DRAFT MODEL NOTIFICATION FOR THE ENGAGEMENT OF GRAMIN DAK SEVAKS DIVISION/REGION/CIRCLE

Applications are invited by the respective engaging authorities as shown in the Annexure ‘I’ against each post, from eligible candidates for the selection and engagement to the following posts of Gramin Dak Sevaks.

1. Job Profile of GDS:-

(i) BRANCH POSTMASTER (BPM)

The Job Profile of Branch Post Master will include:

a) Carrying out transactions (offline and online) of Branch Post Office and India Post Payments Bank (IPPB) using the handheld device.

b) Marketing of Postal, India Post Payments Bank services and procurement of business in the villages or Gram Panchayats within the jurisdiction of the Branch Post Office. This would include organizing melas for business requirements.

c) Maintenance of records, upkeep of handheld device.

d) Branch Postmaster has the overall responsibility of smooth and timely functioning of Post Office including mail conveyance and mail delivery.He/She might be assisted by Assistant Branch Post Master. BPM will be required to do combined duties of ABPMs as and when ordered. In some of the Branch Post Offices there may not be ABPM post and the BPM has to do all the work of the BO.

e) Any other work assigned by superiors like IPO/ASPO/SPOs/SSPOs/SRM/SSRM etc.

(ii.) ASSISTANT BRANCH POSTMASTER (ABPM) The Job Profile of Assistant Branch Post Master will include:

a) Sale of stamps/stationery,conveyance and delivery of mail at doorstep, deposits/payments/other transactions of IPPB

b) Assisting Branch Postmaster in counter duties using handheld device/Smart phone.

c) Marketing of Postal, India Post Payments Bank services and procurement of business in the villages or Gram Panchayats within the jurisdiction of the Branch Post office.This would include organizing melas for business requirements.

d) ABPM will also be required to do Combined Duty of BPMs as and when ordered.

e) Any other work assigned by superiors like IPO/ASPO/SPOs/SSPOs/SRM/SSRM etc.

(iii) DAK SEVAK

Dak Sevaks will be employed Departmental Offices like Sub Post Offices,Head Post Offices etc. The lob Profile of Dak Sevak will include:-

a) Sale of stamps/stationery, conveyance and delivery of mail at doorstep,
deposits/payments/other transactions of IPPB and any other duties assigned by Postmaster/Sub Postmaster.

b) Dak Sevaks also has to assist Post MastersrSub Postmasters in managing the smooth functioning of Departmental Post Offices and do marketing, business procurement or any other work assigned by the Post Master or IPO/ASPO/SPOs/SSPOs/SRM/SSRM etc.

II. Time Related Continuity Allowance(TRCA)

The following Minimum TRCA shall be payable to the categories of GDS:-

IV. Eligibility for GDS Post

AGE

The minimum and maximum of age for the purpose of engagement to GDS posts shall be 18 and 40 years respectively as on the last date of submission of application as per the respective Division’s notification. Permissible relaxations in Upper age limit for different categories are as under:

Note:-I* There will be no relaxation in upper age limit to EWS candidates. However, the persons belonging to EWS who are not covered under the scheme of reservation for SC, ST and OBC shall get 10% reservation in engagement to the Gramin Dak Sevak posts.

Note:-2* All Engaging Authorities shall maintain reservation for persons with disabilities to all categories of GDS posts for
persons with benchmark of disability “Blind” (for all categories of GDS). Percentage of reservation may be maintained as in the case of SC,ST and OBC categories in GDS posts. Relaxation in upper age limit is subject to the condition that maximum age of the applicant on the crucial date shall not exceed 56 years.

Note:-3* Adequate representation of SC/ST/OBC, Persons with Disability,& Economically Weaker Sections (EWSs).
The instructions issued by the Department vide no.19-11/97-ED & TRG dated 27.11/1997 , No. 17-08/2017-GDS dated 26.02.2019 and No. 17-09/2019-GDS dated 26.02.2019 providing for adequate representation of SC/ST/OBC communities, Persons with Disability and Economically Weaker Sections (EWSs) respectively will continue to apply. The permissible disability for Persons with Disability will be as given below in GDS posts:

V. Educational Qualification for GDS

(i) Secondary School Examination pass certificate of 10th standard with passing marks in Mathematics and English (having been studied as compulsory or elective subjects) conducted by any recognized Board of School Education by the Government of India/State Governments/Union Territories in India shall be a mandatory educational qualification for all approved categories of Gramin Dak Sevaks.

(ii) Compulsory knowledge of Local Language

The candidate should have studied the local language at least up to 10th standard [as compulsory or elective subjects] as declared by the State Government or as per constitutional provisions relating to
the 8th schedule of Constitution of India. List of Official languages of states are shown below:-

(iii) Basic Computer Knowledge

The candidates for all approved categories of GDS referred to in (i) above will be required to furnish a suitable undertaking that the candidate is aware that she/he should be able to use smartphone/laptop/handheld devices supplied by the Department. and also undertaking will be taken from the candidate by asking whether he/she studied computers as one of the subjects at any level in the Academics.

VI. Residence and Accommodation for locating Branch Post Office

The candidates must provide accommodation for Branch post office after selection but before engagement. The accommodation should meet the following prescribed standards:-

(i) The building may be owned by a Gram Panchayat or Central Government or by State Government such as school or offices or BPM’s own house or a proper rented accommodation in a busy place of the village. (Gram Panchayat building where available, is prefered).

(ii) Location– The Gramin Dak Sevak Branch Office (GDS BO) should be
located in the main busy part of the village. The candidate selected for the engagement of BPM shall have to provide centrally located accommodation in the Branch Post Office village within 30 days for use as Post Office premises and the expenditure of the hiring if any needs to be borne by the candidates.

(iii) Size– The minimum size of GDS Branch Office should not be less than 100 sq. feet preferably in 10’x10′ dimensions and in ground floor.

(iv) Approach– The GDS Branch Office should have direct access/approach from village road and should be located in front portion of the building in which it is housed. The GDS BO should not be housed in Verandas, Courtyards, Kitchen, SPWC under the stairs, bed room, damaged rooms, make-shift accommodations, isolated buildings outside the village etc. which are difficult to access/approach by the Customers.

(v) Structure -The GDS Branch Office accommodation should preferably be a Brick Mortar structure to ensure safety and security. The room should be properly ventilated and lighted and should be properly maintained and neatly white washed.

(vi) Power supply – The post office room should have electrical power connection for charging of handheld devices and for fan, electricity bulb etc. It should have suitable place to install solar panels.

(vii) The accommodation for the GDS Branch Office should be exclusively available for Post Office use. It may work from a village shop but Post office working from shop should have an exclusive space to keep the registers, micro ATM or hand-held device and other items apart from space for prominently exhibiting the signage etc. giving due importance to Post Office.

(viii) At present DARPAN devices are using Network Service Providers (NSPs)like Airtel, Vodafone/Idea, BSNL & Jio for ensuring connectivity to Branch Post Offices. While providing accommodation for GDS BO, it should be ensured that, Network is available for any one of these NSPs.

Further, it is clarified that the candidate who provide the above prescribed standards of accommodation after selection but before engagement and if he is engaged as GDS BPM will be entitled for the drawl of Composite allowance @ Rs.500/- per month. Further, if the candidate selected and engaged as GDS BPM provides accommodation for Post Office in a rent free government accommodation and staying in the Post village will be entitled for the Composite allowance Rs.250/- equal to that of BPMs who provide non-standard accommodation (those who are not fulfilling above standard are treated as non-standard accommodations).

VII. Knowledge of Cycling

Knowledge of Cycling is a pre-requisite condition for all GDS posts. In case of a candidate having knowledge of riding a scooter or motor cycle, that may be considered as knowledge of cycling. The candidate has to submit a declaration to this effect.

VIII. Adequate means of Livelihood

The candidate applying for the post shall note that the/ she will have adequate means of livelihood to support himself/ herself and his/ her family from other sources so as to have to supplement his/her income. However, this shall not be a pre-requisite for candidates for the purpose. Selected candidate shall be required to comply with this condition within
30 days after selection but before engagement. The candidate shall furnish an undertaking in the application itself that he/ she has other sources of income besides the allowances to be paid by the Government for adequate means of livelihood for himself/ herself and his/her family. The candidate after selection as Gramin Dak Sevak shall have to give the undertaking again before engagement.

The condition of adequate means of livelihood shall apply as stipulated in Rule 3-A (iii) of GDS (Conduct and Engagement) Rules, 2020. However, this condition shall not be a pre-requisite for candidates for the purpose of applying to the GDS post or selection there to and the selected candidate shall be required to comply with this prescribed condition within 30 days after selection but before engagement and will continue till discharge.

IX. No person holding an elective office will be considered for engagement to the post.

X. The candidate selected as Gramin Dak Sevak shall not engage in any activity with any outside agency which would be detrimental to the business or interest of the Post Office.

XI. Past experience or service of any kind will not be considered for selection

XII. A Gramin Dak Sevak shall be outside the Civil Service of the Union and governed by GDS (Conduct and Engagement) Rules 2020 as amended from time to time.

XIII. Fulfillment of other terms and conditions

Terms and conditions of engagement to GDS posts shall apply as stipulated in the relevant rules of GDS (Conduct & Engagement) Rules, 2020.

XIV. Production of SC/ST/OBC/Disability/ Economically Weaker Sections
Certificate.

Production of SC/ST/OBC/disability/EWSs certificate in the prescribed format would be compulsory in case of such candidates.

XV. Method of Application

Method of application will be only online. No offline applications shall be examined.

(i) Exemption of fee

Applicant belonging to the category UR/OBC/EWSMale/Transmen have to pay a fee of Rs100/-(Rupees one hundred only) for all Posts notified in choice of Division. Payment of fee is exempted for all female candidates, all SC/ST candidates. all PwD candidates and Transwomen.

(ii) Options

A candidate can apply against only one Division of the notifications. The candidate will be considered for all the eligible posts of the Division by default on selecting the Division. Preference for the post/s,l applied for and preference for the Divisional office for documents verifications should be submitted by the candidate at the time of application. Hence, candidates should exercise due care while utilizing choices of Division available to herzhim.However, only one post will be offered for a notification if shezhe has applied for one or more posts in one Division under any Circle.

Example: – If a candidate opts for five posts with preference post1, post2, post3, post4, posts etc. and selected as meritorious in more than one post, the post in the order of preference will be offered and the candidature for all the remaining posts will be forfeited. On getting selection, the candidate will be accommodated for the opted best preference if otherwise, another meritorious candidates opts for the same. However, basing on the merit, the candidate gets choice of post and on
offering such post, his other preferences will be forfeited for consideration
for other preferences.

XVI. The revised eligibility conditions and criteria of selection will come into effect for the vacancies to be notified on or after the date of issue of this notification.The engagement process initiated before this date shall be finalized as per the existing instructions.

XVII. SELECTION CRITERIA:-

(i) Selection will be made as per the system generated merit list as per the rules.

(ii) Automatic SMS to the candidates in merit list will be scheduled in the system and this process will get triggered as soon as the application window is closed Selected candidate has to login to indicate acceptance If the candidate rejects the offer, the next candidate as per merit lest
maintained by system will get SMS.

(iii) While attending to the Documents verification, the candidate has to come along with original documents and one set of Xerox copies for submission. 15 days, time will be given to selected candidate to report with original certificates for verification. Before to this, the candidate has to intimate his willingness in the portal by logging with registration number. If the verification is successful, provisional engagement order will be given. Else, the next candidate in merit will get the system generated SMS.

(iv) If there has been no response by the selected candidate, an email notice may be sent with a warning of cancellation of candidature if not reporting within next 15 days.

(v) No weightage will be given for higher educational qualification. Only marks obtained in 1Oth standard of approved Boards aggregated to percentage to the accuracy of 4 decimals will be the criteria for finalizing the selection. Passing of all the subjects as per the respective approved
board norms is mandatory subject to the conditions referred in Clause V (i) of Notifications pertaining to Required Educational eualifications for taking candidate into account for calculating the merit.

(vi) For applicants with marks, their total marks will be worked out by taking into account the marks obtained in the compulsory and elective/optional subjects (other than extra subjects, if any).

(vii) For applicants having both Total Marks and Grading Point (i.e. mark list issued with total marks and grading point both), in such cases the method used will be as follows :-

“The candidate’s total marks will be worked out while ignoring the Grading Point; this methodology will ensure that candidate possessing higher marks will be selected.”

(viii) For candidates having grades subject-wise, marks will be arrived for each subject (compulsory and elective subjects but not extra subjects), by applying the multiplying factor of 9.5 in the following manner:

(ix) Where Cumulative Grade Point Average (CGPA) is also provided, the marks will be arrived at by multiplying the CGPA by 9.5. Where individual grades in each subject as well as CGPA is given, the higher of the two
marks will be taken. Where two or more candidates have equal marks, the candidate having the higher age (older candidate) will be selected.

(x). In case of the marks lists containing the Grades/ Points, marks will be reckoned by taking conversion of Grades and points with the multiplication factor (9.5) against the maximum points or grade as 100.

(xi). Candidates having both marks and grades in the marks list have to apply with marks only. In case any candidate apply with grades only his a pplication liable for disqualification.

(xii). In case candidates get the same marks, the merit order would be taken as DOB (higher age as merit), ST trans-woman, ST female, SC trans- woman, SC female, OBC trans-woman, OBC female, EWS trans-woman, EWS female, UR trans-woman, UR female, ST trans-male, ST Male, SC trans-male, SC Male, OBC trans-male, OBC male, EWS trans-male, EWS male, UR trans-male, UR male.

(xiii). If a candidate opts for five posts with preference post1, post2, post3, post4, postsetc and selected as meritorious in more than one post, the post in the order of preference will be offered. The candidature for all the remalning posts will be forfeited.Similarly, in case of candidate has applied for more than one post only one post will be offered in the choice of her/his Division.

(xiv) Applications submitted without complete data will be rejected.In case
a candidate uploads wrong documents/information and unnecessary documents, candidature will be rejected. Similarly, in case the candidate enters marks erroneously either high or low with reference to marks list uploaded, the candidature will be rejected at the time of document verification.

XVIII. Schedule of Notification

a. In a Year all the Divisions will notify required GDS vacancies in two schedules
first in fourth week of lanuary by taking anticipated vacancy till 31st March of the year in which notification is being issued and second in last week of July by taking anticlpated vacancies upto 30th September of the year in which notification is being issued.

b. Mere getting SMS or email or any other communication will not entitle the candidate to claim for regular selection/Engagement. The final selection/Engagement will be based on satisfactory completion of verification and genuineness of all educational & other documents produced by the candidates. List of results will also be published in the portal for then purpose of all candidates information.

c. Department of Posts is not responsible for non-receipt of email/SMS by the
candidate due to any specific reason or without any reason arising out of network services providers and other dependencies.

d. Department of Posts does not make any phone calls to the candidates. The correspondence, if any, is made with candidates through respective Engaging
Authority only. Candidates are advised not to disclose their personal informatio n/reg istration number/ mobile numbers/email ids to others and be guarded against any unscrupulous phone calls.

e. Candidate can view his/her application status in the website by providing the
registration number and mobile number till the results are announced.

XIX. How to apply:-Candidate who desires to apply online will have to register himself / herself in the portal through https://indiapost.gov.in or http://appost.in/gdsonline with the following basic details to obtain the Registration Number:

i) Name (In capital letter as per X class certificate Marks/Memo including spaces)

iii) Father’s Name / Mother’s Name
iv) Mobile Number
v) Email ID
vi) Date of Birth
vii) Gender

h. Only one Registration is allowed for one candidate for schedule 1 & 2 in a calendar Year. The same registration number should be used for submission of applications.Once registered the same mobile number will not be allowed for
further Registrations of any other candidates. In case any duplicate Registration is found by altering the basic details, the candidature relating to all such
Registrations will be removed for consideration of selection.Any candidate who forgot the registration number can retrieve the registration number through option ‘Forgot registration’.

XX. Fee Payment

Applicant of category OC/OBC/EWS Male/ Transmen shou d pay a fee of Rs. 100/- (Rupees one hundred) for all posts within a choice of Division. Candidate who requires to make the payment of fee may pay the fee through online mode of payment using the URL provided in the Home page All recognized Credit/Debit cards and Net Banking facility/ UPI can be availed for this purpose. Charges applicable for usage of Debit/Credit cards and net banking as per the rules from time to time will be levied t:o the candidates
Fee may also be paid at any Head Post Office or other identified Post Offices in India. Names of the offices are available in the website.

For making the payment of the fee candidate should refer the Registration Number.

Fee once pald will not be refunded. Hence candiate is reouested to ensure that his eligibilty for applying to particular Division before making the fee payment.

2. Candidates who are exempted from payment of fee may apply online directly.

3. For applying online candidate should submit the applicatlon by providing information of Registration Number to proceed to fill up the subsequent information. The candidates must upload the following documents in the formats and sizes as prescribed; hence, it is advised to keep the scanned documents ready in softcopy form before applying online.

XXI. Submission of Xth Class Marks details:-

Candidate has to submit the details of marks obtained in the Xth class studied basing on the State and Board Before submission of Marks data candidate to validate his/her details by giving Registration number and OTP sent to the Registered mobile number to avoid impersonation. Candidate require to provide the address for correspondence. An undertaking will be obtained from the candidate in the online form to the extent that he/she having the computer knowledge to operate Desktop/laptop/POS/mobile etc to work on with the Departmental software.

XXII. Selection of Division and exercising preferences:-

Candidate to select one Division for submission of his candidature for all
the eligible posts of the Selected Division. Before submission of Division option candidate to validate his/her details by giving Registration number and OTP sent to the registered mobile number to avoid
impersonation. On selecting the division a list of all eligible posts (basing on the community and Age) will be displayed against which candidate has to give preferences.

XXIII. IMPORTANT INSTRUCTIONS:

The Department of Posts and engaging authority of each post reserves the right to modify, cancel the notification of a post at any time without assigning any reason Or to stop ongoing process. Candidates should note that once the details of Registration or of application are submitted the details cannot be modified oraltered. No such requests will be entertained at any level.
