With reference to the subject matter, it is informed that instructions vide letter No. W-04/2/2020-SPN-I-Part (1) dated 19.10.2020 (copy enclosed) has inter-alia been issued to all concerned authorities by Postal Directorate regarding prescribed institutional training, wherein it has been provided that newly recruited PAs/SAs shall neither be posted in sensitive posts nor be deputed to man the counters and may be posted in non-sensitive posts under supervision.

It has further been provided therein that in case there is inordinate delay in their institutional training and the competent authority in the Circle satisfies that such officials could be entrusted with selective responsibility, their service may be utilized accordingly after giving in-house training depending on the resources available with them.

In view of the above instructions, the instant matter may kindly be taken up with the concerned Circle directly.

This has the approval of the competent authority.

It is intimated that a case of opening of two bogus BOs namely Wandali BO and Sawargaon BO under Nagpur MFL Dn has come to light.

Gist of Case:

  1. The culprits have taken a rented room in the village and hanged flex of name board with name of Branch Post Office, Departmental logo and PIN Code, making it look like a real post office.
  2. The people working there are given fake appointment orders. The recruitment letter is having office name as ‘ DEPARTMENT OF POSTS-INDIA, OFFICE OF CHIEF POSTMASTER GENERAL, NAGPUR CIRCLE’ and the signing authority mentioned as ‘Director Postal Service, O/o Assistant Postmaster General, Nagpur Circle.’
  3. The Culprits has also set up biometric attendance device, table, chairs, wooden racks to keep records. Flex board with citizen charter having logo of IndiaPost, envelope having postage stamps, revenue stamps and few blank envelope were also available at the bogus BOs.
  4. Fake IDs were issued to employees with employee number, designation signature of issuing authority.

In this connection, it is requested to instruct all the Divisions/Unit offices under your region to be vigilant of such kind of frauds or suspicious activities.

As you are aware, the proposal for merger of PA(CO/RO)(SBCO)(FPO) with PA (PO) was under consideration of this Directorate for quite some time.

2. In this regard, it has been decided, with the approval of the Competent Authority, to merge the PA (SBCO) and PA (FPO) with PA (PO) with effect from 01.01.2023. The detailed modalities for merger of PA (SBCO) and PA (FPO) with PA (PO), formulated in consultation with Personnel Division (SPN Branch), are attached as Annexure-A and Annexure-B respectively.

3. However, the PA (CO/RO) shall remain a separate cadre.

4. Further, modalities regarding merger of LSG and HSG posts of SBCO and FPO with Postal Operative Side would be conveyed in due course.

5. If the Circles face any issue related to merger of posts, the matter may be referred to ADG (PE-I), and issues pertaining to merger of personnel, seniority, Rule 38 of Postal Manual Vol. IV and other related issues may be referred to Director/ADG (SPN) directly.

2. The proposal for upgradation of Robertsganj Mukhya Dak Ghar (MDG) into Head Post Office has been examined in detail in consultation with Integrated Finance Wing (IFW) of the Directorate. The proposal has been approved by the Competent Authority subject to the following conditions.

  • a) The amount of TA payable to man the diverted posts may be quantified and it may be ensured that the staff may be managed as per the rotational transfer policy of the Department to ensure minimum expenditure.
  • b) To ensure that no additional expenditure will be incurred for addition to the building due to this upgradation.
  • c) To ensure that there will be increase in the revenue.
  • d) Non-recurring and recurring expenditure on account of upgradation of Mukhya Dak Ghar (MDG) to HPO will be limited to the extreme necessities and to be met from the allotted Budget.
  • e) There will be review of financial performance of both the HPOs after completion of one year.

3. In view of above, the Circle is requested to take further necessary action accordingly and furnish an Action Taken Report to this office. The review after completion of one year is a mandatory condition of IFW, therefore, the same be strictly adhered to.

4. This issues with the concurrence of Integrated Finance Wing vide their Dy. No. 115/2022-23/FA-CS(P) dated 10.11.2022.

  • After fetching F-8 result will appear as below in PDF.
  • Select Customer name displayed on the result.
  • Ensure BNPL should appear in contract type.
  • Click on OK.
  • Enter Article No (Scan the Speed Post Barcode) and press the TAB in keyboard.
  • Remove sender address and type the address as available in physical letter.
  • after editing sender address click on payment.
  • Ensure the article must be booked as ‘BNPL’. amount should display as (0) Zero.

This has the reference to Rajasthan Circle’s Letter No. ICO/1-1/Ruling Corr./2022 dated 19.09.2022.

2. In connection with the operation of SB Pension Accounts and Joint Accounts opened by three adults jointly opened before 18.12.2019, the following clarifications are issued.

(i). Since there is no restriction on operation of the existing SB pension accounts and Joint accounts opened by three adults jointly in POSA Scheme 2019, all such accounts opened before 18.12.2019 may be continued as normal savings accounts for operation and they may not be treated as accounts in operation in contravention to Rules.

(ii). If any depositor is already having one SB Pension Single Account and one normal SB Single Account opened before 18.12.2019, both the accounts can be continued in operation and they shall be treated as normal savings accounts for operation.

(iii). Existing SB Pension Accounts opened jointly with spouse before 18.12.2019 shall be continued and they shall be treated as normal savings account for operation. Such accounts can continue to operate even though the same set of depositors of SB Pension Account operates another normal joint savings account opened before 18.12.2019.

(iv). Existing Post Office Saving Accounts opened by three adults jointly before 18.12.2019 shall be continued till the death of two of the joint account holders. On the death of two of the joint account holders in such accounts opened by three adults jointly, the surviving account holder shall be treated as the sole owner of the account and he may continue the account in accordance with the provisions of POSA Scheme 2019 provided another single account is not held in his name. In case a single account exists in the name of the surviving holder, the account shall have to be closed, in accordance with the provision in Rule 3(2) of POSA Scheme 2019.

HTV Menu in Finacle CBS System is available for verification of transactions by the Supervisor (Checker) in bulk and ideally this menu is to be executed only during crisis time. But, it has come to the notice of this office that this menu is being used in Post Offices to avoid verification of individual transactions by the Supervisors (Checkers).

In order to ensure correctness of the transactions entered by the Counter Official (Maker of the transaction), it is essential to verify each transaction by the Supervisor (Checker).

Therefore to avoid wrong practice of bulk verification of transactions using HTV menu, it has been decided by competent authority to restrict the use of HTV menu for the field units.

It is requested to circulate it to all concerned for information.
