Temporary Hold on Mail Booking and Deliveries to Israel

Due to unforeseen circumstances arising from the Iran-Israel conflict, and the resulting lack of air connectivity to Israel, the Department of Posts (DoP) is currently unable to accept bookings for any category of international mail destined for Israel. (Order No. DA-19/7/2021-DA-DOP)

This is a temporary measure, and the DoP is actively monitoring the situation & will resume mail bookings to Israel as soon as regular flight connections are re-established.

For Customers with Existing Bookings:

For already booked and paid for mail to Israel that has not yet been dispatched from India, customers have the option to recall item. To do so, customer need to submit an application for recall of the shipment to the post office where he made the booking.

OFFICE MEMORANDUM

Subject: Revised compensation policy for International articles- (Registered, Parcels, EMS and ITPS).

The undersigned is directed to inform that the compensation policy and norms of the Department of Posts in respect of outbound international articles (Registered. Parcels, EMS and ITPS) has been reviewed and revised as under:

(i) International Registered Article:

a. The compensation amount in case of the loss of, total theft or total damage of the International Registered Articles shall be limited to the value of contents or 30 SDR, whichever is less, plus the postage paid.

b. In case of partial loss or partial damage or partial theft of any International Registered Article, compensation paid shall be limited to the value of lost or damaged content. In any case it shall not exceed the corresponding amounts mentioned for International Registered Article in case of loss, total theft or total damage. Postage paid by the sender shall not be refunded in this case.

(ii) International Parcel:

a. The compensation amount in case of the loss, total theft or total damage of the International Parcel shall be limited to 40 SDR plus 4.5 SDR per kg or the value of the contents, whichever is less. subject to an upper ceiling of 130 SDR, plus the postage paid.

b. In case of partial loss or partial damage or partial theft of any International Parcel, compensation paid shall be limited to the value of lost or damaged content. In any case it shall not exceed the corresponding amounts mentioned for International Parcel in case of loss, total theft or total damage. Postage paid by the sender will not be refunded in this case.

(iii) International Express Mail Service (EMS):

a. The compensation amount in case of the loss, total theft or total damage of the Express Mail Service ( International Speed Post) Merchandise shall be limited to the value of contents or 130 SDR, whichever is less, plus the postage paid.

b. In case of partial loss or partial damage or partial theft of any Express Mail Service (International Speed Post) Merchandise, compensation paid shall be limited to the value of lost or damaged content. In any case it shall not exceed the corresponding amounts mentioned for Express Mail Service (International Speed Post) Merchandise in case of loss, total theft or total damage. postage paid by the sender will not be refunded in this case.

c. The compensation amount in case of the loss, total theft or total damage of the Express Mail Service (international Speed post) Documents shall be limited only to the postage paid.

d. Department of Posts is committed and will strive to deliver international EMS articles as per the declared delivery standards. However, in case of delay in delivery of EMS Articles beyond 5 days of declared standards (excluding holidays), the customer shall be compensated at the rate of 5% of the postage paid.

(Example: If the delivery standard for a destination is D+X days (where D is the date of booking & X is the delivery timeline) and supposedly the expected number of days for delivery at that destination is 3-5 days, then compensation for delay will be payable in case the item is delivered on D+ 11th day, to be calculated excluding holidays).

(iv) International Tracked Packet Service (ITPS) :

a. Compensation in case of the loss or damage of the ITPS article or contents thereof, the compensation shall be restricted to Rs. 1000/- (one thousand) or the actual value of the contents damaged or lost whichever is less.

2. This policy shall be applicable for items booked on or after 01.05.2022 and will supersede all past instructions, to the extent prescribed herein, on this subject. The value of the contents declared by the sender will be considered for calculation of compensation.

*- The rate of SDR will be subject to revision by the Directorate on an annual basis.

3. This issues with the approval of Competent Authority .

OFFICE MEMORANDUM

Subject: Functions of the Offices handling International Mails- reg.

In order to ensure appropriate nomenclature and proper understanding about the offices dealing with processing of international mails in accordance with the provisions of Foreign Post Manual, the role and functions of such offices is clarified as follows for the notice of all concerned:

(i) Office of Exchange (OE) : A post office or sorting office or section which exchanges mails with offices in foreign countries. It makes up and addresses international mails to Office of Exchange in another country, in the role of ‘outward Office of Exchange’ and receives mails from another country addressed to it in the role of inward Office of Exchange.’ An OE may function only as an inward OE or only as an outward OE or both inward and outward for all or some of the countries as authorized. It receives and opens closed bags and makes dispatches to Post offices, mail offices and Sub Foreign Post Offices in its jurisdiction and to other Foreign Post Offices. The Office of Exchange also maintains accounts relating to international mail exchanged with foreign countries, handle inquires and indemnity cases with Office of Exchange in foreign countries and keeps liaison with carriers – airlines, shipping companies etc.

(ii) Office of Exchange of Transit (Transit OE): An Office of Exchange on the border, port or airport which receives and dispatches only closed mail bags addressed to or received from OEs in India and OEs in foreign countries including foreign origin bags received in closed transit and destined to another countries. The transit OE exchanges mail with carriers or officials of foreign postal administration/ designated operator and coordinating with them regularly.

(iii) Foreign Post Offices (FPOs): Foreign Post Office is a post office or sorting office appointed by Customs as Foreign Post Office for the clearance of imported goods or export goods or any class of such goods. Therefore, an FPO is an OE where assessment of Customs Duty (and opening of articles for this purpose) on foreign mails is also carried out. The assessment of customs duty is carried out only for the articles to be delivered by the post offices under the jurisdiction of that FPO. In case of other articles to be delivered through post offices near other Offices of exchange, such articles are diverted to them for examination and duty assessment. The FPO maintains all accounts related to customs duty.

(iv) Sub Foreign Post Office (SFPO): A post office where Customs examination, assessment and accounting of Customs Duty takes place but it is not an Office of Exchange. This office does not close or receive bags to or from foreign administrations.

(v) International Business Center (IBC): IBC is a post office or sorting office which provides facilities for booking, processing, assistance in customs documentation pick up bulk customers of international mail similar to the activities of Business Post Center (BPC)/ Mail Business Center (MBC) in case of domestic mail. IBC may also make direct dispatches to respective Sub Foreign Post Offices/ Foreign Post Offices. IBC can provide nodal delivery of inward mail if the volumes justify the same and it provides delivery advantage over other modes.

(vi) Dak Ghar Niryat Kendras (DNK): A post office designated to facilitate exports by small exporters, MSME etc. through postal channel, providing dedicated booking counters, filling of online customs declaration through Postal Bill of Exports (PBE), provide packaging solutions, guiding the exporters about export benefits and Customs procedures etc. The objective is to expand reach of postal channel for  booking of commercial exporters including e-commerce. At least one DNK as proposed to be set up in districts having export potential. Broadly DNK  also provides facilities similar to IBC on an smaller scale and eventually IBC will also be covered under the DNK scheme once they start using online Postal Bill of Exports. Accordingly, gist of the broad activities of various types of offices is attached as Annexure -1.

3. Central Board of Indirect Taxes and Customs vide notification No. 31/2017 Customs (N.T) dated 31/03/2017 and No. 103/2018-Customs (N.T.) dated 31/12/2021 notified 28 locations as Foreign Post Offices for the purpose of clearance of imported goods or export goods. Out of these, the offices which are not authorised to exchange mail with foreign countries fall under the category of Sub Foreign Post Office. Non-functional SFPOs will work as IBCs until customs assessment facility commences and the matter will accordingly be taken up with the Customs authorities by the respective Circles to initiate customs assessment. A list of locations with offices in the respective categories is attached as Annexeure-2.

Subject: Instructions on KYC for foreign articles containing goods/ merchandise.

With references to the O.M.s/letters on the subject cited above and further to control the incidents of trafficking of illicit drugs and narocotic substances through postal services, the following comprehensive instructions shall be followed at the time of booking of foreign articles:

i) Booking PA shall collect a copy of self-attested identity proof (photo identity proof and address proof) of the consignor/sender which can be a copy of AADHAR or any other valid Government ID like Voter ID, Passport, Driving license etc on mandatory basis for booking of any international article containing goods/merchandise. This is in order to fullfill the KYC requirements for international shipments to adhere to the security and customs related regulatory frameworks and to control transmission of prohibited and contraband items through posts.

ii) The KYC documents so collected shall be kept in record along-with the tracking number of the consignment for six months from the date of booking.

iii) In Core System Integration (CSI) enabled Post Office, the customers ID provision may be used with one-time completion of KYC norms to avoid the need to collect such an identity every time. Thus, a concept of “known sender” and “loyal sender” may be introduced in Post offices ro improve convenience of customers using postal services and to encourage repeat usage.

iv) Sender should be requested to provided his/her mobile number along-with the mobile number of the addresses. However, obtaining mobile number is not mandatory at present.

v) Booking person must ensure that correct CN forms (Customs Declarations) with entries under the relevant fields are filled and pasted properly on the consignment.

• CN-22 for a letter post item with contents upto the of 300 SDR.
• CN-23 for each parcel, EMS and letter post item with content value exceeding 300 SDR .

vi) Booking person must capture complete and correct information in PoS module from CN-22/ CN-23.

vii) In case pre-filled CN form is not affixed by the sender, there is an option for printing of CN forms from PoS Module after booking of the article. All data can be filled properly and then CN form can be printed and pasted on shipment with signature of sender.

viii) Booking person must remain vigilant during booking of International Articles with respect to booking of prohibited/restricted item, details of which are available under the heading “Narcotics Drugs, Dangerous Goods and country specific prohibitions/restrictions” in PoS module of CSI.

ix) In case of any doubt about the contents or authentication of CN forms, booking person may ask for examination of real content of consignment being booked and may refuse to accept booking in case of non-compliance of the same by the sender.

x) Excel sheet supplied by BNPL/Bulk customers for direct uploading in PoS module of CSI needs to be scrutinized properly by the dealing official before uploading of data into PoS .

xi) BNPL/Bulk customers shall be informed to refrain from booking ofany item which is not permitted. Any restricted items should be booking only with the required documents.

xii) CCTVs should be installed in the post offices where considerable number of international items are booked, which should also cover booking areas. Recording may be made with preservation period of at least 2 months for booking of international articles.

xiii) In case of window delivery of international articles containing goods/merchandise, proper identity check has to be undertaken before such delivery. This may include, if required, confirmation of address/addresses through the Beat Postman.

3. These instructions may be circulated to all post offices booking international articles and administrative offices. Due care may be taken to improve the customer experience at the Post Offices. Any issue, clarification, suggestion in this regard may be communicated to this office.

This is to inform that some of the countries viz. Australia, Austria , Belgium, Canada, Denmark, Germany, Israel, Netherlands, Norway, USA and Sweden do not provide article level tracking information for international registered articles. In case of these countries the tracking information for registered articles is available only up to the receipt of bag in above mentioned countries.

2. This may be brought to the notice of customers of India Post and General public and they may accordingly be suggested to use other products e.g. international EMS, Parcel etc; in case end to end visibility / tracking is required.

Dear Sir/Madam,

In continuation of earlier Letter no. 2-1/2015-DA (Vol. ll) dated 18th June, 2019 on above cited subject, the Outward Circulation list for International airmail – Letters (LC/AO), Parcel and EMS have been reviewed in the light of implementation of new tender effective from 1st December, 2021 as well as availability of space in
limited flight connectivity.

2. Circulation Lists of international airmail has been reviewed based on flight connections as per new tender and transit arrangements with other operators. OEs shall close their mail bags as per these revised lists and taking into account following guidelines:

i. All available flight connections from different OEs have been mapped in the lists.

ii. LCAO and Parcel mail for certain destinations which are not available directly through the tender airlines have been indicated through transit of other operators. Mail may be sent in open or closed transit which will depend on 3 kg weight limit as per UPU norms. EMS shall only be sent to such destinations where Direct flight connections are available.

iii. IPS routing for the destinations has been configured for respective OEs. Any change in IPS routing may be addressed to Shri Arvind, System Admin, Dak Bhawan.

iv. All OES shall keep dose Coordination among themselves and the Partner airlines for smooth international mail conveyance.

v. Countries for which currently India Post has no service has been specified with remarks ‘No Service’.

vi. All OEs must ensure using good quality of bags and bag labels.

The operations of international airmail have been reviewed in tight of available capacities on the limited flights being operated at present and it is decided that booking for International EMS, Air Parcel, Letter & ITPS will be available for the countries as per revised list attached as Annexure-l with immediate effect.

2. Circles shall bring this to notice of all the customers. The delivery of articles may not be possible as per the delivery standards mentioned in Citizens’ Charter of India post or the standards agreed and published otherwise due to the limited capacities available as a result or ongoing ban on scheduled commercial flights. Senders may be allowed to recall their articles, if not already dispatch due to non-availability of flights.

The situation of pendency of mail transmitted by air to USA has been reviewed in right of the available capacities on the limited flights being operated at present. It is accordingly decided to resume the booking / acceptance of EMS (International Speed Post) for use w.e.f. 27.12.2021. Air Parcel and Air letter mail shall remain on hold until further orders.
