Sub: Filling up of vacancies in Assistant Accounts Officer (AAO) grade of the IP&TAFS Gr.”B’ cadre in Department of Posts & Department of Telecommunications on deputation basis amongst the officers working in the Organized Accounts cadre under the Government of India.

 

I am directed to refer to the aforesaid subject and to state that it is proposed to fill up vacant posts in Assistant Accounts Officer grade, in different offices of Department of Posts & Department of Telecommunications all over India, on deputation basis amongst the officers working in the Organized Accounts cadre under the Government of India, as per the details below:

  1.    The posts are spread all over India and the officers are liable to be posted anywhere. in India.
  2.    Eligibility condition to apply for the above posts is enclosed as per Annexure A.
  3. The period of deputation shall not exceed three years and will be initially for a period of one year and can be extended for two more years, on yearly basis, if required, in the exigencies of public service.

    5    The pay and terms and conditions of deputation of the officer selected shall be regulated in terms of Ministry of PersOnnel Public Grievances and Pension (Department of Personnel and Training) OM No.2/29/ 91-Estt(Pay II) dated 05.01.1994, DOP&T OM No. AB.14017/30/2006-Estt.(RR) dated 29.11.2006, OM No.2/6/ 2009-Estt (Pay II) dated 25.2:2009 and OM No. 6/8/ 2009Estt (Pay ii) dated 17.6.2010 and other rules and instructions on deputation from one Government Department to another, as amended from time to time.

  1. The age of the applicant shall not exceed 56 years as on closing date of receipt of application.
  2. The eligible officers may apply as per the application format enclosed as Annexure B.
  3. The application from the willing and eligible officers whose service can be spared may be sent, duly recommended by Head of Office/ Head of Department along with attested copy of ACR/ APARs for the last 5 years, integrity certificate and vigilance clearance report, as per Annexure C, so as to reach the undersigned on or before 15.03.2024.
  4. The applications received after the due date will not be entertained and are liable to be rejected.

Consequent on implementation of recommendations of 7th CPC, subsequently issued by Ministry of Finance (Department of Expenditure), New Delhi OM No. 25-2/2017-IC/E.III(A) dated 18.06.2018, the member (Finance), Digital Communications Commission is please to approve Grant of Grade pay of Rs. 5400 (PB2) i.e. level 9 of pay matrix in case of Assistant Accounts officers of the IP&TAFS Gr ‘B’ who have completed/completing 4 years of regular service on or before 01.01.2023.

The list of 475 such Assistant Accounts officers who have been approved for grant of Grade Pay of Rs 5400/- i.e. level-9 on their completion of 4 years of regular service on or before 01.01.2023 is annexed to this OM as Annexure -I. Please also note that approval from this office is based only on the recommendations and information received in this office from the concerned units. Therefore, sole responsibility to the correctness of information supplied by them lies on concerned units of DoP/DoT where the officers are working.

Units may once again verify the particulars of the recommended officers as well as current vigilance status and re ensure the correctness of fulfillment of eligibility criteria before implementation of the grant of NFU. If still any shortcoming or discrepancy is noticed, that may be brought to the notice of PA Wing immediately and the order in respect of such officer shall not be implemented till the removal of such discrepancy.

AAO LDCE Mark List 2022 – The Marks of the candidates of AAO LDCE 2022 held from 26.05.2022 to 29.05.2022 and 03.09.2022 who appeared in at least one paper of the ibid exam is as per the Annexure A to this OM.

 2. The Marks in respect of those candidates whose vigilance status is not clear is not included in the above list and the same will be published later on receipt of vigilance clearance from the concerned authorities.

3. The Marks list enclosed as above does not bestow any right of claim to any candidate for being considered for promotion to AAO cadre of IP&TAFS Group ‘B’ Service.

4. Any candidate seeking evaluated copies of their own Answer sheets of the ibid examination should submit his/her request to the undersigned latest by 15.01.2023. Further, the candidates seeking evaluated copies of their own Answer sheets may deposit a fee of Rs.50/- per paper at any Post Office and submit the original receipts along with a self-attested copy of his/her official id proof.

In continuation of Examination Notification No. 3-37/2022-PACE/LDCE AAO/10869-10956 dated 15.2.2022 as amended vide No. 3-37/2022-PACE/LDCE AAO/11266-11370 dated 2.3.2022, 3-37/2022-PACE/LDCE AAO/11506 dated 14.3.2022 & 3-37/2022-PACE/LDCE AAO/844-913 dated 23.5.2022, the following addendum regarding reconduct of Paper VI – Information Technology, of LDCE AAO 2022 is issued.

3. Syllabus & Pattern of Examination: The syllabus & pattern of Paper VI – Information Technology shall remain exactly as per Examination Notification No. 3-37/2022-PACE/LDCE AAO/10869-10956 dated 15.2.2022 as amended vide No. 3-37/2022-PACE/LDCE AAO/11266-11370 dated 2.3.2022, 3-37/2022-PACE/LDCE AAQ/11506 dated 14.3.2022 & 3-37/2022-PACE/LDCE AAO/844-913 dated 23.5.2022.

4. Please refer this office letter 25.06.2019 vide which details of eligible AAOs were called for granting of Grade pay of Rs. 5400 (PB2) i.e. in level 9 of pay matrix in case of Assistant Accounts Officers of the IP&TAFS Gr ‘B’ who have completed 4 years of regular service as on 01.01.2016 consequent on implementation of recommendations of 7th CPC, subsequently issued by Ministry of Finance (Department of Expenditure), New Delhi OM No. 25-02/2017-IC/E.III(A) dated 18.06.2018.

As per reports received from concerned units, 173 officers have been granted NFU vide this office order dated 24.12.2019 & 28 officers have been granted NFU vide this office order dated 19.01.2022.

Now, in this regard you are once again requested to ensure that all eligible officers ( serving/retired) of your units have been granted the benefits of NFU. If any officer is left out i.e. not granted the benefits the due to any reason, please inform this office with details in prescribed proforma (enclosed) latest by 15.03.2022 positively.
