General Instructions to SPMs regarding POSB operations

While performing voucher checking at SBCO, many irregularities are noticed which leads to raise in OMs. Hence to avoid unnecessary increase in number of OMs and also to save time, the below general instructions may please be followed strictly.

CONSOLIDATION:

  1. Vouchers have to be arranged according to TRANID duly stitched and
  2. Total No. of vouchers should be written in both BO and SO consolidation.
  3. Total No. of closed passbook should be written in the consolidation.
  4. Date stamp should be impressed in the consolidation.
  5. SPM should duly sign in the consolidation affixing his/her Designation
  6. Any corrections in the consolidation must be supported with an Error Entry.

SB -103 / PAY – IN SLIP :

  1. Office Name Stamp has to be affixed in all vouchers.
  2. Scheme code Transaction ID has to be written in red ink in all vouchers.
  3. If new account opened, depositor only should sign in the place of signature of depositor.
  4. If deposit made above 50000/- PAN No. should be written.
  5. If deposit made for LTI customer, witness obtained with full address.
  6. If any correction made in A/C No. , Date and Amount in both words and figure get depositor Sign in that place to avoid OMs.
  7. Avoid using white papers, counterfoils for pay –in-slip (SB-103).
  8. If account opened through agent, agent details and agent receipt no. has to be noted in Original AOF and Pay-in-slip.

SB-7 / WITHDRAWAL:

  1. BPM can allow Withdrawal upto Rs.20,000/-
  2. If the amount withdrawn is above 20000 at BO, two BO date stamp (one in application side and other in payment side) SO Date stamp for passing the withdrawal should be impressed in all vouchers.
  3. More than one withdrawal in the same a/c should not to be allowed in BO’s in the same day.
  4. Withdrawal done through LTI, LTI certificate should be affixed separately in application and acquittance side, witness obtained with full address.
  5. Withdrawal done through guardian, MINOR certificate should be affixed separately in both application and acquittance side with full address.
  6. For loan withdrawal, certificate has to be made on and no of instalments required for repayment form SB-7C has to be used.
  7. In any case, BPM should not act as witness for LTI transactions.
  8. If account opened through agent above 20000, then cheque is to be used for funding the new account.
  9. New accounts opened through funding from SB account, the customer should give endorsement for opening of new account with attestation.
  10. Messenger withdrawal shall not be allowed, if done –form 12 should be attached with full details.
  11. In case of Cheque withdrawal, SS verification, pay cash and paid cash has to be
  12. In case of SSA half withdrawal – only up to 50% of the balance of the proceeding financial year.
  13. The SSA amount of withdrawal will be restricted to the actual requirement of money for Education or 50 % of the balance whichever is less.
  14. As per SB order 08/2022, NEFT/RTGS facility is available for POSB Account For this, if any NEFT/ RTGS transactions performed at counter at the end of the day, user should forward the NEFT mandate form along with SB-7 form or POSB cheque to SBCO.

CLOSURES:

  1. Revised SB-3 card should not be attached for closures; SPM should certify “Original AOF is not traceable after making all efforts” and signed.
  2. Passbook should be attached with last balance and date stamp for all closures in single and double handed Post offices for TDA type of accounts.
  3. For PMC form SB-7B has to be used.
  4. If account transfer from one office to another, form SB 10B should be attached with AOF.
  5. TD PMC – completed year TD rate of interest minus 2% and remaining completed months SB rate of interest – counter PA to check it before closing the account.
  6. SCSS PMC – reason code should be correctly chosen, AB2 for > 2 years and BT1 for between 1 and 2 years.
  7. For RD full maturity, if customer has loan A/c first close the loan account and then RD account should be closed. In case of RD PMC loan account should not be closed.
  8. Closure of matured RD account having outstanding RD loan/interest is not allowed through ECS outward facility, due to adjustment of RD loan/interest paid through office account (SOL ID+0023) from maturity value. The same shall be done only through Cash (below 20,000)/Transfer to Account holder’s PO Savings Account.
  9. For RD death claim closure, the closure amount should be given by cheque or transferred through ECS, if SB credit is given; it is treated as PMC – short payment to claimant.
  1. SCSS death claim closure – SCSS a/c not matured – date of death falls before maturity, Interest adjustment to be made in HINTTM –
  • Int table code as –SBINT/SBRAT after date of death.
  • Value date – 1 date more than actual date of death.
  • Reason code – DTCLAIM
  1. SCSS death claim closure – SCSS A/c matured – date of death falls before maturity, Interest adjustment to be made in HIARM – Calculation sheet to be attached and sent to SBCO for Interest Adjustment.
  2. As per SB order 23/2022 Postmaster’s cheque shall not be issued for maturity/pre- mature/closure amount of accounts of all the schemes of POSB except KVP NSC bulk closure through CNSBCV.
  3. As per SB order 09/2021, provision of Payment of MIS/SCSS/TD accounts Monthly/Quarterly/Annual interest amount and maturity value of MIS/SCSS/TD/RD/KVP/NSC into account holder’s Bank Account by CBS Post offices has been introduced. Hence, while performing such transactions ECS mandate form along with cancelled cheque leaf/copy of first page of passbook duly attested by the depositor to be attached with account closure form/premature account closure form and sent to SBCO along with vouchers.
  4. As per SB order 23/2022, payment of maturity value of SBA type of accounts SB/PPF/NSS/SSA into account holder’s Bank Account by CBS Post offices has been introduced. Hence, while performing such transactions
  5. ln transaction remark SOL lD- Scheme- account number should be entered.
  6. Copy of the ECS Advice report should be printed and attached to the closure voucher.

DELETED / UNVERIFIED / MANUAL POSTING IN SAP :-

  1. SPMs are instructed to maintain separate register for deleted transaction entries in Finacle and copy of the reason for deletion may be forwarded separately to SBCO to avoid OMs.
  2. SPM s are instructed to check unverified transactions on daily basis using HAFI menu before giving EOD to avoid unnecessary increase in OMs.
  3. In respect of post offices where GL integration is completed manual postings should not be made in SAP. In case of any such manual entry, appropriate D.O Sanction/Order should be enclosed and forwarded to SBCO along with

Respected Sir/Madam.

Following instructions are to be followed in CBS Post Offices/CPCs for executing End of Year (EOY) activities for 2023-24

(A). Instructions regarding execution of EOY for 2023-24 in CBS offices:

  1. In view of End of Year Operations. 1st & 2nd April 2024 are declared as no-transaction days and there will be no POSB transactions across counters during this time. A public notice should be put on the notice board of all CBS Post Offices that due to End of Year; no transaction will be accepted on 01.04.2024 and 04.2024. However, ATMs will be operational on all days_ DOP E-Banking / M-Banking, IPPB-POSB Sweep-In and Sweep-Out facility will not be available on no transaction days. Chennai GPO shall ensure that the DBT operations are performed successfully on all the days.
  2. Post Offices will accept cheques for credit in POSB schemes on all working days and should not be refused. As 01.04.2024 (Monday) is Clearing Holiday, CTS applications will not be available on this day as there is validation in the CTS application to check System date and CTS application date. Hence, Outward cheques can be scanned only on 02.04.2024 (Tuesday). Post Offices should ensure that all the accepted cheques are processed expeditiously keeping in mind the fact that is crucial date for interest calculation in PPF and SSA.
  3. No cheques should be accepted for current financial year FY 2023-24 POSB

transactions from 30.03.2024. Cheques accepted and scanned on 30.03.2024 and 02.04.2024 which are uploaded for clearance will be cleared on 02.04.2024 and 03.04.2024 respectively. Post offices should ensure that all the cheques cleared up to 30.03.2024 are posted in the POSB accounts on or before 30.03.2024. The new accounts for which cheques have been accepted and cleared up to 30.03.2024 should also be opened on or before 30.03.2024.

  1. Salary and Pension uploads in HRMS for POSB Interface will be processed in CBS after completion of EOD for 31 March. 2024 which is expected to be completed by 02.04.2024 late evening. CBS GL Reports in Finacle will be available to users post completion of EOY activities only and Daily Reports in CSI will be available on
  2. CBS Post Offices should ensure that no account or modification in accounts of SB/PPF/SSA/NSS-87/NSS-92 remains unverified as interest posting will not happen for any account with pending verification on 30.03 2024, Concerned staff should be alerted so that such lapses are avoided.
  3. On 30.03.2024. all CBS Post Offices should complete all the transactions latest up to 1700 hours and verify all the transactions simultaneously so that there may be no EOD blocking transactions at 1700 hours. All CBS Post Offices should complete HISCOD latest by 1800 hours, except those SOLs which await clearing information from the respective HOs. CPCs should monitor this activity and any blocking validation should be reported to CEPT /IPPB EOD Teams immediately on noticing, so that solution can be provided well in time.
  • CEPT Team will be disabling certain menus according to the requirements during EOY Batch execution to control resource utilization. CPCs will be kept informed from time­to-time on this and should coordinate with their SOLs & update them whenever found necessary
  • On submission of HISCOD on 30.03.2024, users of the SOLs will be disabled and no
    further transactions will be allowed.
  1. All the teams concerned who are part of the EOY activities (CPC SPOCs EOD Support Team, CEPT Team. IPPB Team) should be available and ensure that EOY activities are completed smoothly.
  2. Reports on Annual Interest Posting, Silent Account Marking. Account Maintenance Charges Collection, Closure of zero balance accounts will be shared through CPCs by the end of second week of April.

(B) Instructions for CPCs:

CPCs should contact post offices under their jurisdiction on 30.03.2024 and extend help in clearing blocking validations if any and ensure smooth completion of HISCOD.

HSCOD will be executed by CEPT / IPPB team centrally: CPC teams should be available till HSCOD is completed for all their respective SOLs.

All CPCs will remain open during the intervening night of 30.03.2024/31 03.2024 and duties of staff should be notified in shifts.

(C) Instruction for Nodal Cheque Clearing Office

It is expected that special clearing sessions may be conducted by RBI/NPCI till late on 30.03.2024 & 31.03.2024 for clearance of Government cheques/dues. Nodal office (Chennai GPO) shall ensure processing of the cheques.

Circles/Regions/Divisions should ensure that these instructions are followed scrupulously by all CBS Post Offices and CPCs.

CBS-CTS Integration – Exceptional Scenario

Here below the exceptional scenario of CBS CTS integration which has implemented from 30.08.2021

CBS-CTS integration – Exceptional Scenario

Outward Clearing

1. Cheques scanned only in CTS application on Friday 27/08/2021 but not lodged in Finacle with zone date 27/08/2021

This is incorrect practice. POs are supposed to lodge Cheques in Finacle on day of scanning itself. Concerned HOs should sent scanned copy of approval from Divisional Head along with regularization report for allowing transfer from Office account (0017) to HO/SO+0382 to EOD team. Once parameter is relaxed, concerned HO to transfer the cleared amount alone to HO or SO+0382 on by one with cheque number in Tran Particular Column while using CXFER menu. The following details are required.

  • Account Number i.e. SOLID (HO or SO) 0382 and amount of each Cheque separately.
  • User IDs of HO and concern SOs who will be doing transfer from 0382 to SB, may please be sent to EOD team doing along with approval for allowing transfer.

2. Cheques collected across counter on Saturday (28/08/2021) lodged in Finacle on 28/08/2021 but not scanned in CTS application.

Open Outward rejection zone, select outward reject with reject reason code 84 (Connectivity failure) and reject all cheques, scan all these cheques in NEW CTS application on 30/08/2021.

3. Cheques scanned on Friday (27/08/2021) in CTS application and lodged in outward clearing zone in Finacle with date (27/08/2021)

These zones can be regularized on 30/08/2021 or 31/08/2021. In case of rejection, one window (between 12 pm to 1 pm) will be given for opening Outward rejection zone alone on 31/08/2021 for holiday circles.

4. Cheques scanned on Friday (27/08/2021) in CTS application and lodged in outward clearing zone in Finacle with date (27/08/2021)

No issue for these zones. Existing practice can be followed for Non holiday circles. HOCTM Menu is not available for end user from 30.8.2021. HICTM menu will be disabled on 30.08.2021 by 4 pm. Please complete all inward zone and outward reject operations by 4 pm on 30.08.2021

Inward Clearing

1. Inward Cheques received in CTS application on Friday (27/08/2021) but not lodged in Inward zone.

This is incorrect practice. POs are supposed to lodge cheques in Finacle on day on receipt of inward clearing. Scanned copy of approval from Divisional Head to be sent for posting these inward debits.

User IDs of HO and concern SOs who will be doing transfer from SB to 0101, may please be sent to EOD team along with approval for allowing to transfer.

2. Holiday circles only – Inward cheques received in CTS application for 30/08/2021 will reject the cheques in CTS application with ” 84 Connectivity failure ” and will not be lodged in Finacle.

Sub: Regrading the implementation of the CBS-CTS integration and Centralized Cheque clearing solution from 30.08.2021

Sir/Madam

Please refer to SB Order 24/2021 dated 18.08.2021 and Addendum to SB Order 24/2021 dated 21.08.2021 in which roll out of CBS CTS integration solution was scheduled on 23.08.2021 and the same was deferred due to connectivity issue.

2. The network connectivity issue between CBS and CTS application has been resolved. Accordingly, the competent authority has decided to deploy CBS-CTS integration and Centralization of Cheque Clearing operations at Chennai GPO from 30.8.2021

3. From 30.8.2021 all GPOs/HPOs shall scan cheques collected for POSB operations (outward cheques) of CBS post offices in new CTS application only.

4. Inward Cheque clearing operations received on 30.08.2021 will be done in the old CTS application and Finacle by respective grids/HOs as per the existing procedure.

5. From 31.08.2021, Inward clearing will be handled centrally at Chennai GPO, CTS vendor will update the CTS application on 30.08.2021

6. Regarding, the Outward cheque lodged before 30.08.2021 in the CTS application, a report link will be made available in the new CTS application to download the report for previous days. The respective Grids/GPOs/HPOs shall follow the existing process for clearance of outward cheque lodged before 30.08.2021.

7. Approved Standard Account Procedure (SAP) for centralized grid clearance system is attached for information, guidance and necessary action.

8. It is requested to circulate these amendments to all CBS Post Offices for information, guidance and necessary action.

9. This issues with the approval of the DDG (FS)

Please refer to SB Order No. 24/2021 dated 18.08.2021 in which it was intimated about roll out of CBS-CTS integration solution from 23.08.2021.

Subject of SB Order 24/2021 – Regarding implementation of CBS-CTS integration functionality for
cheque clearance in CBS post offices.

Sir/Madam,


At present all HOs are processing their cheque clearance through three nodal grid HOs i.e. New Delhi GPO, Chennai GPO, Mumbai GPO.

2. For smooth cheque clearing operation, to avoid manual remittance Advice (RAs) between HOs and Grid Nodal offices and for centralized accounting, functionality of CBS-CTS integration has been developed.

3. The competent authority has decided to implement CBS-CTS integration functionality for CBS post offices w.e.f. 23/08/2021. A detailed Standard Operating Procedure (SOP) for cheque clearing under CBS-CTS integration have
been prepared and attached for information and further necessary action.

4. Some important aspects of cheque clearance under CBS-CTS integration as below: –

  • Chennai GPO is identified as Nodal Office for processing of cheque pertains to POSB operation in CBS post offices, centrally.
  • Cheque received/presented in CBS post offices for POSB operation shall only be processed through CBS-CTS Integration i.e. for new account opening/deposit in POSA, RD, SSA & PPF.
  • All other cheques received/presented in non-CBS post offices and Non Banking cheques (PLI/MPCM counter/other cheque) shall be realized through the accredited bank of the concerned HOs only i.e. Postmasters Bank Account as per existing provisions.
  • No CBS post office shall be allowed to open Inward/Outward cheque clearing Zone in Finacle from 23.08.2021.
  • HOs shall not lodge outward cheques on CBS post offices on 20.08.2021 to 22.08.2021. HOs shall start lodging outward cheques from 23.08.2021 in new CTS application.
  • HOs shall clear their pending inward and outward clearing zone in Finacle by 20.08.2021.
  • All post offices shall liquidate pendency of cheque clearing office account (SOL ID+0382) if any, by 20.08.2021.

5. Gist of process of cheque clearance in CBS post offices, after implementation of CBS-CTS integration is as under: –

A. Inward Cheque Clearing:

  • POSB cheque presented in Bank and received through NPCI for clearance.
  • Grid wise Inward clearing cheques will be received through CTS application in Nodal Office Chennai GPO.
  • Technical validation of the cheques (i.e. signature/date/cheque no/account status) will be done in CTS application for all three grids. A text file will be created through CTS application by Nodal Office and uploaded in Finacle grid wise.
  • In Finacle, the posting of text file will be done and marking of Cleared/Rejected shall be done.
  • A response file will be created in Finacle and uploaded to CTS application.
  • CTS application will consolidate Finacle and non-CBS inward cheque cleared/reject data and sent to NPCI.

B. Refer to Branch :

  • If any cheque having, Invalid Account Number, Cheque Not linked to Account, Invalid scheme accounts, Non-CBS accounts and Accounts with no signatures will be marked as “Referred to Branch”
  • These cheques will be move to concerned HO of the post office (SOL) in CTS application.
  • All HOs shall ensure to login in CTS application daily to check whether any cheque referred to Branch is available
  • Concerned HO to login to CTS application and modify Non CBS account number to CBS account number, if cheque is presented with old account number or link cheques against account in Finacle, verify signatures and complete technical validation for those cheques, which were referred to branch.
  • Concerned MICR HOs will reject the cheque with appropriate rejection reason in CTS or will mark as Cleared in CTS application for processing in Nodal Office in CBS.
  • After verification of signature/cheque detail and balance of cheque relates to non-CBS post office, concerned HO shall mark accept or reject for each cheque.
  • Necessary accounting for non-CBS cheque to be done at HO/SO on same day without fail.

C. Outward Cheque Clearing :

  • All CBS SOs shall prepare a manual list in prescribed proforma of cheque received for POSB operations (including cheque received in BOs (if any) and shall send to concerned HOs.
  • Concerned HO shall check the list with cheques and lodge cheque in CTS application by 16:00 hrs.
  • Cheque related to POSA shall be lodged in respective PO Savings Account.
  • Cheque related to new account or RD/PPF/SSA account shall be lodged in concerned PO‟s SOL ID+0382.
  • Nodal Office shall generate text file for three grids and share with NPCI.
  • After receipt of response file from NPCI, text file shall be uploaded in Finacle Grid wise and Posting shall be done in Finacle.
  • Each CBS PO (HO/SO) shall check their SOL ID+0382 account on daily basis. If any credit is available, open respective account or funding in concerned account of RD/PPF/SSA on same day before EOD.

6. The non-CBS Post Offices shall continue to follow existing process. i.e. this functionality is not applicable in non-CBS Post Offices.

7. Detailed Standard Accounting Procedure (SAP) will be released shortly in consultation with Book PA Wing.

8. It is requested to circulate this amendment to all CBS Post Offices for information, guidance and necessary action.

9. Hindi version of this order will be issued in due course.

Subject : – Clarification on applicability of procedure relating to condonation of irregular payments in CBS Offices – Regarding.

Kerala Circle vide Lr. no. SB/Complaints/17(pt-1) dated 24.06.2021 and Jammu & Kashmir Circle SB/Misc/Comp/2019-20 dated 19.07.2021 have sought for clarification / guidance on whether the procedural rules viz. 113 (v) & 115 (4) of POSB Manual Volume – I relating to condonation of irregular withdrawals / Payments in RD accounts are applicable for transactions happened in CBS Post Offices.

2. In this regard it is clearly mentioned in SB Order No. 9/2018 dated 17.07.2018 vide which POSB CBS manual was circulated , that POSB CBS Manual shall be applicable to offices working under CBS platform and the existing procedural rules of POSB Manual Volume – I & II shall continue to be applicable for non-CBS offices till these are migrated to CBS platform. The Provisions of rules of POSB Manual Volume – I referred in para (1) above are not available.

3. It is clarified the provisions in Rules 113 (v), 115 (4) and 146 (1) of POSB Manual Volume – I which are related to condonation of irregular withdrawals and payments in RD & TD accounts are not applicable for the transactions happened in CBS post offices.

4. Further, Circles may issue instructions to all CBS post offices that the Counter Assistant shall Strictly follow the procedure prescribed in POSB CBS manual in respect of closure of accounts in various schemes. It is clearly prescribed that the Counter Assistant will invoke Closure menu in Finacle CBS Application and first select trial Closure. Then he has to select closure reason code and repayment mode. On submission, he has to go HPR menu to view/Print report. Closure amount should be shown to account holder, If account holder agrees to actually close the account, Counter PA should get his/her signature on receipt portion of account closure form and then close the account. Hence, Counter Assistant and Supervisor should take much more care while performing the transactions in CBS Finacle, to avoid irregularities and complaints.

Sub: – Regarding request from various agents/agent associations to allow investment through withdrawal form (SB-7) under SAS /MPKBY Agency System.

Sir /Madam,

This office is in receipt of representations from agents/agent associations to allow investment through withdrawal form (SB-7) under SAS / MPKBY Agency System in various National Savings Schemes (i.e. RD/MIS/TD/KVP/NSC).

2. As there is no such provision available in SAS Agency Rules 1959 / MPKBY Agency Rules 1972, the issue was taken up with Ministry of Finance for consideration.

3. After examination, vide O.M. No. 14/1/2021-NS dated 19.02.2021 Ministry of Finance has decided to reject the proposal on the grounds of safeguarding the money of investor and avoiding any irregularities/frauds in the investment.

4. In view of above, any post office shall not allow investment through withdrawal form (SB-7) under SAS / MPKBY Agency System in different National Savings Schemes.

5. It is requested to circulate these guidelines to all post offices for information, guidance and necessary action.
