The government of NCT of Delhi and Maharashtra have imposed a strict lockdown to deal with the COVID19 crisis. The Lockdown Orders also include restrictions on the staff attendance.

2. In view of above, the situation of mail operations in Delhi and Maharashtra Circles have been reviewed and following has been decided.

  • Sometimes a customer who an articles may want it back, He can “recall” such article by giving request.
  • The post master can return article to sender.
  • Mail office should send such article and request letter to the post office concern.

Recall of Articles:

During the course of transmission a sender could request the recall of postal article or ask to deliver it to another addressee, provided the following conditions are met.
(a) It has not been delivered to the addressee.
(b) It has not been confiscated or destroyed by the competent authorities of the country
in which the article may be for the time being.
(c) It has not been seized by virtue of any law of the country of destination.

Recall Charges-

Rs 6.00 may be collect from the Sender in the shape of Postage along with the following document
1. Xerox copy of Photo identity [if necessary]
2. Original receipt of the article.
3. A manuscript application with stating of reason.
4. One witness [if complicated]

Note :- Head Postmaster or Sub Post Master only are competent to issue of recall of an article.

IPO act 1898 says
Re-delivery to sender of postal article in course of
transmission by post.-(1) The [Central Government] may, by rule, provide for the re-delivery to the sender, without reference to the consent of the addressee and subject to such conditions (if any), as
may be deemed fit, of any postal article in course of transmission by post.
(2) Save as provided by any rules that may be made under subsection (1), the sender shall not be entitled to recall a postal article in course of transmission by post.

Fee Structure:

Rs 6 for an inland article
Rs 30 for foreign articles

Procedure
  • Fee is payable in shape of postage
  • Stamps and defaced by counter Postal Assistant at time of presentation.

✉️ Write the address of the addressee on the front side and sender’s address on the back side of an envelope.
​👓 Make it easy to read…
📄 Print or type clearly with a pen so the address is legible from an arm’s length away. Avoid periods, commas or other punctuation.​
How to address an envelop 🤔
 
👉 Address of the addressee shall be written on front side and sender’s address on back side on an envelope.
👉 Minimum 15mm blank space shall be kept from left, bottom and right side of envelope.
👉 Logo and name of the senders company can be written on top left corner and stamps or frank impression on top right corner having gap of minimum 10mm from address block of recipient.
👉 Address block of addressee shall have minimum gap of 40 mm from top.
👉 Stamps or Frank impressions shall be affixed in maximum area of 74 mm.
👉 15mm shall be left for bar code printing at the bottom of envelope and there should be 5 mm quiet space around 2D barcode.
👉 The sender’s logo size should not exceed 25 x 50 mm in size and the 2D barcode should have minimum size 18 x 18 mm.
👉 The size of printed bar code along with quiet zone should be kept minimum 60 mm in length and 10 mm in breadth in a window of envelope and should be clearly visible.
👉 A quiet zone of ​​minimum 10 mm on all sides of address block must be maintained if advertisement is printed on privately manufactured envelope or inland letter card. ​​​

This has reference to Postal Directorate letter referred above dated 10/06/2020 (copy enclosed) issuing thereby instructions lo the Circles to not to accept the booking of non-essential articles from eCommerce companies and Second Class mail, particularly, Registered News Paper for deliver, in Delhi & Mumbai.

2. There has been several public complaints that many post offices are not  accepting even retail bookings of Speed Post and Registered Post articles from general public and Government offices for Delhi and Mumbai tendered at post office counters.

3. It is, therefore, clarified that there is no restrictions on the retail booking of speed Post and Registered Post articles for Delhi and Mumbai.

4. Circles are requested to issue necessary instructions to the post offices so that retail Speed Post and Registered Post articles tendered by the general public and Government offices for Delhi & Mumbai are not be refused for booking at the post office counters.

Subject: Instruction/ SOP for clearing pending mails in FPOs/ TMOs.

Sir/Madam,

It has come to notice few foreign outward bags for some of the countries are pending since March, 2020 in some FPOs and TMOs. Major reasons for its pendency and their probable solutions are instructed below:-

Flight Connectivity

Due to Covid 19 and lock down situation, airline operations got halted and it hampered flight connectivity to other countries. At present limited flight connectivity is there through Air India Vande Bharat, Singapore Airlines etc.

Details of flight connectivity with its schedules are shared on IR whatsapp group in 3-4 days in advance. All OEs and TMOs must keep a watch over such flight schedules and also be in contact with airlines for similar information to connect pending bags to all possible countries directly from their TMOs/FPOs. If flights are directly not available from their city, then they can plan indirect connectivity through other FPOs/ TMOs by keeping that unit informed well in advance.

Countries not accepting mails

There may be instances, where destination country is not accepting any incoming mails. Please kindly share list of such countries with pending number of bags/articles with IR division so that these issues can be taken up with those countries .

Loose articles

It is also reported that some loose parcels/ ills are also lying in FPOs./ APSOs. Such articles must be properly sorted, scanned, bagged and dispatched to avoid any abstraction or damage. In case direct bag is not justified, these articles should be properly sorted and dispatched to other FPO making dispatch to that country, after consultation with that FPOs for further bagging and dispatch.

Inbound articles

There are also reports of pending inbound articles in FPOs which may be due to delay in custom clearance or may be delayed due to other circumstances. All inward bags should be opened, sorted and dispatched to destination units on priority.

Old pending articles

Articles/ bags lying since March 2020 or early should be dispatched in priority.

This office had directed vide order dated 23rd March, 2020 to facilitate recall of articles by public. Awareness should be generated through social media and other means for consignees if they opt to recall their articled still lying in India.

It is further requested to nominate a responsible person from FPOs and TMOs to join IR whatsapp group for better co-ordination and information.

IR&GB division is examining the situation of countries for which connectivity is not likely soon and further course of action will be suggested shortly.

Subject: Resumption of Transit sections — COVID-19 preventive measures to be adopted – reg.

This is regarding resumption of transit sections on some routes consequent upon the resumption of partial passenger train services.

2.  The transit sections on Howrah – Mumbai & vice-versa (02810/02809), Howrah- Ahmedabad & vice-versa (02834/02833) and Bengaluru- Belgavi & vice versa (06597/06598) routes have been started w.e.f. 12th June, 2019 consequent upon the resumption of trains services on these routes. Department has also taken up the matter with the Railway Board for the resumption of transit sections on other routes on which train services have been restored.

3.  There is a need to provide adequate protective gear and other facilities to the  sectional staff, in addition to the items provided in portfolio so that they may smoothly perform their duties in the COVID-19 scenario. Accordingly, Circle may provide following protective gears and other facilities to each of the sectional staff:

  1. Face shield to each staff
  2. Mask                                                –        2
  3. Hand gloves (washable)               –        2 pairs
  4. Sanitizer
  5. Soap/Liquid hand wash
  6. One tea thermos to each of the sectional staff
  7. One 10 litre water jug for each section
  8. Hand held sprayer to sanitize the bags received in the section
  9. Sanitization of Rest Houses on a daily basis
  10. Arrangements of meals for the sectional staff staying in Rest Houses

3.1   The staff at transit mail offices should ensure the sanitization of bags before dispatch to the Sections. Sectional staff should also ensure the sanitization of bags received in the sections before any further handling of these bags.

3.2    Further, Sectional staff should be clearly told not to allow any unauthorized person to travel in the Section. This is not only illegal but also poses a great risk in the COVID period.

4.  Only non-symptomatic staff should be put on duty in the Sections.

5.  Circles may add to this list of preventive measures to ensure the proper performance of duty by the Sectional staff in this COVID period.

Ref.  Directorate letters no. 30-0112020-D dated 17/04/2020, 24/4/2020, 5/5/2020, 21/5/2020,03/06/2020 and D.O. from DG Postal Services dated 15/5/2020.

This has reference to Postal Directorate letter referred above issuing thereby revised mail routing arrangements as well as instructions for Circles during the period of lockdown and Unlock 1. Vide instructions dated 03/06/2020, Circles were requested to start the retail as well Bulk/BNPL bookings of both essential and non-essential articles. A list of Delivery Offices which couldn’t deliver Bulk/BNPL articles was also circulated.

2. Subsequently, COVID-19 situation in Delhi/Mumbai has been reviewed. It is observed that COVID-19 situation in both the cities has affected efficiency of service. Many of the staff engaged in processing, transmission and delivery of mail has also been affected by the disease, thereby adversely impacting the processing and transmission of mail and delivery which is giving rise to complaints.

3.  It has, therefore, been decided to restrict the bookings of mail in/for both Delhi and Mumbai. Accordingly, following changes are implemented with immediate effect in respect of booking & delivery of mail for/in Delhi and Mumbai:

  1. Non-essential articles of eCommerce companies will not be accepted for booking in Delhi & Mumbai.
  2. Post offices and Bulk/BNPL Centres in other Circles will also not accept booking of non- essential articles destined for Delhi & Mumbai from eCommerce companies,
  3. Second Class mail, particularly, Registered News Paper will not be accepted in Delhi &
  4. Other Circles will also not book Second Class mail destined for Delhi & Mumbai.

4.   The restrictions on booking of Second Class Mail and non-essential article tendered by eCommerce companies for Delhi/Mumbai will remain in effect till further orders. The e-commerce companies and publishers of Registered Newspapers may be advised accordingly.
