Sub: Declaration of result of Competitive Examination (CE) for recruitment to the cadre of Postman/Mail Guard from eligible GDS candidates held on 30th April, 2023 (Sunday) followed by Data Entry Skill Test (DEST) held on 25.06.2023 (Home Division allotment to GDS candidates).

 

The Competent Authority is pleased to announce the result of aforesaid Competitive Examination (CE) held on 30.04.2023 followed by Data Entry Skill Test (DEST) held on 25.06.2023 in respect of successful GDS candidates as in Annexure-1.

  1. As per Directorate’s instructions issued vide letters No. 17-08/2018-SPN-I dated 05.04.2022, 15.06.2022 & 19.12.2022. the selected GDS candidates have been allotted to Home Divisions as per their merit (total of Marks in Paper-I & II) viz a viz availability of vacancies in the Division/Unit and as per relevant Recruitment Rules & instructions on the subject. 
  2. The Final Answer Keys of Paper-I, II & Paper-III of aforesaid Competitive Examination (CE) were already displayed in India Post Website i.e. www.indiapost.gov.in. The selection of the candidates is based on the eligibility criteria for qualifying in the examination issued vide this office Notification dated 15.03.2023 and relevant rules & instructions issued by Department from time to time.
  3. Details of departmental vacancies in accordance with the extant rules/guidelines issued by Directorate from time to time is enclosed in Annexure-2.
  4. In case of deciding of inter-se rank/merit in case of more than one candidate scoring equal marks, instructions contained Directorate’s letter No. 04-08/2019-SPN-I dated 11.12.2020 have been followed. 
  5. The information relating to the Names of the candidates, their Roll numbers and Community have been shown on the basis of information furnished by the Heads of Region/Division. The Head of the Divisions/Units are requested that particulars of successful candidates, viz. Roll numbers, names, community and their eligibility to appear in the said examination, are re-checked and to ensure that the selected candidates fulfill all required conditions of relevant Recruitment Rules before declaration of their result. The Divisional/ Unit Heads are advised to re-check all the pre-requisite criteria/conditions prescribed for candidates, with reference to their recommendations made while forwarding the application form. They will also check that number of such candidates allotted to their Units is not more than the number of vacancies proposed to be filled through the said examination.
  1. In case, if it is found subsequently that any of the selected candidate(s) was not eligible to appear in the examination under the existing Rules/Instructions on the subject or for any reasons or in case any discrepancy is found with regard to announcement of Result of any candidate for any reason whatsoever his/her name will be deleted from the list of successful candidates, as the case may be. 
  2. In respect of SC/ST candidates, “promotion of the candidates is provisional subject to verification of their caste status. Head of the Unit will take an undertaking from the officials to this effect at the time of their relieving and ensure verification of caste status within one month”. 
  3. The Divisions/Regions are requested to verify the Current Status of the candidature of the all qualified candidates before declaration of the result. If any discrepancy is found in respect of any item, the matter should immediately be reported to this office and respective result should not be declared until receipt of clearance from this

    9. Before declaring the results at Divisional Level, instructions issued vide Directorate’s letter No. X-7/6/2022- SPN-II dated 17.05.2023 circulated vide CO letter No. Rectt/M 76/Ruling/2012/5 dated 18/19.05.2023 must be followed by all Divisional Heads without fail in respect of all qualified candidates of their DivIsion regarding the candidates with reference to disciplinary/criminal prosecution , if any.

The Competent Authority is pleased to announce the result of Competitive Examination for recruitment to the cadre of Postman – Mail Guard from eligible GDS for the vacancy year 2021 held on 14.11.2021 as below:

2. Merit list of the selected candidates has been prepared as per their marks obtained in Paper I and also subject to their qualifying in Paper II and DEST.

3. The selection of. candidates in Annexure – I & Annexure – II is subject of fulfillment of conditions mentioned in Notification of examinations and relevant Recruitment Rules amended from time to time.

4. It is the personal responsibility of the Appointing Authorities to carry out verification of valid documents i.e. Date of Birth proof, educational qualification certificate , PWD certificate, respective Category Certificate, Category Valid Certificates etc. and other eligibility candidates for respective vacancy year, as per ruling on the subject before issuing provisional appointment orders to the selected candidates.

5. In case, at any time, if it is detected that the candidate so selected had applied and appeared the examination with false declaration relating to Educational qualification, Category, length of service and physical disability etc. his/her selection will be cancelled without any notice.

6. If it is later noticed that the permission granted to any candidate to appear for the examination was not valid due to one or the other reasons, as per the orders on the subject, the candidature will be cancelled without any notice and his/her name will be removed from the list of successful candidates at any stage.

7. The Appointing Authorities are requested to carry out all the required pre-appointment formalities as provide in relevant rules and instructions from time to time on the subject. Also the Divisional/Unit Heads are requested to re-check the pre-requisite conditions prescribed for candidates, with reference to their recommendations made while forwarding the applications forms.

8. Before appointment, it should insure that, no disciplinary / vigilance case is pending and contemplated or punishment is current against the selected/ alloted candidates. If any, such case should be refer to the office immediately.

9. The Name, Category and other details of the candidates have been shown as furnished by the concerned Region/Division/Unit. However, if mistake in the Name/Roll No./Category etc. is noticed, the same may be confirmed with Parent Division of the candidate under intimation of this office.

10. It may be ensured that no provisionally permitted candidate is given appointment without regularizations of his/her candidature. The Divisions/Units are requested to verify the current status of the candidates of the qualified candidates before appointment.

11. If name of any provisionally recommended candidate is found in selection list, the same may be immediately brought to the notice of this office for immediate necessary action.

12. As regards to Departmental APS candidates, it may be ensured by the APS authorities that the APS candidates on their discharge from APS are appointed in the Unit/Division shown in the respective Annexure after completing pre-appointment formalities such as verification of caste and imparting training. The Division/Unit heads will please issue NBR certificate with effect from the date of this junior is appointed in PM-MG cadre. All other institutions on the subject issued from time to time may kindly follow.

13. Result is prepared on the basis of final vacancies available for Competitive Examination for recruitment to the cadre of Postman-Mail Guard from eligible GDS for the vacancy year 2021 held on 14.11.2021 enclosed herewith.

14. Result of 31 selected candidates is kept in sealed cover as their candidature is provisional.

15. Division and Unit are requested to complete the pre-appointment formalities of joining of candidates within 15 days and submit the report of no. Of joined and non joined candidates on 31.07.2022 positively to the respective RO’s and RO will submit the Consolidated report on or before 02.08.2022. Non receipt of the report will be treated that all the alloted candidates have joined the posts PM-MG for further processing of the result. (Proforma enclosed as annexure – II)

We knows that the Department of Posts conducts the LDCE exam every year for the recruitment of Postman and Mail guard from eligible GDS and MTS employees. Postal Departmental Exam also known as GDS/MTS to Postman Mailguard departmental exam 2021. As per the revised India Post Exam calendar 2021, GDS to Postman Mail Guard or MTS to Postman Mail Guard exam 2021 will be held on 14.11.2021.

All Postal Circles has been already issued Notification for GDSs and MTS Employees. And in this post we will share with you Notification for all Postal Circles GDS MTS to Postman Exam 2021 in PDF Format.

GDS/MTS to Postman Mailguard exam 2021 eligibility –

As per the Department of Posts Postman and mail guard recruitment rules, 2018 notified in GSR 899 (E) dated 20.09.2018 read with Postman and Mail Guard recruitment amendment rules, 2020 notified in GSR 157 (E) dated 05.03.2020, the following categories of officials are eligible to paper in this examination-

For GDS – Gramin Dak Sevak (GDS) who has worked regularly for five years in that capacity as on 01.01.2021 and fulfilling the following conditions. However in accordance with Directorate letter no. W-17/16/2021-SPN-I dated 20.09.2021, the relaxation in eligibility service for the vacancy year 2021 will be available as under-
Up to 3 months for those who have completed eligibility service prescribed in the RRs by 31st March 2021.

For MTS – Multi Task Staff (MTS) in the level-I of the pay matrix with three years of regular service in grade as on 01.01.2021. However in accordance with Directorate letter no. W-17/16/2021-SPN-I dated 20.09.2021, the relaxation in eligibility service for the vacancy year 2021 will be available as under-
Up to 3 months for those who have completed eligibility service prescribed in the RRs by 31st March 2021.

In pursuance to Directorate letter No. A-34012/07/2020-DE dated 25.11.2020, Competitive Examination for recruitment to the cadre of Postman and Mail Guard from eligible MTS and GDS for the vacancies of 2020 (01.01.2020 to 31.12.2020) was conducted on 10.01.2021. Data Entry Skill Test (DEST/Paper-III) for the candidates who qualified in Paper-I and Paper-Il of the examination was conducted on 18.07.2021& 14.09.2021.

2. Now the Competent Authority is pleased to announce the result of the Competitive Examination held on 10.01.2021 and DEST held on 18.07.2021& 14.09.2021. The names of the candidates, declared successful for recruitment to the cadre of Postman / Mail Guard in each Division/ Unit are enclosed as Annexure-I.

3. In accordance with the instructions contained in Directorate letter No. 17-08/2018-SPN-I dated 10.05.2019 and subsequent letters, the candidates who qualified in Paper-I, Paper-II and Paper-IIIl separately have been considered for final selection and their merit is drawn in order of marks secured in Paper-I since both Paper-II and Paper-III are only qualifying in nature.

4. In cases where more than one candidate have scored equal marks in Paper-I of the examination, their inter-se rank/ merit were decided as per the instructions contained in Directorate letter No. 04-08/2019-SPN-I dated 11.12.2020.
5. In case, it is subsequently found that any of the selected candidate(s) was not eligible to take the exanimation under the extant rules or instructions on the subject or for any other reason or in case any mistake is found with regard to announcement of result of any candidate for any reason whatsoever, his/ her name will be deleted from the list of successful candidates, as the case may be. This should be incorporated in the promotion/ appointment letters issued.

6. This result is further subject to outcome of Court /CAT cases pending before the Hon’ble Court/ CAT, correction of clerical mistakes, if any. It may also be ensured that no provisional candidate, if found in the list of selected candidates, is given promotion/ appointment under any circumstances without regularization of his/her candidature and the same may be brought to the notice of Circle Office for necessary action.

7. Since this is a Direct recruitment for GDS officials and GDS are outside the Civil services and for the first time they will be joining as Government employees as ‘Postman/ Mail Guard’, the Divisional heads are requested to carry out all required pre-appointment formalities as provided in prevalent rules and instructions issued from time to time on the subject along with the verification of genuineness of Community certificate/ P WD certificate against which category they are being selected. Before appointment, for both the MTS and GDS selected candidates, it should be ensured that no disciplinary case is pending/ contemplated or no penalty is current against the qualified candidates. The Divisional Heads are also advised to recheck the pre-requisite conditions prescribed for candidates with reference to Recruitment Rules and their recommendations made while forwarding the application forms.

8. Since the examination has been conducted using OMR sheets, the request for re-totaling/ revaluation will not be entertained. Photo copies of answer papers will be supplied to the candidates on submission of application under RTI Act-2005.

9. The candidates of reserved category i.e SC/ST/OBC/EWS/PWD, who are shown as qualified on their own merit are selected against UR vacancies.

10. In Part-I of Annexure-I, the results were declared based on the available qualified MTS officials in the parent Divisions. The remaining vacancies of Postman 25% from MTS through LDCE were left unfilled.

11. There is no eligible GDS candidate in RMS Divisions and the vacancies of Mail Guard (25% direct recruitment quota vacancies to be filled from GDS of the Unit through Competitive Examination).

12. The Divisional Heads may ensure that appointment orders are issued to the candidates within 15 days by reporting compliance.

13. The Divisional Heads are requested to collect the declaration of those candidates who are declining the selection as Postman/ Mail Guard, if any, within 07.10.2021 and intimate the details of such candidates to this office before 11.10.2021.

14. The result will also be available on the Circle website (www.keralapost.gov.in)

Cancellation of Result of MTS/GDS to Postman Exam 2020 – Chhattisgarh Circle order dated 03.06.2021

As per the approval of the competent authority the supplementary result of Departmental Limited Competitive Examination from MTS/GDS for Recruitment to the cadre of Postman/Mailguard for the year 2020 held on 10.01.2021 declared vide this office memo of even no. Dated 01.06.2021 is hereby cancelled. Corrected result will be issued shortly.
