Subject: Revision of Pattern and Syllabus of examinations conducted by Department of Posts for appointment to the posts of MTS, Postman, and Mail Guard.

Madam / Sir,

I am directed to refer to Directorate’s letter No. 17-08/2018-SPB-I dated 10.05.2019, as amended from time to time, communicating therewith Pattern and Syllabus of examinations  conducted by Department of Posts for recruitment to the posts of Multi Tasking Staff (MTS), Postman, Mail Guard, Postal Assistant and Sorting Assistant.

2. Competent Authority has approved that henceforth there will be a single common examination for selection of MTS for appointment as Postman / Mail Guard and GDS for appointment as MTS / Postman / Mail Guard. Revised Pattern and Syllabus of the common Examination is given in Annexure-I. The examination will be held without the aid of books.

3. The Syllabus of examination includes a component to test the knowledge of computer and local language. Local language of a Postal Circle / Division for this purpose has been communicated vide aforesaid letter of even number dated 10.05.2019, Annexure E ibid, and further modified by letters dated 28.06.2019 and 30.06.2020. Consolidated / updated list of local language of Postal Circle/Division is enclosed as Annexure-II.

4. Circle shall ensure that the process for appointment of candidates selected to the posts of Postman / Mail Guard through the common examination is completed before any candidate selected for the post of MTS is appointed.

5. Revised Pattern and Syllabus mentioned herein shall come into force from the date of issue of this communication and shall be applicable to all examinations to be held thereafter.

6. This may be given wide circulation for information of all stakeholders.

II. Criteria for Selection:

(a) Paper-I, Paper-II and Paper-III will be held in one sitting of 2 and 1/2 hours (150 Minutes) duration. Paper-IV [Data Entry Skill Test (DEST)] will be held separately at a later date. Selection of candidates will be based on their performance in Paper-I and Paper-II provided a candidate has qualified in both Paper-III and Paper-IV (wherever applicable). Paper-lll (Knowledge of Local Language) and Paper-lV (DEST) will be ‘qualifying’ in nature.

(b) While performance in Paper-l only will be considered for selection to the post of MTS, performance in both Paper-I and Paper-II (combined, i.e. total of marks secured in Paper-I and Paper-II) will be considered for selection to the posts of Postman / Mail Guard.

(c) All those candidates who secure minimum qualifying marks in both Paper-l and Paper-lll separately, will be eligible for being considered in merit list for selection as MTS. However, merit list will be prepared only on the basis of marks secured in Paper-I After arranging the candidates in order of merit, number of candidates to be declared successful shall be equal to the number of vacancies in each category.

(d) All those candidates who secure minimum qualifying marks in Paper-I and Paper-II (combined, i.e. total of marks secured in Paper-l and Paper-ll) and also secure minimum qualifying marks in Paper-lll separately, will be eligible for appearing in Paper-IV (DEST). Number of candidates to be shortlisted for DEST will be 5 times of the total vacancy of Postman and Mail Guard.

(e) All those candidates who secure minimum qualifying standards in DEST, will be eligible for being considered in merit list for selection as Postman / Mail Guard. However, merit list will be prepared only on the basis of total marks secured in Paper-I and Paper-II. After arranging the candidates in order of merit, number of candidates to be declared successful shall be equal to the number of vacancies in each category.

(f) In the event of any vacancy notified for recruitment remaining unfilled only due to non-joining of selected candidate, the next candidate in the merit list in the same category shall be considered for appointment. However, appointment of such candidate shall be only on the ground of refusal of promotion / declining offer of appointment and no wait list or approved panel shall be maintained.

2. Paper-III i.e. Data Entry Skill Test (DEST) will be held on 27.02.2022. The Schedule and venue for conducting Data Entry Skill Test (DEST) will be intimated in due course. All the Divisional Heads are requested to ask all the shortlisted candidates for Data Entry Skill Test (DEST) to familiarise themselves with computer knowledge particularly the typing of all the keys of the keyboard well in advance.

Provisional answer keys in respect of Paper I & Paper II (four series ‘A’ , ‘B’, ‘C’ & ‘D’ ) is enclosed herewith. The same will be uploaded on www.indiapost.gov.in

Candidates who appeared in the exam may send their feedback/comments on the provisional answer key of Paper I & Paper II separately in the enclosed performa, latest by 1730 hrs on 02.02.2022 only on email mh.refeed@gmail.com and not by Post.

In view of Judgement Order of Hon’ble Supreme Court and approval of Directorate for implementation of the Judgment, a Committee was constituted to work out strategy for segregation of the candidates as tainted and non-tainted. Accordingly, list of suspicious tainted candidates was published on 29.01.2021 vide letter referred above.

In the said list, total 73 candidates were declared as suspicious tainted whose signature variation was found and requested to submit their representation, if any by 19.02.2021. These candidates were further called to this office on 19.02.2021 for submission of Specimen Signature for submitted to CFSL for further verification.

Accordingly, verification report of CFSL in respect of following one candidate is received. CFSL opined that Specimen signatures of this candidate are similar with signature on original attestation form but not similar with signatures on Original OMR Sheet.

Sub:- Declaration of result of the Competitive Examination held on 10.01.2021 for recruitment to the cadre of Postman and Mail Guard from eligible MTS and GDS for the vacancies of 2020 (01.01.2020 to 31.12.2020) – reg.

In pursuance to Directorate letter No. A-34012/07/2020-DE dated 25.11.2020, Competitive Examination for recruitment to the cadre of Postman and Mail Guard from eligible MTS and GDS for the vacancies of 2020 (01.01.2020 to 31.12.2020) was conducted on 10.01.2021. Data Entry Skill Test (DEST/Paper-III) for the candidates who qualified in Paper-I and Paper-Il of the examination was conducted on 18.07.2021& 14.09.2021.

2. Now the Competent Authority is pleased to announce the result of the Competitive Examination held on 10.01.2021 and DEST held on 18.07.2021& 14.09.2021. The names of the candidates, declared successful for recruitment to the cadre of Postman / Mail Guard in each Division/ Unit are enclosed as Annexure-I.

3. In accordance with the instructions contained in Directorate letter No. 17-08/2018-SPN-I dated 10.05.2019 and subsequent letters, the candidates who qualified in Paper-I, Paper-II and Paper-IIIl separately have been considered for final selection and their merit is drawn in order of marks secured in Paper-I since both Paper-II and Paper-III are only qualifying in nature.

4. In cases where more than one candidate have scored equal marks in Paper-I of the examination, their inter-se rank/ merit were decided as per the instructions contained in Directorate letter No. 04-08/2019-SPN-I dated 11.12.2020.
5. In case, it is subsequently found that any of the selected candidate(s) was not eligible to take the exanimation under the extant rules or instructions on the subject or for any other reason or in case any mistake is found with regard to announcement of result of any candidate for any reason whatsoever, his/ her name will be deleted from the list of successful candidates, as the case may be. This should be incorporated in the promotion/ appointment letters issued.

6. This result is further subject to outcome of Court /CAT cases pending before the Hon’ble Court/ CAT, correction of clerical mistakes, if any. It may also be ensured that no provisional candidate, if found in the list of selected candidates, is given promotion/ appointment under any circumstances without regularization of his/her candidature and the same may be brought to the notice of Circle Office for necessary action.

7. Since this is a Direct recruitment for GDS officials and GDS are outside the Civil services and for the first time they will be joining as Government employees as ‘Postman/ Mail Guard’, the Divisional heads are requested to carry out all required pre-appointment formalities as provided in prevalent rules and instructions issued from time to time on the subject along with the verification of genuineness of Community certificate/ P WD certificate against which category they are being selected. Before appointment, for both the MTS and GDS selected candidates, it should be ensured that no disciplinary case is pending/ contemplated or no penalty is current against the qualified candidates. The Divisional Heads are also advised to recheck the pre-requisite conditions prescribed for candidates with reference to Recruitment Rules and their recommendations made while forwarding the application forms.

8. Since the examination has been conducted using OMR sheets, the request for re-totaling/ revaluation will not be entertained. Photo copies of answer papers will be supplied to the candidates on submission of application under RTI Act-2005.

9. The candidates of reserved category i.e SC/ST/OBC/EWS/PWD, who are shown as qualified on their own merit are selected against UR vacancies.

10. In Part-I of Annexure-I, the results were declared based on the available qualified MTS officials in the parent Divisions. The remaining vacancies of Postman 25% from MTS through LDCE were left unfilled.

11. There is no eligible GDS candidate in RMS Divisions and the vacancies of Mail Guard (25% direct recruitment quota vacancies to be filled from GDS of the Unit through Competitive Examination).

12. The Divisional Heads may ensure that appointment orders are issued to the candidates within 15 days by reporting compliance.

13. The Divisional Heads are requested to collect the declaration of those candidates who are declining the selection as Postman/ Mail Guard, if any, within 07.10.2021 and intimate the details of such candidates to this office before 11.10.2021.

14. The result will also be available on the Circle website (www.keralapost.gov.in)
