Subject: Provision of concession to APS candidates for appearing/passing the inspector Posts Examination.

Sir/ Madam,
I am directed to refer to the above cited subject and (to say that certain concessions were granted to Army Postal Service (APS) officials in respect of taking Limited Departmental Competitive Examination (LDCE) for promotion to the inspector (Posts). These concessions were later withdrawn vide this Directorate letter of even number dated 5.9.2013 except for the concession of two additional chances for appearing in inspector (Posts) Limited Departmental Competitive Examination. As the withdrawal of the concessions was adversely affecting the morale of the personnel serving in the APS and also causing manpower crunch in APS, the matter has since been reviewed and it has been decided that the following concessions will be allowed to the APS candidates for appearing/ passing the inspector (Posts) Examination:-
(i) APS candidates may be granted ‘Qualified Status’ in case they qualify the inspector Posts examination provided they secure aggregate marks not less than 90% of the total marks secured by the last candidate. ‘selected on merit’ in their parent Circle (in civil side). if such qualified APS candidates have completed three year service as Junior Commissioned Officer (JCO) on the date of examination, they will be brought on the approved lists of inspector Posts below all candidates (including those belonging to SC/ST). Their position in the approved list inter-se will be determined by the order of merit in the departmental examination.
(ii) ‘Qualified Status’ APS candidates, who have not completed three years as Junior Commissioned Officer on the date of examination, will be brought on the approved lists of inspector Posts below all candidates (including those belonging to SC/ST) who have been declared successful in the last examination-held before the date on which they complete three year service as JCO. Their position in the approved list inter-se will be determined by the dates on which they complete three year service as JCO.
(iii) A qualified APS candidate, who leaves the APS before completing three years service as JCO will not be eligible to be placed on the approved list.
(iv), Age relaxation of 05 years may be given to APS candidates for appearing in Inspector (Posts) Limited Departmental Competitive Examination. 
This issues with the approval Director General (Posts).

Subject : Filling up of the post of Member, Staff Selection Commission, New Delhi (Joint Secretary level) in the Level 14 in the pay matrix of Rs. 144200-218200 on deputation basis.
The undersigned is directed to inform that it is proposed to fill up the post of Member, Staff Selection Commission (SSC) at New Delhi in the Level 14 in the Pay Matrix of Rs 144200-2 18200!-. The eligibility criterion is given at Annexure-I.
Applications of only such officers will be considered as are routed through proper channel and are accompanied with (i) bio-data in the proforma at Annexure-II; (ii) clear photocopies of the up-to-date AFAR dossier of the officer containing APARs of at least last five years, duly attested by a Group ‘A’ officer (if original APAR could not be sent); (iii) An attested Statement indicating the grading in the AFAR during the last five years (iv) cadre clearance; (v) clearance from vigilance and disciplinary angle; and (vi) statement giving details of major or minor penalties, if any, imposed on the officer during the last ten years.
All Ministries/ Departments and the State Governments/UTs are requested to forward the applications of willing and eligible officer in the prescribed proforma to:- Section Officer (Estt-B-I), Ministry of Personnel, Public Grievances and Pensions (Department of Personnel and Training), Room. No. 215-C, North Block, New Delhi-110001, so as to reach this Office, on or before 30th July, 2019.
The applications of only those officers may be forwarded who, in the event of their selection, would immediately join the duties of the post, and whom the concerned authorities would be in a position to relieve immediately. The application once forwarded would not be allowed to be withdrawn. Applications received after the prescribed date or not accompanied with the required certificates/documents will not be entertained.

Eligibility Criterion for the post of Member, Staff Selection Commission, New Delhi.
  1. Name of Post: Member, Staff Selection Commission, New Delhi.
  2. Scale of pay: in the Level 14 in the Pay Matrix Rs.144200 – 218200/.
  3. Eligibility: Officers of the Central Government (including officers of All India Services and Central Group ‘A’ Services) :-
(a)
  • holding analogous post on regular basis in the parent cadre/ Department; or
  • with five years’ service in the grade rendered after appointment thereto on a regular basis in the Level 13 in the pay-matrix (Rs. 123100 – 215900) or equivalent in the parent cadre or Department; and
(b) possessing the following educational qualifications and experience, namely:-
  • Post Graduate Degree in any discipline from a recognized University or Institution; and
  • 10 years’ experience in dealing with Service, Administrative, Vigilance, Establishment and Financial matters.
Period of Deputation: The person appointed as Member of Staff Selection Commission shall hold office for a period of five years or till he/she attains the age of 62 years, whichever is earlier. In case where a serving officer is appointed as Member, he shall be on deputation until he attains the age of superannuation and thereafter he may be considered for extension of tenure on re-employment terms subject to upper age limit and tenure as mentioned above.
Age Limit:- The maximum age limit for appointment by deputation shall not be exceeding 59 years as on the closing date of the receipt of applications

Sub:- Maximum age limit in case of appointment by deputation/deputation (including short term contract).
The undersigned is directed to refer to this Department’s 0M No.AB-14017/48/92-Estt (RR) dated 17th November, 1992 on the subject mentioned above. The RecruitmcnL Rules in respect of a number of posts provide for appointment by the method or deputation/deputation (including short term contract). As per existing instructions, the maximum age limit for appointment on deputation/deputation (including short term contract) is ‘not exceeding fifty six years’ on the closing date of receipt application. In recent past, this Department has received several requests for revision the maximum age limit for appointment on dcputationdeputation (including short term contract) basis.
2. The matter has, therefore, been examined in consultation with the Union Public Service Commission. Keeping in view the fact that gaining experience in analogous posts at SAG and above levels take time, the limited number officers available at these levels and to tap the talent/service of officers who have rich domain experience, it has been decided that the following age limit Shall be prescribed for appointment on deputation/deputation (including short term contract) basis:-
(i) For posts in the SAG level and above (i.e.14 Level-14 of the Pay Matrix and above):-
‘Not exceeding fifty eight years’ on the closing date of reccipt of application.
(ii) For posts below the SAG level (below level-14 of the Pay Matrix):-
‘Not exceeding fifty six years’ on the closing date of receipt of application.
3. Administrative Ministries are requested to take necessary action for amendment of Recruitment Rules/Service Rules to incorporate the revised age limit for deputation/deputalion (Including short term contract) for posts of the level of SAG and above.

Eligibility Criteria for Deputation to Foreign Service – DoPT

DOPT has revised the Eligibility Criteria for  Deputation/Foreign service of officers of CSS vide its OM No. F.No.7/ 10/2016-CS-I(A) dated 13-4-2018. 
According to this DOPT order , a CSS officer shall eligible for Deputation/Foreign service to any post only after he/she has completed 9 years of Service and is clear from the vigilance angle

Subject: Deputation/Foreign service of officers of CSS – Revised instructions regarding
Reference is invited to this 0.M. No.2/2/2010-CS-I() dated 18.08.2010 on the subject noted above.
2. In respect of deputation by a CSS officer, para 2.2 of this Department’s 0.M. dated 18.08.2010 states as under:
“A CSS officer shall eligible for Deputation/Foreign service to any post in Central or State Government, Central/State Government organizations/Government of UTs/Government of UTs organizations/Autonomous bodies/Trusts, Societies, PSUs etc., only after he/she has completed 9 years of Service and is clear from the vigilance angle. The 9 years of service clause, however, will not apply to posting in the personal staff of Ministries.
3. It is reiterated that above clause is still in force and all the Ministries/Departments are, therefore, requested to take note of the above clause while forwarding the application of CSS officers for deputation posts.
