Notice Inviting E-tender

E-tenders on behalf of the President of India are invited by O/o Superintendent of Post Offices, New Delhi Central Division, Meghdoot Bhawan, New Delhi-110001 in two bid system i.e. Qualifying/Technical bid and Financial bid for engagement of Delivery Personnel (Semi Skilled) and Multi Tasking Staff (MTS) (Unskilled) on outsourcing basis for working in delivery Post Offices under New Delhi Central Division.

3. The foremost requirement of participation in e-tender is to have a valid digital signature certificate.

4. The e-tender form along with terms and conditions can be downloaded from the website http://eprocure.gov.in/eprocure/app and submitted along with the receipt of Bid Document cost deposited in the Unclassified Receipt (UCR) in a Post Office by the bidder.

5. Scanned copies of all relevant documents must be uploaded on the CPP Portal by using valid Digital Signature Certificates. The instructions for online bid submission are given in Annexure-VI to assist the bidders in registering on the
CPP Portal, prepare their bids in accordance with the requirements and submitting their bids online on the CPP Portal.

6. Proof of furnishing the Bid Security and payment towards the Bid Document Cost should be sent in original to the ‘O/o Superintendent of Post Offices, New Delhi Central Division, Meghdoot Bhawan, New Delhi-110001′ by Speed Post/Registered Post/Personally so as to reach before last date and time of submission of e-tender.

7. The e-tenders complete in all respect must in all cases be uploaded on the CPP Portal before date and time indicated in the schedule of e-tender in Para 1 above. The scanned copy of UCR receipt in respect of the e-tender fee and Bid Security also must be uploaded on the CPP Portal.

8. The bidders having registered their firms with valid NSIC/MSME certificate or registered with the concerned Ministry/Department are exempted from submission of Bid Security (EMD) subject to submission of supporting documents. The bidders claiming exemption of Bid Security must upload scanned copies of supporting documents in place of scanned copy of proof of furnishing Bid Security.

9. The payment of Rs 500/- (Rupees Five Hundred only) towards the cost of Bid Documents (companies registered with NSIC/MSME with current validity is exempted).

10. The e-tenders in respect of which Bid Security and Bid Documents cost in original are not received before last date and time of submission of Bid Document, will not be entertained.

11. The Department of Posts (“DOP”) will not be responsible for any technical fault / problem in CPP Portal leading to non-submission of bids.

12. DOP reserves the right to modify and withdraw any of the terms and conditions contained in this tender document and to accept or reject in part or full any or all tenders without giving any notice or assigning any reason thereof.
