Sir,
Sub: Arbitrary and autocratic recovery of pay for the Covid 19 period by the SPOs, Salem West division request to redraw and paid to the officials – regarding
It is brought to our notice that the SPOs, Salem West Division caused orders to withhold the pay for the month of May 2020 for the officials who could not attend duty during March 2020 due to the non availability of transport facilities and curfew period by sidelining the orders of the Chief PMG Tamilnadu Circle issued vide his letter no_TCA/Covid-19/20 Pt-II dated 21.04.2020 in which 0 was categorically mentioned that the pay shall b drawn during the curfew period without any deduction until further orders.

The officials who cannot turn up duty for various reasons in the absence of transport facilities etc during the month of March 2020 (curfew period), Pay for them had been withheld without intimating them. It is totally against the spirit of instructions contained in the CPMG letter cited in pars supra. It is pertinent to mention that the officials had been neither informed of the pay withheld nor supplied with the orders of recovery made by appropriate authority for preferring representation and application for the absence as they wish. The SPOs, Salem West Division caused orders arbitrary and acted by his whims and fancies by superseding the orders of the higher ups. This causes a concern.
It is requested to intervene and cause directions to draw the withhold pay and allowances to the concerned officials and treatment of the period may be decided uniformly in the circle later on
It is requested to intervene and cause immediate directions in this regard.
Soliciting immediate response,
Yours faithfully
A. Veeramani
