This is to inform you about the revision of House Rent Allowance (HRA) and Travel Allowances based on the recent increase in Dearness Allowance (DA).

Key Points:

  • As per Ministry of Finance guidelines, HRA rates will be revised:
    • To 27%, 18%, and 9% for X, Y, and Z class cities respectively, when DA crosses 25%.
    • Further revised to 30%, 20%, and 10% for X, Y, and Z class cities respectively, when DA reaches 50%.
  • Additionally, the ceiling for reimbursement of Hotel/Traveling/Food Charges will also increase by 25% when DA reaches 50%.

Implementation:

These revisions are in accordance with Office Memorandums (OMs) issued by the Department of Expenditure, Ministry of Finance, Government of India:

* OM No. 2/5/2017-E.II(B) dated 07.07.2017 (HRA Rates)
* OM No. 19030/1/2017-E.IV dated 13.07.2017 (Travel Allowances)

No further action required:

The revised rates will be automatically applied based on the increased DA. A separate order for this revision will not be issued.

MEMORANDUM

Subject: Revision of rates of Allowances with DA rates increased to 50%.

IB Hqrs is in receipt of queries from various units on the subject. In this regard, it is clarified that the position is very clear in the respective OMs and no separate orders is likely to be issued by MoF (Deptt of Expenditure) in the matter.

  1. Therefore, it is requested to please take action for revision of rates of

such allowances in accordance with the enhanced rate of DA @50% effective from Jan 01, 2024. Such allowances payable in this department along with admissible revised rates are listed at Annexure-I for information and necessary action.

Sub: Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) effective from 01.01.2024 onwards —reg.

Consequent upon grant of another installment of Dearness Allowance with effect from 1st January, 2024 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure’s G.M. No. 1/1/2024EII (B) dated 12.03.2024. duly endorsed vide this Department’s letters No. PP-812/2021­PAP dated 13.03.2024, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.01.2024. It has. therefore. been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be enhanced from 46% to 50% of the Basic Time Related Continuity Allowance (TRCA) with effect from the 1st January. 2024.

2.          The expenditure on this account shall be debited to the Head “Salaries” under the relevant head of account and should be met from the sanctioned grant.

3 .   This sanction issues in exercise of the powers conferred on this Department in consultation with the Internal Finance Branch vide their Diary No. 197/ 2023­24/FA-CS(P) dated 19.03.2024.

Consequent upon grant of another installment of Dearness Allowance with effect from 1st July, 2022 to the Central Government Employees vide Government of India, Ministry of Finance, Department of Expenditure’s O.M. No. 1/3/2022-E.II (B) dated 03.10.2022, duly endorsed vide this Department’s letters No. PP 08/2/2021-PAP-DOP dated 06.10.2022, the Gramin Dak Sevaks (GDS) have also become entitled to the payment of Dearness Allowances on basic TRCA at the same rates as applicable to Central Government Employees with effect from 01.07.2022. It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be at the same rates as payable to Central Government Employees ie @ 38% (percent) with effect from the 1st July, 2022.

2. The expenditure on this account shall be debited to the Head “salaries” under the relevant head of account and should be met from the sanctioned grant.

3. This issues with the concurrence of Integrated Finance Wing vide their Diary No. 100/2022-23/FA-CS(P) dated 12.10.2022

It has, therefore, been decided that the Dearness Allowance payable to the Gramin Dak Sevaks shall be at the same rates as payable to Central Government Employees i.e. @ 34% (percent) with effect from the 1st January, 2022.

2. The expenditure on this account shall be debited to the Head “Salaries” under the relevant head of account and should be met from the sanctioned grant.

3. This issues with the concurrence of Integrated Finance Wing vide their Diary No0212022-23/FA-CS(P) dated 08.04.2022.
