Subject: Circulation of Civil List of officers from Indian Postal Service (IPoS).

This is regarding circulation of Civil List of the officers of Indian Postal Service, Group ‘A’ as on 01.01.2022.

2. A draft Civil List has been prepared incorporating all the changes in the various grade of Indian Postal Service, Group ‘A’ that have taken place viz. superannuation of some officers, repatriation of some officers from deputation to Department, changes in the place of postings of some officers, fixation of Inter-se-seniority etc. as per the information available in the Directorate. The same has been uploaded on the India Post website.

3. All the IPoS Group ‘A’ officers, are requested to go through the draft Civil List uploaded on the India Post website and provide their inputs/ comments on the information related to concerned officers. If any, by 25.01.2022 on email id dopspg@gmail.com and ddgp@indiapost.gov.in.

3. In case any vigilance/disciplinary case of the type referred to in O.M. No. 22011/12/97-Estt. dated 14.09.92 issued by the Department of Personnel & Training and circulated vide this office Memo No. 25-19/88-SPG dated 13.10.92 was pending
against the officer as on 01.01.2022 or is pending as on date, a detailed report should be sent to this office immediately and the officer concerned should not be promoted without obtaining specific orders from this office.

4. If the officer was on leave on the date of his/her actual promotion, the actual financial benefits of promotion will be effective from the date of joining after such leave.

OFFICE MEMORANDUM

Subject: Submission of AIPR under Rule 18 of Central Civil Services (Conduct) Rules, 1964 – reg.

Sir/Madam,

I am directed to invite your kind attention to Rule 18(1) (ii) of CCS (Conduct) Rules, 1964 which reads as under :

“Every Government servant belonging to any service or holding any post included Group ‘A’ and Group ‘B’ shall submit an Annual Report in such form as may be prescribed by the Government in this regard giving full particulars regarding the immovable property inherited by him/her or owned or acquired by him/her on lease or mortgage either in his / her own name or in the name of any member of his family or on the name of any other persons”.

2. DoP&T vide circular No. 11/7/2011-EO(PR) dated 4th April 2011, has provided that officers who do not submit the property return in time would be denied Vigilance Clearance and will not be considered for promotion and empanelment for senior level posts in Government of India. Government of India have also decided the Annual Property Return as on January 1, every year in respect of Members of All India Service and other Group ‘A’ Central Service Officers will be placed in the public domain by 31st January.

3. In view of the above, all IPos Group ‘A’ and Group ‘B’ officers are requested to fill the complete details in the AIPR form and strictly comply with the guidelines of CVC Vigilance Manual, 2017 while submitting the Annual immovable Property Returns (AIPRs) for the year ending 2021. All the officers are requested to submit the AIPRs latest by 31st January, 2022.

4. All the IPoS Group ‘A’ officers are requested to file AIPR for the year ending 2021 through IPR module in SPARROW portal only. AIPR module in SPARROW will get disabled on 31.01.2022, hence, no AIPR can be submitted after 31.01.2022. Reference documents i.e. acquisition and disposal permission may kindly be uploaded with AIPR for future reference and making these documents permanent record as per of AIPR. In case of any technical problem, the SPG Section may be contacted at phone no. 011-23044832. While submitting the AIPR, it may please be ensured that all details have been filled up properly.

5. As regard, AIPRs of officers other than IPoS, Group ‘A’, the Heads of Circle will maintain and scrutinize the AIPRs and furnished as Annual certificate by 01.03.2022 that AIPRs of all these officers have been received, scrutinized and maintained in Circle Office.

Madam/Sir,

Kindly refer to OM No. 4-9/2011-SPG dated 04.04.2017, 29.03.2012 and 16.01.2017 regarding Transfer Policy for the officers of Indian Postal Service, Group ‘A’ along with Vigilance Division’s note No.4-7/2009-Vig. dated 08.03.2018 wherein sensitive and non-sensitive posts in Department of Posts have been identified along with tenure.

2. In view of the above, officers mentioned in Annexure-I will be due for rotational transfer during the year 2022 ar,.d, hence they may be advised to prefer their choice of posting in the prescribed format enclosed at Annexure-Il. Three different stations should be mentioned. No specific post should be indicated in the option.

3. Other officers who want to change the place of posting on personal grounds and have not completed the tenure can also submit the request in the format enclosed at Annexure-II with the declaration that they will forgo TA/TP in case their request is considered. The requests received during the year 2021 will also be submitted to TPC for consideration.

ADHOC PROMOTION IN GROUP ‘A’ CADRE

The competent authority is pleased to order the promotion of the following PS Group B cadre in JTS Group A on adhoc and purely temporary basis and post them as under in the level – 10 (Rs. 56,100-Rs. 177,500 of Pay Matrix)(Pre revised pay band 3, Rs. 15600-39100 with grade pay Rs. 5400/-) up to 31.07.2022 or till regular incumbent joins or till further orders whichever is earlier. The arrangement will automatically stand terminated on 31.07.2022 in case no formal orders of reversion are issued.

2. The promotion of the above noted PS Group B officers in Group A being on purely temporary and adhoc basis will not confer upon them any right to claim seniority or regular absorption in the group/cadre. He she will be reverted to his/her parent cadre at any time without prior notice or assigning any reason.

3. On promotion. the pay of the officials will be fixed as per the relevant rules/instructions on the subject. If the above officials to give their options for choosing the date of fixation of pay under FR-22 (1)(i) they should do so within the stipulated time of one month.

4. In case any vigilance/Disciplinary case are pending/contemplated the officers may not be promoted and matter may be referred to this office for further action.

5. Relevant Charge Reports be sent to all concerned.
