Subject: – Regarding non-observance of prescribed procedure for settlement of deceased claim cases of National Savings Schemes by the field units.

Sir/Madam,

This is with reference to SB Order No. 31/2020 dated 28/08/2020, Addendum to SB Order No. 31/2020 dated 16/09/2020 and SB Order 36/2020 dated 06/11/2020 in which revised procedure and timeline for settlement of deceased claim cases were circulated.

2. It has been observed that many post offices are not following prescribed procedures and timeline prescribed for settlement of deceased claim cases. The common irregularities noticed are mentioned below:

  • Even though issuance of a separate sanction memo by the Head Post Offices/Sub Post Offices has been discontinued w.e.f. 01.01.2011 vide SB Order No. 25/2010 dated 25.12.2010, still a separate sanction memo is being issued at the post office level (HO/SO).
  • Sending sanction memo to claimant through Registered post by the Head Post Offices/Sub Post Offices.
  • Verification of claim cases through PRI (P/SDI(P).
  • Abnormal delay in settlement of deceased claim cases.

3. I am directed to say that, procedures prescribed in SB Order No. 31/2020 and 36/2020 should be re-iterated to the field units and post offices shall ensure settlement of deceased claim cases within the timeline prescribed. Further, Head Post Offices/Sub Post Offices should be sensitized to adhere the following guidelines for timely settlement of deceased claim cases: –

(a) At the time of receipt of deceased claim case/ KYC documents, the KYC document(s) of claimant shall be verified with the original KYC documents.

(b) If signature of witness is available on copy of the KYC documents, physical presence of witnesses is not required.

(c) The claimant(s) should be sensitized to provide his/her Bank Account/PO Savings Account detail at the time of submission of claim form for transfer of payment and obtain Account Detail/signature on acquaintance portion, so that nominee(s)/ claimant(s) need not to visit post office again to get the payment through cheque.

(d) No separate sanction memo is to be issued by Sub Post Office/Head Post Office for settlement of deceased claim cases. SPM/PM shall sanction the claim on the second part of Form-11 which is prescribed as ‘For Office Use Only’.

(e) Once a deceased claim case is received with complete documents, further verification through PRI(P)/SDI(P) is not required.

(f) All post offices shall ensure settlement of deceased claim cases as per prescribed timeline/norms i.e. one working day where nomination exists and seven working days in other cases.

(g) This issues with the approval of the competent authority.

Here below detailed procedure of SSA Death claim account Closure in Finacle Step by Step.

  1. Mark & verify the depositor CIF as Deceased.
  2. Change Interest rate in Interest Table using HINTTM. (at HO)
  3. Select Interest Code SBINT after date of death.
  4. Close Account using HCAAC with Reason Code as DTCLM.

Detailed Procedure of SSA Death Claim Closure.

  • In CMRC, for respective CIF, mark Depositor as ‘DECEASED’ and update Date of Death. CIF will be Suspended. Next Verify it in CMRC.
  • For SSA A/c, from date of death till date of closure, SB rate of interest is allowed and hence Int Table Code: SBINT is to be added through HINTTM menu for such SSA A/c from date subsequent to date of death using Modify Option (Supervisor) and then it must be Verified (Supervisor)
  • This entry in HINTTM menu should be in addition to Interest Table Code of SSA scheme, which where Start Date will be A/c opening date and End Date should be marked as Date of Death.
  • After making changes in HINTTM, SSA A/c is to be closed in HCAAC menu with Reason Code: DTCLM.

Subject of SB order 36/2020: – Regarding revision of deceased claim sanction limit in National (Small) Savings Schemes where no nomination exists or no legal evidence is available.

Sir / Madam,

Kindly refer to the SB Order No. 31/2020, issued vide this office letter No. 113-02/2020-SB dated 28.08.2020. This office has been receiving suggestions from Circles to revise sanction limit prescribed for various authorities for settlement of deceased claim cases in National (Small) Savings Schemes where no nomination exists or no legal evidence is available.

The issue has been examined in this office and the competent authority has accordingly decided to revise sanction limit prescribed for settlement of deceased claim cases.

3. Accordingly, the limit prescribed in Rule 60(4)(B) of POSB (CBS) Manual and Rule 87(4)(ii) of POSB Manual Volume I, in case of where no nomination exists or no legal evidence is available is revised as below: –

Revised Sanction Limits of Death Claims – SB Order 36/2020

Note:- 1. The Post Office where the account stands, on receipt of the claim either directly or by Insured Post will issue acknowledgment to the claimant on the same day. The claim case is to be settled within 1 (one) working day when nomination exists and within 7 working days in other cases, if the claim falls under its financial powers of the Post Office. If the claim case falls above the financial powers, it shall be forwarded to the sanctioning authority by service Insured Post on the day of its receipt.

2. It is requested that this SB order may be circulated to all concerned including CBS/non-CBS Post Offices. In case where claims are not yet submitted or claims are already submitted but not yet sanctioned, these revised provisions should be made applicable.

This issues with the approval of competent authority.

 Claim supported by Nomination Registered cases:-

The Postmasters of all Sub Offices/Head Office can sanction the claim of an Account/certificate where nomination is in force and registered in respective Post Office, irrespective of any limit in all National (Small) Savings Schemes.

 AII claims in respect of discontinued schemes will be sanctioned at respective Head Post Office. The concerned SPM will send claim form along with document to the concerned Head Post Office.

Claim supported by No Nomination cases:-

The power for sanctioning claims beyond Rs.10, 000 will be exercised personally by the Officers mentioned against items (ii) to (iv) of the Table.

        If claim belongs to Sub Post Offices, MDG/HO/GPO is beyond the sanction limit of respective SPMs/PMs, the claim will be forwarded to the Divisional Head concerned after Verifying all particulars and respective Divisional Heads will issue sanction for such claims within limit prescribed and in case the same is above the limit of Divisional Head, the claim will be forwarded to the concerned sanctioning authority.

The claim supported by legal evidence for account/certificate standing at Time Scale,/LSG/HSG-ll sub post offices, the respective SPMs can sanction claim up to the limit prescribed for sanction of claim “where no nomination exists or no legal evidence produced” in table below in rule 4 (B).

Claim supported by Legal Evidence cases:-

  The claim supported by legal evidence and where no nomination exists for account/certificate standing at Time Scale/LSG /HSGII sub post offices beyond the sanction limit of respective SPMs, those claims will be forwarded to the Divisional Head after verifying all particulars of claim and Divisional Head will issue sanction for such claims irrespective of any limit.

 The claim supported by legal evidence for account/certificate standing at HSG-I Sub Post Offices MDGs/HO/GPO, the respective SPMs/PMs/Sr.PM/CPM/Director can sanction claim irrespective of any limit in such cases.

 All claim submitted in respect of discontinued schemes will be sanctioned at respective HPO/GPO. The concerned SPM will send the claim form along with the documents to the concerned HO/GPO.
