This is to inform you about the revision of House Rent Allowance (HRA) and Travel Allowances based on the recent increase in Dearness Allowance (DA).

Key Points:

  • As per Ministry of Finance guidelines, HRA rates will be revised:
    • To 27%, 18%, and 9% for X, Y, and Z class cities respectively, when DA crosses 25%.
    • Further revised to 30%, 20%, and 10% for X, Y, and Z class cities respectively, when DA reaches 50%.
  • Additionally, the ceiling for reimbursement of Hotel/Traveling/Food Charges will also increase by 25% when DA reaches 50%.

Implementation:

These revisions are in accordance with Office Memorandums (OMs) issued by the Department of Expenditure, Ministry of Finance, Government of India:

* OM No. 2/5/2017-E.II(B) dated 07.07.2017 (HRA Rates)
* OM No. 19030/1/2017-E.IV dated 13.07.2017 (Travel Allowances)

No further action required:

The revised rates will be automatically applied based on the increased DA. A separate order for this revision will not be issued.

MEMORANDUM

Subject: Revision of rates of Allowances with DA rates increased to 50%.

IB Hqrs is in receipt of queries from various units on the subject. In this regard, it is clarified that the position is very clear in the respective OMs and no separate orders is likely to be issued by MoF (Deptt of Expenditure) in the matter.

  1. Therefore, it is requested to please take action for revision of rates of

such allowances in accordance with the enhanced rate of DA @50% effective from Jan 01, 2024. Such allowances payable in this department along with admissible revised rates are listed at Annexure-I for information and necessary action.

This is regarding grant of Combined Duty Allowance (CDA) to Branch Postmasters (BPMs) who are working at single-handed Branch Post Offices .

2. The proposal for grant of Combined Duty Allowance (CDA) to Branch Postmasters (BPMs) who are working at single-handed Branch Post Offices has been examined in consultation with Department of Expenditure, Ministry of Finance. The Department of Expenditure, Ministry of Finance on examination of the proposal has agreed to grant Combined Duty Allowance w.e.f 01.07.2018 as under:-

Subject: Revision of Fixed Monetary Compensation (FMC) to Delivery Staff and remuneration to other staff.

Sir/Madam

I am directed to refer to Directorate letters of even number dated 04.09.2002, 28.01.2003 and 24.11.2010 on the above mentioned subject.

2. The Department has received a number of references from the staff Associations requesting for upward revision of Fixed Monetary Compensation (FMC) admissible to Postman Staff. A Committee of Senior Officers was constituted for looking into the issue and the report of the Committee has been examined carefully in consultation with Integrated Finance Wing and the Competent Authority has ordered enhancement of the Fixed Monetary Compensation (FMC) admissible to Postmen staff. The details are as under:

5. The expenditure on account of revision has to be met from the allocated funds of the units under the prescribed Head of Account.

6. These orders will take effect from the date of issue.

7. This issues in consultation with the Integrated Finance Wing vide their diary number 118/FA/2015/CS dated 14.08.2015.

Sir/Madam

I am directed to enclosed a copy of the above award given by the Board of Arbitration number C.A. Reference case No 5 of 1993. The above award was submitted for rejection but the same was not approved by the parliament earlier and the same is still pending.

Department has again submitted the award for rejection to DOPT and was not agreed and advised that the latest financial implication for reassessing financial implication in the wake of the recommendation of 7th Pay Commission by the concerned Ministry/Department and send to DOPT to enable to submission of a proposal to cabinet.

In this connection, Circles are requested to furnished financial implication (Annual) in the matter, duly concur, and approval of Hoc by 20.07.2021

Subject: Payment of Immediate relief to family of an employee who dies while in service in cash – reg.

All payments to Govt. servants or payments above Rs.5000 to suppliers etc. are to be made by electronically signed payment advices tor direct credit to their bank accounts in accordance with the amendment of (Receipts and Payments), Rules, 1983.

2. In order to provide immediate relief in terms of Rule 79 and 80 of Compendium of Rules on Advances to Government Servants, 2005 as expeditiously as possible to the family member of the government servant who dies in service, in the unprecedented situation, DDOs of Ministries /Departments are, permitted to draw and disburse the eligible amount of relief In cash either from Imprest or from other sources or by drawing money from the Bank. DDO should ensure adjustment of this advance against the arrears of pay and allowances, leave salary, Death Gratuity, balance of GPF/CPF or any other payment due in respect of the deceased Govt. servant.

3. All the Pr.CCAs/ CCAs/CAs (IC) are requested to kindly Issue instructions to PAOs under their control tor information and necessary action.

4. This issues with the approval of Controller General of Accounts.
