Subject : Auto forwarding of APAR in SPARROW from the assessment year 2020-21- reg.

This is with reference to letter no. 25-4/2013-SPG (Vol.II) dated 17.08.2021 regarding auto-auto-forwarding of APARs in SPARROW for the assessment year 2020-21.

2. It is to inform that as per DoP&T guidelines, 30.09.2021 is the last date for all the Reporting Officers to write the APARs of the officers Reported Upon in SPARROW. Therefore, all the STATE Custodians will ensure and remind all the concerned officers to complete process of writing APAR and submission to Reviewing Authority by 1800 hrs on 30.09.2021 through SPARROW, failing which the APAR will automatically get forwarded to Reviewing Authority by 23:59 hrs on 30.09.2021.

3. As directed by the Competent Authority, there should not be any case where APAR has not been written by the Reporting officers by due date.

Sub: Consideration of representations of officials for up-gradation of APAR grading for the year 2016-17 for grant of MACP – reg.

This is regarding consideration of representations of officials for up-gradation of bench mark grading from “Good” to “Very Good” in the APAR for the year 2016-17 for the purpose of MACP.

2. Directorate vide letter No. 7-8/2016-PCC dated 05.10.2016 enhanced the bench mark for grant of financial up-gradation under MACPs from “GOOD” to “VERY GOOD” w.e.f. 25.07.2016 for all the post as laid down in DOPT OM no. 35034/3-2015-Estt (D) dated 27/28.09.2016. As 2016-17 is a transition year and there would have been some been communication gap in understanding the implications of bench mark grading etc. by the officials in filed formation. This has to be approached with principles of natural justice and and empathy especially for the APAR grading for the year 2016-17.

3. Hence, The Chief PMG has ordered to afford one more opportunity, as a one time measure to the officials who are having good record of service. The representations of Such officials for up-gradation for the APAR numerical grading for the period 2016-17 which were already decided/rejected mainly on the grounds of period of limitation, may be reviewed/re-considered and appropriate orders passed based on the merits and overall performance of the official.

Respected Madam/ Sir,

This is with reference to online filling of Performance Appraisal Reports (PARs) for all Group ‘A’ IPoS officers of Department of Posts in SPARROW Portal.




2. In this regard, it is to say that Smart Performance Appraisal Report Recording Online Window (SPARROW) portal has been made live from 16th July, 2020 for filling of Annual Performance Appraisal Report (APAR). All Group ‘A’ IPoS officers of Department of Posts except those who are on Deputation have started to fill online PAR through SPARROW portal for the assessment year i.e. 2019-20.

3. Many Circles have inquired about the procedure to be followed for dealing with representations submitted by officers regarding grading/entries in their APARs recorded in SPARROW, subsequent to disclosure of the same to them. It is to inform that the process of dealing with such representations will be the same as was being followed earlier for physical APARs prior to launch of SPARROW. Following procedure will be followed.

a. State Custodian will take printout of the representation and send it to Director (Staff), Postal Directorate for further examination for a decision by the Competent Authority.
b. After final decision of the Competent Authority is obtained, the whole APAR with the decision of the Competent Authority will be migrated to SPARROW by CS to Member (P).

c. As regards officers posted in Postal Directorate, attached Directorates and RAKNPA, Ghaziabad, it will be the responsibility of CS to Member (P) to take printout and forward to Director (Staff).

4. This issues with the approval of Competent Authority .

✒️ For promotion ( LSG-level 5,HSG-II- level 6 ) up to Pay Level 11 & below as per 7th CPC Pay matrix – APAR grading good ( numerical grading 4.0) is enough
✒️ For MACP up to Pay level 11 & below as per 7th CPC Pay matrix- APAR grading very good(numerical grading 6.0) needed w.e.f 25.07.2016 i.e from the year 2016-2017 APAR. For previous years before 2016, good ( 4.0) is enough
✒️For example if an employee is due for LSG promotion by April 2020, his last 5 preceding year APAR will be taken into account. He should get at least

Subject: Maintenance of APARs of Inspector Posts, Assistant Superintendent of Posts and Postal Services Group ‘B’ officers in the Department. of Posts.

Sir/Madam,

I am directed to invite attention of all concerned to this office letter of even No. dated 06.03.2019 on the above mentioned subject wherein instructions were issued for custody of APAR in respect of Inspector Posts, Assistant Superintendent of Posts and Postal Services Group ‘B’ officers in Circles. It has been observed that the guidelines/instructions issued on the subject by this Directorate from time to time are not being adhered to uniformly by all the Circles and now it has been felt necessary to consolidate the instructions/guidelines and reiterate the same to the Circles as under:

2.  The APARs in respect of all Inspector Posts and Assistant Superintendent  of Posts working will be kept under the custody of Director Postal Service (HQ). The APARs in respect of Postal Service Group ‘B’ officers working in the entire Circle will be kept under the custody of Sr. Private Secretary/Private Secretary to Chief Postmaster General of the concerned Circle. A watch will be kept by the concerned officers that all the APARs have been properly written and reviewed as per guidelines prescribed vide DoP&T OM No. 21011/8/85-Estt. ‘A’ dated 23.09.1985 as amended from time to time. All APARs will be scrutinized properly to ensure that no entry is left to be made.

3.  APARs in respect of Postal Service Group 13′ officers working in  RAKNPA/Postal Training Centres may be kept with the concerned Reporting officer instead of concerned Circle. When the Group ‘B’ officer is posted out of PTC/Academy, APAR dossier can be forwarded to concerned CPMG for keeping the same with the Sr. Private Secretary/Private Secretary to Chief Postmaster General of the concerned Circle.

4.  As the officers of the cadre of Inspector Posts and Assistant Superintendent  of Posts are borne to the Postal Training Centres/RAKNPA on deputation from the Postal Circles, the APARs in respect. of Inspector Posts and Assistant Superintendent of Posts working in the Postal Training Centres/RAKNPA should be forwarded to concerned Circles from where the officers are brought on deputation for keeping the same with Director Postal Services (HQ) of the concerned Circles.

5.  The APARs in respect of PS Group ‘IV officers posted in Postal Directorate including Business Development/Parcel/ PLI Directorate after review will be kept in the custody of CS to Member (P). Whenever these officers will get posted out of Directorate, the APARs will be sent to concerned custodian as defined above. As regards APARs in respect of Inspector Posts/Assistant Superintendent of Posts working on deputation /attachment in Postal Directorate including Business Development/Parcel/ PLI Directorate after review will be forwarded to the concerned Circles from where the officers are brought on deputation/attachment for keeping the same with DPS (HQ) of the concerned Circles.

6.  Whenever transfer of APAR dossiers takes place, a reference must be given to the concerned officer so that the officer concerned is aware about his APAR movement.

7.  All Heads of Circles/Postal Training Centres are therefore requested to adhere to the above instructions scrupulously and a detailed compliance report indicating the status of custody of the APAR dossiers in respect of above categories of officers may be sent to the undersigned.

Subject: Maintenance of APARs of Inspector Posts, Assistant Superintendent of Posts and Postal Services Group 13′ officers in the Department of Posts.

Sir/Madam,

I am directed to say that manner for preparation and maintenance of APAR have been stipulated by DoP&T vide its invite OM No. 21011/1/2005- Estt. A) (Pt-II) dated 23.07.2009 and amended from time to time. This Department has also been following these instructions and circulated the same along with Reporting/Reviewing/Accepting Authorities as applicable to various categories of the officers to the circles from time to time.

2.  Jharkhand Circle has sought a clarification as to who will write APAR in respect of Group ‘A’ & ‘B’ officers as well as review the APARs of Inspector Posts and Assistant Superintendent of Posts in the absence of Director Postal Service. The issue has been examined in this Directorate and it has been observed that instructions contained in DoP&T OM No. 21011/8/85-Estt. ‘A’ dated 23.09.1985 are self-explanatory and clear regarding writing of APAR in the absence of Reporting Officer.

These instructions are reproduced as under:

” Where for a period of Report, there is no Reporting Officer with the requisite experience to initiate the Report, the Reviewing Officer himself may initiate the Report as a reporting Officer provided that the Reviewing Officer has been same for the entire period of Report and he is in a position to fill in columns to be filled in by the Reporting Officer. Where a report is thus initiated by the Reviewing Officer, it will have to be submitted by him to his own superior for Review if there is superior officer to him.”

3.  Thus, in the absence of DPS, APARs of PS Group ‘B’ officers should be initiated by PMG and to be reviewed by CPMG. In the absence of both DPS and PMG, APARs of PS Group ‘B’ officers should be initiated by PMG being additional charge and will be reviewed by the concerned CPMG. Similarly, in the absence of DPS, APARs of Inspector Posts/ ASPs should be reviewed by PMG. In the absence of both DPS and PMG, APARs of Inspector Posts/ ASPs should be reviewed by PMG being additional charge.

4.  All Heads of Circles/Postal Training Centres are therefore requested to adopt above cited guidelines arising out of a situation of non availability of Reporting Officer/Reviewing officers in PS group and IP/ASP cadres respectively and adhere to other instructions regarding maintenance APARs scrupulously as per the guidelines issued by DoP&T from time to time. Wherever the APARs have already been written the same need not be reopened.

Subject: Recording of annual performance Appraisal Report (APAR) for the financial year 2017-18 in respect of CSS/CSSS officers – ‘Alert’ regarding.

Online system for recording of APARs on SPARROW web portal has been introduced in CSS from the financial year 2015-16. Initially,it was implemented for Deputy Secretary and above level officers in CSS and equivalent levels in CSSS w.e.f. the financial year 2015-16. From the financial year 2016-17, SPARROW has been extended from under secretary and above levels in CSS and equivalent levels in CSSS. As per Estt. Division’s O.M. dated 23.07.2009 time schedule for completion of various activities relating to PARs are as under:

3 The progress made toward generation and completon of online APARs on SPARROW system for the financial year 2017-18 is being constantly monitored in this Department.It has been observed that as on date 367 APARs are pending with ORUs,404 APARs are pending with Reporting Officers and 445 APARs are pending with the Reviewing Officers. Apart from the above,a total number of 503 APARs are pending at different stage for disclosure/clodsure. It is note-worthy that the timelines including extended timelines for writing of APARs for the financial  year 2017-18 have been over on 31.8.2018.As per the instructions contained in OM of even number dated 24.07.2018,the entire exercise for writing of APARs in respect of CSS/CSSS officers,for the financial year 2017-18 will be closed on 31.12.2018
4. In the meantime, a new feature for sending ‘alerts; in the SPARROW web portal has been developed by the NIC (SPARROW Division) to remind the officers to complete their APAR activities on SPARROW.
5. Keeping in view the overall progress made in completion of apars on SPARROW, the Ministries/Departments are advised to take the following actions for timely completion of APARs on SPARROW for the financial year 2017-18,before it is finally closed on 31.12.2018.
(i) All the ministries/Department may send ‘alerts’ to all the officers to complete the APARs on lying in their ‘inboxes’The facillity for sending ‘alerts’ are available in the revised  version of SPARROW.
(ii) The PARs in respect of ORU who have still not submitted their PARs to their Reporting Officers,may be given a final chance to submit their self-appraisl to their respective Reporting Officers within 15 days from the date of issue of this OM Thereafter, their APARs may be force forwarded to their next level i.e the Reporting Officer.
(iii) The Nodal officers are advised to devise a mechanism to monitor progress pf completion of APARs for the financial year 2017-18 including disclosure and consideration of representation.if any by the stipulated date i.e 31/12/2018
(iv) It may be re-iterated that the end of entire APAR recording process on SPARROW for the  financial year 2017-18 will be on 31.12.2018.
