordance with the provisions contained in this Department’s OM No. 45173/97-P&PW (G) dated 2.7.1999 as amended vide this Department’s OM No. F.No. 38/88/2008-P&PW(G) dated 9th July, 2009. The provisions relating to regulation of DR where a pensioner is in receipt of more than one pension will remain unchanged.

6. In the case of retired Judges of the Supreme Court and High Courts, necessary orders will be issued by the Department of Justice separately.

7. It will be the responsibility of the pension disbursing authorities, including the nationalized banks, etc. to calculate the quantum of DR payable in each individual case.

8. The offices of Accountant General and authorised Pension Disbursing Banks are requested to arrange payment of relief to pensioners etc. on the basis of these instructions without waiting for any further instructions from the Comptroller and Auditor General of India the Reserve Bank of India in view of letter No. 528-TA, IV34-80-II dated 23/04/1981 of the Comptroller and Auditor General of India addressed to all Accountant Generals and Reserve Bank of India Circular No. GANB No. 2958/GA-64 (ii) (CGL)/81 dated the 21st May, 1981 addressed to State Bank of India and its subsidiaries and all Nationalised Banks.

9. In their application to the pensioners/family pensioners belonging to Indian Audit and Accounts Department, these orders issue after consultation with the C&AG.

10. This issues in accordance with Ministry of Finance, Department of Expenditure’s OM No. 1I112019-E.II(B) dated 27th Feb,2019.

Sub: Issue of Pensioners’ Identity Card to Pensioners- Revised Format.

The undersigned is directed to refer to this Department’s OM of even no. dated 12.08.2015 and to say that the instructions related to the issue of Pensioners’ Identity Card to Pensioners were issued by this Department. In para 2 of the OM dated 12.08.2015, it is mentioned that Pensioners’ ID Card shall include the Aadhaar No. of the pensioners, if available. Accordingly, a format for the pensioners’ Identity Card was also issued.


2. The matter has been reconsidered. It has been decided that henceforth, the Pensioners’ Identity Card may be issued to the pensioners in the revised format (copy enclosed).

इन 2 लाख से अधिक पेंशनरों की मुराद हुई पूरी, 2019 से मिलेगी बढ़ी पेंशन

सार्वजनिक क्षेत्र की कंपनी BSNL के 2 लाख से अधिक पेंशनरों के लिए अच्‍छी खबर है. नए साल 2019 से पहले उनकी पेंशन बढ़ाने की फाइल वित्‍त मंत्रालय के पास भेज दी गई है. एक मीडिया रिपोर्ट में बताया गया है कि दूरसंचार विभाग (DoT) ने BSNL कर्मचारियों की सैलरी बढ़ाने की मांग और पूर्व कर्मियों की पेंशन रिवीजन की मांग पर अलग-अलग फैसला लेने का निर्णय किया है. विभाग ने पेंशन रिवीजन की फाइल वित्‍त मंत्रालय को भेज दी है.
BSNL की ऑल यूनियंस एंड एसोसिएशन (AUAB) ने एक बयान जारी किया है. इसमें उसने कहा कि दूरसंचार राज्‍य मंत्री मनोज सिन्‍हा से बातचीत के बाद यह फैसला हुआ है. यह प्रस्‍ताव वित्‍त मंत्रालय के पास भेजा गया है. उसकी मंजूरी मिलने के बाद पूर्व BSNL कर्मचारियों की पेंशन रिवीजन का रास्‍ता साफ हो जाएगा.
बिजनेस टुडे की खबर के मुताबिक AUAB पहले से कहता रहा है कि पेंशन और मौजूदा स्‍टाफ की सैलरी बढ़ाने के बीच कोई तालमेल नहीं है. यूनियन की मांग है कि BSNL के मौजूदा स्‍टाफ का फिटमेंट फैक्‍टर बढ़ाकर 15% किया जाए. उन्‍होंने यह मांग 7वें वेतन आयोग में फिटमेंट फैक्‍टर लागू होने के बाद ही शुरू कर दी थी. बीएसएनएल कर्मचारियों के लिए दूसरी और तीसरी पे रिवीजन समिति ने फिटमेंट फैक्‍टर बढ़ाने की सिफारिश की थी.

Can’t Draw Money From Other Places For Old Age Pension

The Centre Friday told the Supreme Court that monetary considerations come in the way of increasing monthly pension to old age persons as the government “just cannot draw” money from other places.
The Centre’s submitted this before a bench of Justices Madan B Lokur and Deepak Gupta while responding to arguments advanced by former union minister and senior advocate Ashwini Kumar, who has filed a plea seeking a direction to the Centre to increase the monthly pensions of Rs 200 and Rs 500 which were fixed way back in 2007 for senior citizens.
Kumar, who told the apex court that he had “failed” as a parliamentarian and minister but did not want to fail as a citizen, said that in 2007 the Centre had fixed Rs 200 as pension to senior citizens aged between 60 to 79 while a person of 80-year-old and above was given a pension of Rs 500 only.
Kumar urged the bench that pension amount should at least be half of the minimum wages fixed by the government, which comes at around Rs 3,000 a month.
Responding to this, Additional Solicitor General A N S Nadkarni, appearing for the Centre, said, “A pension is not earned like minimum wages. It cannot be equated with minimum wages. We just cannot draw money from other places”.
Nadkrani told the court that he would advance his arguments in details giving all the facts. During the arguments, Kumar told the court that number of senior citizens in the country was around 10.38 crore as per 2011 census and the Centre has only raised the issue of lack of financial resources in increasing the pension amount.
He said India, being the sixth largest economy of the world, was spending only 0.04 per cent of its gross domestic product (GDP) for old age pension and poor countries like Botswana and Nepal were spending more for this purpose.
“Please give something to these persons (senior citizens) which does not put the country to shame,” he said, adding, “These people are completely helpless”.
“Give them at least Rs 2,000 or Rs 1,500 monthly pension,” he said, adding that this was equal to having “10 Rafale or 10 Mirage”.
“I failed as a parliamentarian. I failed as a minister but I do not want to fail as a citizen of this country. This is not adversarial. The Supreme Court is our last hope,” Kumar told the bench which posted the matter for further arguments on December 3.
On October 9, the apex court had said that the National Social Assistance Programme (NSAP), which deals with pensions for elderly and other issues, was “prima facie” a good scheme but there were “huge gaps” in its implementation which needed to be filled.
The Centre had earlier said that NSAP comprises of Indira Gandhi National Old Age Pension Scheme, Indira Gandhi National Widow Pension Scheme, Indira Gandhi National Disability Pension Scheme, National Family Benefit Scheme and Annapurna scheme.
The government had said that NSAP has a budget of around Rs 9,975 crore in 2018-19 and it has allotted funds for pension covering around three crore elderly persons under the Indira Gandhi National Old Age Pension Scheme.
During the hearing earlier, Kumar, who was also the Law Minister during the erstwhile UPA government, had said the Centre has said it was giving Rs 200 as old age pension which was “not sufficient” as inflation was rising.
Kumar, in his plea, had said there were a large number of aged people, most of whom were living in poverty, without any roof over their heads or proper clothes, food and budgetary allocation for their welfare was also paltry.
The petitioner has also sought that adequate number of old age homes be established in the country and direction be given to maintain and operate such homes enable the elderly live their life with dignity.

31. When will the arrears get paid?
Ans: Payment of arrears, on account of revision of pension etc., received at Centralized Pension Processing Cell (CPPC) of the Bank up to one week before last date of a month, will normally be made along with monthly pension.

32. How the payment of Dearness Relief at revised rate is to be paid to the pensioners?
Ans: Whenever any additional relief on pension/family pension is sanctioned by the Government, the same is intimated to the agency banks for issuing suitable instructions to their pension paying branches for payment of relief at the revised rates to the pensioners without any delay. The orders issued by Govt. Departments are also hosted on their websites and banks have been advised to watch the latest instructions on the website and act accordingly without waiting for any further orders from RBI in this regard.

33. Where can a pensioner get information about the changes in the pension/ Dearness Relief or any pension related issue?
Ans: The pensioner can visit the Official Website of the concerned Government Department as also Reserve Bank of India Website (www.rbi.org.in) to get the information about pension related issues.


34. Can pensioners get pension slips?
Ans: Yes, monthly pension slip is automatically sent to the pensioner’s e-Mail ID if available with the Bank. In other cases pension slip can be obtained by the pensioner from any pension paying branch.

35. How to get SMS for the details of monthly pension
Ans: To get SMS Pensioner has to visit Pension Paying Branch (Home Branch) with request to upload his/her Mobile number in the Pension Application Software. Pensioner can get the details of monthly pension such as Basic Pension, D.A., Medical Allowance, Other Allowances, Commutation, Income Tax, Net Pension credited and the date of credit along with amount of commutation and gratuity paid through SMS from State Bank of India on regular basis.
