Sub: Initial/ Continued grant of HRA to staffs working in Departmental offices under the provisions of Para 3(b)(iii) of O.M. No. F. 2(37)/ E.II(B)/ 64 dated 27.11.1965, as amended/ modified from time to time- Issuing general instruction to Circles -Reg.

Sir/Madam,

This is regarding proposal for initial grant I Continued House Rent Allowance to staff working in offices situated in village /Gram Panchayat within a 08 KM from the periphery of the municipal limit of qualified city under Rule 03 b (iii) HRA General Rules and orders.

2 It has been noticed while examining the above proposals that proposal are being received in Directorate with abnormal delay from the Circle offices. The delay in submission of proposals are being viewed seriously. The Circle should ensure that the proposal are submitted well in advance.

3. The Circles are further requested to follow the following guidelines while submitting the proposals to the Directorate.
(a) Initial Grant of HRA

(i) The initial order for grant of HRA under para 3(b) (iii) of the OM. dated 27.11.1965 will continue to be issued by the Ministry of Finance (Department of Expenditure).

(ii) These issues should be examined at the time of opening of office and submit proposals within 03 months of opening of Offices , which qualify the condition for grant of higher HRA.

(iii) These proposals should be examined as per instructions issued from time to time and submit proposal in the prescribed check list through Circle Office along with the concurrence of CIFA.

(iv) The original dependency certificate issued by the collector/Dy. Commissioner having the jurisdiction over the place should be submitted with the proposal.
(b) Continued grant of HRA

(i) The further extension of grant of continued HRA for next 03 years will be issued by the Directorate in the consultation with Financial adviser as per MF OM No 11023/3/86-E.II (B) dated 01. December, 1989.

(ii) There is no need for submission of income and cost statement of the concerned offices along with the proposal. Only the original dependency certificate issued by the collector/ Dy Commissioner having the jurisdiction over the place, to be submitted with the prescribed check list by Divisional office to concerned Regional/ Circle office.

(iii) These proposals should be examined as per instructions issued from time to time and submit proposal in the prescribed check list through Circle Office along with the concurrence of CIFA.

(iv) The proposal for continued grant of HRA should be submitted at least 03 months before the ending of current period of continued HRA granted by the Directorate.

(v) A monitoring mechanization to be made in the Division office/ Regional and Circle office so that such proposals should be monitored on periodically, prepare and submit proposals to Directorate within a prescribed time. The proposals received after prescribed time will not be proceeded in the Directorate.
(c) Place or places agglomeration of classified city

Attention is invited on para 3 (a) of HRA General Rules and these orders may be followed. There is no need for further extension of continued HRA for the area of Gram Panchayat that has been included in the Municipality I Corporation UA and applicable rate of qualified city is to be paid from the date of included from the limit of the named qualified city.

4. The Circle are requested to launch a special drive in the matter during the month of April 2021. The Circle are further requested to prepare a list of all such cases to submit it to this Directorate by 30.04.2021 and review the present cases and process/ submit the proposal as per above guidelines to Directorate so that the further orders may be issued by the concerned offices in time.

These instructions should be followed strictly.

Sub: – Non-drawal of HRA to the officiating Sub-Postmaster working in office having attached quarters

Sir/Madam,
I am directed to intimate that the staff side has taken up the above item in the Departmental Council (JCM) for discussion as agenda. The staff side has alleged that HRA has not been paid to the officials who are working against such vacancies resulting loss in emoluments and requested for issuing instructions to the Circles.
2. The attention of the Circle is drawn to Directorate letter no. 24-3/76-PAP dated 22.09.77 wherein it was decided for payment of compensation in lieu of rent free accommodation to Government servants for a maximum period of 3 months when he is posted of officiate in a post to which rent free accommodation is attached but which is not provided to him.
3. Further, attention is drawn Directorate letter no. 24-3/76-PAP dated 20.08.79 wherein instructions were issued for payment of House Rent Allowance as admissible to all Government servants not entitled to rent free accommodation for a maximum period of 90 days provided the vacancies are short term ones involving local arrangements. These instructions have not undergone any change and continue to apply.
4. It is, therefore, requested to reiterate these instructions of Directorate letter no. 24-3/76 dated 20.08.79 (copy enclosed) to all the subordinate units for grant of HRA to the Government servants who are officiating as Sub-Postmasters where rent free accommodation is attached and not provided to him and to avoid any grievances from the staffing the regard.

7वां वेतन आयोग: हरियाणा सरकार ने की बड़ी घोषणा, कर्मचरियों को 1 अगस्त से मिलेगा बढ़ा हुआ HRA

हरियाणा सरकार ने राज्य सरकार के कर्मचारियों को बड़ा तोहफा दिया है. सरकार की ओर से कहा गया है कि राज्य सरकार के कर्मचारियों को 01 अगस्त 2019 से मकान किराया भत्ता (7th CPC HRA allowance) सातवें वेतर आयोग की सिफारिशों के अनुरूप मिलेगा. सरकार की इस घोषणा से लगभग साढ़े तीन लाख कर्मचारियों को बढ़े हुए HRA का लाभ मिलेगा.

7th Pay Commission Latest news today: हरियाणा सरकार ने राज्य सरकार के कर्मचारियों को बड़ा तोहफा दिया है. सरकार की ओर से कहा गया है कि राज्य सरकार के कर्मचारियों को 01 अगस्त 2019 से मकान किराया भत्ता (7th CPC HRA allowance) सातवें वेतर आयोग की सिफारिशों के अनुरूप मिलेगा. सरकार की इस घोषणा से लगभग साढ़े तीन लाख कर्मचारियों को बढ़े हुए HRA का लाभ मिलेगा. शनिवार को चंडीगढ़ में आयोजित एक कार्यक्रम में मुख्यमंत्री मनोहर लाल खट्टर ने कहा कि बढ़ा हुआ HRA 1 अगस्त से लागू होगा. इस फैसले से सरकारी खजाने पर 1,900 करोड़ रुपये का अतिरिक्त खर्च आएगा.
 
मृतक आश्रितों पर बदली नीति
कर्मचारियों और ट्रेड यूनियनों के प्रतिनिधियों के साथ बैठक के बाद घोषणा मुख्यमंत्री ने कहा कि उनकी सरकार 1996 से बंद किए गए मृत कर्मचारियों के आश्रितों के लिए पुरानी नीति को फिर से शुरू करेगी. इसके तहत 52 वर्ष की आयु तक या 05 साल नौकरी कर चुके किसी कर्मचारी का निधन हो जाता है तो उस पर आश्रित को नौकरी दी जाएगी. यह नई व्यवस्था भी एक अगस्त से लागू हो जाएगी.
 
बीमा पॉलिसी में मिलेगा अधिक कवर
सरकार की ओर से कर्मचारियों की मेडिकल कैशलैस पॉलिसी में 7 अन्य बिमारियों को भी शामिल किया गया है. वहीं सरकार की ओर से घोषित की गई नई व्यवस्था के तहत महिला कमर्चारियों को 6 माह का प्रसूति लाभ मिलेगा. वहीं हरियाणा सरकार की बीमा पॉलिसी में कवर कर्मचारियों को 6 माह का वेतन रिस्क और 10 लाख रुपये का बीमा देने की भी बात कही गई है.  
 
रोडवेज के बेडे में बढ़ेंगी बसें
मुख्यमंत्री ने संविदा पर काम कर रहे लोक स्वास्थ्य यांत्रिकी विभाग के ट्यूबवेल ऑपरेटरों के वेतन में अंतर को दूर करने के लिए अतिरिक्त मुख्य सचिव वित्त की अध्यक्षता में एक समिति का गठन करने की भी घोषणा की. इस मौके पर मुख्यमंत्री ने बताया कि हरियाणा रोडवेज के बेड़े में 867 नई बसें जोड़ी जाएंगी.

Finance Ministry issued clarification orders regarding dispensation of conditions of applying for Government Accommodation and furnishing of ‘No Accommodation Certificate’ for admissibility of House Rent Allowance.

The matter has been examined in this Department and in supersession of Para 4(a) of this Department’s O.M. No.2(37)-E.II(B)/64 dated 27.11.1965 read with para 1(1) of O.M. No.11011/1/E.II(B)/75 dated 25.02.1977 and to simplify the procedure relating to grant of House Rent Allowance to Central Government Employees, the President, in consultation with Ministry of Housing and Urban Affairs and the Staff Side of the National Council (J.C.M), is pleased to decide that the condtions of applying Government Accommodation and furnishing of ‘No Accommodation Certificat’ by Central Government employees to become eligible for House Rent Allowance, are despensed with for all places, in respect of General Pool Accommodation (GPRA) controlled by Directorate of Estates.

(a) whether Government proposes to raise the fitment factor under 7th Central Pay Commission (CPC) from 2.57 for intermediate and lower officials to 2.81 which has been implemented for senior officials under 7th CPC;
(b) if so, the details thereof;
(c) if not, the reasons therefor;
(d) whether Government would increase the HRA from 24 per cent to 30 per cent of basic salary as it was under 6th CPC in view of non-availability of rented accommodations within 24 per cent of basic salary in metro cities;
(e) if so, the details thereof; and
(f) if not, the reasons therefor?

(a) to (c): The fitment factor for the purpose of fixation of pay in the revised pay structure based on the recommendations of the 7th Central Pay Commission is 2.57 which is uniformly applicable to all categories of employees. As the same is based on the specific and considered recommendations of the 7th Central Pay Commission, no change therein is envisaged.

(d) to (f): The Government vide Resolution dated 6th July, 2017 decided that HRA shall be revised to 27%, 18% and 9% of Basic Pay in X, Y and Z cities when Dearness Allowance (DA) crosses 25% and further to 30%, 20% and 10% of Basic Pay in X,Y and Z cities when DA crosses 50%.
