Joining Procedure of APS (Army Postal Service) from Post Office

Here below the full process to join APS (Army Postal Service) from Post Office (Department of Posts) on deputation basis. Subject to issue notification by APS.

Many of us wants to join APS (Army Postal Service) on Deputation basis from Department of Posts (Post Office). Today I am sharing enrollment process to APS.

1. Application Form

Candidate will fill up part 1 and part 2 of Application form and Submit to Divisional Head.

2. Divisional Head

Divisional Head will scrutinize the application of candidate and recommend in Part IV of the application. Divisional Head will prepare a nominal roll of recommended candidates and forward their application to Office In charge, APS Records PIN 900746 c/o 56 APO alongwith following documents in one lot by 5th March and 5th August every year under intimation to APS Directorate:

  • A Certificate issued by divisional head as per appex A mentioned in para 3 of APS Dte letter no. 90413/rtg/APS-1C dated 08th August 2019.
  • Last Month’s Pay Slip.
  • First Page of Service Book.

3.OIC APS Records

(a) Check the correctness of certificates and requisite documents issued by Divisional Head as mentioned above.
(b) If the Application is completed in all respects, enter the name of candidate in Field Force List and inform divisional heads and AROs.
(c) Forward a confirmation letter to designated ZROs/AROs certifying that the candidate is eligible to be enrolled in the category he is applying for.
(d) Inform the Concerned Divisional Head to relieve the candidate and instruct to report the specified ZROs/AROs by 5th in the month of April and September every year for physical and medical exam.
(e) APS records will forward the list of eligible candidates to APS Directorate for whom the confirmation letter has been issued for onward submission to recruiting directorate.

4. Divisional Head

Divisional Head to relieve the candidate so as to report to specified ZROs/AROs by 05th in the month of April and September for physical and medical exam along with following documents.

  • Application for enrollment.
  • Relieving Memo from the Divisional Head.
  • 10th Certificate and Mark sheet in original.
  • 12th Certificate and Mark sheet in original.
  • Higher Education/Diploma Certificate and Mark sheet in original.
  • Domicile/Nativity Certificate in original.
  • Aadhar Card.
  • PAN Card.
  • 20 * Latest Passports Size Photos.

5. ZROs/AROs for Physical and Medical Exam

(a) ZRO/ARO will conduct physical and medical exam of the candidate from 5th in the month of April and September.
(b) Intimate Divisional Head about the medical fitness of the candidate of the candidate to relieve from civil duties before the end of the month of April and September for further enrollment to APS.

6. Divisional Head

Relieve the Candidate immediately from his civil duties and direct him to report to ZRO/ARO before the end of the month of April and September along with all required documents and Last Pay Certificate (LPC).

7. ZRO/ARO

Preparation of Rahdari certificate and final Despatch of the candidate to APS Centre by the end of the month of April and September.

Special status of Warrant Officers in APS

(a) Warrant Officers are treated at par with JCOs for accommodation,messing and travel entitlements through specific Government orders.
(b) Parchment Warrant is being issued by the President of India.

Pay and Allowances

(a) Option to draw Army Rate of Pay with Grade Pay of Rs 2800/- for PAs/SAs and Military Service Pay (MSP) of Rs 2000/- as per 6th CPC.

OR

Civil rate of pay plus 15% Field Allowance on Basic Pay plus Grade Pay as per 6th CPC

(b) Special Compensatory Allowances while serving in Field/Modified Field and Concessional Areas as admissible to Regular Army personnel are as under :-

(c) Composite Personal Maintenance Allowance. Present rate is Rs 225/- per month (pm)

(d) Acting Allowance to JCOs who are employed in place of Officers against clear vacancy. Present rate is Rs 1200/- pm

(e) Ration Allowance when living with family. Present rate is Rs 95.52 per day .

(f) Free boarding and lodging for those officials who are living single.

(g) WOs will get one time Outfit Allowance of Rs 1500/- on promotion to JCOs.

(h) Free Uniform (all types) is provided while serving in APS for all officials.

(j) One time Mufti Clothing Allowance of Rs 600/- while undergoing training at APS Centre.

(k) Accommodation Allowance (CILQ) (A1 City) for married personnel who have not been provided with Govt married accommodation. Present rate is Rs 8100/-pm for JCOs/WOs & Rs 6300/-pm for Naik / Sepoy.

(l) Accommodation Allowance (CILQ) for married personnel who are staying single at the duty station and their family staying in other towns. Present rate is Rs 3600/-pm for JCOs/WOs and Rs 2400/-pm for Naik/Sepoy.

(m) Family Accommodation Allowance (FAA) @ 10% of Basic Pay Plus Grade Pay plus Military Service Pay for unmarried personnel

Leave

(a) 56 days Annual Leave at home plus journey period subject to minimum of 60 days Annual Leave per year.

(b) 30 days Casual Leave per year

(c) Unlimited Sick Leave on recommendation of medical authorities over and above the Leave mentioned above.

(d) Civil Leave account will be frozen during the period of deputation in APS. However, Leave accumulated at APS plus balance Civil EL will be encashed subject to maximum of 300 days at the time of retirement.

(e) 10 days Leave encashment along with LTC per year is also available in APS over and above 300 days Leave accumulation. Maximum Leave encashment is 60 days.

Travel Concessions

(a) Free conveyance (LTC) every year for self & dependent family members to visit home town from duty station in the following entitled class:-

(i) Sepoy/Naik – AC-III-Tier
(ii) JCOs/WOs – AC-II-Tier

(b) One additional free conveyance(LTC) in a year for self to visit hometown/ Selected Place of Residence (SPR) from field duty station if not stayed with family.

(c) Unlimited 50% concession voucher to visit anywhere in India from either duty station or home town for self and family members in entitled class.

(d) Free conveyance to the dependent family members to join head of family (self) at duty station first time & also on subsequent postings.

Accommodation

(a) Free single accommodation for individuals at duty station.

(b) Free furnished accommodation with free conservancy and water & electricity (100 units) at family stations for married personnel who are staying at Government married accommodation.

(c) P&T accommodation can be retained / allotted while on deputation to APS.

(d) When no married accommodation is available, the individuals can keep their family at Selected Place of Residence (SPR)/home town and claim CILQ as applicable. Families can be shifted to separated family accommodation (SF Accn) which are available in peace stations.

(e) Free conveyance of personal effects while on postings with maximum limit is as under :-
(i) JCOs/WOs – 6000 Kgs
(ii) Sepoys/Naiks – 1500 Kgs

Insurance Cover (In addition to CGEGIS)

(a) Rs 37.50 lakhs insurance coverage for JCOs/WOs/NKs/Sepoys from Army Group Insurance (AGI) on payment of monthly premium of Rs 2525/-

(b) Advances for purchase of House, Computer and Two/Four wheeler from AGI Fund.

(c) 50% balance at credit can be drawn from AGI Fund for higher education/ marriage of children.

(d) Amount accumulated in AGI Savings Fund will be refunded to the Officials on their repatriation to Dept of Posts.

Canteen Facilities

(a) All types of Fast Moving Consumer Goods (FMCG) on concessional rates

(b) Two/Four wheelers on concessional rates

(c) Electronic items on concessional rates

(d) Liquor on concessional rates as per entitlement

(e) After repatriation, Canteen facility with liquor is available if the official served in APS for 5 years and more.

Medical facilities

Free medical treatment for self & dependent family members in renowned Army / Air Force / Navy Hospitals available throughout India.

Other facilities / concessions

(a) Scholarships are available for children of personnel from APS Corps Regimental Fund and from Army (ESSA).

(b) Grant to wives for enhancement of their academic qualification.

(c) Grant to personnel for enhancement of their academic qualification while serving in APS.

(d) Talented sports personnel can participate in Army teams at various levels.

(j) JCOs can be promoted to Officer Cadre on recommendation of SSB (Services Selection Board) within 45 years of age and within 3 SSB chances while serving in APS.

(k) Children / dependent brothers are eligible for enrollment in Army through Unit Headquarters (UHQ) quota.

(l) Children will get reservation for getting admission in professional colleges under State Govt.

(m) Officials will get choice posting in Dept of Posts on repatriation.

I am directed to refer to Directorate letter of even number dated 26.06.2018 and clarifications issued vide letter of even number dated 14.06.2019 and 27.09.2019 relating to grant of grace marks to officials on deputation to Army Postal Service (APS) in Limited Departmental Competitive Examination (LDCE) for promotion to the post of Inspector Posts.

2. Concession granted to APS personnel vide aforesaid letters have been reviewed and the Competent Authority has decided to withdraw all concession presently available to APS personnel for appearing in LDCE for Inspector Posts.

3. Withdrawal of concession shall be effective for vacancies arising on or after 01.01.2022, i.e. from recruitment year 2022 onwards.

1. Equivalent Rank Structure in Army Postal Service at the time of induction
(a) IPoS Group ‘A’ Officers – HAG – Major General
(b) IPoS Group ‘A’ Officers – SAG – Brigadier
(c) IPoS Group ‘A’ Officers – JAG(NFSG) – Colonel
(d) IPoS Group ‘A’ Officers – JAG – Lieutenant Colonel

4. Age limit and medical category

5. Pay and Allowances

(a) Option to draw Army Rate of Pay with the following Grade Pay and Military Service Pay
(MSP) of Rs 6000/- as per 6th CPC.

(i) Major General – Rs 10,000/- & PB-4 pay scale

(ii) Brigadier – Rs 8900/- & PB-4 pay scale

(iii) Colonel – Rs 8700/- & PB-4 pay scale

(iv) Lieutenant Colonel – Rs 8000/- & PB-4 pay scale

(v) Major – Rs 6600/- & PB-3 pay scale

(vi) Captain – Rs 6100/- & PB-3 pay scale

(vii) Lieutenant – Rs 5400/- & PB-3 pay scale

Civil rate of pay plus 12.5% Deputation Allowance on Basic Pay plus Grade Pay for the officers of the grade of JAG & above. Below JAG grade officers will get 20% Deputation Allowance plus Civil Pay.

(b) The Officer can exercise option at the time of commissioning and a further option on each occasion of promotion in Army rank to draw either Military Pay and Allowances or Civil Pay plus Deputation Allowance.

(c) Special Compensatory Allowances while serving in Field/Modified Field and Concessional Areas as admissible to Regular Army personnel are as under:-

(d) Kit Maintenance Allowance. Present rate is Rs 600/-pm
(e) Ration Allowance when living with family. Present rate is Rs 96.30 per day. Officers living single will be provided with free boarding.
(f) Initial Outfit allowance of Rs 21000/- and Rs 4500/- for every 3 years.
(g) HRA as applicable when not provided with Govt married accommodation

6. Leave
(a) 60 days Annual Leave per year.

(b) 20 days Casual Leave per year

(c) Two months Furlough leave with Half Pay for every 3 years

(d) Sick leave on recommendation of medical authorities over and above the leave mentioned above.

(e) Civil Leave account will be frozen during the period of deputation in APS. However, leave accumulated at APS plus balance civil EL will be enchased subject to maximum of 300 days at the time of retirement.

(f) 10 days leave encashment along with LTC per year is also available in APS over and above 300 days leave accumulation. Maximum leave encashment is 60 days.

7. Travel concessions
(a) Free conveyance (LTC) every alternate year for self & dependent family members to visit home town from duty station and to visit anywhere in India every alternate year in Economy class through Air India.
(b) One additional free conveyance (LTC) in a year for self to visit hometown/ Selected Place of Residence (SPR), where family staying, from field duty station if not stayed with family.
(c) Six 40% concession voucher (Form ‘D’) to visit anywhere in India through Indian Railways network.
(d) Free conveyance to the dependent family members to join head of family (self) at duty station first time & also on subsequent postings.

8. Accommodation

(a) Fully Furnished accommodation for single officers at duty station with nominal fee.

(c) When no married accommodation is available, the Officers can keep their family at Selected Place of Residence (SPR) / home town and claim HRA as applicable. Families can be shifted to separated family accn (SF Accn) which are available in peace stations.
(d) Officers can retain their P&T quarters while on deputation to APS.
(e) Free conveyance of luggage with maximum 6000 Kgs during postings.

9. Insurance cover

Deputation to APS (Army Postal Service) from DOP – Golden Chance for All

APS Enrollment: Deputation of volunteers of Department of Posts to APS.

In Order to expedite the enrollment process of volunteers for Deputation to Army Postal Service Corps (APS) by eliminating delay due to multiple visits of candidates for preliminary/ final medical examination/ documention formalities etc. It has decided by Directorate General of Recruiting, Integrated Headquarters of Ministry of Defence (Army) vide letter no. 62540/ rtg B(A) dated 13 January 2021 that there would be no preliminary medical examination with immediate effect.

Closure of PLI Operations in APS – Directorate PLI dated 31.07.2020

Till such time the APS PLI work and case files are transferred to Civil CPCs, PLI Schedule updation and operations shall continue to be done by APS. In no case, the schedule updation and policy servicing related work should be allowed to remain unattended, as that will lead to large number of complaints/grievances. No such action may be taken that harms and adversely affects the interest of Armed Forces Personnel. APS Directorate and Circles concerned are requested to plan for smooth transition of work, without affecting services to APS policy holders, in any way.

Sub: Closure of PLI Operation in APS-reg.

This is regarding closure of PLI in APS Circle and has reference to APS Directorate letters mentioned above. The SOP recommended for transfer of APS PLI case files, vide above referred letters, to Civil HO CPCs has been examined at PLI Directorate and the undersigned is directed to convey the following:-
(i) Physical Case files of APS PLI policies should be listed both ways (Policy Number-wise and Army Number-wise) and should? be packed in bundles, with each bundle containing wo number of cases files. Civil CPCs will follow policy numbers for servicing of PLI policies. Only in case of discrepancies, Army Number mentioned in PLI Policies will be referred to.
(ii) The sorting, listing, bundling, packing etc. of APS PLI policies needs to be done by APS.
(iii) The RTN (container/truck/van) should mention the exact no. of case files to be transported to Civil HO CPCs. For this purpose, detailed listing of policies (Army Number-wise and Policy Number-wise) is required to be done by APS.
(iv) On arrival of RTN at the destination Civil HO CPC, the concerned Postal Divisional Supdt. will verify the record of the physical policies with the detailed list prepared by APS Directorate bearing policy number/army number wise-listing.
(v) CPC wise breakup of case files, of pay policies to be transferred to respective Circles, as conveyed by APS Dire&orate is enclosed (Annexure-I) for the information of all the Circles and for necessary coordination with APS Directorate.
(vi) As regards cash policies of APS and setting up of APS PLI Cell under the jurisdiction of Delhi Postal Circle, 0.M no.29-o2/APS/2017-LI dated 26.06.2020 has already been issued (Copy enclosed, Annexure-II). Delhi Circle and APS Directorate should work out further arrangement to implement the orders accordingly.
(vii) Tentative plan/time-line of transfer of record, CPC wise should also he prepared by APS and shared with all the concerned to avoid confusion/mis-management at any end.
(viii) APS Directorate may utilize the services of the manpower repatriated to Delhi Circle for the purpose of listing, sorting, bundling etc. Additional funds, if required for the purpose, may be requisitioned by APS Directorate.
2. Till such time the APS PLI work and case files are transferred to Civil CPCs, PLI Schedule updation and operations shall continue to be done by APS. In no case, the schedule updation and policy servicing related work should be allowed to remain unattended, as that will lead to large number of complaints/grievances. No such action may be taken that harms and adversely affects the interest of Armed Forces Personnel. APS Directorate and Circles concerned are requested to plan for smooth transition of work, without affecting services to APS policy holders, in any way.
