The computer knowing officials and having more than five years of service with good record of service in administrative office will be preferred for the post of Office Assistant. The service period can be relaxed, if needed. Similarly, only PO/RMS qualified Accountant/Jr. Accountant from DOP or DAP having good record of service will be eligible for the post of Junior Accountant.
Application from willing officials in prescribed proforma given in Annexure A may be forwarded by the Unit/Divisional Head along with their personal recommendation and APAR Grading of the applicant for last five years and vigilance clearance certificate to be reached to PTC Darbhanga latest by 18.03.2024.
The period of deputation is normally three years, but may be terminated before completion of tenure according to performance of the officials.
No deputation allowance /any other allowances to be paid to the officials who will work in PTC, Darbhanga on deputation. On selection, the official will have to reside in Govt. accommodation availaba at PTC Darbhanga campus itself.

In pursuance of Directorate letter no. 1-DE Dated 10.09.2021 and Circle Office Patna letter no. R&E-52/LGO Exam/2021(PLl/VIG/MTS). R&E-52/LGO.Exam/2021(GDS) & R&E-52/LGO Exam/2021 (CO/RO) Dated 13.09.2021, the notification for LDCE for promotion to the cadre of PA/SA from eligible Postman/Mail guard/MTS & GDS were issued on 13.09.2021. In the said notification it was announced to conduct the above examinations for the vacancy year 2021 on 24.10.2021 but due to Bihar Panchayat Election the date of exam was rescheduled on 21.11.2021 as per Directorate letter no. A-34012/01/2021 -DE Dated 18.10.2021. Accordingly examination of Paper-I & Il were conducted on 21 .1 1.2021 and Data Entry Skill Test (DEST) Paper-iii on 30.01.2022.
Now. the results were prepared as per guidelines of Directorate issued vide letter no. 0408/2019-SPN-I dated 26.7.2019, 06.09.2019 & and letter no. 17-08/2018-SPB-I dated 09.09.2021, 20.6.2019 & 10.05.2019.
2. On successful completion of aforesaid examination. provisional answer keys (MCQ) for Paper-I & II (in series A.B.C & D in both papers) inviting feedback/challenges from candidates were uploaded on Indiapost website on 24.11.2021. And based on responses received from candidates, answer keys tor Paper-I & Il have been finalized and uploaded on Indiapost website on 04.01 .2022. The list of candidates who have qualified in Paper-I & Il was prepared separately tor LGO candidates and GDS candidates and the saine was uploaded on Indiapost website on 21 .01.2022.
3. Vacancies: The vacancies will be filled up through GDS, only if, there are unfilled vacancies of promotion quota meant for Postman/Despatch Rider/MTS through LDCE to the post of Postal Assistant/Sorting Assistant.
3. Eligibility Criteria: – As per the Recruitment Rules notified in GSR 411 (E) dated 21.05.2015, the following conditions are to be fulfilled:
(i) Educational Qualification: 10+2 standard or 12th class pass from a recognized University/Board.
(ii) Age: Should be within 30 years of age (relaxable for different categories as notified by the Government of India from time to time).
(iii)Service eligibility: Must have put in a minimum service of five years as on the 1’day of January of the year to which the vacancy (ies) pertain to.
Note: The vacancy year has been changed from financial year as provided in the Recruitment Rules to Calendar Year in terms of DOP&T OM No. 22011/4/2013-Estt (D) dated 08.05.2017 and Department of Posts D.O letter no. 137-15/2014-SPB-II dated 7 July 2017 and hence the Crucial date for reckoning the minimum regular service is 01.01.2021
4. Pattern & Syllabus of Examination: The examination will be conducted as per the revised pattern and syllabus circulated by Directorate vide letter No. 17-08/2018-SPB-I dated 10.05.2019 under Annexure-C which shall be read with letter No. 17-08/2018-SPB-I(pt.) dated 10.06.2019, and 17 08/2018-SPB-1 dated 20.06.2019, 26.06.2019, 28.06.2019, 11.07.2019, 23.07.2019, and letter no. 17 08/2018-SPN-I dated 09.09.2021, enclosed as Annexure–II.
Note: The Skill test of data entry will be conducted subsequently as per the instructions issued in the Broad guideline (Annexure B) of Directorate letter No. A-34012/01/2021-DE dated 11/03/2021.
5. Applicants are required to indicate the order of preference of Unit/Division (in a proforma) other than the parent Unit/Division as per letter No. 04-08/2019-SPN-I dated 26.07.2019.
6. Centres of Examination: The examination will be conducted at Circle Headquarters/Regional Headquarters only and name of the venue of Examination will be intimated later on .
7. Department vests the power to cancel this notification of the examination, if anything unfair was found during the recruitment process.
8. The candidates who are willing to apply for the examination should ensure that they fulfill/satisfy all the eligibility criteria/conditions/instructions (mentioned at para 1 to 7) for appearing in the examination
9. This notification may be given wide publicity amongst all GDS working in Divisions/Units.

7. Eligibility Conditions :
All the candidates who fulfill the prescribed conditions as per Rule 273 of Postal Manual Volume IV are eligible to apply for the examination irrespective of availability of vacancies on their division/Unit issued from time to time and apply to the appropriate authority before the prescribed date.
All postal Assistant/Sorting Assistant who have not less than three years continuous service as Postal Assistant/Sorting Assistant on the last date fixed for the receipt of application (i.e. 09.08.2021) and have been declared permanent or quasi permanent before that date, and have a consistently good record of service for the preceding 3 years vide Directorate letter no. 8-1/2016-SPB-II dated 19.02.2019.
Some posts of Accountant have been identified as LSG, it is to inform that such posts may be manned by LSG (A/c) cadre official as per relevant instruction. It would not be in fitness of things that LSG officials are allowed to appear in PO RMS Accountant Examination.
Each Candidate will be allowed three chances to appear at the examination. Under the revised syllabus the officials securing at least 60% marks in a particular paper will be exempted from appearing in that paper in the next two subsequent examinations. A candidate who, after being exempted, does not take the next one or both the examinations, will be deemed to have availed of the chance or chances for this purpose.
It may kindly be noted that in case qualified officials are available in any division but the vacancy is Nil, the official of the division will not permitted to appear in aforesaid examination. In case, the vacancy in Nil and no Qualified official is available then the examination will be held against 1 (one) token vacancy as directorate letter no 9-9/81-SPB-II dated 15.05.1991.
8. The unit should carefully check the application of each candidate to ensure that the official fulfills the prescribed eligibility conditions and send the list of permitted candidate duly Roll No. Allotted in hard copy and excel (soft copy ) as well.
9. The applicants should enclosed two passport size photographs with their application. While forwarding the applications with permitted candidate, the photo affixed on the application should be duly attested by the Divisional Head and other photo should be retained at Divisional Level, itself, for issuing hall permits.
