Sub: Regarding proposal for unification/merger of PA(CO/RO)/(SBCO)/(EPO) with PA (PO).

Ref: Directorate letter No. Q-25/11/2022-PE-I-DOP dated 09.05.2022.

Sir,

Kindly refer to you office letter No. Q-25/11/2022-PE-DOP dated 09.05.2022 on the above noted subject. Based on the suggestions received at this end, comments/views on the proposal are given below:-

1. Draft modalities for unification of Postal Assistant (CO/RO) cadre.

The following points are brought to your kind notice and the adverse impacts on the administration by way of the proposed merger.

(a) Department of Posts has been functioning with four wings viz. Post Office Operations, Railway Mail Service, Circle Office and SBCO since long. Our Department’s major workforce are the group ‘C’ cadre posts namely Postal Assistant, Sorting Assistant, Postal Assistant (CO/RO), Postal Assistant (S Co) and MTS which are distinct cadres with unique expertise and are self contained in their area of work to give better service to the customers.

(b) Similarly, PA(CO/RO) and MTS which constitute a main and vital human resource for Circle Office/Regional Office which in turn also benefits the other wings of the Department due to their expertise in administrative/ministerial work.

(c) The proposal for unification/merger especially of PA(CO/RO) with PA(PO) and divisionaliation of MTS (CO) cadre may not be a good move in view of the following ascepts :

(i) The nature of the duties of a PA (CO/RO) is quite different from that of Postal Assistant (PO), to which the current merger is being proposed. The same is also evident from the point that the induction training imparted to PA(CO/RO)s is also completely different from that of the PA(PO)s which is in line with the National Training Policy of the DoPT, Government of India.

(ii) PA (CO/RO) deals with administrative / ministerial work while a Postal Assistant (PO) mainly deals with the Postal Operations in a Post Office. Through they are expert in their post office related work they are found uneasy and different for administrative works.

(iii) PA (PO)s who will in Circle Office/ Region Office will lack his/her attachment to Circle Office as compared to a PA(CO/RO) as they know that they are there for a limited period of three years only.

(v) PA (PO)s who will work in Circle Office/ Region Office will not be as efficient as PA(CO/RO) on the analogy of the maxim ‘A rolling stone gathers no moss’ as their tenure in the Circle Office will be a period of three years only.

(vi) Circle Office/Region Office will lose its significance as it will have no staff of its own and to depend on the Divisions. With the passage of time, whereabouts of the files/documents may not be available at Circle Office /Region Office.

(d) Ultimately, the Circle Office which is designed in the pattern of Central Secretariat Service and serving, as a beacon in the Postal Circle will lose its significance due to proposed dual staffing pattern in PA(CO/RO) & MTS cadre and the very purpose of setting up Circle Office/ Region Office with Ministerial staff like erstwhile LDC/UDC and presently PA(CO/RO) may be defeated.

(e) As regards MTS cadre, the proposals for unification /merger will have a very adverse impact on the morale of such cadre. The MTS officials of CO/RO recruited in the year 2015 and waiting to appear in the PA(CO/RO) exam shall be deprived of appearing such exam. On the other hand MTS Officials recruited in Postal/RMS wing, in the same year have already been promoted to Postman / Mail Guard cadre. Merger will cause great loss to the career as well as seniority of the MTS of CO/RO.

(2) Draft modalities for unification of Postal Assistant (SBCO) cadre.

The proposal for unification/merger of PAs(SBCO) cadre with PA(PO) cadre may also create similar dislocation disposal of SBCO related work. The objectives of SBCO wings for which was carried out from Postal Accounts may not achieved.

In view of the reasons stated above. I am directed to request that Directorate will have a relook at the proposal at merger of PA(CO/RO) / (SBCO) with PA(PO) cadre.

This issues with the approval of the Competent Authority.

The Competent Authority has been pleased to approve declaration of result pertaining to Limited Competitive Examination (LCE) for promotion of GDS to MTS cadre for the vacancy year 2021 (01.01.2021 to 31.12.2021). Written examination in Paper I and II was held on 26.13.2021.

2. Division wise final vacancy position, as confirmed by the respective Divisions, notified vide Circle Office, Bhubaneswar letter no. RE/30-13/2021 dated 08.11.2021 is annexed as Annexure-I.

3. The provisional Answer Key inviting challenges from candidates was issued vide Circle Office letter no. RE/30-13/2021 dated 29.12.2021. On examination of challenges received, final Answer Key wad finalised by the Moderation Committee and on approval of HOC, the same was circulated to all concerned and uploaded in Odisha Post Website vide Circle Office letter No. RE/30-13/202/Ch-I dated 31/28.01.2022.

4. Result of Limited Competitive Examination ( LCE) for promotion of GDS (PH) to the cadre of MTS from Postal Divisions with absorption in Parent/identified recruiting Division against vacancies of Annexure-I is annexed as Annexure-II.

5. Vacancies remaining unfilled after allotment to qualified PH candidates is annexed as Annexure-III.

6. Result of Limited Competitive Examination (LCE) for promotion to GDS to the cadre of MTS in Home/Parent Division against vacancies remained after allotment of PH candidates is annexed as Annexure-IV.

7. Comparative Statement showing vacancies remaining unfilled after allotment of qualified GDS for promotion to the cadre of MTS in Home/Parent Division is annexed as Annexure-V.

8. Result showing allotment of Divisions/Units to Circle surplus qualified GDS candidates to the cadre of MTS (on the basis of Circle Merit List drawn on marks scored in Paper-I) is annexed as Annexure-VI.

9. Divisions/Units are requested to verify the relevant particulars of the selected candidates on their own level, before issue of promotion orders. In case, it is subsequently found that any of the selected candidate (s) was not eligible to take the examination under the extant rules or instructions on the Subject for any other reasons or in case any mistake us found with regard to announcement of rest of any candidate for any reasons whatsoever, the same may be brought to the notice of Circle Office, Bhubaneswar immediately, so that his/her name could be deleted from the list of successful candidates. This should be incorporated in the promotion/appointment letters issued.

10. In Directorate letter No. 04-08/2019-SPN-I dated 11.12.2020, detailed guidelines on deciding of inter-se rank/merit in case of more than one candidate scoring equal mark in departmental education/DR recruitment examination have been issued. Accordingly, selection has been decided.

11. Provisional Candidates: The Heads of the concerned Divisions/Units are requested to immediately finalise the provisional candidature and such cases should not be kept pending for long time, so that the provisional candidates may not have to wait for the result inordinately. If name of any provisionally permitted candidate is found in the list of selected candidates, the same may be brought to the notice of Circle Office, Bhubaneswar for immediate necessary action. It is informed that the names of the candidates have been arranged in the order of merit. In respect of candidates who got equal marks in the total, Divisions/Units are requested to arrange their position in the merit list according to rjeir inter se seniority/instructions on the subject and intimate the same to Recruitment Section of the Circle Office, Bhubaneswar. It may also be ensured that no provisional candidate, even if found in the list of selected Candidates, shall be given promotion/appointment under may circumstances without Regularzation of his/her candidutre. Further, the candidates selected for appointment under PG quota may be given promotion on satisfactory verification of the disability candidate along with its currency and types of disability.

12. Applications under RTI Act for supply of photocopies of OMR Sheets will be entertained in the following manner:

(a) Candidates, who wish to have this copies of OMR Answer Sheets Supply, are required to remit a fee of Rs.2/- per page + 10/- towards fee for application under RTI Act and Submit their applications along with valid identity proof indicating details of Roll Number and examination to CPIO-cum-Asst. Dore6 (RE), Circle Office Bhubaneswar.

(b) A copy of this letter with annexures thave been uploaded on www.odishapost.gov.in and www.indiapost.gov.in . Requests for supply of these documents under RTI Act will not be entertained.

(c) The prescribed period of preservation in respect of OMR Sheets Answer Sheets is one year from the date of declaration of this result. Therefore, application received after one year from the date of declaration of results for supply of photocopies of OMR Answer Sheets will not be entertained.

(d) photocopies of OMR Answer Sheets will be supplied to only those candidates who have actually appeared in the Examination. Therefore, the candidates should invariably intimate their Roll Number in the Application made under RTI Act.

(e) Request for supply of all selected candidates’ marks list under RTI Act will not be entertained as it will be uploaded in Odisha Post Website and can be accessed by individuals. All the candidates may be informed accordingly.

13. The GDS alloted to other Division as surplus qualified candidates for appointment on promotion to the cadre of MTS should note that no request for change in allotment of Division will be entertained. In addition to the above, no requests for temporary transfer or deputation to any other Divisions will be entertained. Such candidates can move to their earlier Divisions or by transfer under Rule-38 of Postal Manual Vol.IV with relevant amendments from time to time.

14. The Heads of Divisions/Units will take further necessary action for circulation of the content of this communication to all concerned.

15. Appointment of selected candidates should be processing expeditiously observing usual formalities and DOP guidelines issued and circulated from time to time.

Sub: Regarding increasing delivery/attempted delivery scans of accountable articles through Postman Mobile Application (PMA).

This is regarding increasing delivery/attempted delivery scans of accountable articles through Postman Mobile Application (PMA). In this regard, I am directed to forward herewith the DDG (Mail Operations) D.O. No 20-1/2017-D dated 12.11.2021 for information, guidance and necessary action.

During the monitoring of PMA, it has been observed that in many cases, delivery of the articles is being updated by the delivery staff from the Post Office premises though the articles are delivered to the addressee much later in the day. In some instances, articles are not delivered
on the day of invoice and are being delivered to the addressee on subsequent days which is highly irregular practice. It is further, observed that PMA is not being used properly and delivery/non-delivery remarks are not captured at the doorsteps of the addressees.

Presently, delivery or non-delivery remarks captured in the PMA are visible on the India Post’s Track &Trace on real time basis. It has been decided to modify this functionality in the PMA so that delivery or non-delivery remarks are shared with addressees/senders through SMS on a real time basis.

Your attention is also drawn to letter no 30-5/2021-D dated 09.11.2021 (copy enclosed) wherein it is mentioned that effective from 01st December,2021 senders/addressees will get SMS of delivery/attempted delivery scans performed by the delivery staff, on a real time basis.

In view of above, I am further directed to request you to launch an intensive drive in your Division till 30th NOV,2021 to sensitize the delivery staff about the implication of real time flow of information from PMA to DPMS module of CSI. Incorrect updation of delivery or wrong non-delivery remarks may cause large number of complaints from the customers due to real time receipt of SMS by the customers based on delivery/non-delivery remarks captured in the PMA. It is therefore, extremely important that delivery staff capture the delivery scan or non-delivery remarks at the doorstep of addressees.

During the drive, offices yet to be registered under PMA should be enabled to perform work on PMA. Device utilization both in Departmental and branch Post Offices should be increased upto the optimum level.
