FNPO Meeting with Secretary Department of Post & Member (P) held on 22 December 2020

A detailed discussion was held on 22nd December 2020 with Sri Bisoi, Secretary Department of Post, and Dr. Santosh Kumar Kamila, Member (P) at Dak Bhavan, Delhi on the topic presented on behalf of the FNPO. B.Shivakumar, SG, Sivaji Vasireddy, GS NAPE, Nisar Mujawar GS NUPE PM&MTS and PU Muralidharan, GS NUGDS participated.


1) Special leave should be sanctioned to employees who are positive.
– Some orders are expected from DOPT for all government employees on this issue, they were promised to issue orders soon.


2) Regarding payment of ex-gratia ₹ 10 lakh to the employee who died due to corona and giving job to his heirs
– Debt of Rs 10 lakh has not been sanctioned by the Finance Ministry.

3) For one time relaxation for HSG I and HSG II,
– Information has been requested from all the circles and once this information is received, a proposal will be sent to DOPT.
4) PA SA Recruitment Rules should be finalized,
– As NRA policy is being formulated by the government in this regard, no immediate action is expected in this regard.

5) All previous unfilled posts of Postman and MTS from 2014 onwards should be filled,
– The process of filling all the vacancies from 2018 onwards is underway, information will be sought from the Circle regarding the previous vacancies and a decision will be taken on this.

6) CGHS facility should be made cashless and at least 1 private hospital should be recognized in each division.
– DOPT rules are being followed and for cash less provision one letter will be addressed to Health Secretary.

7) The decision of the Supreme Court regarding the direct recruitment of Postman MTS 2015 in Maharashtra Circle should be accepted and joining should be given immediately.
– I have informed CPMG Maharashtra Circle to give joining to all the petitioners who have gone to the court in this case but the suspected candidates will be side lined.
8) Regarding recruitment of sports quota
– All the explanations have been received from DOPT and orders have been issued by the directorate on 23rd September 2020. Even if some action is expected from the circle, if no action is taken, the order will be issued again and the recruitment will be done.

9) GDS to Postman Employees should be paid postman for 10 days of postman training without paying GDS.
– The SPN department has given clear orders on 29th January 2019 and 19th October 2020 that first the postman should be present at the place and then the salary of the postman cadre should be paid whenever the training is done.

Also in the case of GDS the following was discussed

1) Kamlesh Chandra Committee’s salary increment order should be implemented from 1.1.2016,
– This issue will be investigated.

2) It was demanded that the condition of uniform pay level should be removed in case of transfer of GDS and the desired request of GDS should be transferred every three months.

– The court cannot accept the demand as the number of cases is increasing but after three months, it will be considered to transfer the desired request, it was said.

3) To give additional increment after 12/24/36 years of service, to give Combined Duty Allowance to Single Handed BPM and to keep 180 days leave balance,
– These three subjects are pending with the Ministry of Finance,

4) Regarding insuring GDS
– It was discussed but there is no consensus on OIC or ESI and ESI scheme is very costly for the department.

5) The amount of security bond is different in each place, it should be the same in all places
– will be informed and action will be taken,

The above discussion took place in a very cordial atmosphere.

Respected Sir,
          With all humility, being the Secretary General of FNPO representing the Postal employees, it is my bounden duty to bring to your kind attention about the genuine feelings and hardships of the Postal fraternity. Therefore I request the Hon’ble minister for his kind attention and request for his intervention for needful action.
          The Postal service has been enlisted as Essential Service. The country is facing the crisis which is not witnessed such crisis in the recent past. The Pandemic threatened the lives of the people and the Postal officials are no exception to it. But the Postal staff across the country rose to the occasion and working day and night for the service of the customers and the needy. The staff are following the appeal of the Hon’ble Minister and the Government of India and rendering the service. The staff is involved in payment of social security pensions at the door step of the needy, delivery food packets; food grains more importantly the delivery of medicines and Medical equipments. There is no transport in the country. No Hotels are available in any corner of the country. The Post offices are located in the interior parts of the country and the staff with no transport, arranging their own transport incurring huge expenditure has attended offices many a times without even food. The staff with minimum preventive materials, putting their lives at risk rendered and rendering service. I am grief ridden to inform that many of our staff is infected during the course of their duty and one of the officials is succumbed.
          The real shock to the Postal staff is that the decision of the Government of India freezing the DA payable from Jan 2020 to Jan 2021. As such the Postal staff is deprived of three installments of DA which will be a major financial loss to the employees. The postal staff is rendering yeoman service during this Pandemic. In this hour of crisis the Postal staff voluntarily contributed one day salary to the Prime Minister’s Cares Fund. But the staff never expected that the government deprives the DA to them. Considering the fact that the Postal staff is rendering service to the door step of the needy and customers though there is perceptible threat to their lives, the Government might have excluded postal employees from this order.  But to our dismay we are also not spared.
          In this department fifty percent of the staff is GDS. They are who reaching the nooks and corners of the country. The salary that is being paid to them is very meager. The salary slabs are in three stages ie Rs10000/, Rs12000/ and Rs 14500/. Majority of the GDS are drawing salary at the stage of Rs10000/ only. Unfortunately GDS are not eligible for any social security benefits that the respective state Governments are extending. They are having the tag of Central government employees but in real sense it is not so. Therefore the employee structure of Postal department is quiet different compared to any other department. The department renders all the banking services but still the facilities the Bank officials are getting is not available to the postal fraternity. Provided the economic conditions, the GDS pay structure and the service being rendered by the officials, my federation is of the humble opinion that the Postal Staff should have been excluded from the decision of Freezing of DA.
          I hereby convey that the Freezing of DA will hit heavily on the economic status of the employees of Postal department. The conditions of the GDS will be precarious if the little hike in terms of DA is snatched from them.
          This freezing of DA will have far reaching impact on the retirement benefits of the officials who are going to retire during this period.
          Further in the interest of the economy also it may not be correct. The world is reeling under great recession. India is no exception to it. The economists are of the firm opinion that spending is the only way out to ease out this recession. Already the buying power of the employees are crippled, if this DA freezing is implemented the employees will lose the buying power. This will have far reaching impact on the economy in the long run. Even in the larger interest of the economy it may not be correct to curb the buying power of the employees.
          The Postal employees have responded to all the challenges and rendered the service whatsoever the precarious conditions. The employees followed the call of the Hon’ble Minister and rendering service day and night. In fact my federation is grateful to the minister as the Minister has profoundly acknowledged the service of the Postal staff through various tweets and interviews to electronic and print media.
          Now on behalf of my federation I request the Hon’ble Minister to kindly intervene and take up the matter with the PMO, so that the Employees of Postal department may be excluded from the order of the Government of India of Freezing DA.
          I request the Hon’ble Minister to consider all facts and kindly cause favorable action.

Sub: Covid-19 : Ignoring the advisory of the DOPT and MOH by the heads of Circles
My federation with utmost dismay about the apathy of the Heads of the Circles at this hour of crisis addresses this letter. The federation is happy as the Government declared Postal Service as essential service. In the sweet name of Essential service the Postal officials are subjected to heavy risks and many officials are infected. One Sri Abdul Haasan MTS of Kolkatta Sub foreign Post is succumbed to the COVID-19. The apathy and utmost careless approach adopted by the heads of circles has already taken a toll. Like that one MTS has been in infected in Ahamedabad RMS and another official in Telangana Circle. My federation through various letters it was clearly said that unless the precautions are taken the postal staff will not only be infected they will also become mode of spreading due to regular public contact.
The DOPT ordered to operate the offices with minimum staff and observing the roster system. The entire Banking Industry followed the orders of DOPT with letter and spirit, but in Postal department your office issued directions allowing the heads of Circles to take decisions based on the prevailing conditions in the respective states. Unfortunately many the Heads of Circles instead of ensuring the safety of the officials, went on finding new business opportunities at this hour of crisis. The demise of an official in Kolkatta circle must be a caution to the department as to how the operative staff of the department put to risks.
In the department no roster system is followed. Only in metro cities in selected offices it is followed. In rural districts though there is no transport facility even lady employees are struggled to reach interior offices and discharge duties. The social distancing is not maintained due to space constraints in the post offices. In states like Karnataka where Social security pensions are being disbursed through EMOs, the targets are fixed to clear the Lakhs of Emos within eight to ten days. My federation expresses the great displeasure regarding as to how the heads of Circles are thinking the Postal Operative staff are most immune to the deadly Virus. 
Majority of the Heads of Circles so far failed to follow the guidelines issued by the DOPT and the advisory of the MOH.
If this way of functioning is continued there is possibility of many more Abdul Haasan in the Department. My federation therefore urges to issue specific directions to all the Heads of the circles on the following issues.
1. Adherence to DOPT directions in drafting the officials for duty
2. Adhering to MOH advisory in letter and spirit.
3. Reduced work hours of all the post offices across the country as there is no transport facility. Directions to close down the Pos at places which have been declared hotspot/Red Zone.

Sir,Sub: Deaths due to COVID-19 : Request for relaxation in compassionate appointment –reg : 
 My Federation repeatedly requesting the Department to follow Ministry of Health instructions while opening and operating the offices during COVID -19 pandemic.  It is the most unfortunate that no circles are following the MOH advisories. This failure to follow advisories resulted in infection of a few Officials of the department. Out of which one is succumbed. 
        In the instant case one of our officials namely Abdul Haasan had attended duty at Kolkatta Foreign post on 30/3/2020 and 01/04/2020. He was admitted in RG Kar Medical College and Hospital Kolkatta on 14/04/2020 with high fever and breathing problem. In the course of treatment as inpatient, our official Abul Haasan expired on 18/04/2020.  According to our information dead body of our staff, was not handed over to the family, it was buried by the state Government authorities. Subsequently, Abul Haasan family members have been sent to quarantine by the state government authorities. This is the most unfortunate, in this connection circle unions both FNPO & NFPE jointly met CPMG and submitted a detailed letter requesting protection to the staff from COVID-19 infection. It is also requested to observe MOH advisory on the subject during the course of employment during the period of this pandemic. The Circle unions have also requested the CPMG to cause compassionate appointment to the family member of the demised official by relaxing the prevailing rules.
            Further to submit that the undersigned appraised off the details of the case to Member (P) on 20.04.2020 via whats app and the Member (P) has conveyed the deepest condolences.

        This incident of death is in the course of the employment exposing to the deadly Virus. This death is most unfortunate and resulted due to extraordinary conditions. The official is succumbed while rendering the essential service in view of this my federation requests the Chairman Postal Services Board kindly take up the issue with DOP&T to cause  relaxation to, in extending the benefit of Compassionate appointments to the deceased  family members, wherein the death due to CovID-19.  In other words the norms for compassionate appointments may not be observed for the cases of death due to the pandemic.

        With high hope, my federation is suggesting this for kind consideration and speedy action.

My federation writes this letter with a heavy heart. today I revived message from various circles that the SSP/SP are given a lot of pressure to make AEPS transactions.

The Chairman very well aware on the basis of MOH advisory Government suspended the Aadhar enrollment work with the reason of biometric will increase in spreading COVI19. Now SSP/SP fixing targets for AEPS transactions in every division my federation fails to understand how the AEPS the transaction can be done without biometric.

We agree the Government declared ours is essential service we must give services to the public following with MOH advisory such as social distance & handling currency notes whether it is practically possible in the post offices.

In view of the above my federation request the Chairman necessary steps may kindly be initiated to avoid Biometric for AEPS transactions  through IPPB.
