Subject: – Merger of PA (FPO) with PA (PO) – regarding.

Madam/Sir,

Reference is invited to letter no. Q-25/11/2022-PE-I-DOP dated 16.11.2022 of Establishment Division regarding the subject cited above.

  1. The issue of posting of Postal Assistant in FPO Chennai, Delhi and Kolkata has been

reviewed and the Competent Authority has approved following guidelines in this regard:-

  1. Incumbents of PA (FPO) cadre of Chennai, Delhi and Kolkata as on 31.12.2022 shall continue to be posted in FPO till they are promoted to next higher grade or cease to be in However, such official may make a request for transfer to Postal Division which may be considered as per administrative requirements.
  2. If any PA of FPO, Chennai / Delhi / Kolkata) has been transferred to Postal Division without making any request for such transfer, such official (s) may be posted back to FPO.
  3. Existing officials who choose to continue in PA (FPO) cadre of Chennai / Delhi / Kolkata will be considered for promotion in the same manner as was being done prior to issue of aforesaid letter dated 11.2022.
  4. Fresh appointment, whether through Direct Recruitment or through Departmental Examination, shall not be made in FPO.
  5. Posting in FPO against vacant posts shall be done from Postal Division on tenure basis. An official who has completed minimum 2 years of service in Postal Division shall be eligible for posting in FPO.
  6. Official posted in FPO from Postal Division shall be posted back to Postal Division after completion of one post tenure in FPO. Such an official can be posted back to FPO after completion of one post tenure in Postal Division.

3. Delhi, Tamil Nadu, and West Bengal Circles are requested to take action as above.

Withdrawl of PA CO/RO Merger with PAPO Cadre

Directorate has issued an  order regarding Withdrawl of PA CO/RO Merger with PAPO Cadre. in a letter written to all head of directorate has mentioned  that letter of even number dated 27.10.2023, on the subject mentioned above, vide which instructions on unification of PA (CO/RO) with PA (PO) were issued by the Directorate. Subsequently, an e-mail/letter dated 27.10.2023 was sent to all Circles to keep this order in abeyance for the time being.It has now been decided to withdraw the aforesaid order. Hence the order of even number dated 27.10.2023 stands withdrawn ab initlo. Any further action will be taken after consultation with all stakeholders

Subject: Cadre Restructuring of Group ‘C’ employees in Department of Posts – Clarification – reg.

Sir/Madam,

Kindly refer to this office letter of even number dated 03.02.2022, on the subject mentioned above, vide which the instructions issued vide this office letter of even number dated 05.12.2018 were reiterated that “LSG, HSG-II, HSG-I and ESG-I (NFG) posts will be deemed to have been upgraded to these grades only w.e.f the dates they are filled up, ie. from the date the promoted official assumes the charge. Otherwise , the post will remain in the lower grade”.

2. In this regard, it is further clarified that the additional (new) posts of LSG, HSG-II, HSG-I & HSG-I (NFG), allocated to the Circles after the Cadre Restructuring, which have not been created by the Circles due to un-availability of eligible officials in feeder grades, shall remain in the lowest grade i.e. Postal Assistant, while ensuring that the total sanctioned strength of PA, LSG, HSG-II, HSG-I & HSG-I (NFG), must not exceed the total number of posts in these grades as mentioned in this office letters of even number dated. 27.05.2016/10.11.2017.

Subject: Cadre Restructuring of Group ‘C’ employees in Department of Posts – Clarification – reg.

Sir/Madam,

Kindly refer to this office letter of even number dated 05.12.2018 (copy enclosed), on the subject mentioned above, vide which it was clarified that “LSG, HSG-II, HSG-I and HSG-I (NFG) posts will be deemed to have been upgraded to these grades only w.e.f, the dates they are filled up, i.e. from the date the promoted official assumes the charge. Otherwise, the post will remain in the lower grade”.

2. However, it has come to the notice of the Directorate that the Circles have created all the posts, allocated to them vide letters of even number dated 27.05.2016/10.11.2017, in one go /with a single order and treating these additional posts as part of the current sanctioned strength of LSG, HSG-II, HSG-I and HSG-I (NFG). This has created a problem of upgraded/created posts remaining vacant for want of eligible candidates in the feeder grade.

3. Therefore, the instructions issued vide this office letter dated 05.12.2018 are reiterated for strict compliance.

4. Further, the Circles may modify the orders issued by them earlier creating the posts LSG, HSG-II, HSG-I & HSG-I (NFG) altogether and create only that much posts which can easily be filled with the availability of eligible candidates in respective feeder cadres in ensuing DPC meetings. A compliance may be sent latest by 22.02.2022 at adgestt1@indiapost.gov.in
